The Feasibility Analysis of Urban Public Rental Housing in Korea (도심형 공공임대주택의 사업타당성 분석)

  • Korean government has launched a new public rental housing policy for younger generation suffering from instable housing conditions in CBD area. This paper is to analyze the financial feasibility of urban public rental housing projects, based on its cash flows. Urban rental housing projects should find out the way to reduce costs and to secure cheap land, because of the high land price in CBD area and complex relationship of legal rights. Project types are categorized by the land acquisition method and district characteristics. For 10 sample projects, financial feasibility was analyzed. Cash flows were calculated on the design plan and 16 scenarios were made by combining 4 important variables. The variables are increase rate of land price, increase rate of monthly rents, ratio of public and market rents, and the interest rate of National Housing Fund. The findings are as follows. Government land rent-type can reduce initial costs because it is not necessary to buy land. However, total NPV is lowered at the time of liquidation due to the land return. Private land acquisition-type require more initial costs. But the NPV at liquidation time increases with land disposal. To improve financial feasibility, acquisition-type should be preferred in high land-price area and rent-type should be preferred in low land-price area. Among influencing variables, the rate of increase in land price and the ratio of public and market rents turned out to be the most important. Although the ratio of public and market rents can be controllable, high ratio will cause the burden of tenants. Therefore, interest rate adjustment of National Housing Fund is more desirable.

Price Competition in Korean Retail Gasoline Market: Focusing on Spatial Effects (국내 주유소 시장의 휘발유 가격경쟁 분석: 공간 효과를 중심으로)

  • Purpose - This study conducts an empirical analysis on gasoline pricing of Korean retail gas stations focusing on spatial effects. Unlike previous studies, the study uses an official land price for a proxy of the importance of location, and also allows the spatial effects from other competing gas stations as well. Research design, data, and methodology - In collection of data, we obtain more abundant data than those of previous studies. The gasoline prices used in the study are 909,084 observations as daily data from January 1 to July 31 of the year 2016. A proxy for the land price is collected by linking official public land price data with address information on each gas station. For the estimation, the study employs the Panel Spatial Dubin Model to make the best use of the collected location information. Results - As expected, spatial properties of gas stations have significant effects on the gasoline price. As the price per square meter increases by 100 thousands won, the price of gasoline rises 9 won per liter. Among other characteristics, the price increases by 16 won per liter if the station has a convenience store, and about 5 won if it has a car wash service. Gasoline price in Singapore accounted for 26% of variations in domestic gasoline prices. SK Energy and GS Caltex are the top brands in terms of price. The study also finds prices and other important properties of competing gas stations have significant effects on others' prices. Prices of competing gas station have a positive relationship with those of others. If a competing gas station raises the price, the gas station also raises the price, and lowering the price lower the price. Among brands, GS Caltex has the greatest downward pressure on nearby gas stations. Conclusions - The study confirms that location value of gas stations affect their gasoline prices, and the prices of the competing gas stations also have a significant effects on their prices. It suggests that the prices in the competing retail areas tend to be synchronized with each other.

  • Recently, ever-growing land price has caused public projects to come to considerable deadlocks. Up to date, project principals have relied upon mandatory expropriation policy or other relevant policies in order to procure land sites required for public projects in a short period, but these policies have brought about collective resistances and civil appeals from land owners and cause land compensation price to rise, resulting in delayed progress of public projects. Therefore, land banking system is enforced to resolve these issues. Successful implementation of land banking system requires purchase of sufficient land sites at affordable price so as to execute public projects and control real estate market. However, current version of Land Banking Act reveals several questions as contrary to public expectations in the days of its introduction. This study sought to make further analysis on the whole content of current legal system concerning land banking system. And based on the analysis, this study explored possible solutions for problems that hinder land banking system from its stable operations, so that this land banking system could contribute to resolving land problems by active promotion of public projects as originally intended and by the stabilization of land market based on balance control between supply and demand of land.

  • Urban residential area, one of the main subjects of urban and architectural studies, can be analyzed accurately and rapidly with CIS. (Geographic Information System) And the applications of GIS in urban studies are too macro to be explained in architectural terms and the ones in architectural studies are not so much active rather be used as a secondary means. So the studies in urban-architectural scale are very useful in many ways. This study explores urban-architectural possibilities of analytic capabilities of GIS through the analysis of spatial characteristics of residential area in terms of land price according to parcel attributes. It is found, firstly, that the parcel attributes have relations with land price and its distribution patterns. Secondly, it is verified that the visualization capability of GIS can be a very useful method of analysis through user-interface effects in urban-architectural scaled analysis.

  • The aim is to get comprehensive view point for the price of apartment. Apartment construction cost is the sun of land cost and building cost. Land price reflects the value of location where building stands. When the gap between price and affordability is narrow enough, effective demand promote apartment construction. The today's trends of rising price, which began in apartment housing, spreads to real estates market and finally overall consumer price. Problem is that price is decided only by supplier's interest. Equilibrium-pricing is common process in housing market. However it is important to review hedonic price and the factor of housing services and focused on the affordability of demanders. AHP analysis was used to study real needs and preference of demanders and dealt with 200 interviewees with brief checklists. We found that social factor is more important than building cost or site development. Especially location of apartment is most important to affect environment quality and accessibility to facilities.

  • This study empirically analyzed the determinants of the assessment ratio (hereinafter 'AR') based on a total of 2,129 sales cases of forests in Gwangju, Gyeonggi-do. The main findings of this study through multiple regression analysis are summarized as follows. First, this study shows that regional characteristics have significantly different effects on the AR of forest land prices. Specifically, there was a significant difference in the AR depending on the location of the parcel by sub-region and the ratio of residential area, and the higher the number of development plans in progress, the more likely the officially assessed land price will be formed close to the sale price. Second, this study analyzed that location characteristics such as the proximity of the inner and outer center of the jurisdiction and traffic accessibility had a significant influence on the determination of the AR. Third, this study identified significant differences in AR depending on detailed factors such as planning management areas, production management areas, conservation areas for mountain, conservation areas for nature, and restricted development areas as land use and regulatory characteristics of forest lands. Fourth, this study found that land characteristics are a significant factor influencing the AR as an individual factor in forest land.

An Urbanization Effect of Ruralto-Urban Land Conversion Under the Uruguay Round Agricultural Free Trade Policy : The Case of Korea (UR농산물개방에 따른 도.농 토지전용의 공간적 파급효과)

  • This study begins with a question of what spatial impact international trade policy would have following the Uruguay Round, particularly focusing on agricultural trade liberalization in Korea. Based upon the neoclassical urban economic model, it first identifies the channel in which agricultural market opening can ultimately affect both rural and urban are as; $\circled1$ Free trade will depress domestic price of agricultural products, $\circled2$ which will in turn depreciate agricultural land price. $\circled3$ The decrease in marginal supply cost for urban land will then facilitate urban sprawl, provided that the government relaxes restrictions on urban-rural land conversion. Theoretical analysis is further refined by empirical considerations that distinguish agricultural land value solely for production purpose from that for future urban, uses, and that distinguish the urbanization effect caused by the fall in the supply cost of urban land from that caused by the existing high level of demand. Utilizing the estimate of bid-price for paddy field derived from the revenue-cost relationship of rice production, simulation results show that the urban-rural boundary under trade liberalization can expand outward up to 70-85km radius in the Seoul metropolitan area, suggesting the emergency of a metropolis or even a megalopolis which extends from Seoul to the central part of the country. Since the geographic extent of urbanization effect can vary depending upon the urban spatial structure, however, it is recommended that the redevelopment option in the built - up area should always be tied up with the issue of whether to deregulate rural-to-urban land conversion.

Land-use Enhancement Benefit According to Flood Safety (치수안전도에 따른 토지이용의 편익 분석)

  • This study analyzed the effect of land-use enhancement benefits with the flood safety which it is not quantified in the flood damage analysis, Korea. The land-use enhancement benefits mean the enhancement of land-use value according to the rise of flood safety of the protected area by the flood control projects and we performed the analysis of land-use enhancement benefits with the publicly announced land price which can objectively represent the land-use value of a specific area. We verified the statistical significance of the floating rate of land price according to the effects of flood control projects and the characteristics of a river through the analysis of variance. As a result of the verification, the increase of land-use value was represented by the net annual average floating rate of land price. The flood safety was classified as flood damage potential and flood prevention capacity. The flood damage potential was classified according to the rate of urbanization and flood prevention capacity was represented by the conditional annual non-exceedance probability obtained from the frequency analysis with uncertainty for the flood discharge. The study areas were small urban cities and we calculated the conditional annual non-exceedance probabilities of 200-year flood event for the levees constructed with the conditions of 10- and 50-year design frequency. The result was shown that the net annual average floating rate of land price would be raised nearly 5 times for 10%-increase of the conditional annual non-exceedance probability in small city areas.

A Study on the Horizontal and Vertical Equity of Officially Assessed Land Price in Seoul (공시지가의 형평성에 관한 연구 - 서울특별시를 중심으로 -)

  • Officially assessed land price has been the index of South Korea since 1989 throughout different sectors of tax and welfare. Officially assessed land price is used as a tax valuation for the tax on property holdings, and the equity of such is the most important factor in the fair taxation for the people of South Korea. On this wise, this research analyzed and verified the horizontal and vertical inequity of officially assessed land price in Seoul by using the real transaction data between 2016 and 2018. In fact, Seoul's assessment ratio for the entire three-year period was 60.64% and it showed to increase each year. Horizontal equity was found to be most favorable in 2017, and the horizontal equity of each borough of Seoul appeared to improve each year. Vertical inequity was found to have reverse inequality in most boroughs of Seoul, however, some parts of Gangnam districts such as Gangnam-gu, Seocho-gu, and Gangdong-gu presented progressive inequality. Such example showed the need for improvement in terms of balance by each borough. The use of quantile regression demonstrated reverse inequality in most quantile, but, the differences in the value of the coefficient by each quantile showed the need for improvement of officially assessed land price with the equity of each quantile. Through the equity verification of officially assessed land price, it was analyzed that the lack of equity was found by year, by borough, and by use district. In order to redeem the lack of equity, the government must systematically supplement the real-estate disclosure system by initiating ratio studies to verify horizontal and vertical equity.

Exploring the Relationship between Designating of Disaster Preventing Zones and Land Prices - The Case of Seoul (방재지구의 지정과 토지가격과의 상관성 분석 -서울특별시 방재지구를 중심으로)

  • Disaster Preventing Zone (DPZ) is one of the zoning for land use regulation. Though the purpose of the designating of DPZs is to improve the area be safer, people has the negative recognition on DPZs. They think DPZs are regulation to restrict the actions and finally causes decrease on the land price. In this context, the aim of this study is to investigate the correlation between the designation of the DPZs and the land price of the DPZs in Seoul Metropolitan City. We applied the Difference in different (DID) which is one of the research methods to verify the cause and effect of specific policy. As a result, it was found statistically significant that land price of parcels designated as DPZs was 420,000 won higher than those not designated. The same results were obtained when the land characteristics were added, and the robustness of the model was indirectly confirmed. Based on the results, the designating of the DPZs was contrary to the expectation. Although it is necessary to analyze the result of the study more microscopically, It will be necessary to change the perception that it will decline.
