An Analysis of the Application Framework of the Business Reference Model to Records Classification Schemes in Korean Central Government Agencies (기록분류를 위한 정부기능분류체계의 적용 구조 및 운용 분석 - 중앙행정기관을 중심으로 -)

  • The purpose of the study is to examine the potentialities and limits of Business Reference Model (BRM) as records classification schemes in Korean central state institutions. The analysis is based on the data collected through focus group interviews of three times, in which six records professionals from central government agencies participate. This paper begins with inquiring the framework of records classification based BRM, required by Public Records Management Act. It explores the types of benefit of BRM application to government records classification. Based on the collected data from the interviews, it investigates how records are aggregated, and how transaction level (Danwi-Gwaje) of BRM is applied in the course of records aggregation.

Management of the Preservation Media for Electronic Records (전자기록물을 위한 보존매체의 관리)

  • Traditional paper records have two aspects such that the paper records are information, and are information media itself. The preservation media for the paper records seems to be another forms for original ones including microfilm and optical disks. On the other hand, new-coming electronic records lack the aspect of information media. To guarantee the existency of the original electronic records we need the preservation media for the electronic records, different from the media for the traditional paper records. The preservation media helps the Authenticity, integrity, and usability as well. This paper describes the need for the preservation media, identifies problems on the existing concept for them, derives the principles to resolve the problems, and suggests the management policy based on the principles.

  • This study aimed to analyze the quality concepts and requirements of digital records as evidence and to find an implication to develop requirements for trusted digital records with securing authoritative qualities. To this end, this study compared requirements of records domain linking records process, records metadata and records systems with judicial domain on digital evidence, and identified the records requirements to secure the legal admissibility linking records and judicial domain. This study analyzed the relationship of quality concepts between digital records and digital evidence, found the legal admissibility is highly related to the reliability, and derived that it needs the measure to secure the reliability at the stage of records creation and capture. To prove authenticity of digital evidence, this study identified importance of records process, records metadata and records system, and proposed the necessity of measurement to secure records' evidence.

  • The books and circulation-related data in the Library Automation System(LAS) of C-academic library were collected and analyzed, and also the method which may be applied to the Customer Relationship Management (CRM) based on the results was suggested in this paper. Collected data were 269,387 bibliographic data of books, 12,281 patron data, and 39,269 circulation records. User identity, circulation frequencies, total number of circulated books, and publication year as relation factor from the analyzed data of circulation records were extracted. They were also analyzed, and verified by correlation coefficient.

  • The bibliographic records have been built up following the Digital Library System (DLS) cataloging rules in the school libraries. But it is hard to use DLS cataloging rule as the standardization guidelines in building up the bibliographic records in school libraries because it is not the detailed cataloging rules, has inconsistency in its own rules, and disagrees with KCR4 rules. Therefore, this study is to suggest the new amendment for DLS cataloging rule to improve the bibliographic records quality and to produce the standardized bibliographic records. To grasp the problems of the DLS cataloging rules, DLS cataloging rule was analyzed with KCR4 rule and the interviews were conducted to the 9 school librarian that have experienced over 3 years. The result showed that it was needed to correct the terms to accord with KCR4, and to amend the DLS rule in each area.

Comparative Analysis of Cataloging Record Related to Korea in the National Libraries of the Main Developing Countries - Focused on 12 Europe and South America Countries - (주요 개발도상국의 국가도서관에 있어 한국관련 목록레코드 비교 분석 - 유럽 및 남미지역 12개국을 중심으로 -)

  • This study was conducted to analyze the characteristics of records related to Korea shown in the cataloging records of national libraries of the main 12 developing countries in Europe and South America. The results are as follows. To begin with, Korea-related records in most national libraries are very poor and under 0.01% of the library. Second, Korean materials usually write Korean in Roman characters except for National Library of Armenia, but there are not marked with the original Korean language and unfeasible Hangeul search. Third, on investigation of the subject distribution in sub criteria of Korea-related records, subject related to history, politics, and economy is largely shown in the highest rate. Fifth, among the Korea-related subject heading, Taekwondo is marked with distinction from Karate in most libraries except for National Library of Argentina. Dokdo is marked with the geographical name of 'Korea' in 8 national libraries and East Sea (Donghae) already is marked with 'Sea of Japan' in 7 national libraries. Amnokgang, Dumangang, and Baekdusan-related records did not search at all in most national libraries.

Examining the Intellectual Structure of Records Management & Archival Science in Korea with Text Mining (텍스트 마이닝을 이용한 국내 기록관리학 분야 지적구조 분석)

  • In this study, the intellectual structure of Records Management & Archival Science in Korea was analyzed using document clustering, a widely used method of text mining, and document similarity network analysis. The data used in this study were 145 articles written on the subject of Records Management & Archival Science selected from five major representative journals in the field of Library & Information Science in Korea, published from 2001 to 2006. The results of cluster analysis show that the core subject areas are "electronic records management and digital Preservation," "records management policy and institution," "records description and catalogues." and "records management domain and education." The results of document analysis, which is more detailed than cluster analysis, show that "digital archiving," a specialized subject in digital preservation, plays a central role. The results of serial analysis, which proceeds according to a timeline, show the emergence of "archival services" as a new subject area.

A Study on the Roles and Characteristics of Record Center(Jaryokwan) in Korea (한국 자료관 제도의 역할과 특징에 관한 연구)

  • The purpose of this study is to seek the characteristics of Jaryokwan m Korea and suggest the direction of the development for the future, through the analysis of the work process for Record Center(Jaryokwan) regulated in the Law of Records and Archives Management(the Law). According tn the Law, Jaryokwan is supposed to cover the areas of the management of semi-current records, government publications, books, and other records. The analysis of the Law shows that Korean Jaryokwan has the characteristics of divisional management of the semi-current records of governments, pursuing the integrated records and archives management systems, tightening the control function from the current-records stage, emphasizing the protection of evidences and security, contribution to the decentralizing storage of archives and simplifying the access to semi-current records for promoting it's usage. For the future development of Jaryokwan in Korea, this study suggests the imminent needs of the development of ideal model for Korean Jaryokwan, the legal enforcement of posting an Archivist the more detailed regulation, procedures and methods of work, the close collaboration with Library and Information Science, the pursuit of developing as a regional information center, increasing the flexibility of establishing Jaryokwan.

Characterization Strategies for Establishing City/County Records Centers in Kyonggi Region (특성화에 기반한 시.군 자료관 설립 방안 연구 - 경기도를 사례로 -)

  • The records centers which belong to specific cities(-shi) or counties(-gun) are different in terms of constituencies and functions with the records centers of any other administrative agencies. The purpose of this study is to develop models of establishing the city/county records centers reflecting the recordkeeping environment of cities and counties especially located in Kyonggi Region. This present paper begins with analyzing the conditions of records management of cities and counties in Kyonggi Region, and the characterized functions of them. Based on these analyses, it suggests standardized procedures and characterization strategies for establishing city/county records centers.

A Study on Records Filing Systems (문서기록물의 파일링시스템에 관한 연구)

  • This study reviews various kinds of records filing systems, which function as a basic fundamental to effective records management. The purposes, methods and characteristics of Alphabetic, geographic, numeric, subject, and combined filing systems are examined. The alphabetic filing method uses letters of the alphabet to determine the order of names of people and companies. In subject filing the subjects are filed in alphabetic order. In numeric filing, numbers representing names or subjects are used. When records are requested by place or location rather than by individual or business name, geographic filing is advantageous.
