Background and objective: A biosphere reserve is a complex concept that combines the preservation of biodiversity and the sustainable development with the region, outstanding ecosystems with worth conserving in worldwide. The purpose of this study is to suggest the way of zoning that can perform the functions of conservation, development, and logistics support of biosphere reserves. Methods: To meet the purpose of this study, the designation criteria, restrictions, and permissions of the protected area specified in the law for domestic protected areas were reviewed to classify the functions of a biosphere reserve. Results: Through this classification, 10 domestic protected areas with high ecological protection value, such as the natural beauty of the ecosystem, biodiversity, and habitats for wild animals and plants were derived as the core areas of the biosphere reserves. Also, a total of 21 protected zones that can function as a buffer to protect the core of the natural ecosystem from indiscriminate development such as resource protection, recovery, pollution prevention, and improvement were derived as appropriate sites for a buffer. In the review process, issues such as different behavioral restrictions and ranges of permission due to the application of different laws were identified, if two or more protected areas exist within one of the protected areas, there is a protected area that does not meet the criteria for designating use zone, or where behavior restrictions do not meet the zoning criteria of biosphere reserve, under the laws of domestic protected areas. Conclusion: Although this study was not able to carefully review most of the laws on domestic protected areas that are linked to other laws, it was able to categorize appropriate domestic protected areas that can act as the core and buffer zones of biosphere reserves.
This study was carried out to clarify the distribution of vascular plants and their usefulness in Geommasan of Gyeongbuk (1,017m, $36^{\circ}\;42^{'}\;30.0^{"}{\sim}36^{\circ}\;45^{'}\; 30.1^{"}N,\;129^{\circ}\;12^{'}\;30.0^{"}{\sim}129^{\circ}\;18^{'}\; 00.0^{"}E$). The vascular plants collected 11 times (from April 2004 to October 2006) were consisted of total 513 taxa; 91 families, 318 genera, 424 species, 3 subspecies, 73 varieties and 13 forms. Among them, edible, medicinal, industrial, ornamental and unknown of usefulness plants were 243 taxa, 307 taxa, 122 taxa, 85 taxa, 77 taxa, respectively. Korean endemic plants of this area were 11 taxa, and Law-protected plants by Ministry of Environment were 4 taxa, The naturalized plants were 21 taxa, therefore naturalized ratio was 4.1%, and Urban index 7.5%.
This study was carried out to clarify the distribution of vascular plants and their usefulness in Irwolsan of Gyeongbuk $(1218.5m,\;36^{\circ}\;45'\;00'\~36^{\circ}\;50'\;10'\;N,129^{\circ}\;02'\;50'\~129^{\circ}\;09'\;00'E)$. The vascular plants collected 16 times (from May, 2002, to May, 2003) were consisted of total 740 taxa; 105 families, 381 genera, 618 species, 6 subspecies, 104 varieties and 12 forms. Among them, edible, medicinal, industrial, ornamental and unknown of usefulness plants were 315 taxa, 428 taxa, 100 taxa, 84 taxa, 201 taxa, respectively. Korean endemic plants of this area were 22 taxa, and Law-protected plants by Ministry of Environment were 6 taxa. The naturalized plants were 27 taxa, therefore naturalized ratio was $3.6\%$, and Urban index $9.7\%$.
Protected Flora are natural heritage that involve a wide variety of valuable natural values and cultural values. Over time, "Cultural Properties Preservation Law" has been changing the definition and the criteria of Protected Flora. In addition to the academic value and the rarity of the plant, historical, ethnic and landscape values have become increasingly important. For that reason the declaration and management processes of the Protected Flora need to be improved. However, the current statute has focused on the morphological characteristics of the plants which have a limit to encompass various values of the plant. It also does not correspond to the definition of Protected Flora and its declaration criteria stated on the "Cultural Properties Preservation Law." For this reason, the main purpose of this study is to develop new types of Protected Flora so that various Protected Flora can be discovered in the future.

Forests are one of the basic assets nearest our daily lives that provide the foundation of life necessities, culture and even survival. These assets pervade local residents' lives as culture and the necessities of life, and they will be handed down to posterity. Therefore, this study was conducted to carry out a field survey on old trees, plant communities and forests in the southern coastal areas in Korea, where not many surveys were not conducted on the forest cultural assets, further examining a possibility that some of the trees should be designated as law-protected. As for the survey of plants, this study investigated 80 different spots of old trees, plant communities and forests, located in 11 cities and counties in Gyengnam Province and Jeonnam Province adjacent to the southern coast of Korea. To measure the health and actual maintenance conditions of old trees and plant communities objectively, the standard of judgment was established through the brain storming of experts. As a result of the field survey, out of all the old trees and plant communities that are not law-protected, this study selected old trees and plant communities that are in good health and likely to pass the standard of designating law-protected trees according to the Established Rule 574 of the Korea Forest Service Regulation. As for the plant community and old trees likely to be law-protected, this study judged that the torreya forest in Naneum Li, Namhae and old trees in 13 spots, in cluding so-called 'Couple Pine Tree' in Pyeongsa Li, Hadong, have a high possibility of being designated as a law-protected plant community and old trees. As for the species of old trees, there were 3 zelkova serrata trees, 3 celtis sinensis persoon trees, 2 pinus densiflora trees, 1 castanopsis cuspidata tree, 1 salix chaenomeloides tree and 1 machilus thunbergii tree found in the survey areas. Overall, this study judged that those old trees and plant communities require a national systematic maintenance by being designated as law-protected ones, and their values should be handed down to posterity as our forest cultural assets.

Among them, edible, medicinal, industrial, ornamental and unknown of usefulness plants were 248 taxa, 263 taxa, 98 taxa, 138 taxa, 98 taxa, respectively. Korean endemic plants of this area were 13 taxa, and Law-protected plants by Ministry of Environment were 2 taxa, and the special plants species based on floral region by Ministry of Environment were 22 taxa in grade III category, 13 taxa in grade IV category, 6 taxa in grade V category, rare plants were 2 taxa in critically endangered (CR), 4 taxa endangered species (EN), 7 taxa vulnerable (VU), the naturalized plants were 18 taxa.

Korean endemic plants of this area were 5 taxa, and Law-protected plants by Ministry of Environment were 1 taxa, and the special plants species based on floral region by Ministry of Environment were 5 taxa in grade III category, 1 taxa in grade IV and grade V category. The naturalized plants were 15 taxa, therefore naturalized ratio was 3.5%, and urban index 5.5%.
This study was carried out to investigate the flora of Is. Gageo (Jeollanam-do). The vascular plants were collected 13 times (from June 2008 to September 2011), and 465 taxa in total were identified, including 112 families, 301 genera, 402 species, 3 subspecies, 49 varieties, 9 forms and 2 hybrids. 171 taxa were first records for the region. Among them were seven taxa of Korean endemic plants and the Ministry of Environment-designated plants, which should be protected by the wildlife protection law, were identified as three taxa. There were 54 taxa of the flora with the levels III, IV, V in the floristic indicator plants which was designated by Ministry of Environment. The naturalized plants were identified as 29 taxa, and their naturalization ratio and urban index were found to be 6.2% and 9.0% respectively. There existed many kinds of plants resources having conservational value like $Loxogramme$$salicifolia$, $Sarcandra$$glabra$, $Osmanthus$$insularis$, $Saussurea$$polylepis$, $Carex$$ligulata$ var. $austrokoreensis$, $Hosta$$jonesii$, $Cyrtosia$$septentrionalis$, etc., in this area. As therefore clear that appropriate plans to conserve the natural habitat of Is. Gageo must be made immediately.

This study was carried out to investigate the vascular flora of Mt. Munsu. The vascular plants collected in 13 times(from Mar. to Oct. 2009) were identified as 511 taxa in total, including 113 families, 332 genera, 445 species, 5 subspecies, 46 varieties, 5 forms. Among them, 6 taxa of the Korea Forest Service-designated rare & endangered plants and the Korean endemic plants were identified as 2 taxa. Based on the list of approved for delivering overseas of plants, 6 taxa were recorded in the investigated area. The Ministry of Environment-designated plants, which should be protected by the wildlife protection law, were identified as 2 taxa and 39 taxa of specially designated plants by the Ministry of Environment. The naturalized plants were identified as 53 taxa, and their naturalization ratio and urban index were found to be 10,3%, and 18.5% respectively. There existed many kinds of plants resources having conservational value like Ranunculus trichophyllus var. kadzusensis, Jeffersonia dubia etc, in this area, but there remains a fear of nature destruction's acceleration due to indiscriminate human development and access of a lot of visitors, so it is judged that there should be a management plan, such as a limit on the number of visitors or rest-year-system for restoration of nature.
