Port-City and Local Population Relationship: the Perception of Busan Citizens of the Port

  • Ports play a key role in international trade, as integral hubs where passengers and cargoes are loaded, discharged, and transshipped. However, the function of ports is becoming more diversified, expanding on roles as industrial clusters, as well as logistical centers. Such roles combined, reap numerous and significant benefits, mainly with growth of jobs and wealth creation, for the local population living in the city, and beyond. Citizens' awareness of the function and value of ports may not be positive, because of a range of negative factors such as emissions, noise, and road congestion, which can influence their perception. This study's contribution focuses on empirically evaluating the perception of Busan citizens of the local port, by applying Q methodology. The links connecting the port-city and local population, are assessed by identifying: 1) The level of awareness of the Busan citizens of the port; 2) Factors perceived as positive as well as factors perceived as negative by Busan citizens. There are four main factors, derived from the analysis: 1) Port functional knowledge; 2) Lack of social connectedness port-city; 3) Environmentally concerned and; 4) Absent port's ripple's effect. Policy recommendations suggest focusing on improving citizens' perception of the port, for each of the four main factors derived from the analysis.

  • The concept of "ubiquitous" has become the top issue of the 21st century communications field within the past years. u-City has become the new city paradigm with the convergence of city planning and ubiquitous communication technologies and services. Starting from 2004, KT has collaborated with the Korean government to develop comfortable, convenient, pleasant, safe, and healthy IT technology based u-City focusing on; balanced development, value creation, and improved standard of living within the region. Presently the term, "hazard mitigation services" lacks a clear definition due to its varying applications by different local agencies and has caused confusion. Therefore, this report will clarify and define u-City hazard mitigation services currently proposed to the local agencies as well as services currently in effect. Additionally, the report will introduce hazard mitigation service models feasible by KT.

  • In correlation to the rapid growth of Korea's economy and increased international exchange, hotel architecture in Korea has likewise evolutionized in its own distinctive style. Since hotels accomodate foreign visitors, they should be representative of the local architecture in which they reside, to add to the experience of the regions culture. City hotels provide not only primary housing functions but also many different varieties of services. Furthermore, city hotels operate as a focal point for their local communities. Seoul announced special measures for the expansion of accommodations for foreign tourists, and a large number of hotel construction entities have consequently propagated. Unfortunately, the designs for most of these new hotels have failed to reflect their local cultural characteristics, with most having similar designs and programs. As Korea enters an era seeing ten million foreign tourists annually, progressive reform is especially necessary. Space marketing, which is based on strategies of cultural experience, is a crucial element to city boutique hotel planning. It must be applied to satisfy both the cultural needs of its local communities and well as to vitalize the local economy through development of cultural tourism. To date, there have been numerous studies on boutique hotels and space marketing. However, most of these studies are limited to interior designs and artistic trends rather than focusing on the unique architectural and public aspects of their respective cities. In this thesis, the overall aim and strategies of space marketing for the city boutique hotel are analyzed, and the elements of strategies are used for further case analysis. The purpose of this study is to find applicability of Korean boutique hotel development through the result of case studies. Also, this thesis aims to advocate space marketing for Korea's forthcoming boutique hotels, as a means to showcase its unique cultural assets as well as to advance its international appeal and competitiveness.

A Simulation of Vehicle Parking Distribution System for Local Cultural Festival with Queuing Theory and Q-Learning Algorithm (대기행렬이론과 Q-러닝 알고리즘을 적용한 지역문화축제 진입차량 주차분산 시뮬레이션 시스템)

  • Purpose The purpose of this study is to develop intelligent vehicle parking distribution system based on LoRa network at the circumstance of traffic congestion during cultural festival in a local city. This paper proposes a parking dispatch and distribution system using a Q-learning algorithm to rapidly disperse traffics that increases suddenly because of in-bound traffics from the outside of a city in the real-time base as well as to increase parking probability in a parking lot which is widely located in a city. Design/methodology/approach The system get information on realtime-base from the sensor network of IoT (LoRa network). It will contribute to solve the sudden increase in traffic and parking bottlenecks during local cultural festival. We applied the simulation system with Queuing model to the Yudeung Festival in Jinju, Korea. We proposed a Q-learning algorithm that could change the learning policy by setting the acceptability value of each parking lot as a threshold from the Jinju highway IC (Interchange) to the 7 parking lots. LoRa Network platform supports to browse parking resource information to each vehicle in realtime. The system updates Q-table periodically using Q-learning algorithm as soon as get information from parking lots. The Queuing Theory with Poisson arrival distribution is used to get probability distribution function. The Dijkstra algorithm is used to find the shortest distance. Findings This paper suggest a simulation test to verify the efficiency of Q-learning algorithm at the circumstance of high traffic jam in a city during local festival. As a result of the simulation, the proposed algorithm performed well even when each parking lot was somewhat saturated. When an intelligent learning system such as an O-learning algorithm is applied, it is possible to more effectively distribute the vehicle to a lot with a high parking probability when the vehicle inflow from the outside rapidly increases at a specific time, such as a local city cultural festival.

Analysis of Designation and Symbolic Meanings of Floral Emblems in South Korea as Elements of Garden Tourism and Design

  • This study was conducted to analyze the current state and symbolic meanings of floral emblem designation in local governments of South Korea. The scope of local governments subject to analysis was limited to special city, metropolitan city, province, self-governing province, city, self-governing city, county and district based on their administrative divisions. The floral emblems of local governments and their symbolic meanings as of 2019 were examined. A total of 44 plant species were designated as floral emblems. Many plant species with high designation frequency were included in Rhododendron spp., Rosa spp., Camellia spp., Magnolia spp., and Prunus spp.. Plant species with higher designation frequency tended to have more symbolic meanings. A total of 155 terms were used for the symbolic meanings assigned to all the designated floral emblems. The major symbolic meanings were relevant to material affluence or economic growth, community spirit, and personality generally required from local residents. Most of the plant species linked to the top 10 most frequently assigned terms in symbolic meaning were those of the top 10 most frequently designated floral emblems. In the case of floral emblems with high designation frequency, it was shown that they were linked with various symbolic meanings in order to grant identity with regional distinctiveness and differentiation, regardless of the symbolic meaning that the designated flowers generally have. However, the floral emblems with low designation frequency seem to have relatively strong physical or emotional relevance with local governments and thus are expected to have high utilization in regional branding and tourism marketing.

  • This paper attempts to solve the problems what is Making Livable City for and how to implement their scheme in the future. The purpose of this article is two. First, it is a examination of the background and main concept of Making Liviable City that was proposed last year end and compare with similar urban development strategies. Second, it is proposed direction and scheme that is workable to implement in local community level especially, throuth the participants' role for Making Livable City. It is concluded that is needed to develop indicator for Livable City, reinforcement of administrative capacity, formation of political mood for paticipation, and enactment of Act of Making Livable City. Impications are discussed for significance of mutual cooperative endeavour and partnerships between participants in decision-making.

  • In modern society, the competition between cities than the competition between countries has been important in general. This kind of a new paradigm has spread worldwide. As a result, public design, naturally, have emreged one of the major trends to get the competitive of city. A lot of public design studies and case study have been published, especially in the city area. But there is not any kind of result public study in local and rural areas. So, for the purpose of revitalizing public design, this study is to propose the public design execution plan and execution plan elements that give the competitiveness of local city and rural areas.

  • By the IMF condition, tax revenues of local governments are decreasing, under these conditions, container tax take important proportion in financial resources in Pusan Metropolitan City. However the container tax have time limit until 2001, that is, purposeful tax. But after the creating container tax, the level of accomplishment is very insufficient. So for the activation of local economy, we need active study on the existence problem of container tax. Though the abolition of container tax item is frequently discussed in central government, If the worst case comes, namely the abrogation, it gives big damages to the financial management of Pusan Metropolitan City. Therefore the container tax should be existent for both residents and local government. Because the expansion rate of container tax is so rapid, it makes very critical contribution to the stability and sound condition of Pusan Metropolitan City's finances.

  • Managing of local government public service business is innovation strategy of local government public service business using choice and competition principle.   • The main objectives of this research are to analyse and evaluate the demolishing walls initiative in Daegu city as the collaborative urban environment improvement initiative in South Korea using the actor network theory concept. Local authorities are unable to effectively and efficiently improve urban environment because of their limited statutory and financial powers. This inability crucially led to the formation of the demolishing walls initiative in Daegu city with building a coalition of the local people, interest groups and public and non-governmental organisations in the operational processes in order to improve the physical and social urban environments. Furthermore, co-ordination between local authorities and landscape architecture specialists not only to change the way in which they tackle urban environmental problems but also to make the local people aware of their potential ability in positively improving the urban environment.
