A Study on Developing BSC-based Public Library Performance Indicator Model (BSC 기반 공공도서관 성과지표 모형 개발에 관한 연구)

  • The mission of public library is to contribute to local society's growth and improve local residents' quality of life by satisfying local residents' desire on information use, cultural activities, lifelong education, etc, and providing more convenient and equal access. This study is a research that deducted BSC-based public library performance indicator model composed of 12 critical success factors, 36 key performance indicators under four perspectives of learning and growth perspective, internal process perspective, resources perspective, and user perspective, estimated relative weights of deducted the performance indicator model on librarians of public libraries to analyze what performance indicator is important for accomplishing public library's mission and promoting performance.

  • Today academic libraries have to show that they are using given resources for right purpose and in the best way. In order to reach this goal, academic libraries should develop the effective evaluation model. And carefully selected and used, performance measures or evaluation indicators are the most important tool the Library has to ensure goals and objectives are being accomplished. The purpose of this study is to understand a theoretical foundation for evaluation indicators of academic libraries, that is, its diverse(various) meanings and directivity.

  • This study is a nationwide survey of Korean public libraries to identify and analyze the usefulness of 69 evaluation indicators of a public library proposed by the authors in the previous paper. A random sample of respondents including library managers, librarians, and users rated the usefulness of each indicator in assessing the performance of a public library. The results of this study could be used as the basic data in the evaluation of public libraries by selecting appropriate indicators and giving weight on each indicator according to the specific evaluation purpose.

  • The second research of "a study of the evaluation indicators in Korean public libraries’ had as Its major objective the identification of Indicators and broad dimensions of public library effectiveness in Korea. The managers and librarians of the 175 public libraries in the sample were asked to rate the performance of their libraries. Factor analysis was used to derive 11 dimensions of effectiveness. The dimensions fit four different models of organizational effectiveness.

  • The purpose of this study is to focus on developing the performance indicators for the distribution of scholarly information based on BSC and to analyze the importance of the performance indicators against the specialists. From the case studies on performance indicators both at home and abroad four viewpoints(information resource, information service, user, and economy) were derived. In addition. the core success factors(CSF) and key performance indicators(KPI) were extracted from the viewpoints. Four viewpoints are composed of 12 CSF items and 31 KPI items. In order to analyze the weight of the performance indicators. questions were thrown to the specialists in universities and research institutes. For the method of analysis, analytic hierarchy process(AHP) was adopted. As a result, the analysis showed that the user viewpoint, information service viewpoint, information resource viewpoint and economic viewpoint are in the order of their importance.

  • This study was to investigate the usefulness of the measures of the Korean Public Library Operation Assessment. The analyzed data were collected through a fulfillment degree of the evaluation indicators and the opinions of librarians for public libraries evaluation indicators. Same time, the comparative analysis of public library statistical indicators and evaluation indicators was performed. Based on the results of the analysis, I was selected assessment items that need to delete and modify. The improvements proposed in this study will provide a direction for the improvement of the Korean Public Library Operation Assessment. And may be applied to improve the process of the public library evaluation.

Key Traffic Metrics as a Basis to Measure Library Performance

  • Webometric research in the Russian library sector is just beginning to gain momentum. This article examines the experience of webometric research in libraries from the perspective of the global practice. In particular, it highlights a number of foreign works, which may have a special practical value for Russian libraries, and emphasizes important webometrics areas for libraries. The purpose of this study is to research the practical application of key performance indicators (KPIs) abroad and conduct a webometric analysis of the websites of some leading Siberian and Far Eastern scientific libraries based on selected KPIs. The study data were collected with SimilarWeb and other analytical tools. The study revealed that key traffic metrics are the basis of webometric research, and identified available promising groundwork for the purpose of their further testing. The shortcomings in the current state of the websites of the Siberian and Far Eastern scientific libraries were noted. Based on the obtained webometric traffic indicators, the ranking of the Siberian and Far Eastern scientific libraries was made.

Study on Performance Evaluation of Academic Information Distribution Project in Scientific Technology Field (과학기술분야 학술정보 유통사업 성과평가에 관한 연구)

  • As country try expand R&D investment and enhance its efficiency to improve the national competitiveness, research is needed to conduct qualitative enhancement and derive progressive future strategy in relation to the academic information distribution project in scientific technology field. In this study, BSC-based performance indicators were applied to an institute that is the representative of domestic academic information distribution institutes in the field of scientific technology to evaluate project performance, and then to analyze portfolio of using such evaluation results. As for the items of evaluation for the performance indicators of academic information distribution project in the scientific technology field, 12 items that includes information resource quality, information service quality, user satisfaction and economically useful value of academic information from four(4) viewpoints such as information resource, information service, user and economic viewpoints. In the portfolio analysis, it was conducted by performance indicators and by elements of the individual performance indicators as well. Based on the results of performance evaluation and portfolio analysis, the improvement method by viewpoints on academic information distribution project of an institute was suggested.
