디지털콘텐츠산업 활성화를 위한 국가적 통합협력 시스템 (A National Integrated Cooperation System for Invigorating the Digital Content Industry)

  • For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole Industries so that dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and another among private-sector groups, such as companies, associations and groups. These players in the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external Inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

광양만권 도시연합 인식과 평가 분석: 전문가 집단을 사례로 (Perceptions and Assessments on Inter-municipal Cooperation of Gwangyang Bay Region : A Case of Specialist Groups)

  • 우리나라 대표적인 임해형 산업지역으로 기능하고 있는 광양만권에 있는 여수시 순천시 광양시는 단일 생활권 도시권 경제권을 형성하고 있다. 이런 지역적 여건에서 일부 상공인과 전문가들이 3개 도시의 연합체 논의를 추동하고 있다. 이 연구는 광양만권 도시연합을 전문가 집단은 어떻게 인식 평가하는가를 분석한 것이다. 전문가 집단은 광양만권 발전 잠재력을 높게 인식하였고, 도시연합 타당성도 매우 긍정적으로 평가하였다. 여수 순천 광양의 도시연합에는 약 8.3년 정도 소요될 것으로 추정하였다. 도시연합을 성사시키기 위해서는 광양만권 발전 비전의 공유, 도시연합을 위한 주민의 이해와 동의가 선행 과제로 도출되었다.

산학협력 활성화를 위한 교육과정에 관한 고찰 (A Study on the curriculum of the Industry-University Cooperation)

  • 정부는 2012년부터 '산학협력선도대학 육성사업'(LINC: Leaders in INdustry-university Cooperation)을 추진함으로써 기업이 요구하는 인력양성, 실제적인 연구개발 및 기술이전을 활성화 시키고 대학-산업체-연구소간의 유기적인 상호연계를 바탕으로 지역의 대학과 산업의 동반성장을 위해 다양한 산학협력 선도모델을 창출 확산 하고자 한다. 따라서 본 연구는 대학에서 기술혁신형 및 현장 밀착형 인재를 발굴 육성하는데 필요한 교육과정 개발에 관한 연구이다. 본 연구는 최근 4년제 대학교 3개교와 전문대학 3개교에서 개발하여 운영 중인 산학협력을 위한 교육과정을 분석하여, 산학협력 활성화를 위한 교육과정을 개발하기 위해 다음과 같은 교육과정 개발방법을 제시한다. 첫째, 대학에서 대학과 기업 간의 괴리감을 극복하는 교육과정을 개발하기 위해서는 기업의 요구조사를 바탕으로 분석할 필요가 있다. 둘째, 보다 체계적으로 산학협력 선도형 교육프로그램을 개발하기 위해서는 DACUM(Developing A Curriculum) 기법을 활용하는 것을 제안한다. 마지막으로, 산학협력 교육과정은 1학년부터 4학년까지 기초-핵심-심화 연계과정을 통해 전문지식인을 양성할 것을 제안한다.

신(新)산학협력 활성화 방안 연구 (Research for activation of new industry-university cooperation)

  • 4차 산업혁명 시대를 맞아 산학협력의 역할과 기능에 대한 혁신적 변화가 요구됨에 따라, 본 연구에서는 산학협력의 현황과 정부의 지원사업을 진단하고, 해외 주요사례분석을 통하여 신산학협력 활성화 방안을 제안하고자 한다. 주요 결과는 다음과 같다. 대학의 전반적인 산학협력 수준은 높아지고 있는 것으로 나타났으며, 정부의 산학협력 지원사업은 양적으로는 충분하나, 부처별 중복지원 문제, 산학협력 지원의 양극화 등의 문제점이 있는 것으로 파악되었다. 해외 주요 대학의 특징은 지역산업과의 연계가 높다는 점이며, 대학이 적극적으로 창업생태계를 주도하고 있다는 점이다. 신산학협력 활성화 방안은 다음과 같다. 첫째, 미래지향적 산학협력으로, 미래수요에 기반한 신교육과정 개설과 교육방식 혁신을 강화해야 한다. 둘째, 능동적 산학협력으로 창업교육 확대와 대학보유 자원을 기반으로 한 창업을 활성화해야 한다. 셋째, 지역혁신주체와의 적극적 협력으로 지역혁신의 앵커역할을 수행해야 하며. 수익 창출형 산학협력 모델을 개발하여 대학 재정에 기여할 수 있도록 해야 할 것이다.

예멘과 에티오피아의 문화이해와 지역협력 방안 연구 (A study on cultural understanding and regional cooperation in Yemen and Ethiopia)

  • 본 연구는 커피를 선호하는 한국인들에게 예멘·에티오피아의 문화적 차이를 이해하고 지역협력 방안을 찾고자 하는 것이다. 이슬람지역은 직접 협력을 할 수 없어 커피산업을 통한 교류방법을 고려하였다. 이를 위해 먼저 지역적 교류 모델과 선행연구를 조사하였고, 초기 문화와 종교의 특징을 알아보고 문화완충과 예멘의 이슬람 분쟁역사를 통한 정치종교적 지역 관계를 알아보았고 마지막으로 커피지역을 비교하기 위해 지역 커피산업과 문화에 대해 설명하였다. 결론적으로 이슬람 연구에 대한 지역 협력을 위한 교육이 필요하며 이를 위해 첫째, 문화 충돌 극복, 둘째, 새로운 전략적 지역협력, 셋째, 종교보다 문화적 접근, 넷째, 새로운 기술적 지역협력, 다섯째, 예멘 난민 지역협력 병행, 여섯째, 에티오피아에서의 교두보(예멘 교역지역협력) 등의 방식을 제안하였다.

전통문화축제의 내실화방안 연구 (Developing Proposals for Korean Traditional Culture Festivals)

  • Since 1995, the Local autonomy era has opened, local festivals have been increasing throughout the country. Traditional culture festivals are also increasing. Performing traditional culture festivals is effective for maintenance and transmission of traditional culture as well as creation and nurturing of local culture. They are also effective promoting local economy. Depending on realization level of character, place and costume based on historic research, traditional culture festivals are classified as the "Representation event" or the "Reenactment event". But there are two problems. The first is unexacting classification method for festival types made by Central government yearly. The second is unable to meet one of two goals which are protecting traditional culture and stimulating local economy throughout increasing tourists. The purpose of this study is to suggest improvement of classification method for festival types, and to offer two suggestions for ensure successful local festivals. First of all, I suggest advanced classification method for festival types. For more sophisticated collection process of national festival status, local government department should ensure purpose of festivals, and central government department should add 3 steps to existing process. For example professional committee for judgement of festival types should be founded for consulting of local and central government department. The second suggestion is reinforcement of historic research for the Representation of traditional culture event. The representation of traditional culture should focus on protection of tradition, and could be perfect by continuous historic research. The last suggestion is cooperation with local governments each other for the Reenactment of traditional culture event. The Reenactment of traditional culture should focus on promoting local economy by increasing tourists. So local governments who have similar traditional events should cooperate to get preventing loss of resource and overcome weakness of promoting.

Costume Design and Arts Management Making Use of Local Resources: Practical Research Towards Stimulating Growth of Tokuji in Yamaguchi-city

  • This paper is focused on practical research regarding costume design and arts management that make use of local resources and which are influenced by local culture of Tokuji in Yamaguchi-city, located in a mountainous area in Yamaguchi Prefecture in the western part of Honshu in Japan. We will examine possibilities in fashion design through this study. This was a practical research project, done with cooperation between the university and local industry, with priorities being assigned by the requests of residents of the Tokuji area. In 2011 the Aurinko, Tokuji, Talo (it means the Solar Tokuji Building in Finnish) was decided as the base of activities. Other functions were gradually added on, including a salon for people of the area to exchange ideas and workshops for group discussions. This paper will specifically be focused on the handmade paper peculiar to Tokuji and traditionally used as a material in fashion. The fashion designs developed by this researcher's laboratory were strongly influenced by these styles of paper. These costumes were made with a handmade paper called "Kamiko" in Japan, that is aesthetic sense has been historically cherished. This paper suggests that the affluence and depth of costume design may be expressed not only by directly borrowing from these influences, but also by borrowing the traditional aesthetic sense original to Japan. Thus this paper will examine industry and culture simultaneously, examining in particular the impact of arts management and costume design using handmade paper manufactured locally.

로컬푸드 직매장의 접근성 및 편의성 (A Study on Access and Convenience to Local Food Farmers Market)

  • This paper presents improvement of consumer's access and convenience to Farmers Market(Local Food Shop). We analyzed case studies and proposed plans of Local Food Shop and related facilities. The results are described below. Thorough pre-education and public relations with extensive support for agricultural products in the area and external support are necessary. Most importantly, the consuming population was close. These factors were the factors of success. Tourists' visit is effective. Consumer distance should be within 10km. Long distance tourists need a way to attract tourists on weekends. It is an advantage that there are many consumers. And it would be nice to have a market in the vicinity. And it is necessary to develop various activities such as experience activities and programs. Also, a place convenient for cooperation with the government office, public health center, etc. is good. Accessibility is enhanced when ICs of frequent highway and highway are close to cars. As a suggestion of placing a direct sales place, we will set up a place for consumers to collaborate and relax and also consider the convenience of providers. For the convenience of consumers' shopping, including sales outlets, we set up booths for daily necessities and industrial products, and place other agricultural cooperatives (NACF banks), local cafes and farmer restaurants in front. Consider multifunction combined service center for consumers and farmers.

조선후기(朝鮮後期) 양사재(養士齋) 건축(建築)의 특성(特性)에 관한 연구 -영(嶺).호남지역(湖南地域)을 중심(中心)으로- (A Study on the Characteristics of Yang-Sa-Jae Architecture in the Late Chosun Dynasty - Focusing on Youngnam and Honam province -)

  • As the educational function of Confucian school in the late Chosun dynasty had been declined, the other educational institution called YANGSAJAE was established. The founders of the institution was either local authorities or local Confucianists. Otherwise the institution was established by the cooperation of both local authorities and local Confucianists. YANGSAJAE began to be established from the 16th century. Most of them was founded in 1700s. In 1800s, it was not so difficult to see YANGSAJAE in many towns in Young nam and Honam provinces. The institution was located in separate places at the early stage of foundation. But since the middle of 1700s, the institution was located in or near the Confucian school. As a consequence, this influenced the location of Confucian schools in the late Chosun dynasty. In Youngnam province, the institution was mainly located near the Confucian school or in a separate place. On the contrary, most of the institution were constructed within Confucian school in Honam province. There were two types of the flat composition: one is based on hall and the other is based on room. The hall type, which had a hall in the middle and rooms in both sides, was general. The hall type usually had a size of 4-kan in width and 1.5-kan in length. The half-hipped roof was the general type and intimately related to the roof of Myung-Ryun Dang of local Confucian School.

지방도시 도시재생 사례를 통해 본 경관계획 요소의 적용에 관한 연구 (A study on the Applying Landscape Planning Elements Through Urban Regeneration Cases in Local Cities)

  • Article 6 of the Landscape Act stipulates that "the Minister of Land, Infrastructure and Transport establishes a basic landscape policy plan every five years in order to create a beautiful and pleasant landscape, discover and support excellent landscapes." This is a comprehensive plan for landscape policy, a national plan that presents basic directions and strategies for the formation and continuous management of excellent national landscape. The basic landscape policy plan is a plan established every five years. It is an action plan that establishes a medium-term strategy for landscape policy and proposes specific implementation plans. Landscape-related policies are established in various fields, such as the central and local governments, and the private sector, and are based on mutual cooperation. Local cities voluntarily establish basic landscape plans, but in terms of integration, there are few cases in connection with urban regeneration. However, when the existing city establishes the basic landscape plan, the effect will be doubled if a new city is comprehensively constructed in relation to urban regeneration from the overall aspect of the city. Therefore, this study aims to provide data so that a master landscape plan can be established by analyzing and synthesizing the problems of the existing city centering on Jeonju, a representative local city.
