A Study of Evaluation Indicators for Amenity and the Activation Plan in Gangneung (강릉시 어메니티 지표선정과 활성화 방안)

  • This research aimed to grasp the recognition of the amenity of the university students residing in Gyo-dong residential area in Gangneung city, the local residents residing in Daehag-ro which is near Jungang-ro in downtown and the public servants related to city development in Gangneung city office and thereby propose a plan to improve the amenity of Gangneung city. Based on the result of the research, the university student group around Gyo-dong residential area mostly recognized the amenity and the local residents around Daehag-ro showed insufficient recognition of the amenity and some of related public servants were found to be ignorant of the term amenity. Also, the priorities of amenity indexes identified from these 3 groups commonly showed aliveness requiring green lands and watercourses on top but 2nd priority of each group tended to be different from each other. Through the research result as above, we would like to propose the plan to improve as follows. First, the recognition of the concept of amenity is necessary. Second, green lands and watercourses that were selected by all of the 3 groups as ranking no. 1 should be secured. Third, the value of amenity resources should be evaluated. Gangneung city is a city where mountains and the sea are harmonized together granting abundant god blessed natural resources. But if Gangneung city would imprudently reclaims the excellent god blessed natural environment under the good title of city and housing lands development, its ranking in city competitiveness evaluations will be expected to continue descending. Therefore, as proposed in this research, the thing that has to be implemented with first priority for amenity Gangneung city is the execution of amenity policy to secure the identity of Gangneung city and the aspect of regulations or systems should also be pursued together with the policy.

Current Trend of Smart City Service Application in Korea (국내 스마트시티 서비스 적용 경향 분석)

  • Recently, it is emphasized that the approach towards the development of smart cities as a driving force of sustainable economic growth of the city. Governments and municipalities are expected to expand the support for the smart city industry promotion, as the needs for smart city technology and service development, and investment for smart city industry increases. In order to promote the smart city policy as the driving force for the growth, it is necessary to understand the tendency of service development and its application. Governments and municipalities need a credible reference for their decision making on which smart city policy should be prioritized for the revitalization of the local economy by deploying certain smart city services according to the local industrial conditions. This study will analyze the trends of smart city services and suggest a reference data for decision making for the promotion of smart city industry.

  • This study suggests the basic data of the establishment and revision of local laws and regulations by analyzing the status and content of local laws and regulations related to public libraries focusing on Daejeon Metropolitan City. For this purpose, first, this study investigates the theoretical background of the type, nature, and procedure of establishing local laws and regulations. Secondly, this study analyzes the content of local laws and regulations related to public libraries classified into three parts, that is, metropolitan governments, local governments and school districts. Finally, this study points out the problems and solutions in relation to the structure of administration, the rank and position of library directors, and the organizations of public libraries.

A research on the Local Currency Model Considering Regional Characteristics : Focused on Innovation Cities in Korea

  • This research strives to find the effective Local Currency Model that considered regional characteristics of Innovation city. Currently, the issuance of the domestic local currency has been increased due to COVID-19 Pandemic, yet most regions operate it in the same way without consideration of the characteristics and environment for each region, which leads to a lack of motivation for local communities to continue to participate. The regional characteristics of innovative cities were analyzed in order of policy characteristics of innovation cities, population growth issues, settlement and consumption environment. The new local currency model was proposed for innovation cities based on a private blockchain system with the participation of public institutions to solve and supplement regional issues.

A Study on the Interrelation between RAMYON DIET and Condition of Health in the Urban and Rural (도농간(都農間)의 라면식이(食餌)와 건강(健康)상태의 관련성(關聯性)에 관(關)한 연구(硏究))

  • To find out the difference of local characteristics, body and mental activity of Ramyon's habitual eater,THI guestion which is objects of students of high school in the city and country was carried. The results are as follows: 1.In comparison of eating and non-eating group of both male and female syudents, the mean value of eating group was high and showed the significance(P<0.001). 2. The eating group of city showed the higher mean value than country and it showed the significance(P<0.05). 3. In the eating group of city;the female had higher mean value than the male and showed no significance. In the eating group of city;the female had higher mean value than the male and showed significance(P<0.001). 4. In the eating group of male, the mean value of city was higher than country and showed significance(P<0.001). In the eating group of female, the mean value of city was igher than country, but showed no significance. As the results of the above,se know habitual eating of Ramyon give rise to spleen functional disouder and consepuently mental disorder resulting trom spirit-blood's original impediment and the variety of character, such varieties were different according to the characteristics of local and difference. Therefore, we'll study more detail aspents from now on.

A Landscape Design of Metro-politan Resources Withdrawal Institution of East Area, Gyeonggi-Do (경기도 동부권 광역자원 회수시설 조경설계)

  • As the local self-government are stabilized and the environmental value is becoming more important among local residents, the occurrence of the anti-movements against waste treatment facilities is getting more frequent. Opposing to build the reuse facilities of wastes takes place because of concerning of health and hygiene, as well as matters of unclear policy making process. However, these facilities must be built in somewhere for the convenience and profit of the public. The NIMBY phenomenon against reuse facilities of wastes could be a burden for the city operation system, and it could worsen citizens' quality of life in the long run. In these lights, reuse and recycling facilities of wastes in East region are necessary facilities improving citizens' quality of life and enhancing the growth of cities in the region. However, there have been concerning of deforestation during the construction process of the facilities. The landscape design presented here for these facilities considers the features of the environmental ecosystem and tries to establish a plan to preserve the natural environment of the City of Ichon. This paper presents methods minimizing adverse effects of the facilities on the existing environments and promoting the city image with integrating culture, tourism, landscape and environment of the city. The landscape design makes efforts to harmonize natural environments in the site, human activities and culture. Well-being park was aimed to lead healthy and energetic outdoor activities of local residents. Ecological park was aimed to enhance the ecological functions of the forests and restore the valley ecology. Culture park was aimed to capture the city identity by creating a place that contains all the variety of meanings of the City of Ichon.

Building a New Smart City: Integrating Local Culture and Technology (지역문화와 기술이 융합된 새로운 스마트시티 구축)

  • In smart cities around the world, urban environments have become more convenient due to information and communication technology(ICT). However, extant studies reveal that the level of life satisfaction of citizens has not improved compared to that of the pre-smart city and citizens are skeptical about the role of the smart city. This is largely because local culture and needs were neglected during the planing and development of the smart city. The research was conducted on Cambodia as a pilot site and our findings indicate that middle age group's population is significantly small and the society is at risk of losing its culture. Therefore, this paper opens up various ways of embedding cultural programs using technology in order to pass down cultural heritage to young generation, provide an emotional attachment to the inhabitants and further build up a new phase of cultural legacy. This will engender cultural uniqueness to the city and intrigue tourists around the world resulting in the growth of the tourist industry. This research will contribute locally by providing a sense of community to the public and globally by suggesting applicable methodology to other cities that are under the similar context.

Review and Prospective of the Heathy Cities in Korea (건강도시사업 추진과 정책 과제)

  • Since 1996, the Health Promotion Programme spearheaded by the Korean Central Government has been actively developing and recently, the Healthy City Project led by the local autonomous entities have also been actively promoted. Healthy City is one in which the health and well-being of the citizens are given the utmost importance in the decision-making of the city. While the Health Promotion Programme focuses on changing the "health behavior" of the people, the Healthy City Project, a policy to improve the existing inequality of public health services, deals with more essential health factors and requires political support as well as a new organization. The Healthy City paradigm based on the New Public Health started in England and ever since the Healthy City Model Project spearheaded by the EURO WHO began in 1986, the Alliance for Healthy Cities centered in the West Pacific region supported by the WHO in Oct 2003 was inaugurated. 19 Korean cities are full members of the Alliance for Healthy Cities and 2 laboratories are associate members. The Ministry of Health and Welfare has held the Healthy City Forum consisting of related officials, experts and representatives of civic bodies on 6 occasions since Dec 2005. The need for adequate administrative and financial support from the Central Government to the local autonomous entities governing the Healthy Cities was raised. It is hoped that this Healthy City Project will bring about the improved health conditions of the people as well as promote the equality of the public health services.
