Regional brands are recognized for their importance as one of the local public relations policies, but only the methods promoted by local government officials and outside experts are revealing limitations in self-reliance and sustainability. In order for a regional brand to succeed, it is necessary to develop and manage a brand that fits the characteristics of the region together with various stakeholders including residents. In this study, it was confirmed that regional brand evaluation indicators may vary depending on the stage of co-creation in the design process for regional brand development, and the type of value co-creation was determined through a classification method using the results of the evaluation index. According to the results of the study, the type of value co-creation that fits the local situation and characteristics can be derived by adjusting the stage of co-creation execution in the design process.
Local governments in Korea, sixteen in total, shall establish local government archives to and manage preserve their permanent archives to comply with the Public Records Management Act amended in October 2006. National Archives of Korea(NAK) directed the local governments to recruit legally qualified archivists by the end 0f 2006 and to plan on the establishment and operation of the local government archives by the end 2007. However, none of the government archives was established by far. Government officials in NAK and the local governments raised the limits of the budget and human resources. What is more serious is that they don't concern why the archives are necessary and what missions and functions the archives should have. In this paper, I summarized the present situation and problems in establishing the local archives, and what we will do to establish normal government archives. First, local governments should establish "local government records commissions" and employ qualified archivists. The local government records commission should comprise concerned and qualified members. The records commission, as a policy and decision-making body, should make plans and implement the plans to establish the local archives, establish professional training programs to produce qualified archivists, promote local archives community activities, determine operational issues, and make a long-term development plan satisfying local demands. Second, the local government archives share existing repositories of NAK. Third, after the establishment of the archives, the local archives should perform normal records and archives management of the local governments as records acts mandate, do general records surveys and appraise the records created in the local governments. The local government archives should collect valuable local archives including private archives, and arrange and make usable them to provide access. They also promote and coordinate various cultural heritage community activities related to the local archives.
Main purpose of this study is to investigate the effect of the self-leadership of local public officials on the customer-oriented public service provision. Structural Equation Model was applied to analyze the relationship between self leadership and customer oriented public service attitude. Positive structural relationships between self-leadership and customer-oriented attitude was confirmed from empirical analysis. While variable job-satisfaction took intermediating role between self-leadership and customer-oriented attitude. The result implies that behavioral approach might be a more effective policy measure to improve citizen's satisfaction for public services. For a extended periods, Korean government introduced various institutional arrangements to improve the customer satisfaction for public service. However, the result was not satisfactory. The result of this study suggest behavioral approach to improve public service customer satisfaction.
The main purpose of this study is to empirically examine and to develop the optimal model about an influential relationship between the types of source-based trust and knowledge sharing of local government officials. Procedural and distributive justice-based calculative trust in organization, cognition-based trust in organization, cognition-based trust in supervisor, cognition-based trust in coworkers, and emotion-based trust in coworkers were set up as independent variables of this research model, and sharing of tacit knowledge and explicit knowledge based on the knowledge content as dependent variables. The research results shows that the suitability of each model has approximate value to the required level, and that emotion-based trust in coworkers significantly affects knowledge sharing for both the individual and integrated factors in hypothetical influential relationship. This study is expected to help to enable knowledge sharing in various situations by dividing the concepts of trust that affect knowledge sharing into a few types, and deriving the influential model of knowledge sharing by types.
The purpose of this article is to analyze the standings of working-level officials belonging to Jongbusi (Court of the Royal Clan) holding the rank of "jeong" and below between the 18th and mid-19th Century. Jongbusi, which was headed by a Grade-3 official, was in charge of the compilation of royal genealogy and supervision of royal relatives. During the late Joseon Period, its officials were composed of its chief, jeong, jubu (Grade-6 official), and jikjang (Grade-7 official). By 1864, it was incorporated into Jongchinbu (Office of the Royal Relatives). Jongbusi nangcheong seonsaengan (Register of Staff Officials at the Court of the Royal Clan), which is preserved at the Jangseogak Archives of the Academy of Korean Studies, lists the officials who served at the office between 1794 and its incorporation into Jongchinbu in 1864. The register also includes the officials' ranks, names, DOBs, family clans, their ranks in the offices they were transferred from, their ranks in the office they were transferred to, etc. Those interested view it as a precious relic that provides valuable information on the officialdom of the dynasty. A majority of the officials who served at Jongbusi were those who passed the higher civil service examination. Many of them at the level of jikjang were those who passed the licentiate examination. Their designation as an official was part of the "muneum" system, which granted official posts to descendants of those who accomplished a distinguished service for the country or served as a high-ranking official. They were those transferred from equal or lower positions in another office. Many of jubu-level officials of Jongbusi were those transferred from honorable and important posts of other offices or local administrative offices. Many of jikjang-level officials of Jongbusi were those who previously served as dosa (assistant officials) at Uigeumbu (Bureau of Crime Investigation) headed by a Grade-1 official. The officials' transfer to an office with a lower position like Jongbusi appears to have been for the provision of placing them in working-level positions rather than letting them remain in positions only carrying an honorary title. As for the transfer of officials of Jongbusi to other offices, many of those with the rank of jeong were transferred to lower positions. Supposedly it was because not many Grade-3 positions were vacant. Many of them were transferred to honorable and important posts. Some of them were also transferred to positions at local government offices, supposedly to avoid an excess of personnel at the central government. Those at the level of jubu or jikjang of Jongbusi were transferred to equal or higher posts in other offices. Particularly, most of those holding the position of jikjang (Grade-7) were transferred to higher posts. The family clan that produced the largest number (10%) of Jongbusi officials was the Jeonju Yi Clan, which produced the largest number of those who passed the higher civil service examination. It was also found that the top 20 family clans produced about half of the entirety of Jongbusi officials. According to the aforesaid Jongbusi nangcheong seonsaengan, about 90% of the cases of promotion of Jongbusi officials occurred after the revision of Seonwon boryak (Royal Genealogy of the Joseon Dynasty). It is speculated that the supervision of royal family members, one of the two leading functions assigned to Jongbusi, was suspended in the late Joseon Period. The relevant function does not appear even in chronicles pertaining to the Joseon Dynasty. The reason being had something to do with the sharp decrease in the number of royal family members during the reign of King Injo (r. 1623-1649). Their number was decreased to the extent that royal ceremonies could not be adequately carried out. Naturally, the meaning of supervising royal family members faded. Witnessing such a sorry state of the royal family, Heungseon Daewongun, King Gojong's father who served as the regent, incorporated Jongbusi into Jongchinbu in an effort to enhance the status and authority of the royal family.
The objectives of this study were to assign reasonability to importance of weight selection issue in key performance indicator for performance evaluation of Centers for Child-care Foodservice Management (CCFSM) developed by using Balanced Scorecard (BSC), to draw key performance indicator (KPI) by perspective and to analyze differences in recognition on importance. From September 25 to October 9, 2012, we conducted a questionnaire-based study via e-mail, targeting chiefs and team leaders of nationwide 21 CCFSMs (43 persons), officials of local governments where CCFSM was established (21 persons), officials of Korea Food and Drug Administration (2 persons) and foodservice management experts (27 persons) in order to estimate the relative importance on 4 perspectives and 14 KPIs and analyzed its results by using 61 collected data. The results showed that relative importance of perspectives was estimated in order of importance as follows: business performance (0.3519), customer (0.3393), resource (0.1557), learning and growth (0.1531). Relative importance of KPIs was in order of importance as follows: Evaluation of sanitary management level in child-care foodservice facilities (0.1327), Level of customer recognition and behavior improvement (0.1153), performances of round visiting inspection on foodservice, sanitary, safety management, and foodservice consulting (0.0913). Our results showed that the recognition differences exist on the relative importance of perspectives and KPIs between officials of CCFSM, KFDA, local government and foodservice management experts. These observations will form the basis for developing evaluation systems, and it is considered that performance indicators developed on this basis will suggest direction of operation which CCFSM will have to perform.

The use of big data needs to be emphasized in policy formulation by public officials in order to improve the transparency of government policies and increase efficiency and reliability of government policies. 'Hye-Ahn', a government-wide big data platform was built with this goal, and the subscribers of 'Hye-Ahn' has grown significantly from 2,000 at the end of 2016 to 100,000 at August 2018. Additionally, the central and local governments are expanding their big data related budgets. In this study, we derived the costs and benefits of 'Hye-Ahn' and used them to conduct an economic feasibility analysis. As a result, even if only some quantitative benefits are considered without qualitative benefits, the net present value, the benefit/cost, and internal rate of return turned out to be 22,662 million won, 2.3213, and 41.8%, respectively. Since this is larger than the respective comparison criteria of 0 won, 1.0, and 5.0%, it can be seen that 'Hye-Ahn' has had economic feasibility. As noticed earlier, the number of analysis using 'Hye-Ahn' is increasing, so it is expected that the benefits will increase as time passes. Finally, the socioeconomic value gained when the results of analysis using 'Hye-Ahn' are used in policy is expected to be significant.

This study aims to examine and develop a Triple Helix model for social innovation to eradicate pervasive poverty in developing countries. To do this, this study explores and analyzes the Rural Saemaul Undong (RSU), a rural community development movement for eradicating poverty that was driven by the South Korean government during the 1970s. First of all, this study explores the characteristics of the RSU and explains why the RSU was a social innovation. To support and explain why the RSU was a successful social innovation, this study analyzes the roles and activities of three distinct actor groups: the chief policymaker and his aides who presented the vision and purpose, or the "why" of the Saemaul Undong; central and local government officials who were the planners and managers who showed "how" to plan and drive it; and village Saemaul leaders as the drivers and coaches showing rural villagers "what" to do. Based on this analysis, this study develops an actor-based Triple Helix model for social innovation to eradicate poverty.
The purpose of this study is to carry out a comparative analysis of Korean and US Sea Grant College Program (SGCP). The important lesson learned from the US SGCP is that ocean policy requires active interaction among public and oceans since oceans are far from constituents, law makers and government officials. Also, Sea Grant Program (SGP) should be based on universities so as to facilitate the use of equipment and expertise, there is a need for a well-organized control system, legislative mandates and strong government financial support, and sea grant activities must be well combined with regional/local outreach, education and research at the appropriate level.
