Library Consortia Characteristics Comparative Analysis around the World (해외 주요 도서관 컨소시엄의 운영현황 비교·분석 - 도서관 컨소시엄 전문가와의 면담을 중심으로 -)

  • The purpose of this study is to identify and analyze characteristics of library consortia around the world. This study was done by interviewing 5 library consortia experts from 4 developed countries. Findings are each consortium has unique characteristics in purposes, organizations, funding sources, functions and also perception of consortium by experts were different. Experts recognized the value of library consortia as an economy of scale (mainly buying power) and pointed out open access as one of the alternatives for electronic information price increase. This study could improve understanding current status of library consortia around the world.

  • This paper aims to present a brief overview of consortia' initiatives that have been taking place at national and International level. The developed countries witnessed the progressive growth of consortia initiatives; on the other hand, the situation is not encouraging in developing countries like India. Therefore in this paper an attempt has been made to trace the current developments in consortia awareness in Engineering Educational Institutions. For this purpose, a survey of Engineering Educational Institutions in Tamil Nadu has been considered to measure the consortia awareness and also the attitude towards Joining any consortia. Based on the results of the survey a model consortium has been proposed for the Engineering Educational Institutions in Tamil Nadu.

  • This Research considered the case of scholarly journal - electronic journal in particular - which are currently in a state of change and investigates the policies of the Korea and Japan government and other related organizations. The decision to acquire electronic journals, participation in consortia and the present conditions were investigated, and the differences in policy between the two countries were considered with a view to the possibility of cooperation.

  • As scholarly information environment rapidly changes, library consortia for electronic journal licensing come to require strategies to better address service needs of member institutions as well as to take parts in more progressive initiatives. This study aims to develop a more future-oriented and progressive business model for electronic journal licensing consortia. The model is based on three pillars: strategies for responding to immediate needs; long-term strategies for leading change; and organizational infrastructure.

  • Academic libraries in Korea have had more and more troubles in management due to the drastic increase in quantities and budgets for purchasing expensive international academic information resources. In this research, with a focus on the international electronic information resources, an attempt is made to overcome such difficulties in management of academic libraries in the following steps: First, the amount of budgets for purchasing resources and building collections for academic libraries is analyzed; Second, the current state of academic library consortia, both domestic and foreign, is reviewed; Third, the current administrative issues and strategic directions of domestic academic library consortia, including the KESLI Consortium of KISTI, ACE Consortium of KERIS, and Consortium of Korean Council for University Educations, are examined; and Fourth, based on the above collected information, a proposal is made to improve the collection and distribution system for international academic information resources in Korea.

  • This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.

  • This study has been aimed to analyze the following three points which are believed to be the most important in establishing efficient library networks. The writers have done the research into the literature and references concerning the networks of library, as they are considered crucial functions in cooperative administration between the libraries. The following are the findings from the survey: 1) The established networks in foreign countries have been compared with those of Korea, basing upon the data and present situations in both areas and the definition and agreed viewpoint of the networks are presented. 2) The relations between the existing Library system and Consortia were clarified in view of the current trend, thus showing the scope and integral aspects of them. 3) Finally, we have classified the types of network into four categories, such as search service network, customized service network, service center/network and state local networks, and made through analysis of the character, organization and management of each realm.

  • Electronic information, especially e-journals took their position as core resources in current scholarly communication. However, the publishing and pricing structure of e-journal licensing process have not yet succeeded to be reorganized in accord with newly changed electronic scholarly communication environment. That resulted in a lot of challenges scholarly communication now faced. This study aimed to analyze key issues regarding big deal, pricing, licensing, archiving, copyright and public access by conducting comprehensive literature review and examining movements of world wide scholarly institutes and alliances. And then this study eventually purposed to draw some strategies which domestic libraries and consortia should take in order to lead current changes in scholarly communication.

  • This article examines the current status and future trends in library and information services in USA, with particular emphasis on the library automation system, library cooperation, Internet andinformation services, activities of information services organizations. Client/server computing and integrated Web-based technology make it possible for libraries to build a new generation of automated library systems, and digital libraries project is the highest priority. As a cooperative effort among libraries, they formed consortia such as ARL/AAU on the national level. and CIC on the regional level, and GALILEO, LLN, OhioLink, Texshare, VIVA, ILLINET on the state level information netwok. The Internet and the World Wide Web have a huge impact, so American libraries are developing new skills to provide value-added information services using Internet resources. Lastly, recent information activities of the LC, NAL, NLM, ERIC, NTIS are described.

  • Research libraries, facing the difficulties in building sufficient collections to meet the various users, have implemented various cooperative acquisition programs. In recent years, Internet and other information technology enables more effective and efficient cooperation among research libraries. This paper reviews the methods and cases of cooperative acquisitions among research libraries, including CRL, OhioLINK, RLG Conspectus, TRLN Discussing the backgrounds and related issues. several strategies were suggested for the continuous implementation for cooperative acquisition.
