Plan Research to Overcome Regionality of 5·18 Democratization Movement: Focusing on biased distribution of academic paper writers and journals (5·18 민주화운동의 지역성 극복을 위한 방안연구 -학술논문 저자와 학술지 편중분포를 중심으로 -)

  • 5.18 Gwangju Democratization Movement was approved as a legal democratization movement by president Kim Young Sam in May 1993 and was approved as a global recording inheritance by UNESCO in May 2011 for the honor of Gwangju citizens to be restored. However, assessment on this until today after 35 years of occurrence is not nationally unified and the mind of Gwangju maybe only remembered as pride by Gwangju. There are several factors of this continuing situation but this researcher thinks the biggest factor is that professionals reanalyzing the truth ascertainment fitting spirit of the times who are in charge of citizen education are intensively distributed in Jeolla-do and Seoul. Moreover, the journal unlikely assessing 5.18 have enemies in the assailant area during activity that unity is not taking place with divided assessments and trapped in Honam. This study judges that the reason the meaning of 5.18 is trapped in Honam and not nationally unified is because of the limit of "adversary system." Especially researchers who should analyze and explain this incident in a objective views are bias distributed (Gwangju Jeolla-do> Seoul>Gyeongnam) in hometown areas that the possibility of 5.18 meaning not being unified was focused. Academic research studies, journal writers, and publication locations are divided in this study to reveal they are bias distributed and reveal that there is possibility that this biased distribution of researches are becoming obstacles in overcoming regionality.

A Study on the Linkage Model of Community Elderly Protection System: Focusing on Long-Term Care Insurance for the Elderly (지역사회 노인보호체계의 연계모형에 관한 연구: 노인장기요양보험을 중심으로)

  • The purpose of this study is to explore the feasibility of establishing the elderly protection system for the elderly in the local community, and to explore the linkage model and action strategy. In Korea, there is a need to build a comprehensive elderly care system so that elderly people can have appropriate counseling and support programs in the community, as the elderly increase their diverse needs (leisure, housing, employment). In this study, we set up a linkage model of elderly care system and suggested two ways to practice it. First, it is suggested that it is desirable to focus on the formation of the elderly protection system in the community, and divide the practice process into three stages: organization, practice, and organization. Second, it is necessary to apply the long-term care professional manpower which can play a central role such as care manager and nursing care provider in order to apply the community organizing model of the elderly protection system and stable operation of long-term care insurance for the elderly. In addition, a social welfare council and a private network should be established to form a social welfare council, the establishment of related legal provisions, and the education of care managers. Therefore, it is necessary to establish basic data through this study, to establish diverse strategies and plans for the elderly protection system, and to promote it in a phased manner.

An Analysis of the Gap in Recognition between Managers and Experts regarding the Poisonous Substances Designation System (유독물지정제도에 대한 유해화학물질관리자 및 전문가의 인식도 분석 연구)

  • Objectives: Poisonous substances experts engage in policymaking regarding poisonous substances, whereas poisonous substances managers perform legal duties related to poisonous substances management systems at worksites. To understand and improve poisonous substances designation systems, it is necessary to distinguish the roles of these experts and managers. We further aimed to identify problems with poisonous substances appointment systems and provide basic data for their improvement by investigating the knowledge and recognition of the need for system improvement among managers and experts. Methods: To determine the $subjects^{\circ}{\emptyset}$ awareness of poisonous substances designation systems, a selfadministered questionnaire comprised of items on general characteristics and knowledge and recognition of the need for system improvement was issued. Data were analyzed via t-tests and ANOVA using SPSS v 16.0 Results: Regarding system comprehension, managers (n=213; mean 3.28, SD 0.63) significantly differed from experts (n=35; mean 4.08, SD 0.59) (P<0.001). No differences were found in recognition of need for improvement between managers (mean 3.11, SD 0.34) and experts (mean 3.24, SD 0.31). Significant differences in comprehension were found among managers by education level (P<0.05) and company size (P<0.05). Regarding industry type, comprehension was greater in the electrical/electronic and chemical/environmental industries compared to in other industries (P = 0.066). Comprehension was higher among those with five years or more of experience compared to those with less than five years. Regarding recognition of need for improvement, managers showed significant differences by company size (P<0.05). $Experts^{\circ}{\emptyset}$ comprehension showed no differences by general characteristics, while need for improvement differed according to work experience (P<0.001). Conclusion: The study found that the bigger the company size, the higher the level of comprehension by managers and the experts. In the case of both groups, where a higher comprehension of the poisonous substances designation system was evident, they recognized the necessity of its improvement.

  • The importance of information management has been emphasized in Korean construction industry, Both public and private have invested to establish and operate construction CALS, construction management (CM), computer integrated construction(CIC), and earned value management system(EVMS). A standard construction information classification system is essential to operate the systems mentioned above. Therefore, Korean government released Integrated Construction Information Classification System(ICICS) in 2001. However, the ICICS is not widely used in construction due to: 1) difficulty of changing existing system, 2) insufficient publicity of the ICICS, and 3) no legal binding force. Especially, participants in construction do not recognize applicability of the ICICS. This research surveyed the degree of recognition and utilization of the ICICS. This survey includes both customized classification systems used by companies and the ICICS and investigates the degree of utilization and drawbacks. The results show some construction companies use their own classification systems and the others use the ICICS prepared by the government. Furthermore, the degree of recognition is in sufficient. The degree of use in design management, specifications, cost and schedule management is very limited. The publicity and education are critical to induce the utilization of the ICICS. The necessity of revision was recommended based on pilot project study that is performed to measure the degree of application of ICICS on the projects. Therefore, this research proposes the measurement model for information application and analyzes the degree of utilization of the ICICS in different phases of construction.

A Study on Current State of Web Content Accessibility on General Hospital Websites in Korea (국내 종합병원의 웹 접근성 실태에 관한 연구)

  • In the study, we introduce the trend in domestic and foreign web accessibility, as well as the legal system that ensures web accessibility. Based on Korean Web Content Accessibility Guidelines (KWCAG)1.0, we investigated the web content accessibility of 80 tertiary health-care hospitals and general hospitals in Korea. We evaluated accessibility by combining accessibility-based criteria (ABC) with usability-based criteria (UBC). ABC was limited to an alternative text for Guideline 1, using a small number of frames and keyboard accessibility for Guideline 2. UBC checked the voice service (TTS), resizing text, providing multi-lingual websites, and disclosing web accessibility policy. KADO-WAH2.0 was used for representing the compliance rate. The evaluation result was a considerable improvement from previous results, even though the rate of compliance with web accessibility was generally insufficient. There was a significant difference between those medical centers which did and did not comply with web accessibility. Incidentally, many hospitals were found to have attempted to confront and come to terms with web accessibility. In future, the following factors are advisable for medical centers with publicity or public interest: they must employ active and aggressive promotion of establishment of independent accessibility guidelines to secure web accessibility, they should effect an improvement of the realization of web accessibility, there can be constant education and promotion, and there can be an institutional supplementation, as well as others.

The Analysis of radioactivity Concentration in drainage when using a radioactive Iodine (방사성옥소 사용 시 배수 중 방사능농도 분석)

  • Purpose With regard to the use of radioiodine in domestic medical institution, the case of exceeding the allowance of nuclear safety Act about radioactive concentration in drainage was found. Through understanding the cause of exceeding case and analyzing radioactive concentration in drainage, evaluating the relationship of the public waters in surroundings and usefulness. Materials and Methods From November 1, 2014 to April 30th, 2015, the research is aiming at domestic twenty hospitals for six months. By using a HPGe gamma-ray spectrometer(Canberra DSA-1000) and GENIE-2000 Analysis software for comparative analysis, measuring a radioactive concentration of radioiodine in drainage. Consequently, we confirm the excess of radioactive concentration of radioiodine in seven medical institutions. Results Conducting a survey of twenty hospitals and average radioactive concentration of radioiodine in drainage appears $42,100Bq/m^3$. The features of domestic hospitals where show a high radioactive concentration are a number of medical treatment patient when using radioactive iodine and the absence of private rest room. During I-131 whole body scan, the pretreatment procedure of urinating is considered emission of residual Iodine. In public waters, the cause of exceeding detect on radioactive concentration in drainage suppose a diagnostic radioactive iodine. Conclusion We confirm the importance of enhanced education, providing a safety control instructions and installing a private rest rooms for patients who injected a low capacity radioiodine. Also, constructing institutional and legal management system is considered about the Emission management standard in drainage.

Review on the Cooperative Policing System in Japan (일본의 민경협력치안제도에 대한 고찰 및 시사점)

  • In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

A Study on Recognition and Activation Plan of Occupational Therapists for Community Based Rehabilitation in Pusan·Ulsan·Gyeongnam Province (부산·울산·경남 작업치료사의 지역사회중심재활에 대한 인식도 조사 및 활성화 방안)

  • Objective : The purpose of this study was to investigate recognition and activation plan of community-based rehabilitation(CBR) by occupational therapists(OTs) in community rehabilitation center(CRC) and hospitals/clinics(HC) in Busan, Ulsan, and Gyeongnam province. Method : Frequency analysis, independent t-test and chi-squared test were performed with the SPSS 12.0 statistics package program. Result : CRC-OTs and HC-OTs were not significantly different in recognition was not significantly different in both groups. The need for involvement of OTs in CBR was very high in both groups. The suggested field for OTs in CBR were counseling for rehabilitation & information-providing, home-visiting rehabilitation, vocational rehabilitation, assistive device rental, education for disability prevention. It is required to establish CBR networking consisting of educational institutions for rehabilitation experts, local rehabilitation hospitals and clinics, and local government agencies as well as CRC and public health centers. Conclusion : CBR is recognized well by OTs in both CRC and HC and the involvement of OTs in CBR is highly needed by them. Activation plan for occupational therapy in CBR requires systemic and legal improvements.

A Course Development of the Marine Leisure Sport Policy (해양레저스포츠 정책의 발전방향)

  • The purpose of this study is to show a course development of the marine leisure sport policy in Korea. The preceding researches and the analysis on the actual conditions on marine leisure sport in Korea were conducted for this research. And analyzing the obstacle and development factors in marine leisure sport, the conclusions intended to provide the preliminary data on the marine leisure industry are as follows: First, as policy-based problems, there will be needs for the public perception improvement in the marine culture caused by the lack of publicity, the reflection reinforcement of the national policy on the marine leisure industry, the prevention of the overlapping investment for the national resources development in the marine industry and marine leisure sport complexes, and the reinforcement of the close networks with the developed countries. Second, as human-based problems, there will be needs for the new organization of the specialty agencies involved in the marine leisure industry field, the nurture of the capable specialists and the reinforcement and nurture of TF team for the infrastructure industry. Third, as facility-based problems, there appeared to be the expansion of the SOC related to the marine leisure, the ease of the laws and regulations for the development of the marine leisure facilities, the prevention of the thoughtless development caused by close cooperation system with the local government. Fourth, as law and institution-based problems, there appeared to be the abolishment of the regulation-centered laws involved in them, the prevention of the legal and institutional confusion caused by policy confusion. Fifth, as industry-based problems, there must be the expansion of the domestic supply and demand, the reinforcement of parts industry and the nurture of the license system for the mechanics on the vessels and the engines.

The Relationship between Released Offenders' Psychological Characteristics and Community Adaptation (출소자의 심리특성과 지역사회 적응)

  • This study was conducted to examine the influence of the psychological health of the released offenders on their adaptation to community. Researchers analyzed the survey data of 216 participants who received joint marriage support from the Korea Legal Protection and Welfare Corporation. The results showed that the education level, marriage status, and monthly income were having a positive influence on the community adaptation of the released offenders, and the higher the depression and inter-personality among the risk factors of psychological health, the more negative the community adaptation. A higher sense of self-esteem, a psychological health protection factor, has a positive effect on community adaptation while reducing the influence of risk factors, depression and inter-personality. In sum, high self-esteem can contribute to increasing social life satisfaction after release from prison, promote risk factors to positive life changes, suppress negative situations and increase the possibility of successful community adaptation. Although this study confirmed that self-esteem is the most important factor among psychological factors for successful community adaptation of inmates, it will require relevant follow-up research and multi-disciplinary support because psychological factors alone cannot solve the problem.
