본 연구의 목적은 대학생의 가족탄력성, 자기결정성, 그리고 진로결정 몰입간의 구조적 관계를 밝히는데 있다. 연구대상은 충북과 경북 소재 4개 대학교에 재학 중인 학생 277명이었으며, 연구결과는 다음과 같다. 첫째, 대학생의 가족탄력성은 자기결정성(자율성, 유능성, 관계성)과 진로결정 몰입에 직접적인 영향을 미치는 것으로 나타났다. 즉 가족탄력성이 높은 환경의 대학생일수록 더 자기결정적이고, 진로결정에 대한 몰입의 정도가 높다고 할 수 있다. 둘째, 대학생의 자기결정성(자율성, 유능성, 관계성)은 진로결정 몰입에 직접적인 영향을 미치는 것으로 나타났다. 즉 더 자기결정적인 대학생일수록 더 높은 수준의 진로결정 몰입을 경험한다고 할 수 있다. 셋째, 대학생의 가족탄력성은 자기결정성(자율성, 유능성, 관계성)을 통하여 진로결정 몰입에 간접적인 영향을 미치는 것으로 나타났다. 즉 대학생의 가족탄력성이 진로결정 몰입에 영향을 미치는 과정에 자기결정성(자율성, 유능성, 관계성)이 매개효과를 가진다고 할 수 있다.

The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

본 연구의 목적은 도서관 고유의 정체성에 부합하고 이를 활성화하는 방안으로 자료를 기반으로 한 교육문화프로그램을 모색해 보자는데 있다. 이러한 목적을 달성하기 위하여 본 연구는 공공도서관 교육문화프로그램의 이론적 내용을 살펴보고, 전라북도 지자체하에서 운영하는 공공도서관과 평생학습운영기관의 교육문화프로그램을 비교분석하여 공공도서관 본래의 특성을 살린 교육문화프로그램을 모색하고자 한다. 본 연구의 조사대상은 전주시립도서관산하의 5개관을 비롯한 각 시단위의 공공도서관 10개관과 각 시의 지자체 직영의 평생학습센터, 문화의집, 주민자치센터, 여성회관, 여성문화회관, 여성문화센터 등의 명칭으로 운영하는 교육문화프로그램을 조사, 분석하였다.

The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

본 연구는 개혁·개방 이후 중국의 고등교육이 시장기제를 도입하여 고등교육구조를 어떻게 조정하고 변화시켜 왔으며 오늘에 있어서는 어떠한 특성을 띠고 있는가 하는 점을 거시적으로 분석하는데 목적을 두었다. 중국 고등교육의 시장화는 중국식사회주의 건설의 방향이 생산력 발전으로 전환되고, 사회주의시장경제의 추진과 궤를 맞추어 추진되었다. 그 과정을 보면 시장경제 도입 실험기, 본격 도입기, 시장화 충실화기 그리고 심화발전기의 단계로 추진되어 점진적인 방식을 취하였다. 이와 같은 과정을 거쳐 중국의 고등교육은 점진적으로 시장화의 특성을 띠고 있는데 구체적으로는 자율성 신장, 민영화, 그리고 경쟁력을 제고하는 방향으로 개편되고 있으며 중국 특유의 지역적 특성도 동시에 띠고 있다.

본 논문은 교육현장에 참여민주주의를 구현하고자 주민직선의 교육감 선출제도를 도입한 후의 부작용 해소방법인 매니페스토 실현방안을 연구했다. 국가의 정체성수호에 중요한 역할을 하는 교육감선거가 정치논리나 이념, 파벌적 이익에 침해될 때는 정책의 독립성 훼손 등의 교육적 위기를 초래한다. 지방교육자치제는 도덕성을 바탕으로 교육의 자주성과 중립성을 확보하고, 교육행정의 민주화와 지방분권화를 보장하기 위한 제도적 장치이다. 교육감선거 혼탁양상의 해결방안은 선거를 정책선거로 이끌어가는 것이다. 본 논문에서는 이러한 부작용을 해소하기 위한 교육감선거의 매니페스토 운동의 실현방안을 제기한다. 모든 정치적 주체들과 후보자들에게 매니페스토 작성을 위한 다양한 정보에 대한 자유로운 접근이 가능해야 하며, 매니페스토 자체에 대한 신뢰성의 제고 즉 중립성, 전문성, 객관성, 공정성 등이 담보되어야 한다. 특히 시민들의 교육자치의 인식전환을 통한 매니페스토 운동의 중심으로 끌어들이느냐의 여부가 핵심과제임을 알 수 있다.

본 연구는 2010년에 실시된 제5회 전국동시지방선거 당시 대구지역의 광역시장, 교육감, 구청장(군수)에 출마한 후보자들의 도서관 관련 공약제시 여부 및 공약내용을 검토하고, 당선된 단체장들이 도서관 관련공약을 어떻게 이행하였는지를 분석하였다. 대구지역 후보자 36명을 대상으로 중앙선거관리위원회에 제출된 선거공보 등을 토대로 공약을 분석하였으며, 이 중에서 자치단체장으로 당선된 11명의 공약 이행여부를 파악하기 위해 시청, 교육청, 구청의 홈페이지와 언론기사를 검색하여 분석하였다. 그 결과, 대구광역시장과 교육감 후보자들의 도서관 공약과 당선자들의 공약이행은 양적, 질적 측면에서 대체로 미흡하였다. 그리고 대구지역 기초단체장 후보자들은 54%가 도서관공약을 제시하였는데, 공공도서관 건립 공약과 작은도서관 조성 공약으로 한정되었다. 기초단체장 당선자들의 공약이행과 관련해 일부는 적극적으로 도서관 공약을 이행한 반면, 일부는 거의 이행하지 않은 것으로 나타났다.

In this study, we investigated how elementary science teaching has changed with the introduction of the National Assessment of Educational Achievement (NAEA). Teachers are held accountable for student performance as measured by the mandatory nation-wide standards tests to satisfy the needs of accountability and quality assurance systems. In relation to the teaching of science in the elementary school, professionalism meets potential threats with the advent of national test. Through analysis of the classroom teaching and open-ended interviews, we explored the teacher's concerns about the national test and how their science classes have changed to prepare for this test. According to the results, the national test made elementary teachers accountable for the content of their science classes, limits teachers' autonomy in reconstruction of curriculum, and forced teachers to conduct conclusion-centered lessons even in elementary science classes. In addition, teachers argue that the national test precludes the possibility of differentiated education and differentiated assessment. Based on the results, we suggested a new professionalism in this accountability era, so called 'informed professionalism', which refers to the ability of teachers to interpret and implement curriculum and policy mandates at the local, school and classroom level to generate equitable and improved student outcomes through teaching and learning. We also suggested further research on the teacher professionalism in teaching science contents.

Human desire is required to be changed variously as time flows. A theme park which is planned to male a good memory including a variety of story, drama, and experience with one of themes is increasingly and currently broaden to be a good economic value of cultural tourism for the local autonomy institution or individual business. The plan for a theme park should be developed to give the tourist satisfaction at studious and ecology educational needs in conformity with our country's distinctive four seasons, its surrounding environment, facilities, and its contents. This design which is called 'Bear theme park' has only one theme focused on a combined effort with a landscape designer and a sculptor. It is estimated that the park must be our country's unique model of a theme park The purpose of this study is to request the designer's direct construction to participate in it by themselves, to solve any problems on the design side, to experience the real construction procedure, and to take the designer's techniques, and skills as soon as the design completed.

지방교육자치는 지역 주민의 삶에 대한 질을 높이고 지역 특성에 맞도록 교육 실현과 함께 지방 교육행정공무원의 역량 강화를 요구하고 있다. 이 연구는 지방 교육행정공무원의 중심 역할을 해야 하는 6급 공무원의 역량을 도출하고 장기교육프로그램의 교과군과 교과목을 구안하여 추후 6급 교육행정공무원 장기교육프로그램을 개발·운영할 수 있도록 기초 안을 마련하는데 그 목적이 있다. 이를 위해 연수 대상의 특수성을 고려해 교육행정공무원, 교육프로그램 개발 전문가 등 20명으로 전문가 패널을 구성하고, 6급 교육행정공무원의 역량, 장기교육프로그램의 교과군과 교과목에 대한 의견을 구하기 위해 3차에 걸쳐 델파이 조사를 실시하였다. 6급 교육행정공무원의 역량은 델파이 1차 조사에서 기초자료의 타당도 평가와 델파이 2차 조사에서 수정 자료의 타당도 평가를 실시하였다. 그리고 6급 교육행정공무원 장기교육프로그램의 교과군과 교과목은 델파이 2차 조사와 델파이 3차 조사에서 수정 자료의 타당도 평가를 실시하였다. 그 결과, 6급 교육행정공무원의 역량은 조정통합역량을 포함하여 9개의 역량으로 추출되었고 6급 교육행정공무원 장기교육프로그램은 13개 교과군과 43개 교과목으로 구안할 수 있었다. 그리고 6급 교육행정공무원의 역량과 장기교육프로그램의 교과군과 교과목의 관계 모형을 도출하였다. 이러한 본 연구의 결과를 바탕으로 장기교육프로그램의 유연한 교육과정 운영과 연수 결과물을 실제 교육현장에 반영할 수 있는 시스템 구축의 필요성을 제안하였다.
