As facilities performing the production, processing, preservation, and shipment of agricultural products; agricultural facilities are categorized into planting facilities and livestock facilities based on the management target. Agricultural facilities are set in farmlands, and facility users mainly complain about the legal or institutional restrictions on farm rather than their own facilities itself. From 2009 to 2012, the Ministry of Agriculture Food and Rural Affairs (MAFRA) published the "Casebook of farmer Complaints on Farmlands" in order to help answer farmers' questions and support public workers' workloads. However, contents related to agricultural facility installed in farmland are currently not dealt with in particular. Among agricultural facilities, demands of property rights with livestock facilities have risen due to construction permissions, operational restrictions, and high initial investment costs; and relevant laws were revised and are now being executed. However, for planting facilities such as mushroom facilities, ginseng facilities, and greenhouses; farmer complaints related to property rights are constantly increasing because revisions to relevant laws are not being made despite the rising diversity of construction materials through technical developments as well as the rising scale of assets-i.e. mechanization, automation, and the application of New Regeneration Energies according to capital influx. In this study, the current state of relevant agricultural facility legislation were organized and their drawbacks deduced in order to propose improvements of Agricultural Facility Legislation. The result of interviewing with public workers and farmers show that agricultural facilities should be regarded as extensions of farmlands rather than as facilities built in land where development actions were being taken. Alternatives able to reflect these opinions were suggested through expert consultation.

In 2008, the Development Impact Fee Zoning has been newly amended and added to the existing National Territory Planning Act. Since the beginning of 2009, many local governments nationwide started to adopt the law as a powerful tool to prepare the prescirbed masterplans for the installment of adequate infrastructure and to procure the financial resources to realize the plan. The study, in this context, tried to build gridded population data and analyzed the population cells that exceed the legal criteria of population increase rate required by the law over the case area of Sooyoung-Ri in Hwasung City. The study further probed to group the selected population cells in five specified increasing steps on which the alternative impact fee zones are built. Throughout the process, the study could properly set a reasonable impact fee zone and suggested a practical examples of the final zone specification applicable by the localities.

The purposes of this paper are to review the shifts and changes in urban planning environment, and to grasp how the new 'National and Urban Planning Law' accommodates these changes. In order to accomplish proposed schemes, I suggest that the following three details should be considered for the proper way of Urban Planning Information System(UPIS) from the beginning stage. First, new techniques are required to realize the new concepts in 'National and Urban Planning Law' with GIS and constructed DB by NGIS, as planning support systems. Second, the status of UPIS rises to the highest status among land-related information systems. Third, to adapt the UPIS to the decision support system, the restructuring of urban planning itself should be proceeded under considering the changes of concepts, paradigms and techniques.

In this study, for cadastral surveying specified in current relevant legislation, regulations of allowable error tolerance and applicable equipments, accuracy in the relevant regulations and applicable regulations were comprehensively studied. Based on them, the objective was to develop performance standard for cadastral surveying equipments satisfying allowable error tolerance of cadastral surveying specified in the special law for cadastral re-survey. The study results are as follows. By comparing current legislation for performance and allowable error tolerance of applicable equipments with provisions of the special law for cadastral re-survey, analyzed were where performance of equipments needs to be improved on cadastral re-survey project. Based on them, as primary control point surveying and detail surveying were separated, performance standard of equipments were presented. Results of this study may be utilized as basic materials for supply and demand program of surveying equipments on establishment of the basic plan for cadastral re-survey project.

Cracks, which account for the largest proportion of defect lawsuits in apartment buildings, are not clear on the criteria for defect determination, so judgments about defects are mixed. Interlayer cracks, which account for most of the crack defect judgment amount, tend to be judged as defects regardless of the crack width or condition, and repair methods are mostly set uniformly. This starts from the problem that the standards of the Ministry of Land, Infrastructure and Transport and the Construction Appraisal Practice, which the courts use as standards, do not match. It is necessary to establish a defect determination standard that can be applied to all stakeholders through the amendment of laws and the revision of the Court Appraisal Practice. In addition, it is necessary to apply the crack repair method according to the width and condition of the interlayer crack. If the defect determination and the application of the repair method for cracks are rationalized, it could serve as an opportunity to change the current trend of defect disputes that rely only on litigation.
Recently, the Supreme Court of Korea delivered a milestone judgment about air related multimodal transport. At there, the mattered cargo, some expensive jewellery, was transported from Qingdao, China to downtown office of consignee at Seoul via Incheon airport in Korea. As an air waybill was issued in this case, there was an air transport agreement between consignor and air courier operator. After arriving at Incheon airport, the shipment was transport by land arranged by the air courier operator, who was a defendant in this case. Upon arriving at the final destination, it was found that the jewellery was lost partly and based on circumstantial evidence, the damage presumed to be occurred during the land transport. As a subrogee, the insurance company who paid for consignee filed an action against the air courier operator for damage compensation. Defendant contended that Montreal convention should be applicable in this case mainly for limited liability. The lower court of this case confirmed that applying the limited liability clause under Montreal Convention is improper under the reason that the damage in this case was or presumed to be occurred during surface transport. It was focused on the Montreal Convention article 18 which says that the period of the carriage by air does not extend to any carriage by land, by sea or by inland waterway performed outside an airport. However, the Supreme Court overturned the lower court's decision. The delivered opinion is that the terms of condition on the air waybill including limited liability clause should be prevailed in this case. It seems that the final judgment was considered the fact that the only contract made in this case was about air transport. This article is for analysis the above decisions from the perspective that it is distinguishable between a pure multimodal transport and an expanded air transport. The main idea of this article is that under the expanded air transport, any carriage by land, sea or inland waterway only for the performance of a contract for carriage by air, for the purpose of loading, delivery or transhipment is still within the scop of air transport.

The importance of green spaces in the city is growing each day. Local governments are taking charge of park development works that are having difficulty in developing and managing urban parks due to high land value as well as a shortage in finances. This is even though an urban park is defined as an urban planning facility and the law provides park area per person. Civil residents, meanwhile, are using not only urban parks provided by law but also other green areas such as rivers, reservoirs, and school playgrounds because they recognize urban green areas by the concept of use. In this study, accordingly, urban green areas were sorted into two types, urban parks, parks provided by law, and other green areas, and the difference in use pattern and use satisfaction by type was analyzed. As a result of analysis, there was no remarkable difference between the two types. According to such results, it was found that it is necessary to include other green areas, such as rivers, reservoirs, school green areas, and apartment green areas in addition to the current park green areas provided by law when park area per person is calculated, and such calculation of urban green areas reflecting local characteristics can reduce local governments' financial burden and improve the effectiveness of future urban park policies. It is judged that such results can become a plan against the cancellation of unexecuted urban facilities. The fact that accessibility factors, such as road satisfaction, access convenience, and convenient movement, are affecting satisfaction with the use of urban parks suggests that it is important to improve urban park accessibilities rather than to quantitatively expand park area in order to improve satisfaction with urban parks. Considering that people travel to urban green areas mostly by walking, it is necessary for access convenience to conduct follow-up studies such as barrier-free and securing walking stability through analysis of routes to urban green areas.

As of 2017, there are 848 million households living in apartment and 55.87% of Aged apartments over 15 years old. The allowable standard for remodeling the apartment is more than 15 years and the market for remodeling the apartment will continue to increase. For the success of the remodeling project feasibility analysis is important but the existing feasibility analysis of new construction and reconstruction is being used for remodeling feasibility analysis. Therefore, it is necessary to study the feasibility analysis of customized remodeling without increasing the number of households according to the building law. Purpose of this paper is to develop a feasibility analysis methodology for customized remodeling projects by deriving the factors affecting the formation of land prices and building prices in apartment. According to the concept of price formation of the apartment, the analysis method of the customized remodeling of the old apartment using the factors affecting the Land Price Indexes, Officially Assessed Individual Land Price, House Price Indexes, and Officially Assessed Individual House Price was suggested. The Stair Price Algorithm developed in this research can be utilized at the stage of selecting remodeling contractors after the remodeling housing association is established.
Laws, administrative rules, and task manuals have been revised to build a modern river maintenance system in Korea for the last decade. And various researches and technology developments have been carried out to resolve related issues. However, the recent enactment of the new Act and the catastrophe of flood damage in 2020 have accelerated more emphasis on the reorganization and reinforcement of the river maintenance system in terms of political and social aspects. In this study, we suggested promising directions for strengthening the technical and institutional competencies of river maintenance with respect to policy, R&D, planning, and technology. The open discussion was held with the participation of industry, academia, research institutes, and government officials, and all participants conducted the related survey to collect their opinions effectively. These results are expected to be used as a reference to secure the justification for integration of government organizations, planning of R&D, the introduction of new river maintenance, and related technology development when reestablishing and reinforcing the river management system in the future.
