  • The goal of this study is to propose the contribution strategies of public library as cultural infrastructure to local cultural development in Korea. For this goal, researcher evaluated how public libraries contribute to the local cultural development in terms of interdependence of public library and local culture. Then, the researcher divided into the local culture to knowledge culture, reading culture, learning culture, living culture, and leisure culture, and suggested six contribution strategies(improving core competencies including the collection development and user service, strengthening education and support for digital information literacy, reading promotion and base expansion for everyday life, optimization of lifelong learning & culture program services, increasing openness and friendliness of the facilities and space, expansion of cooperation with relevant agencies) of public library for their development and promotion.

  • The present study was investigated the local heat transfer characteristics and temperature distribution on the louver fin by using the expansion model. Heat transfer rate, frost mass and temperature distribution of the louver fin under frosting condition were experimentally investigated. Local heat transfer rate and heat flux on the louver were analyzed by the conduction heat transfer between top and lower part of the louver. The experimental key parameter was brine inlet temperature(-5, -10, $-15^{\circ}C$). The heat transfer performance and frost mass at brine temperature of $-15^{\circ}C$ were increased by maximum 3 time than the brine temperature of $-5^{\circ}C$. At all experimental case, local heat transfer rate and heat flux of the louver were almost symmetry at the louver number of 6. Especially, local heat transfer rate and heat flux were maximum increased on the louver number of 4 and 8.

  • Decentralization is a structural characteristic surrounding the allocation of power within an organization and is discussed at the organizational, national and local levels. This study examined the evaluation and decentralization direction of decentralization of public officials to derive problems and development directions of decentralization in Korea. We also derive our decentralization task. The decentralization task is, first, the expansion of autonomy in organization composition. The organization of local governments shall be determined according to the details and amount of local affairs. Second, it is to secure autonomy in personnel management. It is desirable for local governments to handle local gardens and manpower management autonomously rather than central uniform control. However, it is necessary to leave the checks and supervision to the local council, civic groups, and local residents. Third, the expansion of fiscal decentralization. First of all, the tax rate should be determined by ordinance within the scope prescribed by law to expand the autonomous financial authority. Next, it is necessary to expand local finances through the conversion of national taxes to local taxes. Next, it is necessary to expand local income taxes and local consumption taxes. Decentralization requires cooperation between the central and local governments and participation of local residents and stakeholders, breaking away from central unilateral and short-term thinking.

  • Recently, it is imperatively necessary to expand fire services funds for providing high quality of fire services. This study is to propose the plan of funds expansion for fire services to cope with a hefty increase of fire services demands in a local autonomous entity era. As alternatives of funds expansion, the study suggests the increase of fire public facilities tax rate and extracting new funds by establishing local government firms such as fire hospitals and fire repair firms. In addition, the study also proposes establishing a new common fire facilities tax, imposing fire services tax on gas tax, imposing public facilities tax on electricity tax, and transferring fire services expense to a local autonomous entity.

  • This paper provides in-depth analysis of internal and external factors that are important to food retailers' international market expansion, presenting Carrefour as a case. Nine sources of risks inherent in international retail market operation are explored and examined which are critical for Carrefour's international expansion. Key financial ratios of Du Pont System are used to assess Carrefour's performance in local market and relative to competitors. Carrefour's competitive advantages are also explored and compared with Wal-Mart, its major competitor in the international expansion.

  • Relevance feedback is the most popular query reformulation strategy in a relevance feedback cycle, the user is presented with a list of the retrieved documents and, after examining them, marks those which are relevant. In practice, only the top 10(or 20) ranked documents need to be examined. The main idea consists of selecting important terms, or expressions, attached to the documents that have been identified as relevant by the user, and of enhancing the importance of these terms in a new query formulation. The expected effect is that the new query will be moved towards the relevant documents and away from the non-relevant ones. Local analysis techniques are interesting because they take advantage of the local context provided with the query. In this regard, they seem more appropriate than global analysis techniques. In a local strategy, the documents retrieved for a given query q are examined at query time to determine terms for query expansion. This is similar to a relevance feedback cycle but might be done without assistance from the user.

  • Boolean retrieval is simple and elegant. However, since there is no provision for term weighting, no ranking of the answer set is generated. As a result, the size of the output might be too large or too small. Relevance feedback is the most popular query reformulation strategy. in a relevance feedback cycle, the user is presented with a list of the retrieved documents and, after examining them, marks those which are relevant. • Bursting during tube hydroforming is preceded by localized necking. The retardation of the initiation of necking is a means to enhance hydroformability. Since high strain gradients occur at the necking sites, a decrease in local strain gradients is an effective way to retard the initiation of necking. In the current study, the expansion at potential necking sites was intentionally restricted in order to reduce the strain gradient at potential necking sites. From the strain distribution obtained from FEM, it is possible to determine strain concentrated zones, which are the potential necking sites. Prior to the hydroforming of a trailing arm, an incompressible material(such as lead) is attached to the tube where the strain-concentrated zone would contact the die. Due to the incompressibility of lead, the tube expansion is locally restricted, and the resultant strain extends to adjacent regions of the tube during hydroforming. After the first stage of hydroforming, the lead is removed from the tube, and the hydroforming continues to the final targeted shape without any local restriction. This method was successfully used to fabricate a complex shaped automotive trailing arm that had previously failed during traditional hydroforming fabrication.

  • The cost of a looped pipe network is affected by a set of loop flows. The mathematical model for optimizing the looped pipe network is expressed in the optimal set of loop flows to apply to a stochastic optimization method. Because the feasible region of the looped pipe network problem is nonconvex with multiple local optima, the Modified Stochastic Probing Method is suggested to efficiently search the feasible region. The method consists of two phase: i) a global search phase(the stochastic probing method) and ii) a local search phase(the nearest neighbor method). While the global search sequentially improves a local minimum, the local search escapes out of a local minimum trapped in the global search phase and also refines a final solution. In order to test the method, a standard test problem from the literature is considered for the optimal design of the paralled expansion of an existing network. The optimal solutions thus found have significantly smaller costs than the ones reported previously by other researchers.
