The purpose of this study is to raise the necessity of an alternative awareness toward economic activities as the work form of social participation by the elderly and their corresponding educational tasks. For this aim, the concept of Japan's 'rewarding work participation' and its practical cases have been examined. As a study method, the characteristics of Japan's state and local government elderly policy projects have been examined through literature research. Next, the cases of the elderly having established an autonomous company and practiced Ogawanosho Oyakimura were researched based on on-site visits and interviews. As this study has suggested that the economic activities of the elderly have to be carried out from the perspective of successful aging and these activities have been conducted through 'rewarding work participation', the following features have been clarified. First, a converted image of the elderly is necessary. The elderly do have the experiences worthy of social utilization. Second, the educational and managerial policies which turn the elderly's experiences into social values are necessary. Third, a flexible awareness toward the corresponding works of the elderly is needed. In other words, the works which have reflected mentally solitary tendency and social discontinuity features of the elderly and taken into account the demands of the elderly generation who desire to become an influential and meaningful existence are necessary. Thus, future elderly education need to come up with the policies and practices toward work education from the viewpoint of rewarding work participation.
'Inha University' (Inha Institute of Technology) was founded on April 1954. The establishment of Inha University has several special meanings. First, I tried to examine the establishing process of Inha University in the context of emigrations and nationalist movements. Inha University was established to commemorate the 50th anniversary of emigration to Hawaii, with the seed money of $150,000 which came from the sale of 'Korean Christian Institute' in Hawaii. Korean Christian Institute had taken charge of teaching the children of Korean residents in Hawaii. Rhee Syhngman, the fist president of Republic Korea was the leader in founding Korean Christian Institute and Inha University, but behind him there were donations of both Korean residents in Hawaii and common Korean people of the 1950's. The establishment of Inha University has a nation-wide and national meaning in that the spirit of nationalist movements in Hawaii and donations of Korean people at home and abroad were linked together. Second, I tried to examine the economic and educational policies after the liberation in 1945. In the 1950's Korea planned to set up self-supporting economy with the aid of America. Accordingly, the educational policy had to be considered in view of economic independence, too. 'Inha Institute of Technology' was the result of these national economic and educational demands. Consequently Inha Institute of Technology took a special position of carrying out national policies with the intervention and protection of the Government, including the president Rhee Syungman in person, even though it was neither national not public but private college. Third, I tried to examine the local history of Incheon. How did Inha Institute of Technology come to be built in Incheon? That's because the emigrant ships departed from Incheon. For those Korean emigrants, it is quite natural that the city of Incheon has a symbolic and commemorative meaning. In addition, Incheon is a port city neighboring the capital Seoul and has 'Seoul-Incheon Industrial Complex' in it. Graduates from Inha Institute of Technology were expected to act as competent scientists and technical leaders of that complex. Really Inha Institute of Technology trained many a good technicians with short-term courses and re-educated them after. The history of university has been usually underestimated as that of mere institution. In dealing with the history of Inha University as an example, I tried to re-examine the history of university in the context of Korean history and to emphasize the importance of keeping any all records relating universities.
The purpose of this study is to investigate public art in Mullae art Village based on Adorno's Mimesis and explore a wide range of possibilities of new genre of public art. This study found out the new possibility of not only artist network, but also networks of local villagers and iron factory workers, and considered in-depth analysis of new genre public art in Mullae art village focusing on their active participations in art programs. By analyzing the artists' stories through interviews, low-cost rental accommodation brought a influx of artists into the village, and they formed their artist networks working by themselves. At this point, this could be judged a critical phenomenon in accordance with Adorno's mimesis. However, by external pressures such as government policies for setting up Mullae Art factory or downtown redevelopment, artists sought independent role in Mullae-dong and doing active public art programs grounded on mimesis. Artists were seeking a way to cope with the economy mechanism doing new genre of public art based on mimesis, and found out the possibility of formation of relationships with local residents and iron factory workers. This study was seemed to suggest the direction of new genre of public art through Mullae art village case, and considers new political measure plans for culture and art policy.
The national economic policy paradigm is constantly changing according to the global business environment. Among them, fostering SMEs is a core policy of many developed countries. The growth of SMEs contributes to the creation of jobs and the development of local communities in the era of employment-free growth. In particular, the growth of SMEs is the foundation for growth into mid-sized and large enterprises. Therefore, the growth of SMEs plays an important role in the national economy. Information and communication technology (ICT) became important much more with the emergence of the 4th industrial revolution. Among them, the growth of ICT SMEs is the nation's future asset. Therefore, this study examines and verifies the main factors affecting the performance of ICT SMEs from the view of their R&D resources. On the basis of 1,999 SMEs dataset, empirical analysis was performed to investigate the influence of R&D resources on their corporate performance. Its results are as follows. First, based on theresource-based theory, ICT SMEs' R&D investment, R&D manpower, and government support policies were found to have a positive effect on securing a company's competitive advantage. Second, it was found that the level of product has a positive effect on the company's performance. Finally, it was found that M&A and technology acquisition method strategies differ according to the growth stage of the company. Therefore, in order to achieve technological innovation and corporate performance of ICT SMEs, the government support policy and investment into internal R&D personnel play as main factors. In addition, it was found that technology acquisition strategies differ depending on the growth stage of the company.

This study aims to distinguish what can be used in consideration of the national situation with Korea for Chinese Scenic and Historic Interest Areas, and the results are as follows; First, the Chinese Scenic and Historic Interest Areas expanded to the existing scenic cruise culture, travel, and tourism culture in the process of the influx of Western culture in the modern and contemporary era, and became popular as a travel destination. Accordingly, the Chinese government developed the tourism industry around the scenic sites, and thanks to the development of transportation and communication, the Scenic and Historic Interest Areas has become an important national heritage. This influenced the establishment of the system related to Scenic and Historic Interest Areas, and today, it is operated around the Scenic and Historic Interest Areas ordinance. Second, the designation of the Scenic and Historic Interest Areas is divided into the size of the site according to the area, and the process of selecting the Scenic and Historic Interest Areas classification, rating evaluation, and comprehensive value evaluation according to evaluation indicators and rating standards is carried out. Accordingly, according to the results of the classification, it is subdivided from the national level to the Scenic and Historic Interest Areas at the local level. Third, the central government is in charge of managing and supervising Scenic and Historic Interest Areas across the country, and the local government's construction department is in charge of supervising Scenic and Historic Interest Areas in the region. The management organization of Scenic and Historic Interest Areas established by local governments above the county level has a system that actually protects, utilizes, and manages Scenic and Historic Interest Areas. In addition, 14 detailed indicators are used to monitor Scenic and Historic Interest Areas. Based on these results, considering the application of the domestic scenic site policy, the method of developing the policy that has established the system from the perspective of the utilization of the people is worth considering. On the other hand, the evaluation of the designation and management system through the setting of various indicators has limitations in that it is difficult to secure objectivity in impressing or evaluating the landscape. Therefore, rather than blindly introducing quantified evaluation, it seems that guidance and promotion on how to expand consensus on scenic values and enjoy heritage should be prioritized.

This study aims to investigate the changing trend of the industrial complexes in the region of Liege, Belgium. The accessibility to the expressway and to the central city, the favorable atmosphere of the community, and the pleasant natural environment are the important factors in locating the industrial complexes in suburban areas. Since the 1970s the industrial complexes are developed generally on a medium or small scale coexisting with manufacturing firms and service business, but the business parks, the service parks and the science parks are developed in some strategic places. The industrial complexes are filled up with relocated firms rather than new established firms, and the industrial structure is diversified with the increase of service business. As manufacturing firms emigrated from the central city to suburban areas, the central city suffers from some serious problems such as the increased unemployment, the decreased population, the appearance of industrial ruined spaces and the worse of finance by the decreased tax sources. The local government tries to solve these problems by enacting some policies in order to revive the manufacturing firms in the central city, but with little avail.
Many kinds of carbon emission monitoring systems or integrated systems have been developed so far. However, despite of the development of related techniques, they tend to be lack of statistic processing functions for feedback and policy-making data for users. In this study, a new CEMS (Carbon Emission Monitoring System) has been suggested and implemented in Sejong City, Korea. This system adapted automatic remote reading system from the site management agency as data hub to collect the electricity, gas and water usage of each household. The CEMS is consisted of 6 parts; carbon emission measurement, carbon emission standard setup and management, statistic analysis and the incentives. CEMS is distinguished with other systems for its UIs for users and the administrators. Also, data sharing with urban information system(UIS) of local government to produce information for users and policy-makers. This system makes it possible to investigate the change of energy consumption patterns, especially depending on the family structure and the housing characteristics. Furthermore, analyzing their correlation with carbon emission, it is expected to provide basic data used to establish urban environmental policies.
This research paper aims to inform and suggest methods in which Korea Media content could successfully enter the African broadcasting market. It also seeks to suggest preparatory steps and propose various policies that Korean government could provide, to aid the export process. In order to maximize the Korean media content exposure in the Kenyan market, increased financial support for subtitles and dubbing as well as launching a Korean culture center is suggested. In addition, to encourage more diverse channels to show the Korean content, joint content production between Korea and Kenya should be considered. Moreover, in analyzing the social, cultural, ethnic and local characteristics of the Kenyan people, the paper seeks to identify the most efficient method in which Korean wave could be more widespread in Kenya. Since virtually no prior research papers exist on Kenyan's social and cultural characteristics and their thought process on the Korean media content, this paper seeks to provide valuable insight and policy implications for Korean media policy makers.
In order to efficiently promote a nation's National Spatial Data Infrastructure (NSDI) vision, it is important that a rational NSDI promotion system should be established. For such a NSDI promotion system, cooperation among the related organizations and the consistency of policies are crucial. In these regards, the main purpose of this research is to suggest a desirable model for the NSDI promotion system. Also, this study attempts to demonstrate problems and provide solutions in Korea NSDI promotion system. To accomplish this purpose, the literature reviews and content analysis were used. Following are the major findings of this research. First, a desirable NSDI promotion system should be consisted of the upper system (at the planning level) and the lower system (at the executive or implementing level). Second, the upper and lower system in NSDI promotion system should both be vertically connected and be horizontally connected. Third, the upper system should consist of the NSDI promotion committee, civil advisory committee, and sub-committee. Fourth, the lower system for the execution purposes of NSDI projects should consist of the NSDI top manager, in each central/local government, and professional support institute.
Cultural impact assessment system is a program to improve the quality of people's life by minimizing the negative effects and maximizing the positive effects on the cultural environment when a central government or local governments implement policies or plans. It was introduced in 2013 by Framework Act on the Promotion of Cultural Industries. Now the Ministry of Culture, Sports and Tourism is promoting a pilot project for cultural impact assessment system to reduce trial and error and settle it as a successful system. This study examined previous studies, international case studies, and various cultural impact assessment systems in oder to successfully seated cultural impact assessment systems and proposed ways to improve evaluations regarding objects, index, process, scale of objects, and evaluation agency. For the system to run smoothly in the future, additional researches are needed on the scale of evaluation objects, setting up detailed evaluation index, the composition of evaluation committee and its operation, and the introduction of cultural impact evaluators.
