Some Problems relating to Use of Letters of Intent in International Contracts (국제계약에 있어서 의향서의 사용과 관련한 문제점)

  • This paper has derived some problems relating to the use of letters of intent which are common occurrence in the international contracts after considering its nature and legal issues. As reviewed before, some problems may occur when a party has documented a stage in the negotiations by letters of intent. Such documents may well explicitly spell out if, and to what extent, the parties should be bound by what they have already agreed or to carry on negotiations in order to reach the final contract. But if the documents are silent, some problems would arise. Contracting parties are therefore well advised to spell out if, and to what extent, they should be bound by such preliminary agreements. Here again, it might be prudent to explicitly set forth that the parties should not be bound until there is a final written contract signed by authorized representatives of the parties but that they shall abstain from such measures which may defeat their stated objective to reach final agreement, for example, by diminishing the value of performance under the contemplated contract.

  • Examples for application of cultural properties using Infrared Reflectography System as method of investigation on mural paintings and letters are given. This work is carried out according to asking of examination on inner layer paintings and letters in order to conserve the mural paintings discovered in the course of repairing ancient architectures. It is difficult to find the inner layer paintings and fine decorative line, but we can be observed by using Infrared Reflectography System and thus these results can be used as original rebuilding and drawings of mural paintings. Also building-repairing year, building participant though the investigation of letters written on the roof wood can be known.

A Study on Grapheme and Grapheme Recognition Using Connected Components Grapheme for Machine-Printed Korean Character Recognition

  • Recognition of grapheme is a very important process in the recognition within 'Hangul(Korean written language)' letters using phoneme recognition. It is because the success or failure in the recognition of phoneme greatly affects the recognition of letters. For this reason, it is reported that separation of phonemes is the biggest difficulty in the phoneme recognition study. The current study separates and suggests the new phonemes that used the connective elements that are helpful for dividing phonemes, recommends the features for recognition of such suggested phonemes, databases this, and carried out a set of experiments of recognizing phonemes using the suggested features. The current study used 350 letters in the experiment of phoneme separation and recognition. In this particular kind of letters, there were 1,125 phonemes suggested. In the phoneme separation experiment, the phonemes were divided in the rate of 100%, and the phoneme recognition experiment showed the recognition rate of 98% in recognizing only 14 phonemes into different ones.

  • This study starts with an investigation of the frequency of allophones from the narrowly transcribed data of (1) most frequently used 2000 words and (2) some passages of standard Seoul Korean. Consequently this entails the investigation of the frequency of phonemes by adding the number of allophones. These two investigations are conducted for the first time in the study of Korean phonology. Previous studies on the reported 'frequency of phoneme' are in fact studies on the 'frequency of letters' and the critical difference between these two types of studies has yet to be clarified accurately. This paper also reveals the proportional distribution of natural classes among Korean phonemes and letters.

  • The readability and the visuability are very significant when the letters or figures are displayed as static visual information. Not only is the beauty of the body type character(small letters) important but the display type character(large letters) should also be read easily, quickly and precisely. The issue regarding the readability in terms of perception of information has been raised continuously for all kinds of small signage and billboard, etc., which are written in display type within our everyday life. Among the various kinds of small signage and billboards the car licence plate is well known. Among all the possible factors that would have made an impact on the readability of licence plate, this paper focused on the effects of arrangement of character(letters and figures) and contrast of colors for the readability of licence plate using the within-subject analysis. The statistical analysis results in error reading rate, the character arrangement were significant but the color contrast(green/white, white/green, blue/white, white/blue, black/yellow) was not, No interaction was found.

  • Pu-lei is a well-known translator in Chinese literature. He had delivered his experience, knowledge and paternal love to his son who was studying abroad, by hundreds of letters from 1954 to 1966. These letters are appreciated as the perfect expression for paternal love and concerns. Although he had experienced both cultures of the West and the East, his lessons for son are rooted in the oriental‘sprit training’. What he emphasized in his letters is that one should put sound personality first than merely enhancing abilities. Especially, he valued the recreation from meditation and living up to one's belief. Furthermore, he had taught his son to observe the properties, to manage time, and pride of his country and patriotism. The modern family education has overlooked the enhancement of human nature. The egoistic and jaundiced parental love and over-protectiveness led the disorder and the absence of morality today. In this point, the lessons from Pu-lei's letter will give us important suggestions.

  • This study is for looking into distinguishing features in child KSL learners' early literacy development. For these, the writings, recording data of dialogue, and observational journals of KSL child learners was collected regularly and the data were analysed. As results, KSL child learners showed lots of writing errors due to difficulty in phonological awareness or letter awareness of Korean language. And they seemed to develop the competence of connecting letters and meanings prior to developing the competence of connecting letters and sounds. Three KSL child learners showed great individual differences in development rate, and it is supposed to be mainly caused from differences of literacy development in their mother tongue, or quantity and quality in exposure for Korean language.

  • Recently, ancient documents are actively studied and discussed. However, ancient documents has a few problems on interpretation. The antique documents are too fragile to hand over. So, some studies have been carried out using terahertz to read ancient documents without damaging them. Three techniques are necessary to read letters using terahertz. First, PPEX algorithm, which distinguishes pages. Second, TGSI technique, which distinguishes text from paper on a page. Third, CCSC algorithm, which transforms signals to letters. In this paper, we will describe the preprocessing process to facilitate the recognition of letters before applying the post processing as we mentioned above. Histogram equalization, Histogram stretching and the Sobel filter were applied to the preprocessing.

Psychological Disturbance caused by Letters in Double lmage and its lmplication on Perceptual Integration (글자의 이중상에 의한 심리적 혼란감과 지각 통합 과정)

  • A psychological disturbance caused by letters in double image was termed as'letter sickness'.The effects of stimulus exposure time and letter familiarity on the letter sickness were measured to test a hypothesis that disturbances in eye movement and recognition stages is the cause of letter sickness.Letter sickness incteased significantly as stimulus exposure time lengthened from 50ms,100ms,to 3000ms.It was also significantly higher with familiar Hangul letters as compared with less familiar foreign letters and meaningless words as compared with meaningful words,respectively.These experimental findings imply that letter sickness is caused by the failure of adjusting eye movements to dismiss the double images.that the more familiar the letters.the more strongly the letter-identification process is commotted,resulting in the increased effect of disturbance from double image.and that the disturbance effect of double image is amplified when it is hard to extract the meaning from familiar letters.An experiment where subjects were made to learn Braille-like symbols consisting of 6 dots to test the hypothesis that the stronger the tendency to process the meaning of a symbol,the stronger becomes letter sickness due to double image,also showed that letter sickness significantly increased as a function of learning.

  • Documentary letters of credit including standby letters of credit are governed by the independence or abstraction rule and the doctrine of strict compliance. Since the former rule requires the issuing bank to honor the drafts regardless of the defective performance of the underlying contract, the applicant(the customer) will be without a remedy if he is unable to make himself whole by litigation on the underlying contract. Therefore, the applicant is exposed to a risk much higher than in the commercial letters of credit. The Uniform Customs and Practice for Documentary Credit(UCP) has no provisions allowing legal relief for the applicant on the abuse of L/C by unscrupulous beneficiary, but UCC ${\S}5-114$ has provision allowing injunctive relief for the applicant. In this paper, I attempted to clarify certain standards of injunctive relief available for the customer in the credit. When there is fraud in the L/C transaction by any of the parties concerned, we must weigh the principle of independence or abstraction and the fraud rules. According to banking practice and judicial precedence, we need not keep the principle of independence and abstaction even in fraudulent transaction and the bona fide sufferer must be protected. The purpose of this paper is to review the studies of Fraud rule and the Injunction and to suggest the applicable standards for the Injunction therory under letters of credit. Specially this paper analysed the following ; (1) the guideline for the fraud (exception) rule to the autonomy principle, (2) the appilcable standards of the Injunction, and (3) the implications on parties concerned in letters of credit transaction. Conclusively, the Injunction should be granted if (1) there is clear proof of fraud (2) the fraud constitutes fraudulent abuse if the independent purpose of L/C (3) irreparble injury might follow if injunction is not granted or the recovery of damages would be seriously endangered.
