In this paper we would like to provide a help to implementing KMS(Knowledge Management System) in public sector. For this purpose, we set up five contingency environmental factors and three process factors of knowledge management. And then investigates affecting factors effect on the performance of KMS in public sector by empirical study, A field survey of public officers in Korea local government was conducted. Complete data for 333 KMS users was analyzed to determine relationship of the research constructs. The system of evaluation and compensation is the most important factor effects on the process of KM and the performance of KMS. These results provide empirical evidence that supports the necessity of rational motivation systems does lead to effective implementation of KMS in public sector.

This paper present an advanced fault diagnosis expert system to assist the operators at local control center. The system utilizes all th information available in a local control center for the better diagnostic performance. The major feature of the system is dealing with multiple faults diagnosis based on the certainty factor method for the reasoning process. the overall performance and the generality are also enhanced by utilizing the general topological knowledge. ASCADA simulator is also developed for he test and demonstration.

When we consider changes in agro-fishery systems instigated by environmental changes in islands, rise in sea levels, and natural disasters such as tsunamis, there is an urgent need to carry out initiatives to enhance life standard and conserve ecosystem in island and coastal regions. To protect the region's landscape from the effects of climate change, it is necessary to develop an integrated management system for ecosystem conservation, human settlements, and the local economy. This paper discusses the outline of a preliminary national plan for a sustainable island management system for remote (inhabited and uninhabited) islands in Korea. Two main ideas to enhance life standard are adapting to the natural environment by applying traditional knowledge and utilizing ecological resources of islands, i.e., improving the quality of life and creating added value. As a technique for improving the quality of life, the establishment of eco-villages based on energy-efficient passive houses and ecological welfare is suggested. Another technique for creating added value, the development of sea-farming islands that utilize islands' new recyclable energy is also proposed. Finally, the suggested ideas are discussed in relation to island ecotourism and carbon zero islands.

An expert system that diagnoses the malfunction of local area network is developed. The system detects specific devices in the network as the source of thd deta disconnection. These soures are sct to goals in the knowledge base and rules are constructed by uncluding all possible occurrences un thd connection of therminals and host computers. An approach via OR graph is employed for thd systematic rule generation. The system is implemented in a shell and illustrative inference processes are presented.

지방자치단체에 의한 감사는 지방자치단체의 내부 통제를 개선하고 자신들의 정책을 진단하여 관리능력을 향상시키며 정책 오류를 예방하는 역할을 한다. 그러나 자기기관 감사와 검사 수준은 매우 낮은 실정이다. 이는 전문가 수준의 직원보다 빈번한 순환 보직으로 실무 경험이 미흡한 감사요원을 배치하기 때문이다. 이러한 문제를 극복하고 지방자치단체의 자체감사기능을 강화하기 위하여 여러 가지 감사환경을 고려한 솔루션으로 새로운 시스템을 제안한다. 본 연구는 지방감사의 문제점을 찾아 자체 감사평가시스템의 새로운 체계를 제시하였다. 자체전자감사평가시스템은 자체기관 감사 및 검사를 강화하여 궁극적으로 지방정부의 역량을 강화시킬 것이다.

The main purpose of this research was to study and analyze the actual utilization of traditional knowledge resources and to search for methods to activate local communities through utilization of traditional knowledge resources best suited for us. For this study, data listed on the internal web sites during August 2002 to October 2002 were searched and analyzed. In terms of statistical analysis, frequency, percentage, and x$^2$-test were operated using the SPSS 10.0 program. The major results of this study are as follows: 1) Traditional knowledge resources utilized throughout the nation totaled to 8,906 cases. These utilized resources composed of 48.0% of tangible resources, 32.3% of environmental resources, and 19.8% of intangible resources and such utilized resources were in order of life-skill, scenery, ruins and relics, community activity, exhibition, and folklores. 2) Tourism, merchandising, and festival were the major types of utilization of traditional knowledge resources, while education was the relatively minor portion in utilization type. 3) Compound linking of traditional knowledge resources, utilization type, and utilizing body showed links such as life skill-merchandising-civilian, ruins and relics-tourism-government, folklore-festival-civilian, scenery-tourism-government, and exhibition-education-civilian.

Condominium management ask for planning ability and special knowledge in order to solve the troubles of a condominium. But not all HOA have that ability or knowledge, so administration support to condominium management came to be given to HOA. In this study, we divided the administration policies on condominium management as follows;$\circled1$instruction about an advertisement and a contract$\circled2$instruction about management$\circled3$instruction about maintenance $\circled4$ instruction by the local government $\circled5$ legislation about condominium management. The condominium management policy has been almost programmed by the state, such as legal amendments to laws and advises by administrative inspection. But these condominium management policies by the state have limitations to support HOA appropriately, so correspondence of the local government is called for, On the other hand, in the local governments, grasp basic contents for execution to the condominium management policy, an information of offering and consultation has been started. And system that suits the situation and the characteristic of each district was provided. However it could not say that we grasp the tendency of the condominium management policies wholly of the local governments, so it remains as a subject because it is not long since condominium management policies of the local government started, and we picked up only metropolis in this study. In the future, it is necessary to search on the consciousness of a resident and the HOA about the condominium management policy, and make out the data which can be reflected in policy deployment in the local governments from now on. ＊ HOA ‥‥ Home Owners Association

본 연구는 우리나라의 지역혁신 거버넌스를 진단하고 구조적 문제점을 규명하여 이를 극복하기 위한 대안적인 지역혁신 거버넌스 전략을 탐색하는 것을 목적으로 한다. 특히 삼성전자이라는 대기업 주도로 형성된 대구·경북 모바일 클러스터에 대한 사례연구를 통하여 우리나라 지역혁신의 거버넌스가 구체적으로 어떤 문제를 가지고 있는지 파악하고 개선방안을 도출하고자 하였다. 본 연구에서는 지역혁신의 거버넌스 개념을 지식생산 및 지식활용 시스템을 연계하는 정책시스템, 그리고 이를 작동시키는 제도적 조건으로 정의하였다. 클러스터의 거버넌스 측정은 세계은행의 "Social Capital Assessment Tool (SOCAT)"을 활용하였다. 분석결과 대구경북 모바일 클러스터는 삼성과 하드웨어 및 소프트웨어 개발업체들 간의 일대일 관계가 지배적인 생산네트워크, 분산된 연구개발 네트워크 그리고 다중 허브의 정책 네트워크의 특징을 보였다. 대부분의 정책기관들은 지역기업들과의 네트워크가 활성화되어 있지 못하며, 정책기관들 간의 상호작용도 활발하지 못한 것으로 나타났다. 지역기업들 특히 소프트웨어 개발업체들은 지역의 문제해결을 위해 협력하고 공동체의 목표를 공유한 경험이 있는 것으로 조사되었지만 주요 지역의 프로젝트 리더들에 대한 신뢰의 수준은 높지 않았다. 대구경북 모바일 클러스터의 경우 요소기술을 갖고 유사한 기술이나 제품의 개발로 결합될 수 있는 여러 개발업체간의 연대와 제휴가 이루어질 필요가 있다. 이를 위해 대구시와 경상북도 등 지방행정주체들이 모바일상용화센터 등 다양한 혁신기관들과 협력하여 다양한 기술 및 제품개발 협력체가 프로젝트 단위로 지속적으로 형성되고 해체되고 재형성될 수 있는 환경과 협력의 틀을 마련하는 것이 바람직하다고 판단된다.

The purpose of this study is to contribute to escalation of a management quality of local public enterprise through integrating local public enterprise evaluation(LPEE) and Malcolm Baldrige Model(MBM). In order to achieve the purpose, I suggested that develop an integration model of LPEE and MBM criteria and use AHP(Analytic Hierarchy Process) as a technique posting weight value to criteria. Of two suggests, it is the former to date or discuss seriously. Therefore the integration model is redesigned for leadership/strategy category(leadership, strategy), management system category(customer management system, business management system, measurement/knowledge management system), and management result category(business result, customer satisfaction result, human resource management result, financial management result).

이 논문의 목적은 2000년대 중반이후 부각된 클러스터와 지역혁신체계의 '세계적-지방적 연결성'(global-local connectivity) 개념에 초점을 두고 3가지 측면에서 이론적 쟁점들을 고찰하는 데 있다. 첫째, 클러스터, 로컬 버즈(local buzz), 글로벌 파이프라인(global pipeline) 간의 관계를 중심으로 '지리적 근접성'(geographical proximity)이 지역산업 발전에 미치는 중요성에 관하여 논한다. 둘째, 세계적-지방적 연결성의 매개 고리로 작용하는 '지식 문지기'(knowledge gatekeeper)와 '일시적 클러스터'(temporary cluster) 개념을 살펴본다. 마지막으로, 세계적-지방적 연결성 개념이 지니는 정책적 함의를 제시하고자 한다. 이 논문에서 필자들은 다음과 같이 주장한다. 첫째, 지리적 근접성에 기초한 지역산업 클러스터를 더욱 활성화시키기 위해서 공간적 범위를 초월한 관계적 근접성이 확보되어야 한다. 이는 지역산업 클러스터 발전을 위해서 '지리적 편리성'과 '지리적 불편성'이 동시에 필요함을 의미한다. 둘째, 세계적-지방적 연결성의 토대는 사회자본과 착근성이며, 이는 관계적 접근성이 다양한 공간 규모에서 나타나는 문화와 관습에 정착한다는 점을 이해할 필요가 있다. 마지막으로, 세계적-지방적 연결성 맥락에서 기업 간 분업의 공간적 위계를 극복하기 위해서 클러스터의 개방성과 폐쇄성, 세계적-국가적 차원에서 기업 간 공간분업의 수직적 수평적 위계성, 클러스터 발전에 있어서 중앙 또는 지방정부의 정책적 포섭과 배제의 범위 등이 복합적으로 고려될 필요가 있다.
