Consideration of Urgent Facing Strategies for the Designation of Customs Free Zone of Incheon City (인천항 관세자유지역 지정시 당면과제 고찰)

  • This study is intended for the development of urgent facing strategies for the designation of a CFZ(Customs Free Zone) in Incheon city. First, it analyzes the current status of the Incheon CFZ. Next, it suggests several strategies for successfully growing the CFZ of Incheon City. Finally, it develops and proposes a method for establishing an integrated management system for the effective management of the CFZ. The key findings of this study are as follows: First, the CFZ should provide state-of-the-art movement of port logistics, create new added value caused by the movement of logistics, and provide other public support. The Incheon CFZ should be developed in three stages: an inducement stage in 2002-2005, a growth stage in 2005-2008, and an implementation stage in 2008-2011. Second, The parties responsible for the management of the CFZ would be as follows: for the port area, the Ministry of Maritime and Fisheries; for the back space of CFZ, Incheon City; and for port management, port management companies. However, a committee for CFZ management is strongly suggested for the improved efficiency and effectiveness of CFZ management. Furthermore, additional regulations ensuring the role of local government will likely be necessary for the sucessful designation and sustainable management of the CFZ. Third, For the creation of additional revenue, reformation of the current laws of the CFZ are recommended in the area of business administration. Fourth, A strategic marketing plan that supports the successful management of the companies of the CFZ will be a key component in the success of the CFZ. Thus, the new marketing plan should be developed in the near future based on case studies of other CFZs. Fifth A method for an integrated CFZ management system was developed and suggested for the comprehensive and transparent management of port logistics.

  • The Total Maximum Daily Load (TMDL) is a watershed management system that involves the establishment of the target water quality, the calculation of permission loading (allocation loading), and the control of total pollutants for each unit watershed. Allocation loading is assessed through the comprehensive implementation assessment of the previous year's plan. Assessment results are used for follow-up management measures such as the limit of development and updating of TMDL Management Implementation Plans for the next planning period. Although detailed assessment criteria are important, they are not currently available. Therefore, we suggested assessment criteria by comparing two methods('integration method' and 'separation method') using combination point and non-point discharge loading. We also examined the penalty criteria considering controllable load local government and updating methods of the TMDL Management Implementation Plan for the next planning period.

Impact of 0.35 T Magnetic Field on Dose Calculation for Non-small Cell Lung Cancer Stereotactic Radiotherapy Plans

  • Background: We investigated the impact of 0.35 T magnetic field on dose calculation for non-small cell lung cancer (NSCLC) stereotactic ablative radiotherapy (SABR) in the ViewRay system (ViewRay Inc.), which features a simultaneous use of magnetic resonance imaging (MRI) to guide radiotherapy for an improved targeting of tumors. Materials and Methods: Here, we present a comprehensive analysis of the effects induced by the 0.35 T magnetic field on various characteristics of SABR plans including the plan qualities and dose calculation for the planning target volume, organs at risk, and outer/inner shells. Therefore, two SABR plans were set up, one with a 0.35 T magnetic field applied during radiotherapy and another in the absence of the field. The dosimetric parameters were calculated in both cases, and the plan quality indices were evaluated using a Monte Carlo algorithm based on a treatment planning system. Results and Discussion: Our findings showed no significant impact on dose calculation under the 0.35 T magnetic field for all analyzed parameters. Nonetheless, a significant enhancement in the dose was calculated on the skin surrounding the tumor when the 0.35 T magnetic field was applied during the radiotherapy. This was attributed to the electron return effect, which results from the deviation of the electrons ejected from tissues upon radiation due to Lorentz forces. These returned electrons re-enter the tissues, causing a local dose increase in the calculated dose. Conclusion: The present study highlights the impact of the 0.35 T magnetic field used for MRI in the ViewRay system for NSCLC SABR treatment, especially on the skin surrounding the tumors.

  • The purpose of this study is to formulate various improved working schemes in determining the definition of non-permissible activities to strengthen the practical implementation and operation of the integrated coastal management plan for regional self-governing authorities In this study, non-permissible activities indicate any activities which should be restricted according to the coastal functions of five different sectors in the regional plan for coastal management. Policy Plans for the Maintenance of Public Security of Living During the War (전시 국민생활안정 유지방안)

  • Government duties in the cases of crisis are aimed at supporting efficient military operations in the fields of non-military affairs and resource mobilization, maintenance of government functions, and search for the public security of living during the war. In crisis, the government must change its functions into the total-war system with all resources available for the efficient performance of military operations, war economy, public safety and security as well as government continuance. The main contents of "Chung-Mu Plan" include the alternative measures to control the circulation of life necessities, emergency electricity, water and gas; recover public facilities from the disaster; and accommodate the wounded and refugees. Governments have practiced Ul-chi and ChungMoo exercises to improve government's management capabilities and master standard operating procedures including systematic distribution plans in the national and local level. However, such plans have not yet sufficient enough for the maintenance of public security of living. In addition to the conceptual ambiguity, major problems are the inappropriate system of the war economy, legal institutions, and administrative SOPs for the efficient maintenance of it. Thus, for the betterment of national crisis management system, the government should have the manual stated from every step and level dealing with crisis to the legal institutions. It is important to empower the National Emergency Planning Commission for the policy consistency and efficient/effective implementation. The comprehensive plans must have an integrated cooperative system of the central/local governments, military and civil society with actual practices and exercises for the maintenance of the public security of living.

  • Our faces can express a remarkable range of subtle emotions and silent messages. Because the face is so essential for complex social interactions that are part of our everyday lives, aesthetic repair and restoration of function are an important tasks that we must not take lightly. Soft-tissue defects occur in trauma patients and require thorough evaluation, planning, and surgical treatment to achieve optimal functional and aesthetic outcomes, while minimizing the risk of complications. Recognizing the full nature of the injury and developing a logical treatment plan help determine whether there will be future aesthetic or functional deformities. Proper classification of the wound enables appropriate treatment, and helps predict the postoperative appearance and function. Comprehensive care of trauma patients requires a diverse breadth of skills, beginning with an initial evaluation, followed by resuscitation. Traditionally, facial defects have been managed with closure or grafting, and prosthetic obturators. Sometimes, however, large defects cannot be closed using simple methods. Such cases, which involve exposure of critical structures, bone, joint spaces, and neurovascular structures, requires more complex treatment. We reviewed and classified causes of significant trauma resulting in facial injuries that were reconstructed by microsurgical techniques without simple sutures or coverage with partial flaps. A local flap is a good choice for reconstruction, but large defects are hard to cover with a local flap alone. Early microsurgical reconstruction of a large facial defect is an excellent choice for aesthetic and functional outcomes.

  • In July of last year, the Korean version of the New Deal National Report Conference was held in the presence of the President, and the "Korean version of the New Deal Comprehensive Plan" was announced as its core strategy. In the field of education, the "Green Smart Future School" project has been included as one of the top 10 Korean New Deal projects. And last year, due to the spread of non-face-to-face classes due to COVID-19, the demand for ICT technology in front-line education sites rapidly increased. Therefore, In this paper, we examine the problems of the wireless network and wired infrastructure of the classroom in the past, and design wired network infrastructure and wireless network equipment for green smart classrooms with high-speed wireless networks that can be used for non-face-to-face and face-to-face classes, and build them in actual classrooms.   • The purpose of this study is to explore the meaning of the 2018 'Comprehensive Plan for the Vitalization of Democratic Citizenship Education' centered on the '2022 Revised Curriculum General Discussion'. Research Results First, in the case of strengthening democratic citizenship education in schools, one of the main tasks in the general discussion of the 2022 revised curriculum emphasizes democratic citizenship education to cultivate citizenship. are doing Second, in the case of teacher professionalism enhancement and support for educational activities, development of teaching and learning materials and reinforcement of teacher training are promoted in the 2022 revised curriculum summary. Third, in the case of creating a democratic school culture, the 2022 revised curriculum outline guarantees student safety and learning rights through remodeling or remodeling old schools to restructure learning spaces and realize a digital-based learning environment. Fourth, in the case of revitalization of student autonomy, in the general discussion of the 2022 revised curriculum, the autonomy of the school curriculum considering the needs of students and school conditions is expanded, and classes centered on participatory experiences and self-government activities are strengthened. Fifth, in the case of establishing a democratic citizenship education support system, the 2022 revised curriculum outline establishes a mutual cooperation system that respects the roles and expertise of various educational subjects and a mutual cooperation system between the local community and the educational community.

  • The research is to analyze current situation of the coordinated development of "5 Region" and "4 Road" in Henan Province and put forward problems about the coordinated development of the "5 Region" and "4 Road" with the inland geographical location in China by drawing on the experience of the coordinated development of related industries in developed countries and regions based on China's "One Belt And One Road". According to the problems, a plan for the promotion of opening up to the outside world is provided. Through research, the following problems are found: First, the superposition advantage of five districts' and "four roads' has not been fully brought into play. Second, the collaborative linkage mechanism is not sound. Third, modern comprehensive transportation hub facilities are not fully completed. Fourth, the industrial support capacity is insufficient. Fifth, basic support is difficult to meet the needs of future development. The plan is as follows: First, building a top-level strategic platform and improve the policy support system. Second, we need to enhance the advantages of the four Silk Roads and accelerate their interconnected development. Third, establishing a coordination and mutual assistance mechanism to stimulate the superposition effect of industrial clusters. The significance of this study is that it can be used as research data to predict the future direction of China's "One Belt and One Road" policy and enlightenment to stimulate the economic revitalization of inland provinces.

  • Korea experienced rapid urbanization due to high growth of economy. As people left the country and gathered in the city, the size of city has been expanded, resulting in unbalanced development of the land. In addition, it appears in diverse aspects from nationwide phenomenon to the local development in each city unit. In particular, it even tends to become social problems in the metropolitan cities. As a solution for it, this study conducts theoretical consideration on sustainability in the aspect of balanced urban development and suggests measures through analysis on Siheung-city. The result is as follows. First of all, comprehensive approach is required based on sustainability. It is required to derive balanced city development by expanding it to the social, cultural and economic aspects. Second, integrated management policy is required for the original city along with new development. It should be considered together with diverse social and physical aspects. Third, approach from the aspect of city planning is required through consideration on flat city expansion and connection with city space structural. Fourth, in order to foster balanced urban development, it is needed to grope for solutions for imbalanced urban development through the participation of diverse groups such as local residents, private enterprisers, and the non-profit civic groups of the local community along with the mediation among persons interested. And continuous support of administrative authorities should be obtained to create such environment.
