Tourism is a major sector of the national and regional economy in Southeast Asia endowed with rich natural environment and a variety of cultural and historical heritages. Tourism has been recognized as the industry without chimneys. However, as tourism sector is getting larger and being globally standardized, various problems such as environmental degradation as well as profits leakage from locals have been gradually aggravated. Against negative impacts from massive tourism various efforts have been tried and community-based ecotourism(CBET), seeking environmental conservation and community development at the same time, has emerged as a noteworthy alternative. By comparing the two cases of CBET in Indonesia and Cambodia, this paper aims to review the current status and future challenges of community development through ecotourism in Southeast Asia's rural villages. In the concrete, this paper analyses in-depth on case of JED(the village ecotourism network) in Bali, Indonesia and CBET project in Ramsar wetland reserves of Steung Treng province, Cambodia and founds out the possibility and main obstacles of community developmental strategy through CBET. Both cases have proven the positive outcomes in terms of environmental protection, local people's awareness improvement, and direct/indirect economic gain from CBET project. However, there are significant, but differentiated limitations in management capacities and stabilities of internal governance of two villages. Both villages are still in need of brisk networks with and assistance from the outside. In the conclusion part, this paper suggests CBET development program in Southeast Asia through Korea's social enterprises as one of the possible ODA programs(in tourism sector).
An increase in damage to crops and facilities caused by wildlife such as wild boar causes serious social and economic problems to the rural economy in Korea. This study aims to estimate the economic losses incurred to rural households in mountain villages near protected areas in Korea due to the damage to agricultural and forestry production by wildlife. The case of mountain villages located in Toji-myeon, Gurye-gun near the Jirisan National Park was studied as an example. Data were collected by interviewing 84 households across six mountain villages in April and June 2016. The results indicate that the economic losses due to wildlife damage in 2015 were estimated to be 1.65 million KRW per household, which is a total of 138.63 million KRW for the 84 households. Among local products, the most damaged products were chestnut, fern-brake, wild pear, peach, and potato, whereas the most damaged products per production area were sweet potato, peach, corn, and potato. The potential economic losses caused by wildlife damage to agricultural and forestry production in whole Gurye-gun area was estimated to be around 4.0 billion KRW in 2015. However, the municipal government budget for the compensation of wildlife damage was only 0.9 percent of the potential rural economic losses caused by wildlife damage in 2015. The results of our study suggest that the compensation scheme for wildlife damage is inadequate in the respect of social justice. Considering the low financial capacity of the municipalities in mountain areas, the central government should take a progressive responsibility by allocating more financial resources for compensation of economic losses of rural households due to wildlife damage. The equitable and effective governance of wildlife conservation is required for sustainable development of rural communities near protected areas.
As globalization of communication is going on and as the media have become increasingly central to the world economy, media policy matters have become the province of world economic organizations like the IMF and the WTO. The WTO service negotiation is focused primarily on the discriminatory and quantitative barriers associated with the trade of audiovisual services. Domestic measures such as subsidization, content regulation including quotas, and licensing requirements and restrictions on foreign ownership and control are at issues here. These measures have been successfully implemented by countries wishing to withstand competition from the American audiovisual industry. The debate about trade in audiovisual services is permeated by the unstated assumption that these programs are pure commodities whose production, distribution, exhibition and in turn, values are solely determined by the market forces. It is therefore presumed that liberalization of trade in audiovisual services will benefit all, serving cultural pluralism and diversity as well as economic efficiency. However, this assumption is not shared by developing countries, the recipients of U.S. television material. They argue audiovisual sector requires a social and cultural approach, since it plays a key role in the preservation of people's identity and social bonds. They claim that it is the each state's right to define its media policy and to implement it through the means it considers fit. These clashing views over the nature of the audiovisual material and the ways in which protect cultural pluralism and diversity do not confine to be the realm of theoretical debate. Each state's interest and motivation to protect its local industry and to have a competitive advantage in the international market is working in this battle. Consolidation with the countries like Australia, Canada, and EU nations, in favour of cultural exemption, seems to be the best policy for us. However, we are not entirely free from the WTO pressures, considering relation to the U. S. This study analyzes Korean Broadcasting Law compared with those of other OECD countries and tries to propose some strategical guidelines facing WTO service negotiation in the area of broadcasting.

Following the emergence of a knowledge-based economy, the role of universities in regional development has been re-evaluated through considering localized interactive learning processes. This paper tries to identify the role of universities for regional development and the variables effecting on their localized engagement in regional development. We argues that universities cannot be viewed as a single angle, because the behaviors of a university are influenced by the degree of their independence from regional and national governments. Likewise, the contributions of universities to their regional development can be differential depending on the organizational characteristics of individual universities, the social, political, and economical contexts of a given region and nation, and complex relations between and within universities and other regional stakeholders. These variables can be both the drivers and barriers when each university responds to regional needs. Based on the literature review, we suggest that the explanatory factors of shaping the engagement of universities in regional development can be classified into four categories: the characteristics of individual universities, the national context, the local and regional context, and the policy context.
This study is to analyze the present situation of Incheon design and to research Incheon industrial design with the special character of the city. Next, the final purpose is to apply this study for the Incheon International Design Competition event that will be held first time sponsored by Incheon Metropolitan. Incheon is Metropolitan which has 2.6 million people and the entrance of seoul Metropolitan which is the center of export industry and one of the greatest industrial city. It is growing the hub of International trade city of the twenty-first centry due to the opening of Incheon International Airport and the new development of Song-do city. The industrial structure of Incheon is mostly consist of small industry centered which has a lack of design development capacity, and it has a little insufficient design-related institutes which can educate the design personnel. It has only two universities and six junior colleges. Especially, design-related academics and exhibitions are rare nearby Seoul area. I will contribute the study which makes the industrial character and the necessity of design that can be possible through the Incheon International Design Exhibition, and it will promote the backward design industry and economy of Incheon that compared to other regions of Korea. And, I am going to utilize as basic data bases for exercising advanced Incheon Industrial Design Competition. Furthermore, I would like to contribute the image improvement of new International Incheon Metropolitan through the training of excellent design experts and finding design-related personnels which can be accomplished the cooperation among local autonomy, industries and schools.

The construction of Daedeok Science Town, located in Yuseong ward of Daejeon metropolitan city, began in the early 1970s. It started out as a national project to form an agglomeration of the major central government research institutions. Since that time Daedeok Science Town has also attracted private research institutions, mainly during the 1900s. This study geographically analyzes this research institutions to clarify the regional identity of Daedeok Science Town through an integrated approach of existing new regional geography approach, which is characteristics of labour market as the regional pattern of its laborers' residences, spatial labour division, its research network with other institutions, and networks of university, research institution, and corporations, through the spatial spread of intellectual right of property and through network of technology business incubator relationship with spin offs which is appeared to spatial interaction. The results of the study are as follows: First of all, Daedeok Science Town was not only self-sustenance with marketing garden of agricultural regions in the suburb of Daejeon city but also was consign of agricultural products to Daejeon city before 1972. Since that time, the identity of Daedeok Science town has been formed by externally factors of the science development, by the local decentralization of population and public offices in Seoul metropolitan area in terms of the world economy system, and by the internally accessibility maximization of the central location in Korea between 1992 and 1999. On the part of Daedeok Science Town it has some merits of in-migration from nation-wide, and of mother city's Daejeon. Lastly at the period of the venture business beginning after 1999, the role of institution, developing the existing high technology, made great contribution to an attraction of ventures business to here in need of high technology industry growth, including knowledge-based industry in the informated society. On these bases, Daedeok Science Town seems to grow spontaneously as a science park.

The purpose of this study is to analyze the specialist groups' perception and assessment on the urban development impacts by the EXPO 2012 Yeosu Korea, hosted from May 15 to August 15, 2012. In general, the specialist group positively evaluate about the urban development impacts of the 2012 Yeosu EXPO. They assess considerably positively, in particular on the enhancement of accessibility toward the capital region from Yeosu city, the vitalization of the local economy, the improvement of the city image, the invigoration of tourism resulted from the expansion of tourists accommodation facilities. In addition, they appraise that the urban development of Yeosu city would be advanced about 9.5 years in the wider transportation network and about 9.4 years the improvement of urban residential environment through hosting of the EXPO. They agree with that the image of Yeosu city as a site of marine tourism was significantly improved after the EXPO.
This paper was intended to empirically identify problems with recreational sea fishing park facilities installed to help reinvigorate local economy of fishing villages in order to mitigate shortage of fishing facilities amid an increase in sea fishers and spur evolution of sea fishing into a marine leisure activity, on which basis this researcher presented direction for facility planning which is deemed necessary to map out the plan for sea fishing parks, along with measures designed to improve sea fishing park facilities. To analyze the problems related to sea fishing park facilities, we conducted a survey on facility operations involving 9 sea fishing parks and 2 sea ranches and had an investigative interview with facility manager. Moreover, a survey was conducted of fishers in 25 sea fishing places, including sea fishing park, fishing experience village, etc., in order to investigate their demand for facilities. The results of survey suggested that there was a significant demand for expansion of amenities such as safety facilities, toilets, lounge facilities, etc., which can accommodate the increase in the number of people fishing with family. Furthermore, the results showed that there was a huge demand for introduction of facilities aiding leisure activities in addition to facilities for fishing activities including education facilities such as fishing site at the corner exclusive for beginners, experiential facilities, camping site, seaside park, promenade, etc. Thus, sea fishing park should be the complex leisure space with a focus on fishing activities and requires facility configuration and facility planning suited to activity requirements within fishing park.
Livestock agriculture plays an essential role Hongsung's economy. Unfortunately, if manure is manage properly it can contaminate water and pollute the air. The purposes of this study were to provide awareness of environmental impact and to design educational programs with sustainable agriculture. I used the specific steps of processes. First, collecting informations through survey on environmental awareness of livestock farmers in Hongsung-gun and recognizing the tendencies. Second, analyzing on educational status of livestock farmers. Third, finding objectives of environmental educational programs. At the end of processes, establishing programs which concerning on environmental education. I used two research methods to gather and analyze the data for developing an environmental education program. The first one is a general survey among 50 livestock farmers from Hongseong-gun, Chungcheongnam-do. The second one is the in-depth interviews with specialists in environmental education and government officials from the central government - the Ministry of Agriculture and Forestry - and the local government - Hongsung-gun who are in charge of livestock farming. I found the following results from this research. First, most livestock farmers replied with 'highly likely' to the five items on the recognition of the necessity of environment preservation, whereas only 38.7% answered with 'likely' to the item on the environmental pollution caused by livestock farming. This shows the tendency that they have less recognition of the reality than necessary. Second, most of the contents among 5 areas(knowledge, recognition, function, attitude, and participation) are the knowledge areas. That results are analyzed training materials for livestock farmers made by Hongsung-gun in 2004 and in 2005 by using goal categories suggested in the Tbilisi Resolution. Third, after analyzing the survey and in-depth interviews, I found that the need for education to recognize the environmental pollution, environmental protection and recycling of the livestock waste. We can summarize conclusions from this research. First, we need on educational program improve the livestock farmers' recognition of importance in environmental protection. Second, it is necessary to develop educational program with the viewpoint that livestock waste is not one of the culprits of the environmental pollution, but a recyclable resource. Third, contents of the environmental education program, should include all the educational elements, namely, knowledge, recognition, attitude, function and participation. The education for livestock farmers requires a research on the environmental education program that can be used with crop farmers who can use the resources recycled from the livestock waste from the viewpoint of recycling resources. This research is focused on the collection and analysis of the basic data for developing an environmental education program and the composition of the program. A further research on the implementation and assessment of this program is required.

This study aimed at developing an educational program for South Korean adolescents on North Korean family living culture so that the students become familiar with the values and everyday lifestyles of North Korea. Understanding of North Korean culture is considered important as a foundation for social integration in prospect of future reunification. The contents of the program were developed based on the analysis of North Korean defectors' interviews and review of the literature and media reports on North Korean family culture. The program consists of 12 units of 40-minute sessions with the following topics: economy and consumption, leisure activities, family relationships, dating and spouse choices, fashion changes, clothing acquisition and care, food choices and local diets, dietary problems, housing, and neighborhood. The program was implemented between December 21 and 30, 2015 in a middle school located in Seoul. This program is expected to be useful in preparing the students as future leaders to create harmonious family living culture in the reunified Korea.
