The National Land Planning and Use Law Act at the beginning of 2002, introduced Land Suitability Assessment System(LSAS) in order to mitigate conflicts between development and conservation needs for land. LSAS is to assess land characteristics according to its physical, locational, and environmental characteristics, and then to classify it into several categories based on its usability. This study aims to review the factors to determine the suitability of the land and their weights. Land suitability is determined by a variety of factors, such as land-surface slope and altitude, the type of land use in neighboring areas, accessibility to public facilities and existing developed areas, and ecological characteristics of the land. This article analyzed these factors and their influences by using the Delphi survey and Analytic Hierarchical Process. One of the most influential factors on the development suitability of land is the distance to developed areas and public facilities. On the other hand, the slope and altitude of the land have comparatively low influences on the land development. The coverage of prime cultivating land of the neighbouring region and slope of the land are analyzed as important factors on the agricultural suitability of the land. The ecological features and the ratio of conservation area in the neighbourhood are counted as the most important factors in determining the land for conservation. This article tested these factors and their weights in assessing land suitability of land as a case study.
The objective of this study was to draw the most suitable plan of an automatic domestic solid waste collection system for land development area. The results of this study indicated that the most suitable plan is identified as a land development area larger than 3,600,000 $m^2$ located in the metropolitan area with an incinerator system (or MBT). There are the cases smaller than the standard area but this may cause additional allotment from the residents. According to a rating method to compute the size of the most suitable plan, installation of an automatic clean network has to be minimized if the rated score is below 2.0. On the other hand, the installation is required if the rated score is above 2.5. For a certain circumstance, a cautious decision has to be made for installation of the automatic domestic solid waste collection system by considering the influence of the initial cost, sale price, residential allotment, and maintenance cost on the land development.

The aim of this study was to develop a low impact development design technique that can be applied in the land use planning stage and verify quantitatively the effects of non-point pollution reduction. For this purpose, the low impact development design elements that can be applied in the land use planning stage were derived and applied to an actual site, and the non-point pollution reduction effect was analyzed using the LIDMOD2 program. The analysis showed that the permeability rate of the land use plan using low impact development decreased by 19.8% compared to the existing land use plan. In addition, annual surface runoff decreased by 19.0% and annual infiltration increased by 164.1%. In the case of non-point pollution, the annual loading, T-N, T-P, and BOD decreased by 18.7 ~ 22.8%. Therefore, compared to the existing land use plan, the land use plan using low impact development has a considerably large effect of reducing the non-point pollution without changing the floor area according to each application. Therefore, to maximize the reduction effect of non-point pollution, it will be necessary to establish a related plan by applying the low impact development technique from the land use planning stage to the existing LID facility-oriented plan.

The purpose of this study is to analyze the characteristic of street markets in land development district, Dae-gu(Sung-su, Yeoung-san and Si-gy Land development districts). The result of this study is as follows, Street markets are located between detached housing estates and cooperative housing estates. Street markets are classified as private road type, linear street type and mixed type, The influential area of street markets is extended form inside of detached housing estates to arterial road. The vitality of street markets is explained by the scale of dwelling area, road system and variety of function.
This study was conducted to investigate the development of Gab river-basin which was a part of the farm land enlargement to contribute to the increased production of food. The results were as follows; 1. Gab river has the upper stream which occupy 50 percent in moumtains and the mid-stream in the Daejeon city area, and the downstream in a field which is about 22.9 percent in which farming area per household is 0.82 ha., agricultural population is 76 percent except of Daejeon city. Also, urban enlargement of mid-stream basin and development of industrial area in the lower stream diminish farm land. Consequently, this area should be developed to farm land to increase farming size. 2. There is no possibility to develop farm land in mountains of which (64.9 percent) is forests and in midstream which was constructed river-improvement. But Weonjeong area and Yongcheon area will be effective area. 3. If river banks of Weonjeong area will make straight with cost of construction 195,000,000 won, bank length 6 km will be useless, water will flow smoothly, flood will be prevented, farm land will develop 21.66 ha in which rice will produce annually 81.698 M/T which is about 10,860,000 won. 4. This area has good conditions of development. that is, investment efficiency (B/C) is 1.47 more than 1.00. 5. This area is a multiple purpose development district. The reasons are that there are beautiful mountains and a reservoir to be expected to construct, so it will be a sight seeing district in the vicinity of Daejeon city. 6. If Honam railway double line and river straight construction had executed simultaneously, cost of construction 50,000,000 won would have saved.

As forest land takes up 65% of the Korean peninsula, there have been continuing conflicts between the development and conservation of forest land. As the income level has changed over time, the usage of forest land in society has changed. There has been increasing demands for forest land for urban development and recreational use. On the other hand, a large proportion of the land is required to be preserved for the forest and the natural ecosystem in it. The existing management system for the forest land has been designed focusing on the management of the trees on the land, and not the land itself. Due to this limitation, the current management system of forest land has failed to protect the forest land from being developed indiscreetly, making it difficult to conserve and develop the forest land in an efficient way. A major question in forest land management is how to integrate economic use activities with the supporting ecosystems to maximize performance of the ecological-economic system. In order to promote sustainable use of forest resources, and to achieve efficient forest land management, it is prerequisite to evaluation on forest resources of natural ecosystems. Quantitative measures are needed that signify how necessary the services and products of forested ecosystems are to human endeavors. In this study, the natural wealth provided by forest land was quantified based on emergy synthesis. Emergy is a universal measure of real wealth of the work of nature and society made on a common basis. Thus, Calculations of emergy provide a basis for making choices about environment and economy following the general public policy to maximize real wealth. The goals of forest land management to achieve balance between the ecology and economy of its integrated system and to foster equity among the diverse outcomes of the forest land were assessed with emergy. Emergy was demonstrated to holistically integrated and quantify the interconnections of a coupled nature-human system allowing the goals of ecological balance and outcome equity to be measured quantitatively. Doing so will provide a better understanding of the basis of forest land wealth and the consequences of management decisions.

Since the government of Korea (Ministry of Environment, MOE) introduced the policy applying 'Biotope-Area-Ratio-Indicator (BARI)' to huge residential land developments which Environmental Impact Assessment (EIA) should be performed, MOE has come to have the necessity to apply the indicator concretely at the stage of Prior Environment Review System (PERS) and EIA in various types of large scale land development projects. This study was conducted with the aim of supporting the application of BARI and related decision making in various other types of EIA projects as well as residential development projects through remodeling the system to apply the indicator of the past. Through the analysis of the problems in applying the past BARI and experimental appraisals to 11 types of EIA projects, the results and implications as follows were drawn. First, it's possible to extend the range of applications of BARI, which has been applied to only residential land development project, to all kinds of projects with area-typed land use pattern out of environmental impact assessment target projects. Second, it's also possible to set a target value into which regional characteristics and differences among locational properties are reflected. In addition, it's come to be able to differentially apply the target value of BARI according to the condition of the existing site. Third, it's improved to be able to suggest a macroscopic target value at the stage of PERS and to set detailed target values in each detailed land use at the stage of EIA. The key point underlies inducing methodology to determine target values to secure more permeable land coverage ratio for detailed land use patterns at the stage of EIA by making it possible to calculate BARI of the present land cover condition of the EIA target projects.
This study is evaluating that new hi-tech transit systems each type of function and introduce applicable guideline decreases land sale price in New town and Large scale land development projects. For this, use the look-up table through the composite category of each type of system at the functional types, local characteristics. It also, As introduce the new systems calculate the Social benefits such as altered public traffic transfer system, reduced transit time and reduced carbon emission considering the three-dimensional arterial roads. As a result, New transportation systems contribute that the more reducing traffic congestion and air pollution and municipalities seeks for environment-friendly policy. However, this paper emphasize that the new transportation system has been introduce without considering the characteristics of locality and the efficient arrangement of them, it cannot be transferred the to the existing public traffic efficiently, futhermore causes the sale price in new large scale land development projects.

The current study aims at the design of GIS-based systematic and quantitative standards for development available land forms, precluding any planners' subjective manipulation of those irregular lands. More specifically, first, as the elements of land form standards, both LFI (Land Form Index) and ARCI (Adjusted Related Circumscribing Circle Index) are proposed. Second, through the sample survey of ready-developed residential areas, standard minimum and maximum values for LFI and ARCI were extracted. Third, through the application of those standardized ranges of LFI and ARCI values, actual land form standardization process was performed for the lands with LFI and ARCI indices, falling below the range of standardized values. The significance of the current study lies within the objective proof of the possibility of GIS-supported land form standards applications to actual cases, through the introduction of LFI and ARCI as land form standard indices.

In Korea, It was natural and inevitable to reclaim tidal land for farming due to over-population in small territory. Looking back upon the history of tidal land reclamation in Korea, We can find the first case of it in 13th century KangHwaDo(Island), and also find several records of small scale reclamations of western sea-coast from Korea dynasty to Chosun dynasty. A lot of wide fertile agricultural areas on western sea-coast have been developed through tidal land reclamation for about 1000-year after Korea dynasty. and on these areas, we have produced rice which we live on. An average areas of farming land per capital in korea is only 0.04ha, which is one sixth of global average. For water resources, similarly, capacity of water resources alloted to one person is $11{\%}$ of global average. So, without supplementary water development, we will have suffered from a severe deficiency of water Therefore we must prepare for these predictable short water and food problems. and tidal land reclamation may be suitable alternative to settle these problems. However, tidal land reclamation is a work of closing estuary, intercepting sea water inflow, developing a freshened estuary lake and farming lands etc. therefore it apparently causes a change of ecosystem, water quality and littoral environment. Nowadays, widely recognized the importance of environmental preservation, it is desirable or requested to make phil-environmental and sustainable development minimizing the environmental influence due to tidal land reclamation project. In this paper, the role of tidal land reclamation project in the development process of Korean agriculture was reviewed and the direction of afterwards tidal land reclamation project was suggested.
