Because of the local college students' learning ability stands on a relatively low level, this research is accomplished to inspire students with further desires, considering students' learning ability and desire. As a result of research we can find the existence of the learning ability difference between the students in local colleges and in the capital area colleges. From the multiphasic personality inventory and the personal orientation inventory it is confirmed that the personalities of the students in both areas are almost same, and from the question investigation it is confirmed that the students in local colleges have relatively low interests of their curriculums and few confidence of success as a expert.

Today, many universities are confronted with the changing education paradigm such as e-Learning, Distance Education, Virtual University. This IT-based learning paradigm shift is certainly a new opportunity or a threat to our universities. The Local University Community e-Learning Centers that support the demand of e-Learning for their community are recommended. Tn order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has S or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Learning centers.

To construct a learning model in the field of artificial intelligence, a dataset should be collected and be delivered to the central server where the learning model is constructed. Federated learning is a machine learning method building a global learning model without transmitting data located in a client side in a collaborative manner. It can be used to protect privacy, and after constructing a local trained model on individual clients, the parameters of the local model are aggregated centrally to update the global model. In this paper, we reuse the existing learning parameter to improve federated learning, describe incremental federated learning. For this work, we do experiments using the federated learning framework named Flower, and evaluate the experiment results with regard to elapsed time and precision when executing optimization algorithms.

In this paper, we propose a new type of decentralized learning automata for the control finite state Markov chains with unknown transition probabilities and rewards. In our scheme a .betha.-type learning automaton is associated with each state in which two or more actions(desisions) are available. In this decentralized learning automata system, each learning automaton operates, requiring only local information, to improve its performance under local environment. From simulation results, it is shown that the decentralized learning automata will converge to the optimal policy that produces the most highly total expected reward with discounting in all initiall states.

Objective: A report investigating the positive effects of Korean language learning on the psychological healing of local students studying Korean during the period of disobedience in Myanmar. Methods: 37 students studying Korean at local foreign language universities in Myanmar and unable to attend school anymore due to their opposition to the military regime are experiencing psychological symptoms of distress and anger. Results: In this survey, Most Myanmar students responded that they receive psychological healing through self-study of the Korean language. Conclusion: It can be inferred that Korean language learning has psychological healing effects.

Ecosystems of the southwestern tidal flats in Korean peninsula have been seriously injured by human activities. The results are mainly due to the lack of public recognition and education on tidal flats. In particular, thoughtless visitors in tidal flats are giving rise up damages because of non-systematic experience programs to tidal flat ecosystems. Therefore, experience programs friendly to natural tidal flats are necessary as a plan to reserve tidal flats and to enhance the effects of environment education on the flats. Experience learning programs on tidal flats can divide into direct experience, indirect experience and local society works. Direct experience work must undergo tidal flats directly and consider on forming the flats with natural refinement functions. Indirect experience includes deeper knowledge on role, circumstance and ecosystems of the flats on the bases of direct experience on the flats. In addition, local society learning must have the feeling and understanding on socio-cultural characteristics of local society itself through above two works. Experience activity would be a kind of injuring one to tidal flats. However, appropriately planned experience and education works on tidal flats could be sustainable development to attract desirable human activity on coastal ecosystems.

With the evolving complexity of connected vehicle features, the volume and diversity of data generated during driving continue to escalate. Enabling data sharing among interconnected vehicles holds promise for improving users' driving experiences and alleviating traffic congestion. Yet, the unintentional disclosure of users' private information through data sharing poses a risk, potentially compromising the interests of vehicle users and, in certain cases, endangering driving safety. Federated learning (FL) is a newly emerged distributed machine learning paradigm, which is expected to play a prominent role for privacy-preserving learning in autonomous vehicles. While FL holds significant potential to enhance the architecture of the Internet of Vehicles (IoV), the dynamic mobility of vehicles poses a considerable challenge to integrating FL with vehicular networks. In this paper, a novel clustered FL framework is proposed which is efficient for reducing communication and protecting data privacy. By assessing the similarity among feature vectors, vehicles are categorized into distinct clusters. An optimal vehicle is elected as the cluster head, which enhances the efficiency of personalized data processing and model training while reducing communication overhead. Simultaneously, the Local Differential Privacy (LDP) mechanism is incorporated during local training to safeguard vehicle privacy. The simulation results obtained from the 20newsgroups dataset and the MNIST dataset validate the effectiveness of the proposed scheme, indicating that the proposed scheme can ensure data privacy effectively while reducing communication overhead.

This study develops and applies a service learning course that integrates university curriculum with the local community in housing and interior design. The results of the study are as follows. First, the service learning course of the housing and interior design was developed as a six-week lecture based on the project model with the theme of housing for the socially disadvantaged. Second, this course was implemented with faculty, students, interior designers, and service recipients to engage in activities to improve the educational environment of local child centers. Next, students engaged in the service learning course and continuously conducted reflection activities to enhance the effectiveness of learning. In reflection activities, students assessed that self-directed capabilities increased as has employing the coordination and applicability to meet identified community needs. Finally, faculty, students, and experts (including institutional experts and supervising departments) evaluated course practice and educational outcomes. Experts assessed that the course clarified course objectives, utilized various learning strategies, and showed that the structural reflection mode of learners and professors was overwhelmingly positive. The results indicated that service-learning courses enable students to integrate academic study with social work to better understand course content through direct engagements in experience learning. Furthermore, students are empowered by participation in public services that benefit service clients and consultants as students take more personal responsibility for learning.

In this paper, we study on the convergence of the evolution strategies by introducing the Lamarckian evolution and the Baldwin effect, and propose a random local searching and a reinforcement local searching methods. In the random local searching method some neighbors generated randomly from each individual are med without any other information, but in the reinforcement local searching method the previous results of the local search are reflected on the current local search. From the viewpoint of the purpose of the local search it is suitable that we try all the neighbors of the best individual and then search the neighbors of the best one of them repeatedly. Since the reinforcement local searching method based on the Lamarckian evolution and Baldwin effect does not search neighbors randomly, but searches the neighbors in the direction of the better fitness, it has advantages of fast convergence and an improvement on the global searching capability. In other words the performance of the evolution strategies is improved by introducing the learning, reinforcement local search, into the evolution. We study on the learning effect on evolution strategies by applying the proposed method to various function optimization problems.

This study is undertaken to present the facilitation plan of English library that specialized the resource-based learning to provide learning that is suited for student's own learning style and self-leading learning as the method to learn contents required for individuals as a method for improving the English education environment in the rural areas. For this purpose, a study was conducted to find out the possibility of facilitating English library in the rural areas on the basis of consulting for structuring and operating English library in public libraries located in isolated areas clustered with low income class in the urban areas where the conditions are similar to the rural areas and results are shown as the followings. First, it displayed the possibility to have the rural area located with many closed schools or small-sized schools to facilitate the available facilities to build up the environment to specialize in English education that would be as comparable as any facilities in any urban setting. Second, it would enable the conditions to moderate the conflict on education environment for local residents who felt inequality in education by providing the benefit for fine education linked to public education through English library without going through private education. And third, English library that has the limitations in locality or economic means would actively participate by local educational institutions and volunteers to enhance the sense of master for the local residents and bring residents together to make positive impact on local economy facilitation.
