A Study on Strategic Approaches Plans for Industrial Revitalization and Overseas Export of Smart City Technology (스마트도시 기술의 산업 활성화와 해외수출을 위한 전략적 접근 방안에 관한 연구)

  • Smart City Technology, which is significant in the era of the 4th industrial revolution, greatly increases the efficiency and productivity of cities nowadays. The purpose of this study is to present a strategic approach for industrial revitalization and overseas export by analyzing the current status of smart city-related companies and discovering high-priority smart city technologies. To this end, the smart city theory and ASEAN smart city were reviewed through prior research, and a survey of companies with domestic smart city technology was conducted. As a result of the survey, it is revealed that companies with smart city technology in Korea are highly willing to export to ASEAN countries. There is a strong desire to export the following technologies: construction, traffic, green·energy, etc. And there was a high willingness to export the following services: IoT, platform, AI, etc. The following solutions have been proposed as solutions to Strategic Plans to Promote the Export: 1) Deregulation and incentives, 2) Global human resource development, 3) Information provision and strengthening of local networks, 4) Financial and public relations support.

Selection and Application of Evaluation Factors for Urban Regeneration Project (도시재생사업의 평가요인 선정 및 적용)

  • The purpose of this study was to suggest indicator-based selection and improvement plans for evaluating urban regeneration projects. First, we selected the indicators by conducting expert surveys and analysis of the responses received. Additionally, using the selected indicators, we analyzed the residents' opinions in Wongogae Village, where urban regeneration projects were in progress. Based on these, we suggested a plan to improve Wongogae Village. According to the study, we classified the urban regeneration evaluation indicators into 'Physical environment', 'Social environment' and 'Economic environment' according to their characteristics. We selected urban regeneration evaluation factors through the first expert survey and MCB analysis. As a result, we selected six factors for the 'Physical environment' category: 'Traffic and pedestrian environment', 'Residential (housing) environment', 'Safety and security environment', 'Greenspace', 'Landscape improvement' and 'Public space', In the 'Social environment' category, four factors were chosen: 'Resident participation', 'Community activation', 'Role of the local government and support centers' and 'Resident education' while for the 'Economic environment' category three factors were selected: 'Local economic revitalization', 'Creating an economy-based environment', 'Job creation'. Next, we conducted a second expert survey and carried out an AHP analysis using the selected evaluation factors to derive the overall weight for each. Among the evaluation factors for urban regeneration, the 'Residential (housing) environment' has the highest weighted value of 0.108, followed by 'Local economic revitalization' and 'Resident participation'. Lastly, the analysis of the residents' opinions of Wongogae Village using the urban regeneration evaluation factors, Parking environment', 'Maintenance of old houses and living environment', 'Environment for founding town and social enterprises', 'Improve commercial and business environment', 'Maintain and activate existing business' and 'Vitalizing small regional economies such as domestic handicrafts and side-job' had high overall importance, but low satisfaction, which means that it is necessary to improve the focus. Therefore, in order to improve the urban regeneration project in villages, it is necessary to improve the parking environment by expanding public parking lots, eliminate close houses, and idle lands, or open a school playground in the village for the residents. In addition, it is essential to encourage economic activities, such as fostering village enterprises and social enterprises in connection with cooperatives and allow for the selling of the products through resident activities, such as neighboring markets.

The Efficiency Evaluation of the Forest Experience Center for Children Led by the Local Community through an Importance Performance Analysis - A Case in Geumcheon-gu District, Seoul, South Korea - (중요도·성취도 분석을 통한 주민자치형 유아숲체험장 효용성 평가 - 서울시 금천구를 사례로 -)

  • This study aims to evaluate the efficiency of the forest experience center for children led by the local community as experiential management for forest kindergarten education. For this, an importance and performance analysis was conducted on the forest experience center for children in Geumcheon-gu, which, of the 12 forest experience center for kids in Seoul, is the only one led by the local community. The questionnaire sheet for the analysis consisted of a total of 36 questions, 20 about place facility areas and 16 about management program areas(including 6 questions about the management led by the local community). The questionnaire survey was done during the period between January 12th and January 19th, 2015. The participants in the survey consisted of 15 forest education specialists and 50 teachers from 19 kindergartens who participated in the forest experience program. The number of questionnaire sheets collected and used for analysis was 13 copies and 43 copies, respectively. The mean values of importance and performance on the place facility areas were 4.07 and 3.78 for forest education specialists, and 4.16 and 3.84 for kindergarten teachers, respectively. The mean values of importance and performance regarding the management program area were 4.38 and 4.16 for forest education specialists, and 4.40 and 4.00 for kindergarten teachers, respectively. Both groups evaluated the place facility areas lower than the management program areas. They also evaluated performance lower than importance. In place facility area, 'accessibility', 'safety' and 'connectivity to forest trail', 'loose parts' and 'safety facilities' were required to 'keep up the good work', because they showed higher importance and performance in place facility areas. Even though most items of management as led by the local community including 'forest experience activity support' were evaluated as 'important', some, including 'effort for local revitalization', were evaluated as low in performance. However, as they were evaluated as higher in importance, if they pursue 'concentrate here', it is expected that they will be evaluated as higher in performance. In addition, considering that program areas including 'forest education specialist's role' are labeled under the management led by the local community, it reflected a positive evaluation. As a result, management led by the local community is efficient as a management system for the forest experience center for children in an experiential forest kindergarten education. Going forward, if this management system is durable in 'keep up the good work' and 'concentrate here', the forest experience center for children led by the local community will be an alternative for an effective experiential forest kindergarten education.

  • Now that there is no more barrier in terms of the global countries, every country begins to show its interest in the regional industry in order to boost local growth and economy revitalization preparing for the globalization, the age of limitless competition and the age of knowledge economy. The reason of the interesting in the regional industry is that it fosters the profitable environment that promotes technical innovation and knowledge creation. The local government should have continual concern and roles to fulfil the political subjects and keep analysing about the possibility that there could be the sustainable development by Task Ahead of the local industry. for this reason, this paper conducted a survey by targeting supported corporations's experience of supporting projects in the regional industry and the relationship impact of supporting projects in the regional industry. the elements are analyzed by PLS structural equation. To sum up, first, the improving of 'infrastructure Usage', 'Technical development', 'Marketing support', 'Attraction of investment', 'Manpower training' is impacted on Industrial development. Second, the improving of 'Joint research', 'Technology transfer', 'Attraction of investment', 'Manpower training', 'Networking ' is impacted on Regional development. Third, improving of Industrial development is impacted on Regional development.

Current Status of the 3-D Spatial Information Systems for Local Government and Their Revitalization Plan (지자체 3차원 공간정보시스템의 현황 및 활성화 방향에 관한 연구)

  • The 3-D spatial information systems are effective for systematical urban management and civil administration. They have more visibility than the 2-D spatial information systems with height information. However, the 3-D spatial information systems for local government were developed by central government's master plan of national spatial informatization. It means that the systems are biased toward the 3-D viewing as the visibility like a 3-D display and simulation, without reflected distinct characteristics of the local society. In order to utilize municipalities'3-D spatial information systems efficiently, above all, we have to understand the current status of municipalities'3-D spatial information systems and then have to search the ways applying actively. Therefore, we reviewed the current 3-D spatial information systems and discussed the development directions with central government's national spatial informatization master plans in order to perform properly on the 3-D spatial information system's excellent functions. We analyzed each system characteristics based on the applicability to civil administration which has the potential usage of spatial information. Additionally we suggested the development directions of 3-D spatial information systems for municipalities'through reviewing which civil administrative tasks 3-D spatial information can be applied. The consideration was based on the user demand research of the 3-D spatial information system in Chungcheongnam-do.

Study on Improving the System for the Revitalization and Efficient Management of the Local Commercial Area (지역상권 활성화 및 효율적 관리를 위한 제도 개선방안 연구)

  • Purpose - This study aims to determine the problems and limitations of the Commercial Area Activation System, which was created by a special law for promoting traditional markets and shopping districts to revitalize and efficiently manage the central commercial area in different regions. We also suggest different options for its improvement. Research design, data, and methodology - We also look into the problems of which is being promoted as a demonstration project, from the aspects of legal text and guidelines. Results - The current commercial area activation system has several problems. First, the establishment of a comprehensive basic plan on the commercial area activation is not a requirement. Second, the benefit principle should be established to prevent the moral laxity of merchants who serve important roles in the main components of the commercial area activation business when they conduct their business. Third, the current special law constrains the commercial management organization, as under the civil law yields a limitation on finding a profitable business model. Fourth, to efficiently, constructing a system that links the other central government businesses and is needed. into a regional development budget or a budget for funding small businesses that the central government can control, which is effective. Further, we offer some suggestions for medium- and long-term policies. First, an integrated coordination mechanism at the central office level should be installed while setting the basic policy to revitalize the Based on this policy, local governments need a system that exclusively based on the after establishing a comprehensive plan for urban regeneration and getting approval from the integration organization. Second, a system that enables an understanding of the problems with business promotion by monitoring the procedure of supporting projects and regularly assessing business achievements is needed. Third, a plan is needed for resolving conflicts between various interested parties that adopts the commercial area activation system for carrying out a total redevelopment of the commercial area where small shops are densely located. A market maintenance project has been conducted as a means to recover our traditional market, which was economically depressed, and to revive the local economy, but it is mostly conducted in the form of reconstruction or redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to lead to a gradual disappearance of traditional markets. Conclusions - This study looks primarily into the problems that appeared in the legal text or the guidelines regarding the direction of improvement of the commercial area activation business that has been going on as a demonstration project since 2011 and suggests some solutions.

A Study on Sustainable Downtown Activation Plan Considering Balanced Development of City (Focused on Siheung City in Korea) (도시 균형발전을 고려한 지속가능한 도심활성화 방안 연구 (시흥시를 중심으로))

  • Korea experienced rapid urbanization due to high growth of economy. As people left the country and gathered in the city, the size of city has been expanded, resulting in unbalanced development of the land. In addition, it appears in diverse aspects from nationwide phenomenon to the local development in each city unit. In particular, it even tends to become social problems in the metropolitan cities. As a solution for it, this study conducts theoretical consideration on sustainability in the aspect of balanced urban development and suggests measures through analysis on Siheung-city. The result is as follows. First of all, comprehensive approach is required based on sustainability. It is required to derive balanced city development by expanding it to the social, cultural and economic aspects. Second, integrated management policy is required for the original city along with new development. It should be considered together with diverse social and physical aspects. Third, approach from the aspect of city planning is required through consideration on flat city expansion and connection with city space structural. Fourth, in order to foster balanced urban development, it is needed to grope for solutions for imbalanced urban development through the participation of diverse groups such as local residents, private enterprisers, and the non-profit civic groups of the local community along with the mediation among persons interested. And continuous support of administrative authorities should be obtained to create such environment.

Implementation of Service Model for Data-Driven Integrated Urban Management Service Operation Using Blockchain Technology (블록체인 기술을 활용한 데이터 기반 도시 관리 서비스 통합 운영을 위한 서비스 모델 구현)

  • This paper proposes a blockchain-based urban service-operation model that can enhance usability by integrating several data-driven services operated in a city. In the proposed model, in order to encourage the participation of service users, the providers of data and values that can be consumed and utilized by each service acquire incentives, and consumers can use various services by paying the incentives. In this way, the proposed service model provides a structure in which various services can be interworked within the incentive system. The characteristics of blockchain technology can also guarantee service operation and management transparency. In addition, in this paper, by establishing and operating a prototype, the efficiency and operability of the proposed model are verified. As a result, three implemented data-driven urban management services are organically inter-compatible based on the concept of the proposed integrated incentive system. In the future, the proposed service model can be applied as an elemental technology of urban operational and management architectures based on citizen participation using local currency, and by cooperating with local economic revitalization projects of interest to many local governments. It is expected that the expansion of the blockchain technology area will also be possible through convergence with smart city services.

A Study on the Recognition of the Traditional Market Food (대학생들의 전통시장 먹거리 인식에 대한 주관성 연구)

  • The purpose of this study was to investigate the Q - method, which is one of the qualitative analysis methods to approach deep and intrinsic meaning about the perception of college students about food in traditional market. Recently, local governments have been developing diverse tourism products aimed at young people in order to revitalize traditional markets. In this study, we classify the perception of food in traditional market by university students, And to suggest strategic implications by using it as basic data for establishing marketing strategy so that young people can visit in the futures. In order to analyze the perception of college students' subjective perception of traditional market food, Factor analysis was used to conduct an exploratory study. To do this, a Q-sort, Program, and Q factor analysis. The results were classified into three types. The first type (N = 21): Memories seeking type, the second type (N = 6): Local culture resource seeking type, the third type(N = 5). Each of these subjective perceptions can be used as a basis for future research. Through the establishment of marketing strategies for each of the three types of classifications, the direction of traditional markets is presented, and a variety of food items that are valuable as local tourism resources are accommodated by accepting university students' to contribute to the revitalization of traditional markets.

A Study on the Effect of Designation of Agricultural Heritage for Rural Regeneration (농촌 재생을 위한 농업유산 지정 효과 측정 연구)

  • This study was aimed to derive the following regional characteristics and implications by reviewing the effects of local communities and overseas cases through agricultural heritage and related systems to prepare rural regeneration measures using agricultural and rural heritage. First, The study was examined to improve the awareness to improve awareness of the value and preservation of heritage through the designation of agricultural heritage. However, it was found that it was necessary to prepare for social problems such as the aging population in the future. Second, most of the residents' perceptions showed a positive perception of the designation of agricultural heritage, but they were somewhat less recognized in terms of economics, so it was found that regeneration measures were needed to compensate for this. Third, as a result of applying the effect measurement model, the preservation and management effect that meets the purpose of the system is high, and the effect varies depending on projects such as local governments and residents' councils. Fourth, as a result of examining rural regeneration measures through overseas cases, it was found that rather than large-scale development, various cultural and natural resources and activation measures were prepared by expanding the scope to surrounding areas. This study was conducted only on agricultural heritage areas, but it is meaningful that agricultural and rural heritage should be reviewed from various perspectives suitable for the current trend, and it is meaningful in that it considers not only local residents' perception but also regional effects and revitalization measures.
