Paradigm Conversion and Task of Life-long Education Policy under the Economic Crisis of European Union (유럽연합의 경제위기 속에서 평생교육정책의 패러다임 전환과 과제 -한국의 평생교육정책 발전 과제에 주는 시사점을 중심으로-)

  • Integration of Europe was started when European Union Treaty was concluded at Maastricht for the first time on December, 1991. Europe which may be called as a cradle of modern national state has realized a single Europe not only in the socio-economic integration field but also in the political field. Under this background, it is considered that life-long education policy for developing a new integrated growth engine of EU requires educational response that may get ready for socio-economic environmental transformation more than anything else. In particular, this policy is faced with an important task of having to achieve harmony of efficiency through diversity and mutual coordination in pursuing cooperation and integrated development of life-long education field. However, notwithstanding their efforts, since 2008, some countries of EU were faced with economic crisis due to economic recession and this situation starts to drive the whole Europe even to the point of their financial crisis at last. This crisis is currently shaking socio-economic integration of EU. This study intends to observe a status of establishing life-long education system and promoting a policy for socio-economic integration of EU and to analyze as to what kind of relevance adult participation rate of life-long learning among the countries belonged to EU has with per capita income and to explore as whether socio-economic integration among member countries could be sustained based on problems of integrative life-long education system under the economic crisis of EU. In addition, through this study, an implication required for presenting a new paradigm conversion, policy establishment and development direction for the life-long education of our country is intended to be deduced.

  • In this study, the following findings were obtained: First, life-long educational system should be reinforced that can train and educate people to fit their situation and provide the necessary manpower in a just-in-time manner by getting away from the school-centered education and rapidly introducing the knowledge required in both the world market and the domestic market. This can be said to be the global trend in the ubiquitous age. Second, government should make efforts to build up the life-long educational system that can make the persons trained and educated in schools the manpower required by the state and society. Third, Life-long learning policy starts with providing for the system of lifting all kinds of limits and obstacles so that anyone needing learning can learn and his learning may not discriminated from schooling. For this policy or system to be effectively promoted, government should reinforce administrative and financial support system for investment in and research on the ubiquitous department. Fourth, It is quiet right that the very effort we are going give the super to the ubiquitous education is a shortcut to solving rapidly lots of problems heaped on our present life-long educational system.

An Exploratory Study on Digital Contents-based Life-long Sex Education Program for Persons with Mental Retardation (지적장애인 대상의 성교육 프로그램 현황과 과제 : 디지털 교육콘텐츠를 중심으로)

  • There is growing recognition that individuals with mental retardation are particularly vulnerable to sexual abuse due to multiple factors including life-long dependence on adults for care, trained compliance, social isolation, lack of education about sexuality and sexual abuse, and a societal view that devalues people with disabilities. Teaching about sexual abuse only may raise an individual's anxiety without promoting a healthy sexual identity. For many individuals with mental retardation, the provision of formal sexual health education and sexual abuse prevention training has been shown to be protective against exploitation as well as increase appropriate sexual behavior. To maximize the reach of formal sexual health education and abuse prevention promotion effort, this article suggest exploiting the internet and digital contents as delivery vehicles that have uniquely suitable communication characteristics and outstanding ability to reach large numbers of persons with mental retardation. We review the sexual health education programs, utilizing the internet and digital contents, for individuals with mental retardation. We also suggest the revised version of the Information-Motivation-Behavioral Skills (IMB) model of health behaviour change (Fisher & Fisher, 1992), and give a brief discussion of how useful this model is for constructing a life-long sex education program for persons with mental retardation.

  • The goal of this research was to survey a method to reinforce the efficient political function for lifelong learning when Busan metropolitan city promotes lifelong policy. To achieve this goal, the survey to reinforce the political function for lifelong education was carried out on persons in charge of lifelong education in Busan metropolitan city. The results are as follows: First, they showed high degree of perception on lifelong policy and business. Second, on a question about how much the tasks to promote lifelong education presented by our nation are needed, they answered that concrete agenda for an aging society is needed and a necessary institute to invigorate it is lifelong learning institute. Third, they answered that the policy which is necessary to be implemented as soon as possible is the development education for vocational competency, and the ratio of the perception which requires to hire education experts for life long education was high.

Factors Relevant to Life Satisfaction of Female Caregivers for the Elderly: Focused on Long-Term Care Insurance Settlement (노인 돌봄여성의 생활만족도 영향 요인: 노인장기요양보험 인정여부를 중심으로)

  • The purpose of this study was to examine the influence of long-term care insurance(LTCI) settlement on life satisfaction of female caregivers for the elderly. In September of 2013, we conducted a survey of 300 female subjects over 65 years old living in Jeonju. For empirical verification, ${\chi}^2$, t-test and regression under control of socio-economic variables were applied to determine whether LTCI settlements changed the level of life satisfaction of female caregivers. First, the results showed that caregivers who were not covered by LTCI had higher healthy life satisfaction than those covered with LTCI. Second, life satisfaction of female caregivers is higher when income and education levels are higher. Third, LTCI settlement did not affect five sub factors of caregivers' life satisfaction. The results suggested that LTCI policy should cover not only the insured but also caregivers'physical and mental aspects.

Family Life Prospect of the Middle-Aged and Its Implications for Family Policy toward Centenarian Society (중년기 기혼남녀의 100세 사회 가족생활 전망과 가족정책에의 함의점)

  • This study attempted to explore how middle aged married men and women prospected a Centenarian society and what implications their prospect cast for family policy. We conducted focus group interviews with five groups in order to identify their subjective prospects on marital relations, parent-child relations, caregiving from family or institutions, and alternative living arrangement. From those interviews, we found that married men and women in their 40s, 50s, and 60s possessed ambivalent attitudes toward their marital relationship, either acknowledging an importance of marital relationship or accepting long-standing disrespectful marital relationship. They also had a dualistic perspective on parent-child relationship, accepting parental responsibility for children and even grand-children but maintaining low expectations for children. What they needed was age appropriate opportunities for work or leisure and better community services and facilities. These results showed that the middle-aged was concerned experiencing unprecedented family situations. They needed family life education and services in order to adapt to the Centenarian society. Since family policy has viewed this age group out of service target, programs and services have been underdeveloped for this group. Expecting a Centenarian society however, we need to expand the boundary of family policy and take a new perspective. We need to develop and implement marital education programs, community-based self-care services, and age-appropriated opportunities for work, leisure, and social relations.

Leisure Activity of the elderly : Focused on the Elderly Education- (노년기 여가활동 : 노년기 여가 교육을 중심으로)

  • This study aimed to investigate leisure activity of the elderly, focused on the elderly education. Two hundred thirty nine elderly persons in the region of Cheongju were selected, and questionnaire was utilized for collecting data. As statistical methods, frequency, %, crosstabs analysis with spsswin was used. Five principle results emerged from this study. First, the elderly education was based on law of welfare of the aged and law of life long education. Second, the elderly education programs consist of four subcategories- intellectual, emotional, social, physical subcategories. Third, many of the elderly participated in physical subcategories. Fourth, the levels of elderly participating in leisure activity was relatively high and differed significantly according to age, time level and cause of participating in leisure activity. Fifth, they were segmented into eight groups by level of education, health and economic status. Among them, the group of positive attitudes and participated on elderly education was more likely to be higher level of education, health and economic status. Based on the results of this study, participating elderly education provides solution of problem and self development for the elderly. In order to prepare Korean society for the aged society, the government need to offer a basis on law and policy for the elderly education, as well as program the elderly education.

A Delphi Study for Developing a Person-centered Dementia Care Online Education Program in Long-term Care Facilities (장기요양시설 인간중심 치매케어 온라인 교육 프로그램 개발을 위한 델파이 조사연구)

  • Purpose: There has been a growing recognition that person-centered care enhances the quality of life of nursing home residents with dementia. This study was conducted to develop a person-centered dementia care online education program for direct care staff in long-term care facilities. Methods: Delphi method with expert group was used to validate contents. We developed 61 draft items based on literature review. Twenty experts participated in consecutive three round surveys including 5-point Likert scale questions and open-ended questions. Based on experts' opinions, the content validity ratio for content validity and the coefficient of variation for stability were calculated. Results: Three-round Delphi surveys and additional feedback from the expert panel established a consensus of core contents: 1) dementia (7 categories), 2) person-centered care (6 categories), 3) communication (8 categories), and 4) behavioral and psychological symptoms of dementia (6 categories). Specific sub-categories in each category were differentiated according to the job qualifications (65 sub-categories for registered nurses, 64 sub-categories for nursing aids, and 41 sub-categories for personal care workers). Conclusion: This delphi study identified person-centered dementia education curricula, in which the person-centered approach should be a key policy priority in Korean long-term care system. Now it is urgently needed to develop education programs utilizing online platforms that enable efficient and continuous learning for long-term care staff, which can contribute to behavior changes in the person-centered dementia care approach and improvement of care quality in long-term care facilities.

A Critical Analysis of the Characteristics and Causes of the Changes in Marriage Rates and Recommendations for Family Policy (혼인율 특성, 변화요인 분석과 가족정책 제언)

  • This study analyzes marriage and fertility rates in Korea and makes recommendations for family policy. Based on the 'The Report of Marriage & Divorce Statistics in 2005' and data from the Korea Statistical Information System (KOSIS) of the National Statistics Organization, the trends, reasons for marriage rates changes, and future expectations were critically reviewed. In addition, the relationship between marriage and fertility rates was analyzed. The principle characteristics of marriage rates are as follows: 1) the M-shape of the longitudinal crude marriage rates; 2) the increased age of individuals entering their the first marriage; 3) the increase in remarriage rates; 4) the changes in the patterns of remarriage; 5) the increased in the age at which individuals remarry and; 6) the increase in marriage to non-Koreans. The marriage and fertility rates changes are a permanent normative shift because of 1) later marriage because of women's increased education and labor force participation 2) rational choices about birth control 3) reduced population because of the aging of baby boomers 4) structural changes in the marriage market and 5) egalitarian changes in women's attitudes toward marriage and family. The recommendations for future family policy were as follows: 1) the need for a realistic, long-term family policy because the current marriage patterns will continue; 2) the need to develop new statistics such as fertility rates that are based on marriage cohort or birth cohort because family behavior is a mixture of personal, social and political responses; 3) the need for impact analysis of current family policy about increasing fertility rates; 4) the need for a new family perspective that encompasses diverse marriage and family patterns; 5) the need to focus on men's role in families because of women's changing roles and family interaction patterns and; 6) the need for preventive family policies such as family life education.

A Study on the Life Recognition of Retired Seafarers (해기직업 은퇴 생활자의 인식도 연구)

  • This study aims to inform seafarers to prepare their retired life by researching the life style of ex-seafarers. These information will also help seafarers to increase job satisfaction and government to establish national policy. 217 retirees who have several educational background responded the research questionnaire. Research results are as follows; First, Korean seafarers' retired ages are faster than shore employee due to the isolation from their families and society. Second, life satisfaction of retired seafarers depends on the level of life expenses regardless the educational background or length of sea life. Third, the level of retired life expenses of shore based, higher education background or short sea-life seafarers is higher than the sea based, lower education background or long sea-life seafarers. Forth, life style of retired seafarers is staying at home regardless their expectation during career period. Finally special seafarers' social security is needed and education to the ex-seafarers will help re-enter for sea-life.
