  • Effective implementation of private subsidy projects requires comprehensive expertise in the aquaculture and construction sectors to be provided to private subsidy operators, local government officials and others involved in budget execution and settlement. Due to the strengthening of laws and systems related to the execution of state subsidies since 2015, the efficient implementation of private-sector grant projects has been difficult for delays in projects, cancellations, and conflicts with local governments from lack of prior awareness and understanding of related regulations. It is expected that the government will be able to activate the project by analyzing the current status and problems of each phase of project implementation for improving quality internalization of the project effects, as well as quantitative growth of the private sector subsidy project for environmentally friendly aquaculture development projects.

  • In Korea, local government officials are in charge of buildings, and as such are supposed to review submitted documents related to the architectural administration to ensure that they comply with the legal standards. However, these officials generally put a greater emphasis on the preparation of the set of documents required for the administrative work than the content the documents contain. For this reason, many experts point out that the shortage of officials specialized in buildings and construction, as well as the lack of expertise among the building officials in the local governments, may result in repeated safety accidents during building construction. The purpose of this study is to propose the operational direction of a Regional Building Safety (RBS) center to secure the performance and safety of buildings by utilizing private resources. In this study, we carried out a pilot project to verify the effects of an RBS center and to derive the specific number of experts required. As a result, the technical matters were resolved in approximately 15% of the total cases of the document processing procedure, and the level of technical specialization among the officers has also been improved through the provision of guidance. The research findings support the validity and effects of the introduction of the RBS center. Finally, this study proposes (1) the types of RBS Centers that should be established, (2) the roles and business scope of the RBS Center, (3) the specific number of experts required, (4) the qualifications of the experts, and (5) the business regulations of the RBS Center.

  • The aim of this study was to investigate whether the schools and local governments were aware of the creation and operation of school forests. A survey was conducted of 45 teachers of schools selected as having the best practices in the school forest and 153 local government officials within the district where the school forests were built. The school teachers attributed the necessity to create school forests to the importance of beautifying the environment. The results showed that the area in which the school forest was created, the school environment after the school forest was created, and use of the school forest were generally satisfactory, but maintenance of the school forest was not somewhat unsatisfactory. Additionally, the results indicated that continuous maintenance was necessary for the effective use of the school forest, and there was a great need for professional personnel to conduct the maintenance program. Furthermore, local government officials recognized that beautification of the school environment was the best effect of creating the school forests. They also realized a great need for local government's support of a maintenance program and its cooperation with related ministries and agencies to create and operate the school forest. Thus, it is crucial to devise measures for maintenance and to establish a system by which schools and local governments can work closely to promote the creation and operation of these school forests.

  • In the case of the government, which plays a pivotal role in the landscape architecture system, the management of positions in landscape architectural organizations is lacking. At the local government level, while public officials for managing landscape architecture are being hired, there are problems and vulnerabilities in both management and system operations as such public officials recruited for positions in landscape architectural services operate under the forestry service. Accordingly, this study analyzed the Korean administrative system of public officials in the landscape architectural service and their satisfaction with the organizational culture and behavior. The aim was to provide practical data for improving the job satisfaction of public officials in landscape architectural service and enhance the status of landscape architecture. First, a survey was conducted regarding current organizational culture/behavior and job adequacy, and differences when compared to different job series with regards to the public officials in the landscape architectural service. The results indicated that job satisfaction of those in landscape architectural service was generally high, but they showed strong centralization, i.e., orders from superiors and limitations on autonomy. Second, an analysis was conducted to improve the organizational culture/behavior and job satisfaction of public officials in the landscape architectural service, and a comparative analysis was conducted on the differences between the analysis result and preceding studies by the Ministry of Government Administration and Home Affairs(2006). The results indicated that organizational commitment/satisfaction of public officials in the landscape architectural service was relatively low among those who had a great amount of work experience related to forestry. Therefore, it was shown that it is necessary to ensure expertise in landscape architecture. Third, a comprehensive analysis was conducted regarding the influences on "working environment", "legal system" and "job allocation" in regard to public officials in land architectural service. The results indicated that satisfaction in the value system was high when given significance to the job as public officials in land architectural. However, their satisfaction in the land architectural system was low due to the lack of independence in their positions, the vulnerable legal system of land architectural service and low employment rates. Fourth, current public officials in landscape architectural service process tasks such as forestry, architecture, city planning and administration that are not related to their area of expertise. Therefore, an analysis was conducted on whether there is a difference in the job satisfaction of public officials in landscape architectural service according to statistical variables. It was identified that "legal system", "job satisfaction" and "organizational commitment" with regard to public officials in landscape architectural service can be improved through ensuring their expertise. This study suggests the following tasks to further inquire into landscape architecture in general. First, establish an identity of work allocation for public officials in the landscape architectural service, and second, establish an organizational constitution according to the positions in landscape architectural service. Accordingly, it is necessary for interested parties of landscape architecture to devise practical strategies so that such tasks can be converged administratively and reflected in policies.

  • Recently, controversy has been a growing over senior ride-free programs that provide free rides on the subway for those aged 65 or older. In this study, we compare and analyze changes in awareness levels about senior ride-free programs over the past ten years, targeting local government officials in Busan and Gimhae. Busan and Gimhae support an operational deficit of the Busan-Gimhae light rail system, which is the only subway that does not permit senior citizens to ride for free in South Korea. This study traces changes in the level of awareness of local government officials and presents administrative and policy recommendations. We conducted surveys in September of 2011 and April of 2021, finding that the level of awareness clearly differed before and after the opening of the Busan-Gimhae light rail system. We found that positive and negative responses arrived at similar percentages as time passed. Additionally, we found that the percentage of positive statements decreased over time if respondents did not have transportation-related work experience. Also, over time, we found that examining alternatives took priority as opposed to maintaining the current senior ride-free program.

  • Do international economic factors affect the result of gubernatorial elections? This research aims to explain the reasons that local elections are not influenced by international economic factors such as US-China trade dispute. Although previous studies show the mixed results about the relationship between economic factors and gubernatorial electoral outcome, this research argues at least three explanations can be identified. First, there is a perceived gap between the candidates and local voters on the effect of trade disputes. Local voters do not consider the trade dispute as immediate threats, and candidates only use the trade dispute for attacking rivals. Where the functional responsibilities are unclear among elected officials between federal and local government, voters tend to cast votes based on their party identification. In the case of trade policy, functional responsibility is murky between the president and governor; voters may not judge the governor incumbent or candidates on state economic condition.

This study has been aimed to analyze the response of main stakeholder's -mountain village residents and local government officials - on mountain villages development, and to provide the future plan as community development. The survey and interview data were collected from the mountain villages which already developed 59 villages and developing 15 villages in 2003. The mountain village development program has achieved the positive aspects as community development plan in the several fields, - the voluntary participation of residents, the establishment of self-support spirit as the democratic civilians, the development of base of income increasement, the creation of comfortable living environment, the equilibrium development with the other regions. Especially the mountain residents and local government officials both highly satisfy with the development of base of income increasement and the creation of comfortable living environment which are the main concerns to both stakeholder. However through the mountain development program, it is not satisfied to increase the maintenance of local community and the strengthening of traditional value of mountain villages. Also to improve the sustainable income improvement effects, it is necessary to develop the income items and technical extension which good for the each region. In the decentralization era, it is necessary for local government should have the more active and multilateral activities for these. With this, the introduction of methods which the mountain community people and the local government officials could co-participate in the mountain villages' development from the initial stages and the renovation of related local government organizations and the cooperatives will be much helpful to the substantiality of mountain development program. Also it is essential for the assistance of central government to establish the complex plan and the mountain villages network for all mountain area and the exchange of information, the education and training of mountain villages leader who are the core factor for the developed mountain villages maintenance, the composition of national mountain villages representatives. In case the development proposals which based on the interests of the main stakeholder's on mountain community could be positively accepted, then the possibility of the mountain village development as one of community development will be successfully improved in future.
