The purpose of this research is to suggest specialization measures of student protecting manpower for the prevention of school violence in Korea. Therefore, student protecting manpower's legal limitation, insufficiency of professionalism, insufficiency of recruitment standard's suitability, insufficiency of educational training, cooperative problem with related institutions and ethical problems were drawn as the problems of student protecting manpower. The measures for improving those problems are as follows. The first is to revise laws related to school protecting manpower and strengthen systems. The second is to prepare proper standard to recruit student protecting manpower. The third is to establish professional training institution of student protecting manpower. The fourth is to establish close cooperation system with institutions related to student protection. The fifth is to legislate ethics codes of student protecting manpower.

As drone industry increase with the advent of the 4th industrial revolution, yet ensured the safety of a drone crashing and incurring accidents which may result in significant damage to human life and assets. Thus, the authentication of drone safety is very urgent. For this reason, many countries are in need of institutional improvement in the aspect of authentication/legal systems by considering the importance of safety for drone. In this study, the regulations, research, and standards concerning drone safety are compared and analyzed. The analysis results can be used for improving the regulations of drone safety and standardization. The study can be contributed to invigorate drone industry by ensuring drone safety.

In relation to the utilization and disposal of dredged sediment caused by coastal dredging project, we diagnosed the status of legal standard and system, and proposed the improvement plan. Dredging costal sediment distinguished the usage and the disposal by the Standard for the Beneficial Usage of Dredged Sediment. The site where disposal has been completed could be used as a site for developmental project. In case of the usage of dredged sediment for reclamation, we found that the adaptation of the Standard for Beneficial Usage of Dredged Sediment is appropriate for reclamation considering the characteristic of soil, the differences of variables, and the distinction of standard analysis methods. The current the Standard for Beneficial Usage of Dredged Sediment requires the improvement with the usage of dredging coastal sediment in the following. First, the Standard needs to include the standard of the discrimination for reclamation. Second, the current Standard is necessary to be divided by two levels, it needs to be mitigated considering human health risk. Third, it is necessary to consider both the marine environmental impact assessment and mitigation plan near coastal dredging area.

This paper has theoretically and practically reviewed the ISO (International Standard Organization) 17123-8 standard not only to raise the appropriateness for introducing performance criteria of GNSS (Global Navigation Satellite Systems) surveying equipment based on RTK (Real-Time Kinematic) accuracy but also to derive its proper test procedure by introducing the international standard. Field experiments have been performed to appreciate the GNSS-RTK accuracy of five selected receivers via the full testing procedure of the ISO standard, which statistically compares the so-called experimental standard deviations with themselves and with the reference accuracy. A series of statistical tests have revealed that the RTK accuracy of the same class receivers is not identical, whereas that of the different classes can be equivalent. Such a result evidences the urgency of adopting an RTK accuracy-based specification of the GNSS equipment to the performance standard, currently referenced to the static observation technique only. It is believed that this transition helps the maximization of a new generation of cost-effective receivers to legal surveying applications. Finally, this study proposes the ISO full test, comparing an experimental standard deviation with its referenced value, for a potential field verification procedure of the new performance standard.

The particular market situation provision of the WTO Antidumping Agreement is increasingly invoked against what may be described as "input-dumping," but this potentially violates the current Antidumping Agreement rules. This paper examines the practice and recent changes regarding the PMS provision in the US by critically examining relevant antidumping investigations in the US in light of GATT/WTO jurisprudence. Such US practice has not yet been extensively subjected to scholarly examination. The paper finds that the recent legal change in the US widens the scope and applicability of the PMS provision to cover input subsidies, allowing the use of not only surrogate prices but also surrogate costs. Further, the required standard of evidence to find PMS seems to have been diminished in the recent application. A widespread use of the PMS provision in such a deviant way calls for a fundamental review of the current trade remedy rules of the WTO.

The objective of this paper is to present relevant information and for proposing legal standards on pesticide residues around golf courses. Among 67 pesticide ingredients used for the courses in Korea, 30 items necessary for standard setting were selected and theoretical residue limits were computed. Pesticide residue limits applicable to golf courses in Korea were for 16 pesticides in run-off water on the health and ecotoxicological bases and in soil on the health basis, as selected by practical use pattern. It is recommended to accumulate scientific data by continuous research efforts in order to justify the pesticide residue limits in run-off water and soils of golf courses.

The article specified in aviation legislation, 'The captain has the final authority and responsibility in flight safety' could be one reason running counter to applying "Vertrauensgrundsatz". In practice, however, captains do not have professional skills in every task and they should distribute duties and responsibilities to flight attendents and other staffs to operate the flight as safely and efficiently as possible. Therefore, in aviation, fair criterion, namely, "Vertrauensgrundsatz" is necessary to balance between efficiency and legal interest for participants. In addition, when it comes to mutual trust of duty which was the starting point of this study, the standard in mutual advice or interference must be based on the duty specified in air law and flight regulations. Also, pervasive trust will not only be attributed to joint responsibility but an act that cannot be trusted.

The managerial environment of automobile industry has been rapidly changing, mainly with the tighter standard of legal and environmental regulations, the pressure of cost reduction from the end-user, the various functional improvements of vehicles, and the globalization management. In order to survive in this complicate circumstances, the automakers have strongly pursued the mutual collaboration with the suppliers, especially tier-1, for the optimal selection of parts/materials and the assembly manufacturing processes of the new model development. They prepare the early involvement program for the suppliers during the conceptual design stage, and implement the win-win strategy of technology development activity, in order to improve the value creation. This study considers the strategic technology management of automotive steel sheets makers on the aspects of strategy, processes, human & physical resources, and organization structure. It also suggests the corporate strategies of steel mills, in order to obtain the technology competence.

After a series of aircraft noise measurements conducted in Noise Sensitive Areas(NSAs) in Gangwha Island, there appeared to be no regions affected by aircraft noise of over 75 WECPNL, the legal noise level standard for aircraft operations. However, with regard to the future environment where flight operations at Incheon International Airport are likely to escalate, an INM analysis result drawn shows that the number of regions afflicted by such noise will increase in Gangwha Island. Therefore, we studied similar cases from developed countries, which are pertinent to solutions for aircraft noise abatement in the vicinity of airports and herewith provided 6 more flight operation procedures other than those 3 currently in service at Incheon International Airport.

China and South Korea have effectively reached a free trade agreement. The deal now faces legal and parliament reviews in the two countries. We need to discuss the recommendations on XML conversion with UN / CEFACT electronic documents. To solve this problem of interworking between these standards, Two kinds of translation rules is proposed for exchanging to UN / CEFACT Tag smoothly. For development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard. Our principal focus is on facilitating national and international transactions, through the simplification and harmonization of processes, procedures and information flows, and so contributing to the growth of global commerce. The agreement with South Korea will be China's ninth bilateral FTA.
