According to the Korea Coast Guard's maritime disaster statistics (Korea Coast Guard 2017, Korean Statistical information Service 2018), an average of 2,140 marine accidents occurred every year for the past 6 years and the number of accidents is increasing every year. Among them, maritime accidents of fishing vessels are the most frequent, and recently accidents involving fishing boat and leisure vessels are rapidly increasing as well. In particular, the number of accidents involving leisure vessels increased to about one-third of the accidents of fishing vessels, and emergency rescue requests are increasing every year accordingly. However, the number of crash accidents involving users of small vessels and marine leisure activities are increasing because of the difficulties of installing navigation equipment and electronic navigation charts. Recently, the demand for precise positioning using mobile devices is increasing in the fields of maritime safety, piloting support, and coastal survey. Although various applications of smart devices provide location-based services for users, the measurement results are discontinuous when using the position coordinates of the National Marine Electronics Association (NMEA) calculated by smartphone. Recently, Google announced that they will provide GPS raw data to developers from Android 7.0 Nougat. As a result, developers have an opportunity to receive precise carrier phase and code measurements to make more accurate positioning according to the performance of Android devices. This study analyzed GPS positioning performance using Android devices, and compared and analyzed the positioning performance at sea with high-performance GPS receivers.

The vessels, already built and is operating in Korea, have the hull form of catamaran, with LOA(Length Over All) 15 m, LBP(Length Between Perpendiculars) 12 m, GT(Gross Tonnage) 9.77ton, Light Load Displacement 15.1ton. According to an investigation performed on shipping accidents, the number of domestic shipping accidents has been increasing despite the decrease in global shipping accidents. Therefore, to reduce domestic shipping accidents, the present study investigated the criteria for the stability of fishing vessels. The IMO, foreign, and domestic regulations regarding fishing vessel stability were investigated, and a comparative study was conducted. The results showed that domestic regulations were the most relaxed regarding vessel stability. Finally, we proposed five items for the KOREA FISHING VESSELS STABILITY CRITERIA AMENDMENTS on the basis of the comparative study.

Many small vessels such as fishing boats operate in the world's oceans; accordingly, interest in these small vessels' exhaust-gas problem is increasing. Research on the application of electric-propulsion technology has been steadily conducted; however, the subject is limited to research ships or leisure boats, while research on application efficiency remains insufficient. This study attempts to apply lithium-battery electric-propulsion technology to small ships. A gross tonnage of 9.77, a representative fishing boat, is to be redesigned as a fully electrified ship. Without changing the main cabin's dimensions and fuel tanks, the ship's propulsion system is redesigned based on a lithium-battery electric-propulsion system. In addition, the redesigned system is compared with the original sample ship's diesel-propulsion system for application-effect analysis. The results indicate that under controlled sailing conditions, the weight and volume of the electric-propulsion system are 9.5 and 10.5 times those of the diesel-propulsion system, respectively. These values indicate that the system cannot meet fishing boats' high endurance requirements. Therefore, under the existing technical conditions, applying the full lithium-battery electric-propulsion system to solve the problem of high emissions from fishing boats shows limited feasibility.
In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limited number of functional harbors, to raise the income of fishermen, and to boost tourism, they have shifted their focus from simple functions, such as vessel evacuation and anchoring, to harbor beautification, which can work as a basis for fishing tourism. This study is conducted to propose an activation plan for fisherinas by analyzing in depth the needs for fisherina development. For this purpose, the result is derived through the analysis of literature, in-depth interviews and Delphi methods. As a result, the need for fisherina development is shown as follows: first, the saturation due to the increase of maritime recreational vessels; second, the possibility of economic development; third, the activation of the fishing village economy. Accordingly, the problems of the fisherina are derived, first, the conflicts with fishermen and recreational vessel users, second, the financial difficulties, third, the lack of infrastructure. The activation plans for fisherinas are as follows: first, forming a consultative body centered on stakeholders; second, ensuring financial soundness; third, building infrastructure by linking businesses; and fourth, systematic supplementary plans. These results will play an important role in expanding the underdeveloped domestic fisherina business and will be another step in activating the maritime leisure industry.

The goals of the Global Maritime Distress and Safety System (GMDSS) that initiated by the IMO and supported by IALA, IHO, ITU, IEC and manufacturers are to provide more effective and efficient emergency and safety communications and disseminate Maritime Safety Information (MSI) to all ships on the world's oceans regardless of location or atmospheric conditions. Much of the GMDSS is built on technologies more than 20 years old; some work well; others do not. While GMDSS requirements apply only to SOLAS vessels, there are many other vessels on the water. So some considerations are necessary for non-SOLAS vessels including fishing ships, leisure boats and small boats. This paper describes the analysis of IMO, ITU and IEC meeting results held on recently. Also it gives the trends of the international marine radio standards and its technologies.

These days as there are growing the number of vessel sailing, diverse aquaculture industries, fishing works, and leisure activities in coastal area, the diverse communication services have been required for secure voyage information. This paper addresses the scheme for costal area service using mobile IP router with multiple interfaces. For this, this system has the wireless interfaces, such as WiBro, HSDPA, and WLAN that can provides vessels with divers communication services, and can provide the vessels with the diverse information communication services in real-time through wireless communication network installed in costal area. So this can provide the infrastructure that supplies the authorized seamless information communication services.
Marine accidents involving the entanglement of marine litter have continued to increase, with over 300 to 400 cases per year according to the statistical agency. Entanglement of marine litter may also lead to large-scale marine accidents which cause capsizing and sinking, thereby further causing detrimental casualties and material damages, and thus exceptional attention and care are required. In this study, Incheon, Busan, and Geoje and Tongyeong were found to be the high-frequency locations for accidents, which were selected by considering the ArcGIS analysis about the marine accidents of entanglement of marine litter and the occurrence frequency by the standard. The characteristics of the multiple accident areas involving entanglement of marine litter were the coastal cities where fishing facilities or marine leisure related conditions were activated, with the port which handles much of the traffic of outbound and inbound vessels located nearby. Marine plastic pollution impacts not only the marine ecosystem and food chain, but also the hull and engine of ships, and may further pose threats to the safety of vessels and crews. It is necessary to find a common link between the relevant areas and to strive to remove the root causes of marine accidents by reducing marine litter.

Ship-floating object accidents can lead not only to a delay in ship's operations, but also to large scale casualties. Hence, preventive measures are required to avoid them. This study analyzed the spatiotemporal aspects of such collisions based on the data on ship-floating object accidents in sea areas in the last five years, including the collisions in South Korea's territorial seas and exclusive economic zones. We also provide basic data for related research fields. To understand the distribution of the relative density of accidents involving floating objects, the sea area under analysis was visualized as a grid and a two-dimensional histogram was generated. A multinomial logistic regression model was used to analyze the effect of variables such as time of day and season on the collisions. The spatial analysis revealed that the collision density was highest for the areas extending from Geoje Island to Tongyeong, including Jinhae Bay, and that it was high near Jeongok Port in the West Sea and the northern part of Jeju Island. The temporal analysis revealed that the collisions occurred most frequently during the day (71.4%) and in autumn. Furthermore, the likelihood of collision with floating objects was much higher for professional fishing vessels, leisure vessels, and recreational fishing vessels than for cargo vessels during the day and in autumn. The results of this analysis can be used as primary data for the arrangement of Coast Guard vessels, rigid enforcement of regulations, removal of floating objects, and preparation of countermeasures involving preliminary removal of floating objects to prevent accidents by time and season.
