Incentive Structures in the Compensation for Public Expropriation (공공수용 보상에 관한 유인체계 분석)

  • We study incentive structures of public developers and land owners in the process of public expropriations using a sequential game model. In the model, we show that there is an incentive for the public developer to give more compensation than just compensation that are defined by law. Also the model shows that there is an incentive for the land owners to revolt strategically against the public expropriation. Then an ideal authority delegation model is introduced to resolve the problems, where an independent appraiser determines the compensation for the expropriation. In the real world, improving the independence of appraisal process is critical to make the system closer to the ideal authority delegation model. So this paper concludes by making a few policy suggestions to improve the current appraisal system.

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

  • South Korea makes and manages the ground boundary points record to efficient menage for the installed ground boundary points from cadastral survey with established the Land survey Channel investigation and Cadastre law Section 65 on 17 July 2013. However, this system's negative perception is spreading across the country because of the excessive business process time and inadequate availability. Consequently, this study has analyzed implementation problems of the ground boundary points record. Moreover reasonable development plans have been proposed through the investigation of the advanced foreign cases and interview of the international cadastral experts. Based on this study, it looks forward to improvement more enhanced reliability of the Korean cadastral system.

  • Recently the truction of coastal reclaimation work has been extensively implemented in Korea. The Sondo New City is being established on the reclaimed land from the sea, construction companies of metro construction are planing to pull-out the sheet pile for saving the construction cost. In the case of soft marine clay, it is very difficult to pull-out the sheet pile by using the hydraulic hammer difficult. Therefore, the man of the field must be aware of vibration effect to the ground and the structure. For understanding the vibration effect to the ground during subway construction, the model was formulated with 1/25 braced-cut for subway construction. Scott and Iai(1989) proposed the law of the similarity for other experimental conditions. The laboratory model test was conducted under the vibration condition of sheet pile pulling out. The settlement on the ground surface was measured during the shaking table test. The pore water pressure was also monitored in the upper, middle, and lower layers of soil. The field settlement level and the pore water pressure can be predicted by using the results of the laboratory shaking table test.

Priority for the Improvement on Natural Conservation Zone system (자연보전권역 관련 제도개선 우선순위에 관한 연구)

  • This study suggests that the system improvement priority of the Natural Conservation Zone of the Metropolitan Area Maintenance Planning Law, which was enacted for about 37 years. First of all, through the precedent research and the consultation meeting, the improvement plan was divided into the short term and the mid(or long) term. Important findings and implications are as follows. The short-term priority results were 'Improve water quality regulation', 'Strengthen individual location regulations of factories and induce multi-use plan position', and 'Improvement of waterfront area regulation', which were both critical and urgent. The mid-term(or Long-term) priority results were 'To integrate development and environmental duplication regulations', 'Abolition and unification of environmental laws', and 'Adjustment and resetting of natural conservation areas', which were both critical and urgent. On the other hand, 76.4% of the residents and 64.5% of the experts are concerned about the necessity of improvement of the Natural Conservation Zone system. Both residents and experts seem to be aware of the necessity. Opinions about Improvement and mitigation of regulations on Natural Conservation Zone that were constantly raised. In the past, there was a temporary and fragmented institutional mitigation of the government. However, with the rapid development of eco-friendly technologies since 2010, Our Country Conditions is in a transition period. This study has significant implications for the improvement and mitigation of metropolitan area regulations.

Analysis of Safety Evaluation Guidelines for Practical Maintenance of Existing Concrete Structures (노후 콘크리트 구조물의 실용적 유지관리를 위한 콘크리트 구조물 안전진단 지침 분석)

  • In South Korea, problems caused by material deterioration of time-worn concrete structures have been increased recently. Because severe material deterioration could damage the structure's safety, it's important to evaluate the old structure's condition and structural capacity regularly to keep its proper performance. The safety evaluation of concrete structures has been initiated and performed periodically since 1995 according to a guideline in accordance with a law in Korea. The guideline prescribes the evaluation types, intervals and methods of the target structure. A lot of cost and labor have been invested every year to carry out the regular safety evaluation. However, it's not clear that the current manual could inspect the old structure's condition and assess the structural capacity precisely. Thus, the verification study initiated to figure out the Korean safety evaluation manual's practicalness. First, the Korean manual was analyzed and then compared with that of other countries for concrete bridges which are representative concrete structure. After that, the previously written evaluation reports were collected and analyzed to find out how the safety evaluation has been carried out. Based on the study results, the parts requiring verification of the manual were drawn. A research program is in progress in order to verify the parts by performing tests with actual structural members from decommissioned concrete bridges.

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

  • In the aviation, airmans play a key role in aviation safety and perform tasks within a given range based on professional knowledge. If they fail to properly fulfill their obligations under the Aviation Safety Act, the Ministry of Land, Infrastructure and Transport(MOLIT) will dispose of them in accordance with the purpose of the Aviation Safety Act. However, in the case of this disposition, it does not specifically consider the circumstances of the violation, and has a limitation in that the evidence regulations are too limited, and the contents of the disposition are uniform. Therefore, this study attempted to present a plan to improve the disposition in order to improve the problem of administrative disposition for airman. To this end, we conducted a comparative analysis of the disposition of airmans through overseas cases, and Specifically, the three-stage disposition model and effectiveness were conducted in the direction of specific judgment on violations and predictability of disposition. We would like to propose a safety improvement order to increase the level of safety and proposed amendments to the law for the method of imposing a fine for negligence.

  • This paper discusses the qualification criteria for international hub airport and suggests the strategies for Inchon International Airport (IIA) to be the hub airport in the East Asia. Recently, many East and Southeast Asia countries have invested on large scale international airports like Chap Lak Kok airport, Pudong airport etc.. as Korea have done on IIA. IIA to be open in 2001 will face a serious competition with these airport. Being a hub airport requires geographic proximity. sufficient volume of local traffic. uncongested infrastructure, a good accessibility to surrounding industrial centers. high quality of service to the airline. In order to promote airlines to land at IIA. Korea Government need to establish Open Sky Policy to many countries and national flag carriers of Korea need to be involved in a global alliance. Developing vicinity of IIA as free trade zone will generated more local traffic which makes IIA as more attractive candidate for airlines. The Korea airspace is one of the most restricted area in the world becuase of the national security. which limits civil aircraft maneuvers. The airspace need to be re-structured to exploit the full capacity of IIA.

Global Distribution of Surface Layer Wind Speed for the years 2000-2009 Based on the NCEP Reanalysis (NCEP 재분석 자료를 이용한 전지구 지표층의 2000-2009년 풍속 분포)

  • NCEP reanalysis data were analyzed in order to provide distribution of global wind resource and wind speed in the surface layer for the years 2000-2009. Wind speed at 10 m above ground level (AGL) was converted to wind speed at 80 m above the ground level using the power law. The global average 80 m wind speed shows a maximum value of $13ms^{-1}$ at the storm track region. High wind speed over the land exists in Tibet, Mongolia, Central North America, South Africa, Australia, and Argentina. Wind speed over the ocean increased with a large value in the South China Sea, Southeast Asia, East Sea of the Korea. Sea surface wind in Western Europe and Scandinavia are suitable for wind farm with a value of $7-8ms^{-1}$. Areas with great potential for wind farm are also found in Eastern and Western coastal region of North America. Sea surface wind in Southern Hemisphere shows larger values in the high latitude of South America, South Africa and Australia. The distribution of low-resolution reanalysis data represents general potential areas for wind power and can be used to provide information for high-resolution wind resource mapping.
