Changes in Parks and Green Spaces Ratio According to Land Ownership Processing Method in Urban Development

  • The purpose of this study was to analyze land use plans of 61 residential complexes and identify the factors that caused the variation of urban parks and green space ratio depending on the land ownership processing method. The ratio of urban parks and green space of expropriation districts was higher than that of replotting districts. Within the same city and country as well as other regions, the parks and green space ratio of land expropriation districts increased higher than 7% compared to that of replotting districts. The variation of urban parks and green space ratio was mainly related to the ratio of road. Small housing complexes such as detached house and quasi-residential sites resulted to expand space for road construction, thus, the areas of urban parks or green space came to reduce. The average urban parks and green space ratio in the urban development by the expropriation method and replotting method are 24.5% and 16.8% respectively. In order to prevent the reduction of urban parks and green space ratio according to the preference of detached house sites or quasi-residential sites in development zones, it is necessary to make systematic adjustment such as adjusting the urban parks and green space ratio securing standard.

택지개발지구내 양서류 서식처로서 묵논습지의 특성과 기능평가 (Assessment of Characteristics and Functions of Abandoned Rice Paddy Wetlands as Habitats for the Amphibia within Land Development Districts)

  • The current study analyzed appropriateness of abandoned rice paddy wetlands as habitats for the Amphibia by assessing functions and value of abandoned rice paddy wetlands within land development districts as a habitat for living creatures and researching into the Amphibia living in the subject districts. For this purpose, the study designated abandoned rice paddy wetlands within Hwaseong A District and Pangyo B District under land development as subject lands. Those wetlands went through succession after abandonment of farming. Detailed study results are as follows. From classification of wetland types and an analysis of their characteristics, it was found that herbaceous plants such as smartweed communities, horsetail communities and reed communities, and woody plants such as pussy willow communities appeared in both districts. These abandoned rice paddy wetlands shows typical characteristics of palustrine wetlands. As a result of a vegetation structure research, it was observed that succession has been progressed for at least over 2~3 years. In assessment of wetland functions by item, it was found that they are developing into fine wetlands in terms of functions because they are ranked over Moderate Class except separate distance from streams. Also from a research into animals living in the abandoned rice paddy wetlands, it was found that main inhabitants are Rana nigromaculata,Rana dybowskii, Hyla japonica, Bufo bufo gargarizans, etc. It can be confirmed that the abandoned rice paddy wetlands are providing appropriate conditions as habitats to the Amphibia in a view that those species have life cycles of inhabitation (shores and wetlands) - egg-laying (rice paddy, puddles and swampy places) - hibernation (rice field banks and swampy places). From this point of view, it was found that abandoned rice paddy wetlands that developed because of abandonment of farming can be used as means to improve structure and functions of habitats.

경기도 남부지역 학생이동의 공간적 특성에 관한 연구 (Study on Spatial Characteristics of Student Transfer in Southern Area of Gyeonggi Province)

  • 본 연구는 경기도 남부 지역의 수원, 오산, 용인, 화성의 학군들을 중심으로 중학생의 전 출입의 공간적 특성을 분석을 하였다. 최근 교외화로 빠른 인구 성장을 나타내고 있는 네 개 도시 지역의 교육공간을 학생이동의 실증적 데이터를 토대로 분석하여 학군의 적정 배치, 교육환경 개선, 교육 형평성 실현 등 교육 정책의 시사점을 제공하고자 하였다. 연구지역의 학생이동에 영향을 미치는 학군별 학교, 주택개발, 사회경제적 변수의 분포 특성은 상관관계 분석, 다중회귀 분석, 군집분석을 통해 주로 파악되었다. 그 결과 도시의 중심부와 주변부, 그리고 기존의 도시들과 신흥택지개발 지역의 학군들 간에 뚜렷한 공간적 차이가 나타났다. 첫째, 도시 중심부의 학군은 인접학군간의 이동이 많은 반면, 도시 주변부의 학군은 전출 성향이 강했다. 둘째, 경기도 남부지역에서 전입률이 가장 높은 지역은 신흥택지개발지역인 것으로 나타났다. 셋째, 이들 신흥택지개발지역은 학생의 유동성이 낮은 기존 도시들에 비해 상대적으로 교육 환경이 열악하여 교육 수요를 충족할 수 있는 교육시설의 공급과 지원이 필요하였다. 넷째, 이상을 종합해 볼 때 경기도 남부지역의 학생이동은 교외지역의 재구조화를 반영하여 다핵을 중심으로 공간상에 나타났다.

북촌 지역의 한옥보존지원 정책에 따른 지가변동 추이 분석 (Analysis on Land Value Changes of Traditional Houses in Bukchon District)

  • Due to an increasing amount of high rise apartment complexes and rapid city development, traditional houses and traditional housing districts have disappeared rapidly. Recognizing importance of traditional housing value, City of Seoul initiated public supports for traditional house preservation and revitalization of traditional housing district, especially Bukchon area. The purpose of this study is to examine the effects of public support for Bukchon area by investigating land value changes. Land value changes were compared among the three periods, 1) before the municipal support initiated ($1997{\sim}1999$), 2) initial period of governmental policy and support ($2000{\sim}2003$), 3) development period in which policy has activated and governmental preservation and revitalization efforts have exercised ($2004{\sim}2007$). For the comparison of land value changes, houses in other districts in City of Seoul have been selected. As a result, land value has been changed along with land value changes in other areas in Seoul. Land values of Bukchon area appeared in the middle range in Seoul area. However, the increasing rate of land value of traditional houses and traditional housing district are much higher than that of other areas. Except for economical support and legislation for preservation and revitalization of traditional housing district, there is few factors explaining the sudden increase of land values. The result indicated the positive impacts of municipal committment and policies on development and preservation projects and suggested that governmental policy and support should be practiced continuously for gradual development for the traditional housing district.

하남시 토지이용현황에 따른 겨울철 야생조류 서식유형 분석 연구 (Habitat Types of Wintering Season Wildbirds Depending on Land Use, Hanam)

  • This study aims at analyzing relationships between land use and habitat types of winter wildbirds to provide basic understanding of ecosystem for preservation and restoration of urban ecosystem in the future. The research area is Hanam City. Researches on land use types showed Hanam City had 79.1% of greenspace and openspace, but intensive urban development has been taking place in greenspace that is adjacent to urban districts. This has brought the problems of lack of greenspace in urban districts and damages to cultivated areas and grassland. A total of 61 and 8,642 populations of winter wildbird species were observed in research areas. Paradoxornis webbiann(16.91), Passer montanus(11.93), Pica pica(6.88) were dominant species. When they were divided according to habitat types, 20 species of interior species, 8 species of interior-edge generalist species, 12 species of edge species and 3 species of urban species were observed. When which land use type was mostly served as wildbirds habitats was examined, urban species(3 species and 290 populations) was a dominant species in urban districts while in greenspace and openspaece, water species(19species and 3,075 populations) including winter migratory birds was. Among greenspace and openspaece, edge species was dominant in forest while urban species was a dominant species in cultivated areas. This shows there is a need to improve diversity of wildbirds through restoration of cultivated areas in the central part of Hanam City.

GIS를 활용한 청주시 생활권 생태네트워크 구축 방안 (Strategies to Build Ecological Networks in Consideration of Life-Zones in Cheongju City Using GIS)

  • This study has intended to build ecological networks in consideration of life-zones inside Cheongju city through biotope grade, GIS network analysis etc. This study consisted of following three steps. First, we selected core districts and core spot districts using land use patten and biotope grade. The core district included the first grade of biotope and forest land. The core district consisted of two sectors : east axis core, Uam mountain; west axis core, Bumo mountain. The core spot district included the first grade of biotope. The core spot districts consisted of two sectors : north axis base core, Myongshim park; south axis base core, Guryong park. Second, the base district included the second grade of biotope and park and school. We used buffering analysis within 500m of the base district and selected the new base district. Third, we connected core districts and base core districts using least cost analysis of GIS. Thus we built comprehensive ecological networks in consideration of life-zones through GIS.

GIS를 이용한 산지의 능선구분 프로그램 개발 (Development of Ridge Distinction Program of The Mountainous Districts using GIS Program)

  • 본 연구는 산지관리법의 산지전용허가기준 중 산지표고기준을 개선하기 위해 GIS를 이용하여 능선구분 프로그램을 개발하였다. 본 연구에서 개발된 능선구분 프로그램은 산지를 구분하기 위해서 집수면적이 30ha 되는 지점의 유출구를 산자락 하단부로 가정하였고, 산정부를 구분하기 위해서 5부 능선을 적용하였다. 능선구분에서의 오류를 제거하기 위해 임상도를 이용하여 산지가 아닌 지역을 제거하였다. 본 연구를 통해 개발된 프로그램의 적용성을 검토한 결과, 현행 산지관리법을 적용했을 경우 약 3%($30,956m^2$)가 5부 능선이상 지역으로 분석된 반면에 프로그램을 적용했을 경우에는 약 58%($696,300m^2$)가 5부 능선이상 지역으로 분석되었다. 이러한 결과는 산정부 및 산자락 하단부 기준의 적용방법이 다르기 때문에 나타났다. 본 연구를 통해 개발된 능선구분 프로그램을 시 군에 보급하기 위해서는 산정부 및 산자락 하단부 기준의 객관성을 입증해야 하며, 제도적으로 능선구분개념을 수정해야만 할 것이다.

재정비사업 해제구역 의사결정 특성 연구 - 의사결정나무기법 중심으로 - (Analysis of Characteristics of the Cancelled Districts of Housing Redevelopment Project - Focusing on Decision Tree Analysis -)

  • 이 연구의 목표는 정비사업(재개발, 재건축사업)이 해제된 지역의 특성을 파악하는 것이다. 이 연구의 범위는 189개의 사업구역(추진구역 121개, 해제구역 68개)이다. 121개의 추진구역과 68개의 해제구역은 모두 의사결정나무기법으로 분석하였다. 해제구역 영향요인에 대한 첫 번째 분리는 추진주체 유무에 의해 이루어졌다. 즉, 해제구역 영향요인을 결정하는 가장 중요한 독립변수는 추진주체 유무로 나타났다. 추진주체가 없는 89개 구역 중 41개 구역이 해제되고 48개 구역이 추진되었으며, 추진주체가 있는 100개 구역 중에 9개 구역이 해제되고 91개 구역이 추진되었다. 그 다음 해제구역 영향요인에 대한 두 번째 분리는 토지등소유자 수에 의해 이루어 졌으며, 토지등소유자 수가 468명 이하인 경우 해제확률이 늘어났으며, 62개 구역 중 37개 구역이 해제되었다. 반면 토지등소유자 수가 468명 이상인 27개 구역은 4개 구역이 해제되고 23개 구역이 추진되었다. 세 번째 분리는 평균공시지가에 의해 이루어졌으며, 269.64 만원/m2(대략 평당 891만원)을 기준으로 이하에서는 35개 구역이 해제되었고, 더 높은 공시가격에서는 2개 구역이 해제되었다. 한편, 두 번째 분리에서 토지등소유자 수가 468명 이상으로 사업추진 방향으로 분리된 node4에서는 토지등소유자 당 국공유지 면적 비율이 29.43% 이상인 구역에서 4개 구역이 해제되었고, 그 이하인 구역에서 해제가 없었다. 이 연구를 위한 통계, 의사결정나무분석에는 IBM SPSS Statistics 26 프로그램이 사용되었다.

System Dynamics에 의한 도시활동의 동적 예측 (Dynamic Forecasting of Urban Activity by System Dynamic)

  • The purpose of this study was to predict the future urban activities effectively and rationally. For the purpose, a simulation model, based on SD, was built by integrating economic activities, land use and traffic of a city and by dividing Daegu Metropolitan City into seven districts and one county. To identify the effect of the development of a new city in the Dalsung County area, the future population and traffic volume of the city were predicted, using the model. The results are summarized as follows. The future population according to the development of a new city in the Dalsung County area was predicted, and the effects before and after the development twenty years later were compared. The future population of the Dalsung County was found to have slightly increased, whereas that of the adjoining Dalsuh Metropolitan District was found to has slightly decreased. For the other districts, there were no changes of the future population. It was found, therefore, that the development of a new city would have no effect on other districts. Then, the traffic volume according to the development of a new city in the Dalsung County area was also predicted. It was found that in the initial stage the traffic volume would increase with the increase in population of Dalsung County. It was predicted that particularly,. the traffic volume for the purpose of business would greatly increase. The traffic volume of Dalsuh Metropolitan District showed a slight decrease, whereas for the other districts, there were no changes of the traffic volume.

대구시의 도시성장과 신시가지 지역 특성에 관한 연구(I) - 도시성장과 신시가지 개발을 중심으로 - (The Natures of urban Growth and newly Developed Districts of Taegu(I) - Urban Growth and Land Development in newly Developed Districts -)

  • 대구시의 성장은 토지구획정리사업, 공영개발사업, 도로망의 건설 등 공공정책을 통해 선도되었다. 반면, 산, 하천, 철도 등의 제약요인으로 대구시 성장패턴이 결정되었다. 대구는 조선시대 도시 발생기, 일제강점기 이후 도시기반 형성기, 1960년대 이후 산업화 시기의 도시성장기를 거쳐, 1980년 이후, 대규모 신시가지가 형성되어 현재 대구 도시공간의 기본골격을 형성함으로써, 도시의 팽창 성숙기에 들어서게 된다. 특히 1981년 대구직할시 승격에 따라 편입된 성서, 월배, 고산, 안심 및 칠곡 등 지역이 공영개발사업 방식을 동하여 고층아파트 중심적 고밀도 주거 신시가지로 조성되었다. 신시가지는 대구시 중심에서 대체로 $6km{\sim}7km$ 지점에 위치하고 있으며, 대구시 외곽 방향의 방사선 도로와 인접하여 개발되었다. 또한 대구시 제4차 순환도로의 계획노선이 통과하는 지점이 된다. 상인, 성서 및 지산 범물 신시가지는 기성시가지와 연속적으로 개발된 반면 서지는 개발제한구역, 칠곡은 금호강에 의해 분리 개발되었다.
