A Study on School Location decision direction for Urban Amenity - The focus on Location relation school and park of land use planning- (도시쾌적성을 위한 학교용지의 입지결정방향에 관한 연구 - 학교용지와 공원용지와의 연관적 배치를 중점으로-)

  • The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

  • As a rational decision-making process of county-level area development, this study designed 3-step framework : function-giving(areal analysis) on unit planning area by decision matrix of land suitability, check of typical characteristics of each function area and formulation of its future development strategies. Two alternatives were suggested as the areal analysis method, of which one is equal ordering / valuing technique of checking indices for land suitability classfication and the other preferential weighting technique. And then, under the algorithm specially defined in this study, land suitability maps(Fig.2,3) of the case study area (Seungju-county area, Chonnam-province, Korea) were drawn from the areal analysis results. By use of land suitability classification results, unique characteristics of typical function areas were defined (on 7 types of alternative 1 , 8 types of II ) and their future development strategies were formulated in the case study area, According to the categorization criteria in this study, all the villages of the case area were classfied as a suitable type of function areas illustrated in this study.

  • The condition and management of land resources has become an increasing matter of concern in recent years, because of the pressure placed upon land for agricultural use by expanding populations and economic development. Pressures upon land quality can lead to various forms of land degradation, such as in soil erosion, soil fertility decline, adverse changes in water resources, salinization of irrigated areas, or decline in the biological condition of forests or rangelands. In 1992, World Bank estimates that the cost of degraded areas has been estimated as 10-50 times higher than that of measures to prevent degradation. Based upon a survey interviewed with people living in rural areas, the present study argue that it is important to establish policies for preventing changes in agricultural land use, to provide early warning of adverse trends and identification of problem areas. The present study also stresses that stewardship of agricultural land resources plays a leading role in achieving sustainable rural development not to mention agricultural and forestry production.

  • Farmland conservation function of 'The Farmland Act' has been being weakened according as farmland conservation system came to the dualizing condition. Overall land use issues including farmland are determined by 'The National Land Planning Act'. In this process, much farmland has been disappeared unilaterally. Above all, 'The National Land Planning Act' recognized farmland as land for development rather than looking in conservation perspective. Formulating with a 'urban(rural) plan', 'The National Land Planning Act' brings means and development methods in a variety of setting. So 'The Farmland Act', the center of farmland conservation system, lose an effect of its conservation functions. Farmland is a kind of facility made with heavy investment for agricultural purpose definitely. Therefore conversion of recognition that farmland must not be undermined indiscriminately in dimension such as urban planning facilities.

  • When the tall office building first appeared in the street of Chicago in the end of Nineteenth Century, this building type has become a commodity in the development of real estate and been defined as a machine that makes the land pay. With the investigation of land price samples of the high-rise commercial buildings and the overall land price development in the central district of International Settlement in Shanghai, this paper tries to examine the site selection and construction of high-rise commercial buildings have important positive effect on the land value development.

Optimal Provision of Service Facilities for Large-scale Land Development Projects: A Loan Scheme and a Consortium Approach (택지개발에 따른 기반시설 적기공급을 위한 유관기관 협조융자와 민간참여 방안)

  • One of the problems associated with the current system of land development projects implemented by the public sector in Korea is that various service facilities are not ready in time for the occupation of residential dwelling. A major cause of the problem is the lack of financial arrangements which would smooth the cash-flow of the suppliers of the facilities during the project period. In this paper we present two schemes which will contribute to the optimal provision of service facilities by easing the financial constraint facing the land developers and suppliers of the facilities. The first scheme involves channeling a fraction of profits from a land development project and of the proceeds of mandatory sales of Type II National Housing Bonds as a loan to the suppliers of the service facilities. The second scheme considers the participation of the private sector in the project as a member of a consortium comprising the Korea Land development Corporation, the National Housing Fund, and private developers. It is proved that each scheme is superior to the current system. as well as entailing a very small cost.

Impact Assessment Model of Bird Species for Land Developments (개발사업에 따른 조류종 영향평가모형 개발 및 적용)

  • Forests are being seriously fragmented as a result of land development. Land development with disregard to its subsequent environmental impacts is a primary threat to biodiversity by incurring massive habitat losses and changes in structure and composition of forests. The purpose of this study was to develop the impact assessment model for quantitative distance or degree of disturbance by land developments. This study conducted a survey about structure and composition of forest species to determine degree of impact from land development. The edge effect of forest fragmentation on the number of bird species, population size, and bird diversity was obvious. In particular, the bird diversity sharply declines around the forest edge where intensive land development projects take place. To assess the disturbance of forest species, the factors selected were the bird diversity and the rate of edge species. The impact assessment model about bird diversity was explained by type of forest fragmentation and type of vegetation ($R^2$=0.23, p<0.005). The other model about edge species explained by a distance, type of forest fragmentation, type of vegetation, and width of road ($R^2$=0.34, p<0.001). In order to test the applicability of the model developed in this study, the models was applied to the Samsong housing development in Goyang-si, Gyunggi-do. The impacts of land development on the bird species were reasonably quantified to suggest effective mitigation measure. The impact assessment model developed in this study is useful to assess the magnitude of disturbance of bird species. Particularly, the model could be applied to the current Environmental Impact Assessment practices to predict and quantify the impacts of land developments projects on forest bird species.

  • Due to the topographical characteristics of Busan, which has many mountainous areas, there is a shortage of available land, and even the Gyeongbu Line railroad crosses the city center, hindering the disconnection of living areas and urban development. Accordingly, the need for multi-dimensional development has been raised to secure land, and recently, interest has been increasing in connecting cities divided by the undergroundization of the Gyeongbu Line railway and making efficient use of land. In this study, the development type was analyzed through the case of multi-dimensional development of land, and the development direction for each three-dimensional development type was set based on the results of the multi-dimensional development of four areas (Sasang Station, Gupo Station, Gaya Station, and Busanjin Station). In addition, reflecting the regional characteristics of the target area and the ongoing urban regeneration project, we will propose a design plan for horizontal and vertical space utilization of the railway site through multi-dimensional development through the efficient land use.

A Comparative Study on the Development Cases of Relocated Urban Sites at Home and Abroad (국내.외 이전적지 활용 사례에 관한 비교연구)

  • In recent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing building in cities. This study explores the possibilities for various land utilizations of relocated urban sites. In doing so, it compares the development methods and the utilization pattern between home and abroad. It analyses the land use categories and the development methodologies of 4 relocated urban sites happened in Seoul and 4 foreign sites. In addition, it analyzes the land utilization after relocation, development principals, area, building usage and changes in land use regulation. Finally, it proposes the directions for developing relocated site and each of roles among the parties concerned. This study concludes that it is available to exploit the relocated urban sites by the variety of development methodologies, especially in a metropolis like Seoul.

  • Agricultural land act was promulgated 1994, 12, 22. Now this is the time to evaluate present agricultural land related laws and its implications. Land problem is a conflict between private characteristics of ownership and public characteristics of utilization. Agricultural development aeras are the key areas where the conflict is intersected. Agricultural development aeras have many regulations to their use, so the price is relatively low. However to keep the food sufficiencies and public purposes, government have to keep agricultural development aeras. To compensate the owners of agricultural development aeras, I suggested some measures. One is direct payment to the owners of agricultural development aeras, the others are environmental subsidies.
