A Study on the Current Status and Improvement Methods for Records Management in Local Broadcasting Stations (지역방송국 기록관리 현황과 개선 방안)

  • This study aims to analyze the current status of records management in local broadcasting stations. To that end, it conducted interviews with personnels in charge of keeping records in KBS in J province, MBC in J province, and 2 local commercial broadcasting stations as well as KBS headquarter. The findings show that the local broadcasting stations keep digital files of born-digital broadcast records in a server in a relatively systematic way. However, they never digitalized their analog records and do not even know the exact volume of total records they own. In addition, they have significant difficulties in preserving and utilizing broadcast records because of outdated preservation facilities and information retrieval systems. Based on the findings, this study suggests ways to improve current broadcast record management such as preparation of record management guidelines, construction of an inventory for owned records, digitalization initiative, and provision of metadata education for PDs, etc.

  • The space for production, such as studios and control rooms, is a space for TV program production, which is the main function of broadcast. A block planning for such space should be carefully designed, because it can significantly affect the efficiency of production, as well as future productivity and the development and expandability of production. From the results of comparative analysis of 7 local terrestrial broadcasters built since the late 1990s, this study will. propose an ideal block planning for the future construction of local terrestrial broadcasters. Also, the results can be used a basic data when constructing new buildings for local broadcasters.

  • The broadcasting system for the customer safety and conveniency is one of the important convenience facilities taking charge of customer guidance, emergency situation broadcasts for the people waiting at the platform, waiting lounge and train approaching broadcasts. To maintain this broadcasting facility local management control system(LMC) is needed. LMC observes operation status of the facility components which is set up at station and the observation results are confirmed through out remote management PC installed in the jurisdiction branch office. The staff only observes and confirms the errors of the electrical power source at broadcasting facility components accordingly the real mechanical troubles are detected by on-the-spot survey. this paper deals with existing broadcasting system only acting as a simple observation function and the research of LMC function extension which controls, monitors and tests broadcasting facility.

  • In this paper, existing technology that uses broadcasting and multicasting IP addrsses at the wireless access network, based on Internet as a core network, is upgraded. By employing broadcasting service request by receivers, convergence of multicasting and broadcasting, and lower level filtering of broadcast data, the load and traffic of network, server, base station, and receiver is substantially reduced. The technology proposed in this paper could be useful for general broadcasting services, and especially optimum for LBS and Telematics services.

  • The broadcasting of the analog TV was terminated in 2012 and was converted into the broadcasting of the digital TV, so methods for arrival of DAB(Digital Audio Broadcasting) are planned recently. Thus, with digitization of analog broadcasting and appearance of new service, it takes effort to improve efficiency of broadcasting frequency. T-DMB which came in 2005 uses existing analog TV band and its channel is allocated inefficiently in order to avoid interference between mutual services. However, the foundation which can afresh reorganize T-DMB channel is building up because the broadcasting of the analog TV was terminated. So, this paper proposes the method for national SFN composition of T-DMB considering existing local broadcasting in order to provide better service to users as well as improve efficiency of broadcasting frequency.

  • In spite of widely deploying information broadcasting services based on Internet, there are some limitations to use them due to the bound of Internet protocol. In this paper, a new Internet broadcasting technology for access network is proposed by employing IP address translation function in base station. There are some advantages such as; no need to allocate IP address to receiver, no need to know web site address, and reduction of traffic for server and network. Especially, this technology is very proper to wireless Internet local information broadcasting.

  • This study analyzed the relationship between the management and programming, and the changes of production type according to the changes of management situation in the local broadcasting companies. This study found that the operating income ratio has a correlation with the self-production ratio. Meanwhile, analysis of the changes of production types according to the changes of business circumstance empirically proved that the number of performers has decreased while that of the external shootings has increased when the business situation has been got worse in local broadcasting station.

The Implemetation of Real-time Broadcast Synchronizing System Using Audio Watermark (오디오 워터마크를 이용한 실시간 방송동기화시스템의 구현)

  • In this paper, we propose the audio watermarking algorithm based on the critical band of HAS(human auditory system) without audibly affecting the quality of the watermarked audio and implement the detecting algorithm on the BSS(broadcast synchronizing system) for testing the proposed algorithm. According to the audio quality test, the SNR(signal to noise ratio) of the watermarked audio objectively is 66dB above. In the robustness test, the proposed algorithm can detect the watermark more than $90\%$ from various compression(MP3, AAC), A/D and D/A conversions, sampling rate conversions and especially asynchronizing attacks. The BSS automatically switches the programs between the key station and the local station in broadcasting system. The result of reliability test of implemented system by using the real broadcasting audio has no false positive error during 30 days. Because of detecting once processing per 0.5 second, we can judge that the false positive error does not occur.

  • Water consumption has grown at more than 2.5 times, comparing the past century. About 2.8 billion people live in river basins with some form of water deficit, because more than 75 % of the river flows are withdrawn for agriculture and other needs. Challenges faced by more and more countries in their struggle for economic and social development are increasingly related to water. This paper proposes a test of an effective local river field environment management solution. And describing a part of a pilot project for the ministry of water resources of Uzbekistan. Current work focused on direct action items of the existing project and describe an IoT routing based solution for local river field environment management solutions. Suggested technological decisions provided by needs and on-site testing results. The paper describes the backbone of IoT routing based river water resources management system.

Design and Implementation of a Splicer for Seamless Swiching between Programs in the Terrestrial DMB (지상파DMB에서 끊김없는 프로그램의 전환을 위한 스플라이서의 설계 및 구현)

  • As the T-DMB service is launched, some service requirements become necessary to send local programs such as advertisement and specific programs at the local broadcasting station while re-transmitting the broadcasting signal coming from the central or other station. In this paper, we propose a signalflow required for the effective splicing in the T-DMB system which usesboth MPEG-2 and MPEG-4 system specifications, and we illustrate the reconfiguring process into the ensemble stream that is widely used for the transmission of the T-DMB signal. Moreover, its performance is confirmed by comparing the images decoded at the recevier when the transport stream is swiched by using the splicer implemented through the proposed techniques.
