  • This paper applies DEA windows analysis in order to determine the efficiency of the Districts of Busan Metropolitan City over time for 5 years (2003 - 2007). This paper used such factors including Number of solutions of civil petitions, Local Tax Collection, and Financial Independent rate as output, Total Labor Costs, Government Employees, Population and Expenditure as inputs. This study concludes that the efficiency of the different District can fluctuate over time to different extents and efficiency of most District decreases from 2003. Indeed, the empirical results reveal that substantial inefficiency exists in some Districts at some point in time. In consequence, this validates the necessity for using DEA windows analysis in preference to an analysis based upon cross-sectional data. This paper shows that Districts' efficiency decreases as Window goes to 1 to 3.

  • On the Social Internet of Things (SIoT), social activities occur through which the vehicle generates a variety of data, shares them with other vehicles, and sends and receives feedbacks. In order to share reliable information between vehicles, it is important to determine the reliability of a vehicle. In this paper, we propose a vehicle trust evaluation scheme to share reliable information among vehicles. The proposed scheme calculates vehicle trust by considering user reputation and network trust based on inter-vehicle social behaviors. The vehicle may choose to scoring, ignoring, redistributing, etc. in the social activities inter vehicles. Thereby, calculating the user's reputation. To calculate network trust, distance from other vehicles and packet transmission rate are used. Using user reputation and network trust, local trust is calculated. It also prevents redundant distribution of data delivered during social activities. Data from the Road Side Unit (RSU) can be used to overcome local data limitations and global data can be used to calculate a vehicle trust more accurately. It is shown through various performance evaluations that the proposed scheme outperforms the existing schemes.

This research investigates the background on how the local self-governments ended up importing the universal design administrative policy, investigates the policies which each self governing bodies have been promoting and presents necessary stipulations following those policies. When we sum up the necessity of promoting universal design by local self-governments, although the we carry various problems in the promoting process in the settlement of provincial era and promoting substantiality of it, we can point out the low birth rate phenomenon, progression of aged people's society, diversification of values as a result of social and economic maturity, etc. as social and economic background. For people's values, as they escape from the economic they attach great importance to economic supremacy, they respect culture, environment, etc. with higher level than economic aspect and the improvement of life's quality is becoming important. Meanwhile, the universal design which is known to many users as a usable design concept as reach to a point where it is getting attention as a basic concept of 21st century design. Today, each of local self-governments in Japan are making various efforts for unperturbed importation and application of universal design to local communities through homepage, universal design guideline or report, various workshops, etc. Especially, there are universal design policies of public areas, facilities, manufacture of other products and information for the contents of the policy. The enforcement of universal design policy puts importance in 1) the process of planning, alteration, policy scheme and decision making 2) the process of policy's enforcement 3) the probation process of all processes and I could find out that equal participation of roles by local citizens, citizen's organizations, companies with the administration hasn't been adopted for each of these processes.

  • In this study, the current status of the South Korean performance facilities was analyzed, and then the key tasks for the improvement of such facilities were identified. The study results show that the country's performance facilities are disproportionately concentrated in the Seoul region whereas the lack of performance facilities per unit area in the other regional provinces considerably lowers the accessibility of such facilities to the local residents. As part of the measures to solve such problems, this study proposed the development of a system that would enable the optimal placement of such performance facilities. It also proposed the development of another system that can simulate and suggest an optimal performance type for a given region because the ultimate goal of this study was to raise the utilization rate and financial self-reliance of the performance facilities in South Korea.

  • The microalgae have been studied for a source of biodiesel production. It is important to select the microalgae, which grows rapidly in local environmental conditions such as temperature range and ingredient of local seawater. The aim of this study was isolating microalga, which has rapid growth rate and high FAME contents in wide temperature ranges, for microalgal offshore cultivation in Korea, one of the country with four distinct seasons. Firstly, we had isolated a green microalga, Tetraselmis sp. KCTC12236BP, which has faster growth rate in low temperature (5 and $10^{\circ}C$) than Tetraselmis suecica and Dunaliella tertiolecta LB999 from Young Heung Island, Incheon, Korea. This microalga was cultivated in outdoor circulated tank photobioreactor (CT-PBR). As a result, this microalga could grow in wide temperature ranges (6 to $29^{\circ}C$), outdoors. After that, the biomass was recovered, and 13.2 g biodiesel could be acquired from 110 g dry biomass. These results indicate that the isolated microalga, Tetraselmis sp. KCTC12236BP is proper to biodiesel production using outdoor cultivation in Korea for all seasons.

  • The present study was performed to evaluate the job training needs of school nutrition teachers in order to enhance their specialty. Three hundred and forty questionnaires were distributed to school nutrition teachers working at primary and high schools in the Gyeongbuk area while 45 were distributed to professors during 2010~2011. Three hundred and two questionnaires from school nutrition teachers and 33 from professors were returned and analyzed. The rate of teachers practicing nutrition education was 54%, and the educational content was obtained mainly from the internet. The top three problems the teachers encountered were 'lack of standardized educational materials', 'inexperience of teaching', and 'insufficiency of expert knowledge'. The teachers recognized 'training program' as the best solution. However, the job training program operated immediately after teachers were appointed scored only 3.03 out of 5.00. Important contents of the training program ranked highly by the teachers were 'development of education materials', 'nutrition counseling', and 'teaching method'. The professors included 'expert knowledge' in their top three contents. Both the teachers and professors agreed to increase the frequency of 'practice' in training methods. Other factors the teachers considered to be important were high quality, diversity, ability of the instructor, training cycle, and the institution in charge. From these results, it can be concluded that efficient job training programs are needed for school nutrition teachers according to the importance of the education contents and training methods. It is therefore suggested that a cooperation committee be composed of an educator, educatee, and related personal in a local education office in order to operate the program.
