Study of a Development Plan through Consideration of the Transition Process of Korean Volunteer Fire Department (우리나라 의용소방대의 변천과정 고찰을 통한 발전방안 연구)

  • The purpose of this study was to realize volunteer fire departments' historical identity through a review of the transition process from the quickening period of volunteer fire departments to the enactment of the volunteer fire department act in 2014, establish it newly from the viewpoint of changing the basic theoretical concepts, and seek a development plan. For this, the technical approach method was used based on the research method of literature searches. The result of the study established the definition as 'volunteer fire departments are legal auxiliary organizations composed by local residents who volunteer and understand one another with their independent and voluntary will to prepare for all kinds of disasters as well as fire suppression, rescue, and first aid.' and the installation ideology as 'leading service organizations of safety as a form of community involvement', 'resident-friendly organizational activities based on autonomous operational operation' and 'the activities of supplementing their demands according to the realization of social welfare and regional conditions'. Regarding the characteristics, the basic theoretical concept was newly established by 'voluntary participation', 'social expandability', 'the realization and complementation of social welfare', and 'professionalism and possibilities'. In addition it is expected that the results of this study can be utilized as the basic materials in studies of volunteer fire departments in the future.

  • In recent years, the high growth of the Korean society has led to the development of large and small incidents and accidents, while safety regulations, such as the firefighting sector, have been strengthened with the expectation of people desiring safety. This study surveyed the problems and improvement plan of the current operation centered on the fire service public officers in Gyeonggi-do and Gangwon. As a result of the main research, it is necessary to arrange and carry out excellent investigative manpower, such as lawyers and professional career veterans in the fire department, metropolitan city and provincial firefighting headquarters, and frontline fire departments. In particular, it was suggested that a special task force should be established and set up in the above agency, and the planning investigation and enforcement work should be solved through subdivision of the fire special enforcement officer tasks, and the judicial cases that are difficult to be handled by the local fire station. In future research, it will be necessary to study the field of fire - fighting specialists' needs for more specialized education and various disaster field experiences.

  • Purpose: The purpose of this study was to improve fire safety in Gosiwon, a residential space for the low-income class. Method: Problems appearing in the process of fire occurrence and damage were verified once again. In addition, we would like to suggest improvement measures through systematic discussions on blind spots. Results: As a result of examining the risk of cool fire, the causes of fire occurred in various ways. In addition, the possibility of radiant heat due to heat accumulation due to narrow rooms inside the Gosiwon was high. Also, it was found that the possibility of fire spread was high due to clothing and household goods. It was reconfirmed that the poor internal structure of a narrow indoor space had a significant effect on the spread of fire and the scale of damage as it tried to accommodate as many people as possible inside. Conclusion: It is necessary to complete the installation as soon as possible for Gosiwon where the simple sprinkler is not installed. For this, a stronger driving force from the government and local governments is needed. In addition, it will be necessary to discuss how to improve the spatial and structural fire vulnerabilities that appear due to the structural characteristics of the Gosiwon.

Smoke Detection Method Using Local Binary Pattern Variance in RGB Contrast Imag (RGB Contrast 영상에서의 Local Binary Pattern Variance를 이용한 연기검출 방법)

  • Smoke detection plays an important role for the early detection of fire. In this paper, we suggest a newly developed method that generated LBPV(Local Binary Pattern Variance)s as special feature vectors from RGB contrast images can be applied to detect smoke using SVM(Support Vector Machine). The proposed method rearranges mean value of the block from each R, G, B channel and its intensity of the mean value. Additionally, it generates RGB contrast image which indicates each RGB channel’s contrast via smoke’s achromatic color. Uniform LBPV, Rotation-Invariance LBPV, Rotation-Invariance Uniform LBPV are applied to RGB Contrast images so that it could generate feature vector from the form of LBP. It helps to distinguish between smoke and non smoke area through SVM. Experimental results show that true positive detection rate is similar but false positive detection rate has been improved, although the proposed method reduced numbers of feature vector in half comparing with the existing method with LBP and LBPV.

Improvement of cultural heritage disaster management - The Case of Sungnyemun's Collapse in Fire - (문화재 재난관리의 필요성과 발전방향 - 숭례문 화재사고사례를 중심으로 -)

  • The present study purposed to assert the necessity of cultural property disaster control through analyzing the fire of the Sungnyemun and to suggest directions for the development of cultural property disaster control in the future. For these purposes, we reviewed literature such as research papers and books on cultural property disaster control, and presented problems in current cultural property disaster control and solutions for the problems through case study of the fire of the Sungnyemun. In a word, the fire of the Sungnyemun is a representative case showing difficulty in disaster prevention activities for wooden cultural properties. Accordingly, we need to recognize the necessity of cultural property disaster control and to prepare measures. For this, first, it is essential to reinforce preventive systems against cultural property disasters. Second, early actions should be taken in consideration of the characteristics of each cultural property. Third, for cultural property disaster control, it is important to maintain cooperative relations among the Cultural Properties Administration, National Emergency Management Agency, and relevant local self.governing bodies. Lastly, standards for cultural property fire protection systems should be tightened by improving related laws, and institutional bases should be intensified through preparing grounds for aggravated punishment for crimes against cultural properties such as arsons.

Effect of Vertically Travelling Fires on the Collapse of Tall Buildings

  • Many previous tall building fires demonstrate that despite code compliant construction fires often spread vertically and burn over multiple floors at the same time. The collapses of the WTC complex buildings in 9/11 as well as other partial collapses like the ones of the Windsor Tower in Madrid and of the Technical University of Delft building posed new questions on the stability of tall buildings in fire. These accidents have shown that local or global collapse is possible in multi-floor fires. In most of the previous work involving multi-floor fires all floors were assumed to be heated simultaneously although in reality fires travel from one floor to another. This paper extends previous research by focusing on the collapse mechanisms of tall buildings in fire and performs a parametric study using various travelling rates. The results of the study demonstrate that vertically travelling fires have beneficial impact in terms of the global structural response of tall buildings in comparison to simultaneous fires. Contrary to the beneficial effect of the travelling fires in terms of the global structural response, it was noticed that higher tensile forces were also present in the floors compared to simultaneous multi-floor case. Designers are therefore advised to consider simultaneous multi-floor fire as an upper bound scenario. However, a scenario where a travelling fire is used is also suggested to be examined, as the tensile capacity of connections may be underestimated.

Analysis of Injury Types in Korean Disaster (우리나라 인적재해 유형별 손상 분석)

  • The purpose of the study was to injury types in Daegu subway fire accident, Sampung department store collapse, Mokpo airport civil aircraft accident, and Buan sunken ship disaster. The conclusion obtained from these analyses are as following. 1. The total of victims were Sampung department store collapse(l440 people). Buan sunken ship disaster(355 people), Daegu subway fire accident(340 people), and Mokpo airport civil aircraft accident(110 people). 2. The total of dead people were Sampung department store collapse(502 people), Buan sunken ship disaster(287 people), Daegu subway fire accident(192 people), and Mokpa airport civil aircraft accident(66 people). 3. The total of injured people were Sampung department store collapse(938 people), Daegu subway fire accident(148 people), Mokpo airport civil aircraft accident(84 people), and Buan sunken ship disaster(67 people). 4. The major types of victims presented smoke inhalation such as coughing, dyspnea, and sore throat in Daegu subway fire accident. 5. The major types of victims presented crushing(multiple fractures), vertebral, and soft tissues injuries in Sampung department store collapse. 6. The major types of victims presented multiple fractures. In addition to, a lot of people showed vertebral injuries and shock symptoms in Mokpo airport civil aircraft accident. 7. The major types of victims presented drowning as well lots of hypothermia patients in Buan sunken ship disaster. There were a wide variety of types in human disaster. Therefore, the most important disaster training program need to each disaster aspect in the local emergency medical services system. Moreover, the emergency medical services personnel should be understand and training for injury types of each human disaster.

A Study on the Improvement of Spatial Resolution with Miniaturization of Plate Thermometer (판형 열유속계의 소형화에 따른 공간 해상도 개선에 관한 연구)

  • This study assessed the measurement errors and improvement of the spatial resolution through miniaturization of the plate thermometer used to measure the heat flux in a fire environment. As a result, the heat loss to the side of plate thermometer was found to have a significant influence on the measurement error through analysis of the measurement values according to the thickness and density change to the insulation installed on the back side of the plate. Based on the existing 10 cm square shape, it was also confirmed that the 3 cm size plate thermometer could measure the heat flux with satisfactory accuracy through miniaturization. These results are expected to be useful for accurate measurements of the heat flux at local locations in a fire environment.

An Quantitative Analysis of Severity Classification and Burn Severity for the Large Forest Fire Areas using Normalized Burn Ratio of Landsat Imagery (Landsat 영상으로부터 정규탄화지수 추출과 산불피해지역 및 피해강도의 정량적 분석)

  • Forest fire is the dominant large-scale disturbance mechanism in the Korean temperate forest, and it strongly influences forest structure and function. Moreover burn severity incorporates both short- and long-term post-fire effects on the local and regional environment. Burn severity is defined by the degree to which an ecosystem has changed owing to the fire. Vegetation rehabilitation may specifically vary according to burn severity after fire. To understand burn severity and process of vegetation rehabilitation at the damaged area after large-fire is required a lot of man powers and budgets. However the analysis of burn severity in the forest area using satellite imagery can acquire rapidly information and more objective results remotely in the large-fire area. Space and airbone sensors have been used to map area burned, assess characteristics of active fires, and characterize post-fire ecological effects. For classifying fire damaged area and analyzing burn severity of Samcheok fire area occurred in 2000, Cheongyang fire in 2002, and Yangyang fire in 2005 we utilized Normalized Burn Ratio(NBR) technique. The NBR is temporally differenced between pre- and post-fire datasets to determine the extent and degree of change detected from burning. In this paper we use pre- and post-fire imagery from the Landsat TM and ETM+ imagery to compute the NBR and evaluate large-scale patterns of burn severity at 30m spatial resolution. 65% in the Samcheok fire area, 91% in the Cheongyang fire area and 65% in the Yangyang fire area were corresponded to burn severity class above 'High'. Therefore the use of a remotely sensed Differenced Normalized Burn Ratio(${\Delta}NBR$) by RS and GIS allows for the burn severity to be quantified spatially by mapping damaged domain and burn severity across large-fire area.

A Study on the Improvement of Dangerous Goods Safety Management in Maritime Terminal (항만 옥외저장소 위험물의 안전관리 개선 방안)

  • According to the research and investigations performed on Port Facilities for cargo-works of hazardous materials around the Port of Busan, a conclusion was drawn that the manually operating foam tower monitors are ineffective as they are hard to access due to the radiant heat under contingency circumstances such as a fire. Moreover, in some cases, the effective range of Foam Tower Monitors are insufficient to reach docked ships and manifolds where hazardous materials are being unloaded. In addition, Dangerous Goods freights are inadequately and inefficiently stored regardless properties of hazardous substances due to complicated local regulations, and some are equipped with inapplicable facilities for docked ships. Therefore, in order to effectively counteract the contingencies and obtain safety, it would be recommended to install adequate facilities.
