As a part of the feasibility study of constructing the Maritime and Ocean Digital Library, we focused to examine the basic economic feasibility of the library in this study. In order to achieve the purpose, we analyzed related governmental policies, investigated the demand of the digital library, and tested the economic feasibility. As the tools of economic test, we calculated the size of benefit by Contingent Valuation Method, and estimated the Benefit/Cost Ratio, Net Present Value and Internal Rate of Return. As the result, we could get an assessment of positive economic feasibility mainly from the quite high level of WTP for the Maritime and Ocean Digital Library.

The research reports the results from an investigation of various measurement elements and techniques appropriate for the economic assessment of academic libraries, with a view to apply them in future evaluation of academic libraries in Korea. Two libraries participated in the pilot study. In one library, CVM (contingency valuation method) was applied to services ranging from circulation, electronic collection, reference, user education and facility. In the second library, three different methodologies--time value, alternative service value and CVM--were all applied to measure the value of electronic collection. The research provides analyses of measurement elements used, study procedures and measurement results. Based on these analyses, the study also makes suggestions in the areas of measurement goals, service, users and the calculation of B/C ratios that need to be taken into consideration in order to execute reliable and valid assessment of academic library's value.

This study aims to grasp how to understand the difference in return on investment (ROI) or the cost-benefit ratio in forty-two domestic and overseas studies of library valuation, using a meta-analytical review method. Meta-analysis, a quantitative analysis on the findings of previous studies, was conducted to gather the general findings and lessons from prior empirical research. The results of meta-regression analysis indicate that the pattern of findings is consistent with our expectations regarding the effect of benefit scope and per capita GDP included in the ROI figure. This study appears to be the first meta-analytical review conducted on library valuations and the findings provide strong implications for the policy-making process.

This study is intended to check economic value of and factors influencing children's library. To this end, data on a total of 614 questionnaires to which parents among users of 6 children's libraries responded were collected. The results of analysis by contingent valuation method after selecting library fee per person as payment vehicle were as follows. First, willingness to pay was estimated to be a monthly average of KRW 9,243 per person. Second, it was shown that factors influencing willingness to pay included the frequency of utilization, satisfaction, the number of children per family, gender, age, and income and so on. Third, with regard to influence according to each factor, an additional unit in all the rest of factors except gender increased probability of willingness to pay such as the frequency of utilization(1.140), satisfaction(1.335), the number of children per family(1.417), age(1.124), income(2.426). On the other hand, in terms of gender, probability of willingness to pay was lower in female by 0.364 than in male. The implication of this study is that an interview is held with actual user and specific amount of money is presented regarding the economic value of children's library, which has been little known until now.

The purpose of this study was to assess the economic value of the National Assembly Library service utility, and to enhance the users' perception and the stakeholder's supports for the library services. For those purposes, this study applied the measurement methods of time value, replacement service value, and WTP of the three user groups: inside members, outside users, and institutional members of the Library. The replacement service value as annual time valuation was measured 1,948.2 million won by inside members, and 417.057.5 million won by outside users, that was approximately 10 times of the total budget of the year 2015. Also, WTP were measured as 8,528.3 million won by inside member, 33,272.4 million won by outside users, 924 million won by institutional members. This shows 77% of the use value were from outside users. The BC ratio was 1:1.04 in 2015.

The purpose of this study is to analyze the economic feasibility of Busan Regional Central Library. The four candidate sites were included for the analysis. To achieve the purpose of this study, we applied three types of indices such as Benefit-Cost analysis, Net Present Value, and Internal Rate of Return. We used CVM(Contingent Valuation Method) to calculate the benefit; we conducted two investigations to calculate WTP, which are for pretest and for main survey. From results of pretest, we designed five optimal prices. On the basis of them, main survey was accomplished to figure out WTPs for four candidate sites. The results show that four candidate sites were all feasible from an economic point of view. Of these, the Busan Citizen Park site got the highest point of B/C ratio.

This study tests the effectiveness of residents' direct evaluation method about the feasibility of cost of public facilities based on their willingness to pay. The main findings are follows. First, residents do not use the public facilities(Cultural Center and Library) frequently. The main reasons are the shortage of complemental supplies, low accessibility, and poor communication to public. Second, the Contingent Valuation Method(CVM) reveals the residents' unwillingness to pay for facilities by agreeing only 46.8% on the cultural center. Third, this study concludes that the CVM is an effective method to measure willingness to pay for public facilities and also an useful tool to aid priority setting in urban planning.

In this study, the factor that affect use value of domestic public library was analysed. This study try to grasp the effect of various variables such as characteristics of the respondent and library through the measurement using CVM that extract the value by the user's statement. For this purpose, effective variables identified in the value measurement study of domestic and foreign public library was grasped and characteristics of the effective variables presented in the study examined. The factor influenced WTP representing library's value are the demographic characteristics such as gender, income, age and the using pattern such as frequency of use, time to visit. As to user's satisfaction and recognition, the recognition about librarian's satisfaction, place for resident's exchange, degree of financial support, culture-art volunteers are affecting depending on the service such as information, facilities and programs. The study comprehensively analysed the impact on the value measured by all types of public library in the nation and provided the information about property of value assessed by user according to region and scale. This information is expected to help the strategic policy making to enhance the value of library in the future.

본 연구는 전자정보원의 도입으로 도서관 장서의 구성이 다양화되고, 도서관 장서에 대한 이용자 중심의 가치평가에 대한 필요성이 증대되고 있는 도서관 환경을 배경으로 한다. 본 연구의 목적은 도서관의 장서의 가치와 경제성 평가 사례를 분석하여 이를 토대로 도서관 장서에 대한 이용자 중심의 가치 평가 모형의 기초자료를 제시하는 것이다. 이를 위해 국내외의 문헌 연구를 통해 도서관 장서의 평가가 어떠한 방향으로 변화하고 있는지 동향 파악과 국내외에서 이루어진 도서관 장서의 가치연구사례를 분석하였다.

A necessity increases but since a many manpower and the budgets are insufficient for archiving all digital resources the digital archiving at the science information center or the digital library has to be successively processed according to the priority. Therefore, in this research, whether it has to archive among digital resources which Korea Institute Science and Technology Information(KISTI) hold around any kind of contents or not makes analysis and valuation around the value for use. The priority evaluation plan that can become the system analysis and reflection based on this automatically tries to be proposed.
