In this study, we designed and developed a tool to help teachers select and develop effective performance assessment criteria considering characteristics of individual learners. Using this tool, we can analyze preferences of teachers and characteristics of students for each rubric by exploring the classification and association rules through data mining. Those findings can give us guidelines and insights for the development and the selection of performance assessment criteria. The classification rules found are used for the learner-centered evaluation reflecting learners' interests, capabilities, and circumstances. Association rules found are utilized for analyzing teachers' preference, which enable to reduce time and efforts for the development and selection of rubric. Also, this tool supports creation, change, and selection of teachers' rubric linked with the performance assessment of NEIS(National Education Information System).

In foreign language, vocabulary is the most essential and fundamental elements. Traditional language learning methods that are to understand and to memorize the English contents can only be obvious limitations. In this paper, we proposed the speaking-centered learning methods based on cognitive strategies and speech recognition considering the learner characteristics. We have designed and implemented the cognitive strategy-based speaking training system for acquisition elementary English vocabulary. We were divided into control group and the experimental group and applied to the system to analyze the learning effect. The result of Analysis, the proposed system is increased motivation and achievement of learners. In addition, the proposed system is improved an academic learning participation, Project accomplish, self-interesting and leadership skills. Through this study, we expect that students improve the ability of practical skills in speaking English.

To nurture skilled IT professionals required in the 21st information society, we have been faced to the need of learner-centered open lifelong education through the e-learning system that crosses the boundaries of time, space and geography. The object of this research is primarily as-is analysis of the IT contents in present cyber institutions, then making out the basic research data by to-be analysis and international standardization trend through benchmarking. Eventually this research intends to produce a prototype of the contents especially for the subjects related to the IT which is based on the modeling of e-Learning standard contents development model. It is possible that the final output of this project is used for the contents producing and operating data in cyber universities and institutions. This output also enhances the international competitiveness by the standardization and presents a standardized guideline to the domestic cyber education institutions.

New teaching and learning theory on various aspects about class is needed to implement education which reflects constructivism, ideally. For an ideal learner-centered mathematics class, tangible and intangible elements related to education(view of knowledge, view of leaner, teacher's role, evaluation, the form of class, learning, teaching material, etc.) should be integrated from a constructive perspective and especially, teaching material has to be premised on that learners have intellectual abilities to construct knowledge themselves, and reflect integrity of knowledge, diversity and others, and contain open attributes. In addition to this, teaching material should have characteristics different from those when objective epistemology applies, so there is a need to analyze whether teaching material has those characteristics. The purpose of this study was to analyze the pre-service teachers' perception for education paradigm and teacher's teaching competency in the fourth industrial revolution era. For this study 53 pre-service teachers participated in the discussion instruction during one semester. The study result was to analyze the discussion reports of pre-service students using the grounded theory approach. As a result, the pre-service students responded that the school needs to change the learner-centered education and assessment method in the fourth industrial revolution era. Secondly, the result of the teachers' teaching competencies was the integrated curriculum reconstruction, information processing, empathy and understanding, creative teaching and instructional design, collaboration and communication. This study is expected to contribute to the change of education paradigm for pre-service teachers in the fourth industrial revolution era.

The purpose of this study is to define On-line Video Syllabus Template which is based on adaptive mode with interaction.A syllabus has the significance as a teaching and learning plan. However, it has not only been considered as a formal document, has also been limited into a simple query since it has been made into a fragmentary structure, lacking of link between other services and reuse. Additionally, this paper is aimed to design three-dimensional syllabus which makes it possible to provide students with practical information related to teaching and learning and share it with teachers and students. The following is the technique proposed in this paper. It is made to be served for the Syllabus centered on teaching and learning, which is including the definition of hierarchy structure, the media contents application according to the learner's preference and real-time variation function. On-line Video Syllabus provided through LMS has availability and credibility of teaching and learning, in that it enable increased utilization by strengthening convenience.

IPTV, a convergence service of broadcasting and communication, draws an attention as an educational media that provides various advantages including top quality of screen, easy access, and protection from harmful contents. In addition, a successful IPTV learning requires learners' active participations. Yet, the research on educational applications of IPTV is at the early stage focusing on teachers and developers' perspectives. Therefore, the present study conducted a survey on learners' current IPTV usage and intentions to use. Reflecting the results of the survey, we developed learner-centered IPTV learning scenarios based on self-regulated learning strategies and suggested its implementations.

The main purpose of this study was to analyze the general informatization situation of North Korean defectors and to study the characteristics and needs of the learners in order to provide the directions of information education for them. The results of the study showed the following characteristics of the North Korean defectors: They are slow learners due to the fear of new devices, have difficulty in learning due to the unfamiliar language of information and English, and indifferent when the situation is not related to themselves. Based on these learner characteristics and needs, this study suggests the strategies of step-by-step repetition, use of North and South Korean dictionary of the information terminology, apply job-centered and communication abilities, and suggested a four-element STEP model. Raising the level of informatization of North Korean defectors will help establish a successful settlement to South Korea. This will be a valuable foundation and a stepping stone for the future unification of Korea.

It is well-known that inducing learner's spontaneous participation and teacher-student interaction are highly efficient way of teaching and learning. The traditional one-sided, teacher-centered lecture seemed to be inefficient systematically to support the interaction in classroom. Recently, the government was planning to provide the students with Tablet as a part of the informatization project, but it ended up providing only the content of the lecture, not allowing the interaction to occur in classroom. In this paper, we propose a system which aims to support interaction between a teacher and students by utilizing the Web server and Tablet.

The 7th curriculum sets a basic direction based on learner centered teaching, with the aim of allowing students to develop their mathematical ability. Teachers' manuals are provided to help teachers fallow the basic direction and achieve the curriculum aims, but in practice they are not always helpful. Therefore, we reconstructed parts of a teachers' manual. This involved analyzing the contents of units 6, 7 and 8 of the elementary mathematics textbook 4 na to identify and outline the problems; introducing more detailed teaching methods and activities; and developing teaching learning materials. We tested the new version in several real classes and analysed the responses 6f teachers and students to examine the possibility of its practical use. The results suggest that the reconstructed version of the teachers' manual for units 6, 7 and 8 of textbook 4 na is of greater practical utility.
