This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.

A change of social environment based on digital information technology has decreased the disparity of regional cultures by exchanging & consuming contemporary information & culture freely. After 1995, when local autonomous entity system was established, the local autonomous bodies competed with one another in developing the regional society with its' own resources, human powers & cultures, independently of the central government. In the competitive system, a local government is getting itself distinguished from each other in the cultural & regional properties, and brands the region with its unique events, public relations(PR) & development strategies. The environment for advertisement has changed rapidly under the spontaneous system of regional brand and competition, which means the changes of creative standard in the field of advertisement. An in-depth advertising creativity with induced impression & trust is one of the most important aspects of the advertisement to become persuasive to the public effectively. This demand has had public advertisements changed rapidly and the change of regional system's advertisements has started already. This study focuses on analyzing the status of Local Government's commercials on TV, and presenting an effective method for improving it.

Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.

The purpose of this study is to investigate the symbolic meaning of pattern designs attached on the main building of Chungcheongnam-do Provincial Government (CPG). While most of researches mainly focused on the value and evaulation of the CPG building in terms of architectural history, relatively little insight has been gained on the symbolic meaning and mature of the pattern designs. What king of connections are related between the emblem of Governor-General of Chosun(Korea) and those of CPG? What symbolic meanings are engraved on the pattern designs? The researcher then took up the task of elucidating symbolic meanings of patterns and their relation to the building. The existing pattern of the outer wall of the CPG building consists of the symbol of sun(太陽輪), mums(菊花輪), and angle of stairs(雁大角). According to the Japanese Studies of emblems, these visual elements symbolize 'the sun of Japan'((日の丸) or 'the emperor', 'the royal family', and 'rays of the sun'. Based on these preliminary findings, the researcher considered the following in-depth connections: (1) relations with the emblem of Governor-General of Chosun, (2) relations with the emblems of local autonomous entity, Kyoungsung in Chosun. (3) relations with the emblem designs of the local provinces in Japan etc. In conclusion, patterns of the main building were not just an architectural decoration, but they had significant meanings utilizing design elements and methods adopted by local autonomous entities in Japan, The patterns found at the ceilling and floor of hall in the CPG building were associated with the emblem of Governor-General of Chosun. Therefore, all the patterns of the CPG building are powerful symbols that have meanings for the colonial rule by using the shape and method of city identities that Japanese local provinces had enacted. That is, it came out into the open that they were designed for special meanings that Korean and Japanese are united as a single body(內鮮一體) for a subject of the Emperor of Japan(皇國臣民).

This study aims to analyze the redistricting problems in non-autonomous Gu. Although non-autonomous Gu is a just local administrative district, it has been regarded as an important and basic spatial unit in electoral redistricting. By the reform of Public Official Election Act in 2012, however, non-autonomous Gu is distinguished from local governments like Si, Gun and autonomous Gu, in boundary delimitation for the 19th National Assembly election, and some are divided into a part of another constituency. About these background, this study points out the following problems. First, in national scale, the reform of Act made the malapportionment in constituencies of non-autonomous Gus, comparing with those of local governments. Second, there was the discriminative application of Act in each non-autonomous Gu and it will make the malapportionment worse in next election, considering the reorganization of local administrative system. Finally, this study propose that it is necessary to select one from a variety of redistricting principles, especially between the prevention of gerrymandering, the representativeness of local government and the apportionment, prior to another amendment of redistricting system and the debate about political reform.

Chapter 1 is the introduction part. With the development of modem science and technology, the world has experienced serious disaster. Each occurrence of such disaster has reminded the people all over the world of the importance of coping with the disaster and therefore all the countries have set up the disaster administration system to handle their disasters in efficient way. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. Chapter 2 introduces the reader to a disaster management theory Chapter 3 dealt with the problems on the disaster administration system, under which the first and second section mention the points at issue in the system of law and administration of our country, respectively, Chapter 4 dealt with the plan to improve the disaster adminstration system under which the first section describes its basic direction while the second section describes the clarification of the role share of the central government and local autonomous body, beefing up the functions of disaster administration of the central government and local autonomous body. establishment of disaster prevention system, activation of support program against disaster, raising the professional personnels, extending the disaster prevention facilities, etc. Chapter 5, the conclusion, describes the difficulties in coping with the disaster under the existing disaster administration system. Therefore, the entire fundamental of disaster administration is in need such as distinct roles of the central government and local autonomous body, improving the systems of law and administration, education and training, and guidance and superintendence, etc. In addition, the control function of the concerned authorities must be reinforced to perform the disaster administration system smoothly while establishing 24 hour emergency system. Also, the financial support from the central government and technical study on the disaster administration should be done continuously on long-term basis.

This Study aims to establish better sound fiscal plan by investigating perception of local government officials. Local government fiscal consolidation is affected by a combination of factors, including social, economic, demographic, political financial health of local governments. We derived the financial situation of the government-related indicators, financial health-related indicators, the indicators to improve the financial health on the basis of this study are an existing discussion. To ensure the financial soundness of the Cheonan, it is necessary to increase the efficiency of financial management including financial monitoring and control devices provided the locals, investment screening analysis system to enable it. In addition, fiscal controls should be strengthened in order to effectively autonomous government debt management. You must cuts expense of local government to prepare for expansion of local government finance, it is necessary to realize that the fee rates. It should be made through a blend of autonomy and control in the central government, network of local government and the development of local financial operations. You should also to be distributed to the residents welfare and community development funds are invested substantially to establish a systematic planning, resource allocation, evaluation, and reflux system.

Therefore I collected the efficient policy information methods and the data informing publicly policies by utilizing cartoons in each local autonomous entity. I intend to do the research focused on the information activity of local autonomous entities to secure the favor and trust by persuading the Information object of the policies based upon these data.

As the WTO system launches through the agreement of Uruguay Round, the Government has to revise the office regulations or reform the system. Also, Integrating and Coordinating the like affair in health care (i. e., children's home, industry health, school health, health manpower, the administration of health center, the administration on food hygiene, health environmental education, and so on.) which is now scattered into some government departments like the Ministry of Labor, the Ministry of Education, the Ministry of Home Affairs, the Ministry of Agriculture, and the Ministry of Environment, the Government has to prevent unspecialty, inefficiency, inconsistency, and uneconomy. The Government has to review and adopt above suggested the Proposal 1),2),3),4) of the Health Centers on the basis of the local autonomy law and it will help the successive settlement of the local autonomy system in Korea. According to the suggested proposal, the Central Government mainly takes charge of the Macro affairs as hardware, and transfer the Micro affairs as software into the Local Governments to attempt the appropriate functional allocation. To achieve it successfully, the Central Government also has to do the financial support, manpower training and technical support, allocation of health care resources, direction and control, research and development and the health care plan on the macro level. Local Governments which divided into the wide local government and basic local government also have to do their best for health improvement of the community societies like plan of health care program, implementation of health care service program, taking charge of the affairs of health insurance, activation of community residents' participation and security of health care resources etc. To achieve this goal, the Government have to be more active and reformative, the related social and health agencies and educational agencies have to cooperate and support for the goals, and especially, the community residents have to participate actively and voluntarily, When all these conditions promote, local health care administration will be developed, and health level of community residents will be secured. And going one step forward, the country and people will be more healthy

Since 1980 the Korea Land Development Coporation has played a major role in land development by means of a Public Initiated Land Development Scheme. This strategy has attempted to correct the market failure of the generation of large sum of windfall profits. In accordance with reimplementation of the local autonomous ruling system since 1991, the demend for local government initiated land development have increased rapidly as local governments attempt to math the influence of national local development policy. In this regards, it is very useful for urban planners to analyze the merits and dismerits of the local government initiated land development schemes in view of national agency's development. This paper recommends several mitigation measures to improve the settlement of the local government initiated land development scheme.
