지자체장의 지역발전 비전과 지역정책 성과분석: 전남 화순군 민선 6기를 사례로 (Performance Analysis of Regional Policies and Local Government Head's Vision for Regional Development: A Case of 6th Local Election of Hwasun-gun in Jeonnam Province)

  • 이 연구의 목적은 전남 화순군을 사례로 지자체장 교체에 따른 군정목표의 변화를 살펴보고, 민선 6기 지자체장이 설정한 지역발전 비전과 군정목표와 지역발전정책 성과를 분석한 것이다. 민선 1기부터 6기까지 화순군정의 슬로건과 목표는 지자체장의 잦은 교체로 계속 변경되었다. 한편 민선 6기 화순군정의 슬로건은 '명품화순 행복한 군민'으로 설정하였고, 군정 목표는 신뢰받는 행정, 함께하는 복지, 매력있는 문화, 활력있는 농촌, 꿈을 심는 교육, 생동하는 경제 등 6개로 설정하였다. 민선 6기의 군정 성과는 계획목표 대비 90% 달성률을 나타냈다.

광원 정보를 이용한 지역 히스토그램 평활화 방법 (Local Histogram Equalization using Illumination Information)

  • 지역 히스토그램 평활화 방법은 입력 영상의 국부적은 밝기 특성을 부각시키기 위한 가장 널리 사용되는 방법들 중 하나이다. 그러나 지역 히스토그램 평활화 기반의 방법들은 몇 가지의 문제점들을 발생시킨다. 먼저, 국부적인 특성들을 과도하게 부각시켜 의도하지 않는 결함들을 발생시킨다. 두 번째, 국부 특성들의 향상이 전역 콘트라스트 향상을 증대시키지는 않는다는 점이다. 이러한 문제들을 해결하기 위해, 우리는 광원 정보를 이용한 지역 히스토그램 평활화 방법을 제안한다. 먼저, 광원 정보를 추정하기 위하여 제안하는 방법은 입력 영상의 다운 샘플링과 업 샘플링 과정을 통하여 획득된 블러 영상과 원 영상을 융합한다. 그 후, 지역 히스토그램 평활화 방법에서 추정한 변환 함수를 광원 정보를 이용하여 적응적으로 조절한다. 그 결과 기존 방법에서 발생할 수 있는 결함을 억제시키면서, 전역 콘트라스트와 국부 콘트라스트를 동시에 향상시킬 수 있다. 실험 결과들은 제안하는 방법이 기존 방법에 비해 수치적인 면과 시각적인 면에서 뛰어난 결과를 보임을 확인할 수 있다.

Narrative review: the evidence for neurotoxicity of dental local anesthetics

  • Dental local anesthesia is performed daily on a global scale. Adverse effects are rare, but the topic of neurotoxicity of local anesthetics deserves to be explored, as publications can be controversial and confusing. Therefore, a need was felt to address and question the evidence for potential neurotoxicity of dental local anesthetics. This review aimed to assess the studies published on the neurotoxicity of dental local anesthetics. A Pubmed search was conducted between January 2019 and August 2019. This revealed 2802 hits on the topic of neurotoxicity or cytotoxicity of the following anesthetics: lidocaine, prilocaine, mepivacaine, articaine, ropivacaine, and bupivacaine. Only 23 papers were deemed eligible for this review: 17 in vitro studies, 3 reviews and 3 audits of national inquiries. The heterogeneous literature on this topic showed that all dental local anesthetics are potentially neurotoxic in a concentration and/or exposure time fashion. There seems no consensus about what cell lines are to be used to investigate the neurotoxicity of local anesthetics, which makes the comparison between studies difficult and ambiguous. However, the bottom line is that all dental local anesthetics have a neurotoxic potential, but that there is no unanimity in the publications about which local anesthetic is the least or the most neurotoxic.

군단위 농촌지역의 스포츠이벤트에서 서비스품질 만족이 지역 이미지와 재방문의사에 미치는 영향 (Effect of Satisfaction with Service Quality of County Level Local Sport Event on Local Image and Re-Visit Intention)

  • The service quality and image are a central factor in understanding tourists destination choice. Existing literature suggests that sport event and destination image could interact to influence tourism behaviours. The purpose of this study w as to identify the factors influencing local image and re-visit intention in the 68th Chungcheongnam-do Provincial Sport Event held in Yesan city. The results of the study are as follows; First, as a result of factor analysis on the satisfaction with the sports event composed of 17 items, three factors were categorized, which were 'event management', 'event facility' and 'supporting facilities'. Second, satisfaction with local event had a positive effect on local image. Especially, satisfaction with event management had greater effect on local image than event facilities and supporting facilities. Third, as satisfaction with local event had positive effect on re-visitation intention, satisfaction with sports event had positive effect on the success of the sport event itself and re-visitation intention for the region. Fourth, as local image had a positive effect on re-visitation intention, strategic approaches to linking factors of tourism are required to attract visitors in addition to sports events.

Expatriate CEOs and Local CSR Strategy: Evidence from Foreign Subsidiaries of MNCs in Korea

  • Purpose - This study empirically investigates the relationship between expatriate CEOs of multinational corporation (MNC) foreign subsidiaries and local philanthropy. Since corporate social responsibility (CSR) enables MNCs to achieve local legitimacy, this research argues that local philanthropy is a valuable strategic means for expatriate CEOs of foreign subsidiaries to secure local legitimacy. Design/methodology - To investigate our argument, we use a sample of 5,459 observations from 576 foreign subsidiaries of MNCs in Korea between 2002 and 2016. We conduct a random-effects panel Tobit regression with subsidiary CEO having foreign nationality as the independent variable and local philanthropy as the dependent variable. Findings - Our main findings are that expatriate CEOs of foreign subsidiaries are more actively engaged in local philanthropy. In addition, the positive relationship between expatriate CEOs and local philanthropy is weaker as their tenure increases. Originality/value - How expatriate CEOs overcome their weak local legitimacy as foreigners in a host country has remained unclear because existing studies mainly focused on the control and coordination aspects of staffing expatriates in CEO positions of foreign subsidiaries. This study broadens the literature on subsidiary CEO staffing and CSR activities of MNCs by identifying complementary relationships between expatriate CEOs and corporate philanthropy in the host country.

지역 인문학 생태계 활성화 지원방안에 관한 연구 (A Study on the Support Plan for Revitalizing the Local Humanities Ecosystem)

  • 본 연구는 지역 인문학 생태계 조사와 지역 인문학 활용에 대한 조사를 하였다. 이를 통해 지역민들을 위한 인문학 생태계 활성화 방안에 대해 제시하였다. 연구내용으로 첫째, 지역 인문학 지원방안은 무엇인지 살펴보았다. 둘째, 지역 인문학 발전을 위한 연구인력 활용사업 방안을 찾고자 하였고 셋째, 지역 인문학 생태계 발전 연구인력 양성 방안을 연구하였다. 넷째, 지역 인문학 발전을 위한 일자리 창출 방안에 대한 내용을 분석하였다. 이러한 분석은 지역만의 고유한 문화와 특수함이 부여된 지역 인문학 생태계 연구 활성화를 위한 지원방안을 확립하는 데 있다.

로컬푸드에 대한 가치인식이 구매 및 체험에 미치는 영향 (Effects of Local Food Value Perception on Purchasing and Experience)

  • This study was conducted to examine the effects of local food value perception on purchasing and experience in consumers. ${\chi}^2$-test, ANOVA, and linear regression analysis were conducted. The findings are summarized as follows: The most common place for buying agricultural products was 'hypermarkets' (41.7%), and the most important factor for purchasing local food was 'local government's certification products' (23.7%). The most important value recognition item for local food was 'I think that local food is a high-quality agricultural products'. (3.74 points), followed by 'I think that local food have a value of respect for customers' (3.61 points) and 'I have a faith for the local food'. (3.61 points) in that order. The main tourism experience activity was 'food experience' (49.0%), and information source of local food experience tourism was 'mass media (TV, newspapers, etc.)' (37.3%). As age increased, experience of local food also increased. The most effectual value recognition item for purchasing local food was 'I think that local food have a value of respect for customers'. The most effectual value recognition item for increasing intake experience of local food was 'I think that the local food is high-quality agricultural products'.

지역정체성 함양을 위한 시각정보디자인 수업 -정릉동을 중심으로- (Visual Information Design Lesson for Cultivating Local Identity - Focused on Jungnungdong -)

  • 본 연구는 정릉동에 위치한 꿈나래지역아동 센터의 중학생 7명을 선정하여 지역정체성을 함양을 위한 시각 정보 디자인 수업을 진행하고 학생들의 사전 사후 설문지를 분석하여 그 효과성을 검증하고자 하였다. 첫째, 사전·사후 설문지의 결과에서 학습자들이 지역정체성 요소인 지역관심도, 지역애착도, 지역 자긍심의 평균값이 상승하였다. 둘째, 지역정체성 요소 중 지역관심도는 가장 많은 상승 폭을 보여주고 있다. 본 수업이 지역정체성 형성에 있어서 첫 번째 단계인 지역관심도 측면에서 효과성이 가장 크게 나타난 것으로 해석할 수 있다. 셋째, 학습자들은 검색을 통한 자료 수집과 경험적 지식을 바탕으로 객관적인 지역정체성과 주관적인 지역정체성 모두를 확장시켰다.

로컬푸드의 소비자 지식과 태도가 구매의도에 미치는 효과: 로컬푸드 태도의 매개효과를 중심으로 (The Effect of Consumers' Knowledge and Attitude on Purchase Intention Toward Local Foods: Focus on Mediating Effect of Attitude)

  • This study evaluated the effect of consumers' knowledge and attitude toward to local foods on purchase intention. The study data were collected through a three-week online survey of 500 household food purchasers who had bought local foods within the previous year. The results are as follows. First, examining the difference in the knowledge of local foods according to socio-demographic variables revealed that married people had more knowledge of local foods than singles according to marital status, and college graduates and higher had more knowledge than high school graduates and lower according to education level. Second, as a result of examining the difference in attitudes towards local foods according to socio-demographic variables, married people more than single people according to marital status, people in their 30s more than those in their 20s according to age and college graduates and higher more than high school graduates and lower according to education level had more positive attitudes towards local foods. Third, as a result of examining the difference in consumers' purchase intention towards local foods according to socio-demographic variables, according to age, and housewives had the lowest purchase intention towards local foods according to occupation. (Ed- I cannot understand: the section 'according to socio-demographic variables, according to age, and housewives had' is confused) People engaged in office/specialized/managerial jobs and those engaged in production/sales/service had the highest purchase intention. In regard to monthly average income, households that made less than KRW 4 million had the lowest purchase intention, and those that made KRW 4-8 million had the highest purchase intention. Fourth, the knowledge of local foods affected attitudes towards local foods. Fifth, attitudes towards local foods affected consumers' purchase intention. In other words, people with positive attitudes towards local foods had higher purchase intention.

An Adaptive Histogram Equalization Based Local Technique for Contrast Preserving Image Enhancement

  • The main purpose of image enhancement is to improve certain characteristics of an image to improve its visual quality. This paper proposes a method for image contrast enhancement that can be applied to both medical and natural images. The proposed algorithm is designed to achieve contrast enhancement while also preserving the local image details. To achieve this, the proposed method combines local image contrast preserving dynamic range compression and contrast limited adaptive histogram equalization (CLAHE). Global gain parameters for contrast enhancement are inadequate for preserving local image details. Therefore, in the proposed method, in order to preserve local image details, local contrast enhancement at any pixel position is performed based on the corresponding local gain parameter, which is calculated according to the current pixel neighborhood edge density. Different image quality measures are used for evaluating the performance of the proposed method. Experimental results show that the proposed method provides more information about the image details, which can help facilitate further image analysis.
