The Establishment and Management of the Regional Central Library (지역대표도서관 설립 및 운영 방안에 관한 연구)

  • This research aims to suggest ways of establishment and management of the Regional Central Libraries, which are expected to play an important role in promoting the quality of library services in metropolitan regions. The field survey for this research, however, shows that many regional governments have difficulties to establish and/or run the Libraries and the difficulties come from their inexperience in the library services. On the basis of the analysis, it suggests standard organizational structure of the Regional Central Libraries and specifies their services according to their roles and functions.

  • We are encountering a great numerous informations concerning literatures to rapidly organize and manage, and the necessity for education of library science has been increasing for social service at the right time. The distribution of the library materials to policy-making vital to modernization of Korea has been greatly estimated. Accordingly, at present it is very urgent for us to re-examine the curriculum in each of college library science course. Therefore, we should not repeat such a rediculous education of library science as ten-years old one. A new way should be designed, so that students could carry out their activity of literatures, informations and services which is necessary for modernization of Korea. Thus this essay proposes the following points; This is designed for pioneering to improve and develope the education of library science.

Policy Implications for the Improvement of Librarianship Employment (사서직 취업률 향상을 위한 정책방향에 대한 고찰)

  • The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

A Study on Issues and Policy Proposals of Specialized Libraries (전문도서관의 이슈와 정책제안에 관한 연구)

  • This study tried to suggest the revitalization plans for specialized libraries by referring to various issues regarding specialized libraries in the sense that the issue of specialized libraries can soon become an opportunity for the development of specialized libraries. Through literature analysis, problems and issues related to specialized libraries were derived, and the perception of librarians was investigated through surveys. The policy directions presented based on the results are as follows. First, the 'Library Development Plan' should strengthen the part related to the specialized library development plan. Second, topic maps for specialized libraries in Korea are needed.(Second, the topic map for specialized libraries in Korea is needed.) Third, it is also necessary to operate to configure multiple councils based on the distinction between the specialized library. Fourth, an analysis of the duties of specialized library librarians should be made. Fifth, professional information services that specialized libraries can perform need to be developed. Sixth, among the information resources owned by specialized libraries, it is necessary to find ways to establish and jointly utilize information resources that are valuable and shareable as national resources. Seventh, specialized libraries should allow every library to participate in library evaluation, and make improvement plans for specialized libraries based on the collected data. Eighth, it is also necessary to publish a collection of best practices for specialized libraries.

A Survey on the Reading Education for Policy Development in Jeollabukdo, Korea (독서교육 정책수립을 위한 전라북도교육청 독서교육 담당교사의 인식에 관한 연구)

  • This survey is performed to propose the direction of policy development on reading education for Jeollabukdo Office of Education. To do this, this survey asked 239 teachers who are in charge of each school's reading education. The questionnaire is designed to investigate the effectiveness of current support projects from Jeollabukdo Office of Education, current level of schools' reading education and priorities of policy development. The findings of this survey are as follows: The teachers are contented with current support projects. Each school provides an average of 4 reading programs per year. Elementary schools' level of reading education is higher than middle and high schools' level. And more employment of full time reading experts as teacher librarian and the improvement of school libraries are revealed to be more important priorities on the policy development of reading education. Based on these findings, this study proposed maintenance of current support projects, improvement of school libraries, development of specialized policies for elementary schools, enhancement of reading teachers' expertise and preparation of information sharing system as the direction of policy development.

Application of Citation Analysis Results to National Scientific and Technical Information Policy: Based on a Case Study of Electrical and Electronics Engineering Field (국가 과학기술정보 정책에 대한 인용분석 연구결과의 적용 - 전기$\cdot$전자공학 분야의 연구를 바탕으로 -)

  • This study assessed citation analysis results in light of their usefulness for national scientific and technical information (STI) policy formulation and review in Korea. using electrical and electronics engineering field as a case. After brief summary of citation analysis results was presented. current Korean STI policy was reviewed. which aims at establishing national STI sharing system by constructing many STI databases and information networks. Citation analysis results were discussed in light of their significance for Korean databases and information network construction and for use of informal networks such as E-Mail and invisible colleges. The problem of access to current information was also reviewed. Some recommendations were made to policy makers. which include creation of a centralized national STI center: development of guidelines for effective utilization of STI networks and STI; and. standardization of information processing technology and support for the automation of information centers and libraries. Based on the literature review. the best possible way of presenting recommendations to policy makers was examined. It was concluded that citation analysis could be a useful methodology for STI policy formulation and review when reliability and validity of the study is assured and the samples well represent the population of scientists and engineers. Finally recommendations for further research were offered.

Analysis and Implication of the Collection Development Policy of Public Libraries in Major Cities (대도시 공공도서관 장서개발정책 분석과 제언)

  • All public libraries are collection-based knowledge and cultural service institutions. To this end, a collection development policy is an essential and a strategic menu that every library should establish first. Regional central libraries should establish and apply optimal collection development policies to conduct the legal duties as knowledge and information centers and cooperative preservation facilities of the cities and provinces. Thus, this study analyzed and compared in detail the collection development guidelines (draft) and regulations of regional central libraries in Korea and the collection development policies of metropolitan public libraries abroad. Results showed that the policies of domestic regional central libraries were simply practical guidelines while those in most developed countries were substantial in format and content. All regional central library systems should establish and document collection development policies based on the importance of collection development, future-oriented thinking, and strategic decision. The study also suggested the basic principles and the format for this purpose.

A Study on the Developmental Process of University-based Librarianship Education in Japan (일본의 학부과정 도서관학 교육 형성과정에 관한 연구)

  • The purpose of this study is to investigate the developmental process of University-based librarianship education in Japan from a historical perspective by analyzing literature. The results show that America's librarianship education policy historically focused on the establishment of a new model of librarianship education whereas Japan's policy was to keep the one from the Second World War. In 1951, an American model of education was established at Keio University by the contract between U.S. Department of the Army and American Library Association in America, but it did not continue to develop as mainstream model. The American model of librarianship education was not successful in Japan. It is expected that this study concerning Japanese librarianship education which adopted by the American model at the first time after the war in Asia will give vision for further studies in the domain of library history.

A Study on the Improvement Measures through Analysis of Late Fee Policy in Public Libraries in the United States and Korea (미국과 국내 공공도서관 연체료 정책 분석을 통한 개선 방안 연구)

  • This study analyzed the current status of late fee policies for overdue books in public libraries in the United States and Korea and derived measures to improve the late fee policy in public libraries in Korea. Therefore, this study analyzed the current status of late fee policies in public libraries in Seoul, Korea. The results indicated that 14.8% of public library operators and 21.6% of public libraries in Seoul had late fee policies. In the US, the American Library Association and major public libraries were found to have recently eliminated late fees. The main justification for this policy change was their recognition of late fees as a form of social inequality. In fact, this study confirmed that the elimination of late fees led to users' increased access to information. This study also found that public libraries in the US turned books not returned after a certain period into lost items and imposed fines for lost items. In conclusion, this study suggested integrating measures for late fees and lost items to manage non-returned books and clarifying the legal basis for such measures.

  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.
