The industrial cluster policy of 21st century rise to the focus method of regional economic promotion, therefore, the importance of study in cluster identification and mapping as policy task will bring into relief. This paper will confirms the estimate index and policy of industrial clusters with regional industry. The result in this case study, Cluster development should embrace the pursuit of competitive advantage and specialization rather than simply imitate successful clusters in other locations. This requires building on local sources of uniqueness. Government should reinforce and building on existing and emerging clusters rather than attempt to create entirely new ones. This sort of role for government is very different from industrial policy. The aim of cluster policy is to reinforce the development of all clusters. Not all clusters will succeed, but market forces should determine the outcomes. In other words, government should build on market- oriented system and innovative infra. The result of this study is meaning to the development of objectivity estimate index and derivation of cluster-focused policy with a case study of industrial clusters.

This study analyzed the impacts and factors of the government's local industry upbringing policy on business growth. We analyzed the effect of product innovation and technological innovation on business competence, external cooperation level, R&D investment, and corporate growth using PLS(Partial Least Squares) structural equation. The results show that management competence and external cooperation level have a significant effect on firm growth and that there is a moderating effect between beneficiaries and non-beneficiaries. Management competence affects product innovation. Product innovation was analyzed to have mediating effects on firm growth. Finally, the policy direction of increasing managerial capacity is presented, and the limitations and future research directions are suggested.

Mobile advertising applying various contents is being activated with the specificity of the mobile environment. In terms of not only products but also City Marketing, advertising strategies that are beyond the limits of traditional advertising are needed. However, related advertising in the region is mainly carried out on the basis of industry promotion. Therefore, in order to distribute goods through local industry, it is urgent to link with industry through city marketing for the region. The purpose of this study is to present the direction of city marketing policy through the process that Mobile advertising characteristics building up experience and feeling for the city brand. For this purpose, we selected mobile advertising characteristics to strategically use mobile advertising in the region, and examined the effects of Jeju city brand experience and city brand feeling. We also confirmed the moderating effect of communication experience with mobile advertising. The result of this study will be able to contribute to the policy direction of advertising for Jeju city marketing.

The aim of this study is to analyze problems with regional development projects by examining their actual conditions and to propose measures to promote such projects based on the size of local cities. To achieve this goal, problems associated with regional development projects were analyzed, and measures for their promotion were derived by dividing these projects into planning, strategy, policy, and institutional sectors according to the size of local cities. The problems identified with regional development projects include diversification leading to similar and overlapping projects, lack of participation by local experts, top-down government structure for designating and supporting regional development projects, and insufficient budget. In order to address these issues, local experts have suggested differential measures based on the size of local cities. Specifically, in the planning sector, it was proposed that economic, cultural, social, and welfare functions be expanded and reorganized primarily around small and medium-sized cities, and that long-term strategies be established for regional large cities through various partnerships and step-by-step procedures. In the policy sector, it was suggested that the implementation of bottom-up development under the leadership of local governments should be focused on small and medium-sized cities, and that the transition from a specific industry-oriented policy to a corporate growth policy needs to be established around large cities. Finally, in the institutional sector, it was recommended that a performance evaluation system for the use of financial resources and a system for expanding financial resources should be established primarily in small and medium-sized cities.

This study conducted a big data analysis study through text mining and semantic network analysis to explore the perception of defense reform 2.0. The collected data were analyzed with the top 70 keywords as the appropriate range for network visualization. Through word frequency analysis, connection centrality analysis, and an N-gram analysis, we identified issues that received much attention such as troop reduction, shortening of military service period, dismantling of the border area unit, and returning wartime operational control. In particular, the results of clustering words through CONCOR analysis showed that there was a great interest in pursuing the technical group, concerns about military capacity reduction, and reorganization of manpower structure. The results of the analysis through text mining techniques are as follows. First, it was found that there was a lack of awareness about measures to reinforce the reduced troops while receiving much attention to the reduction of troops in Defense Reform 2.0. Second, it was found that it is necessary to actively communicate with the local community due to the deconstruction and movement of the border area units, such as the decrease of the population of the region and the collapse of the local commercial area. Third, it was judged that it is necessary to show substantial results through the promotion of barracks culture and the defense industry, which showed that there was less interest than military structure and defense operation from the people and the introduction of active policies. Through this study, we analyzed the public's interest in defense reform 2.0, which is a representative defense policy, and suggested a plan to draw support for national policy.

This study analyzed on local governmental role for strengthening of industry security in small and medium-sized businesses, Focused on case of Gyeonggido. In particular, Gyunggi-do evaluates various businesses (construction for cyber security businesses and revitalization of the private security control centers) which are promoted to strengthen industrial security in the region, by targeting SME representatives in various aspects. We focused on finding what role Gyeonggido can take to meet this demand has been explored. Based on the above research result, discuss ways to maximize promotion effects about industry security's activites, and more realistic business management. Futhermore, The need for further follow-up studies are presented.

Purpose - Focusing on the FGI research method, the current status and issues of barrier-free tourism in Gangwon State were identified, and specific activation plans were derived Design/methodology/approach - This study conducted in-depth interviews with 20 experts related to the tourism industry. The issues, current status, and activation plan of barrier-free tourism in Gangwon State recognized by experts in tourism policy, tourism administration, tourism management, and tourism service industry were derived. Findings - First, the tendency of businesses to be promoted based on the non-disabled by not recognizing the weak as the main tourism demand group, second, confusion caused by the unification of terms related to barrier-free tourism, third, lack of finding tourism constraints subdivided according to the type and degree of disability, fourth, tourism information and evaluation indicators provided by prioritizing the convenience of suppliers rather than consumers, and fifth, the nature of the project focused on improving access to physical infrastructure. Subsequently, the results of the analysis of the plan to revitalize the barrier-free tourism industry in Gangwon State were as follows. First, education and programs to improve disability awareness appropriate to local conditions were activated, second, related information was unified and project sustainability was improved by creating a control tower for the barrier-free tourism industry at the provincial level, third, to overcome the employment crisis based on finding locally tailored jobs related to tourism care professionals, and fourth, to continuously secure quantitative and qualitative data and establish utilization plans. Research implications or Originality - First, it presents theoretical implications for related fields by providing issues and activation measures related to barrier-free tourism from the perspective of experts who are still lacking in research in academia. The practical implications are that based on the opinions of experts working in the tourism field, more specific issues of the barrier-free tourism industry in the province were presented, and policy and practical solutions were presented accordingly, suggesting realistic alternatives that can be carried out in the actual field.

Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.

As smartphone-based tourism platforms have become active, policy establishment and service enhancement using review data are being made in various fields. In the case of the preceding studies using tourism review data, most of the studies centered on domestic tourists were conducted, and in the case of foreign tourist studies, studies were conducted only on data collected in some languages and text mining techniques. In this study, 3,515 review data written by foreigners were collected by designating the "Daegu attractions" keyword through the online review site. And LDA-based topic modeling was performed to derive tourism topics. The spatial approach through global and local spatial autocorrelation analysis for each topic can be said to be different from previous studies. As a result of the analysis, it was confirmed that there is a global spatial autocorrelation, and that tourist destinations mainly visited by foreigners are concentrated locally. In addition, hot spots have been drawn around Jung-gu in most of the topics. Based on the analysis results, it is expected to be used as a basic research for spatial analysis based on local government foreign tourism policy establishment and topic modeling. And The limitations of this study were also presented.

This study aims to analyze and compare the activating factors of domestic and overseas scuba diving resorts. Our delphi survey was conducted three times in 30 experts who involved in operation and management including scuba diving resort management representative and training team leader. As a result of comparing the activating factors at domestic versus overseas, it was found that common important activating factors included expansion of convenient facilities at public diving places, installation of safety and medical facilities for divers, development of first aid system including AED and oxygen ventilator, requirement of convenient facilities such as water lift and toilet in diving boat, installation of diving boat screw safety system, local boat operation guideline, regular course training program for scuba diving, employment of professional scuba diving instructor and guide, communication and promotion through various SNS portals, promotion by divers' word of mouth, involvement in regional Diving Resort Association, involvement in Korean Diving Association, communication and mutual benefit with local fishing villages, and linkage policy with local tourism industry.
