In Korea, demand for the Social Overhead Capital(SOC) projects has tremendously increased since 1970's and is expected to keep growing to support national economic development as well as to enhance the quality of life. In these projects, project planning and feasibility study phase is one of the most critical phases because it determines the success of later phases. However, we have experienced trial and errors repeatedly such as cost overruns and schedule delays in many of the SOC projects. These problems can be prevented or at least expected in the earlier phase and it requires well-developed and standardized project planning process and systems before design, procurement, and construction phases begin. Therefore, the purpose of this research is to investigate current problems in this phase and provide framework for a model for the project planning management which can be used for the SOC projects to insure the whole project success.

This paper proposes not only the thresholding problem which has been one of the major problems in the pre-existing edge detection method but also the removal of blurring effect occurred at the edge regions due to the smoothing process. The structure of a given image is assigned as one of the three predefined image structure classes by evaluating its toll membership value to each reference structure class:The structure of an image belongs to the structure class which has the least cost value with the image. Upon the structure class assigned, noise removal and edge extraction precesses are performed, e.g., the smoothing algorithm is applied to the image if its structure belongs to the pure noise region class; edge extraction while removing the noise is performed simultaneously if the edge structure class. The proposed method shows that preventing the blurring effect can be usually seen in the edge images and extracting the edges with no using thresholding value by the experiments.
This study evaluates a novel scheme to trade sulfur dioxide emission permits subject to non-uniform rates. These rates are based on generators' marginal costs of compliance with environmental policy in a hypothesized least social-cost solution. This scheme is compared against the existing trading program used by the U.S. Environmental Protection Agency, featuring permits tradable one for one. Both policies are modeled to yield identical aggregate emissions. A numerical partial-equilibrium model of the U.S. energy industry is used to infer sulfur dioxide concentrations and health damages, as well as producer and consumer surplus, under the two policies. Regional pollution levels are found to vary across the two policies significantly. The system of exchange rates is estimated to outperform the uniform-trading scheme by $2.2 billion in industry profits and $2.1 billion in health damages, but to reduce consumer surplus by $6.7 billion. Paradoxically, exchange rates are thus estimated to lower total welfare by $2.5 billion. This is due to conceptual mechanism-design problems, as well as empirical issues.
This study attempted to identify the characteristics of chair design from furniture company, $K{\ddot{a}}llemo$, the furniture manufacturer in Sweden manufacturing mostly the limited edition of art furniture on the basis of the unique management philosophy. There are 12 artists manufactured chairs for $K{\ddot{a}}llemo$. Of them, this study selected 4 artists-Sigurdur Gustafsson, John Kandell, Komplot Design, Mats Theselius-who designed at least more than three chairs. Total 25 chairs were analyzed; 6 from Sigurdur Gustafsson, 8 from John Kandell, 3 from Komplot Design and 8 from Mats Theselius. The chair structure was divided into three parts, seat, back and structure and analyzed by material, color, type of legs and finishing. The following results were derived from the study. First, $K{\ddot{a}}llemo$ secured the regular customers who want to possess the chairs as the artistic works by continuing the small quantity mass-production system insisting that the maximum quantity of production is 360 pieces and the minimum quantity is 33 pieces. Second, the sufficient time and cost were invested in the initial phase of design. This approach seems to be deviated from the traditional business system that has to create the revenue at a glance, but ultimately induces the commercial success by exponentially increasing the revenue through the creation of various product lines. Third, $K{\ddot{a}}llemo$ provides the space that the artists who work for $K{\ddot{a}}llemo$ can sufficiently enjoy the mental composure and luxury required for the designers by strictly selecting the artists and providing the best environment for enabling the creative activities that look like the pure art area. This study enables the further analysis and research on other collections of $K{\ddot{a}}llemo$ that mass-produces the chairs on the basis of the unique philosophy in the world as well as in Sweden using more various kinds of analysis frameworks.

Recently, due to the gloalization of the industry environment and the consequent multi-national companies led by industrialized countries, fashion companies of newly industrialized countries are pursuing to globalize their businesses. This study conducted to review the global configuration of activities of the added value chain, the strategies to enhance global competitiveness, and global performance of value activities of Korean fashion companies. The data were collected from the survey by questionnaire on Korean fashion companies. The methods of analysis used in this study were regression, and descriptive statistics of the data. the results werw as follows. First, Korean fashion companies were undergoing diverse value activities through their foreign subsidiaries and overseas out-sourced companies in a wide spectrum of business activities ranging from design/planning o products to marketing/logistics. Second, the global competitive strategies that the Korean fashion companies were most focused on were the cost/productivity aspects. The efforts to differentiate the products from competitors, the efforts for innovation, an the efforts of growth were the next strategies. The strategy that was least emphasized was on seeking alliance with other business partners. Third, the result of the globalization efforts showed an overseas market growth of and average of 9%, and an average overseas market profit of 7.8%. The overall satisfaction on the result of the overseas market activities, and the rate of accomplishment of market targets were generally low.

While most of researches on the performance of high temperature grain dryer have dealt mainly with improving dryer capacity and drying speed during the last twenty years, energy efficiency, in fact, has not been emphasized. Current fuel supplies and energy cost have shifted the emphasis to reducing the energy consumption for grain drying while maintaining dryer capacity and grain quality. Since the energy input for drying is relatively large, the recovery and reuse of at least part of the exhaust energy can significantly reduce the total energy consumption in existing drying systems. Unilization of exhaust heat in grain dryer either through direct recycling or by a thermal coupling in heat exchanger have been subject of a number of investigators. However, very seldom research in Korea has been done in this area. Three drying tests(non-recycling, 0.22 recycle ratio, and 0.76 recycle ratio)were performed to investigate the thermal efficiency and heat loss factors of continuous flow type dryer, and to analyze the effect of recycle ratio (weight of exhaust air recycled/total weight of input air) on the energy requriements for rough rice drying. The test results showed that when the exhaust air was not recycled, the energy lost from furnace was 15.3 percent of input fuel energy, and latent and sensible heat of exhaust air were 61.4 percent and 11.2 percent respectively. The heat which was required in raising grain temperature and stored in dryer was relatively small. As the recycle ratio of exhaust air was increased, the drying rate was suddenly decreased, and thermal efficiency of the kerosene burner was also decreased. Drying test with 0.76 recycle ratio resulted in 12.4% increase in fuel consumption, and 38.4% increase in electric power consumption as compared to the non-recycled drying test. Drying test of 0.22 recycle ratio resulted in 6.8% saving in total energy consumption, 8.0% reduction in fuel consumption, and 2.5% increase in electric power consumption as compared to the non-recycled drying test.

Since the competitive market environment was introduced into the electric power industry, the structure of the industry has been changing from vertically integrated system to functionally unbundled and decentralized system composed of multiple (decision-making) market participants. So the market participants such as Gencos or LSE (load serving entity) need to forecast the market clearing price and thus build their offer or bidding strategies. Not just these market players but also a market operator is required to perform market analysis and ensure simulation capability to manage and monitor the competitive electricity market. For fulfilling the demand for market simulation, many global venders like GE, Henwood, Drayton Analytics, CRA, etc. have developed and provided electricity market simulators. Most of these simulators are based on the optimization formulation which has been used mainly for the least cost resource planning in the centralized power system planning and operation. From this standpoint, it seems somehow inevitable to face many challenges on modeling competitive market based on the method of traditional market simulators. In this paper, we propose a kind of new method, which is MAS based market simulation. The agent based model has already been introduced in EMCAS, one of commercial market simulators, but there may be various ways of modeling agent. This paper, in particular, seeks to introduce an model for MAS based market simulator.

In this study, the design methodology for alleviating the overfitting problem of Polynomial Neural Networks(PNN) is realized with the aid of two kinds techniques such as L2 regularization and Sum of Squared Coefficients (SSC). The PNN is widely used as a kind of mathematical modeling methods such as the identification of linear system by input/output data and the regression analysis modeling method for prediction problem. PNN is an algorithm that obtains preferred network structure by generating consecutive layers as well as nodes by using a multivariate polynomial subexpression. It has much fewer nodes and more flexible adaptability than existing neural network algorithms. However, such algorithms lead to overfitting problems due to noise sensitivity as well as excessive trainning while generation of successive network layers. To alleviate such overfitting problem and also effectively design its ensuing deep network structure, two techniques are introduced. That is we use the two techniques of both SSC(Sum of Squared Coefficients) and $L_2$ regularization for consecutive generation of each layer's nodes as well as each layer in order to construct the deep PNN structure. The technique of $L_2$ regularization is used for the minimum coefficient estimation by adding penalty term to cost function. $L_2$ regularization is a kind of representative methods of reducing the influence of noise by flattening the solution space and also lessening coefficient size. The technique for the SSC is implemented for the minimization of Sum of Squared Coefficients of polynomial instead of using the square of errors. In the sequel, the overfitting problem of the deep PNN structure is stabilized by the proposed method. This study leads to the possibility of deep network structure design as well as big data processing and also the superiority of the network performance through experiments is shown.

The purpose of this study was aimed to analyze factors affecting on continuous intention to use of Smartphone based on the innovation diffusion theory. Also, by using the demographic characteristics were compared whether the difference in the loyalty on between user group of iOS and Android platform. Predictor factors were selected innovation, convenience, economic cost, social influence, communication channel, compatibility and complexity suggested on the innovation diffusion theory. Participants of this study were 278 Smartphone users in Busan city and Gyeongnam province in accordance with convenience sampling. IBM SPSS Statistics 19 were employed for descriptive statistics, Smart PLS(partial least squares) was employed for confirmatory factor analysis and path analysis of casual relationship among variables and effect. Analytical results show that all paths except path from complexity to the continuous intention to use and loyalty are significant. The comparison loyalty on between user group of iOS and android platform are significant. This study suggests practical and theoretical implications based on the results.
Background: Substantial empirical research has shown conflicting results regarding the influence of organizational external factors on construction risk management, suggesting the necessity to introduce a moderator into the study. The present research confirmed whether rules and regulations matter on the relationships between organizational external factors and construction risk management. Methods: Based on discouragement and organizational control theory, this research examined the effects of organizational external factors and rules and regulations on construction risk management among 238 employees operating in construction companies in Abuja and Lagos, Nigeria. A personally administered questionnaire was used to acquire the data. The data were analyzed using partial least squares structural equation modeling. Results: A significant positive relationship between organizational external factors and construction risk management was asserted. This study also found a significant positive relationship between rules and regulations and construction risk management. As anticipated, rules and regulations were found to moderate the relationship between organizational external factors and construction risk management, with a significant positive result. Similarly, a significant interaction effect was also found between rules and regulations and organizational external factors. Implications of the research from a Nigerian point of view have also been discussed. Conclusion: Political, economy, and technology factors helped the construction companies to reduce the chance of risk occurrence during the construction activities. Rules and regulations also helped to lessen the rate of accidents involving construction workers as well as the duration of the projects. Similarly, the influence of the organizational external factors with rules and regulations on construction risk management has proven that most of the construction companies that implement the aforementioned factors have the chance to deliver their projects within the stipulated time, cost, and qualities, which can be used as a yardstick to measure a good project.
