This study aims to make a "farmland use map" using high-resolution images and to analyze the land use change for about 8 years in Goyang, Namyangju, and Yongin cities. We have made a new numerical map named as a farmland use map using high-resolution images taken mostly in 2007 and digital topographical maps in Goyang, Namyangju, and Yongin cities near metropolitan areas to classify farmland use of paddy, upland, plastic film house, and orchard. We also made a land use map by overlaying the farmland use map and the land registration map of each city made in 2007, and compared the land use map made by RDA (Rural Development Administration) in 1999. Paddy areas decreased at a range of 3,000 to 5,000 ha during 8 years and were changed to residential areas in the cities. Upland and orchard areas also showed similar tendency and were changed to residential areas as well. On the other hand, the areas of the plastic film houses in the cities showed an increase or same in size. It is suggested that farmland use map can be broadly used as a base map for various survey projects including soil survey, statistics, and farmland information management.
In order to produce accurate initial condition of soil moisture for global Numerical Weather Prediction (NWP), spin-up experiment is carried out using Noah Land Surface Model (LSM). The model is run repeatedly through 10 years, under the atmospheric forcing condition of 2008-2017 until climatological land surface state is achieved. Spin-up time for the equilibrium condition of soil moisture exhibited large variability across Koppen-Geiger climate classification zone and soil layer. Top soil layer took the longgest time to equilibrate in polar region. From the second layer to the fourth layer, arid region equilibrated slower (7 years) than other regions. This result means that LSM reached to equilibrium condition within 10 year loop. Also, spin-up time indicated inverse correlation with near surface temperature and precipitation amount. Initialized from the equilibrium state, LSM was spun up to obtain land surface state in 2018. After 6 months from restarted run, LSM simulates soil moisture, skin temperature and evaportranspiration being similar land surface state in 2018. Based on the results, proposed LSM spin-up system could be used to produce proper initial soil moisture condition despite updates of physics or ancillaries for LSM coupled with NWP.
In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.
The main purpose of this study was to identify the topics and research trends of international cadastral research using LDA. To achieve this goal, I reviewed the literature on LDA and international cadastral study and formulated four research questions that are topics of cadastral researchers, distribution of topics, the most influential topics and changes of topics over time. To answer these research questions, I analyzed 370 papers published in the FIG Peer Review Journal between January 1, 2008, and October 31, 2017, using LDA. As a result of the analysis, I confirmed that there are twelve major topics in international cadastral research. And the most influential topic of these topics was identified as topic 2(cadastral information systems), and topic 5(land development and land administration) was also confirmed as playing an important role in the overall document. These two topics have been the most popular topics whose trendlines have been very active over the past decade and will play a leading role in future cadastral research.
During the last several decades, Korea has been regarded as one of the fastest growing economies in the world. However, the small size of national land has not met the vigorous demand for land necessary to develop economic infra-structures such as large-scale harbors airports and highways. In order to satisfy the growing demand for land, the Korean government and industry have implemented the national land development programs to reclaim land from the sea fur the several decades. It is certain that these land development programs have resulted in a lot of property disputes between fishermen and public project administrators. This paper is to develop a quantitative model to estimate compensation for damages or restriction of charted fisheries resulting from large-scale public projects. In this paper, the compensation model is derived by using cost-volume-profit analysis framework because the compensation for charted fisheries basically depends on the factors such as the costs, production volume, profit of charted fisheries damaged or restricted by public projects. The model shows that the compensation for damages or restriction of charted fisheries is determined by the average annual profit, damage duration period, and the degree of fishery damages. In addition, the degree of fishery damages measured by the ratio of lost profit to annual average profit turns out to be determined by the following factors: annul profit, unit variable cost, decrease in production volume, the rate of increase in variable cost, and a change in fixed cost. Furthermore, this parer discusses the nam issues related to practices and regulation of the compensation for fishery damages in the current Fishery Act of Korea and suggests some appraisal methods which will be able to lead to theoretically correct and fair compensation for fisheries damages resulting from large-scale public projects.
This study reviewed the concept of land registration and analyzed the land registration system in UK, Australia, USA, the Netherlands, France and Sweden. Land registration is a process of registering physical information and rights related to land in the land register for protection and regulation of land rights, taxation and dispute resolution. The land registration systems in the six countries were mainly analyzed in terms of policy, land register, objects and systems. As a result, first, the establishment of the land registration master plan is of paramount importance for sustainable development of land registration systems. Second, land register needs to be improved for 4D land management and service. Third, reduction of period and improvement of work efficiency for the cadastral resurveying should be considered. Last, a plan to improve public services by linking the geospatial technology with the land registration system is need.
The need for unified graphic base with high accuracy for nation¬wide is emerging since many facility management organizations and local governments have been taking steps for introducing facility management systems from the late of 1980's. A major finding of the above efforts was the importance of establishment of National Land Information System supporting all land management and use, administration purpose and effective decision-making. Soil salinity is the most critical factor for crop production at reclaimed tidal saline soil. Subsurface drainage system is recognized as a powerful tool for the process of desalinization in saline soil. The objective of this study was to investigate the effects of subsurface drainage systems on soil salinity and corn development at Saemangeum reclaimed tidal saline soil. The field experiments were carried out between 2012 and 2014 at Saemangeum reclaimed tidal land, Buan, Korea. Subsurface drainage was installed with four treatments: 1) drain spacing of 5 m, 2) drain spacing 10 m, 3) double layer with drain spacing 5 m and 10 m, and 4) the control without any treatment. The levels of water table showed shorter periods above 60 cm levels with the deeper installation of subsurface drainage system. Water soluble cations were significantly greater than exchangeable forms and soluble Na contents, especially in surface layer, were greatly reduced with the installation of subsurface drainage system. Subsurface drainage system improved biomass yield of corn and withering rate. Thus, the biomass yield of corn was improved and the shoot growth was more affected by salinity than was the root growth. The efficiency of double layer was not significant compared with the drain spacing of 5 m. The economic return to growers at reclaimed tidal saline soil was the greatest by the subsurface drainage system with 5 m drain spacing. Our results demonstrated that the installation of subsurface drainage system with drain space of 5 m spacing would be a best management practice to control soil salinity and corn development at Saemangeum reclaimed tidal saline soil.

BACKGROUND: Epigeic arthropods participate in ecological functions as predators, decomposers and herbivores. The purpose of this study was to investigate the responses of some dominant arthropods in rice fields to different forms of agricultural land management. METHODS AND RESULTS: The abundance of microarthropods was compared between rice fields and uplands in the non-growing season. Collembola, Oribatida and Mesostigmata were more abundant in the upland fields than in the paddy fields. The community composition and diversity of epigeic arthropods were compared between fallow and rice fields. The total abundance and species richness of spiders and ground beetles were not significantly different in the two types of agricultural fields. The abundance of Arctosa kwangreungensis was greater in fallow fields than in cultivated fields. The community structure of arthropods was compared between paddy fields with and without barley. The cropping system altered the community composition of spiders but not their biodiversity. Barley cultivation increased the abundance of ground beetles but decreased that of spiders. We suggest that this contrast was partly due to the availability of plants that provided shelter and food for ground beetles. CONCLUSION: These results show that soil use intensity and cropping system alter the community composition of epigeic spiders and ground beetles. This could result in ecosystem-level alterations with respect to the control of pests and weeds. Our results also suggest that biodiversity of ground-dwelling arthropods may not increase during short fallow periods.

Hydrologic soil group is one of the important factors to determine runoff potential and curve number. This study was conducted to classify the hydrologic soil groups of Korean soils by considering saturated hydraulic conductivity and depth of impermeable layer. Saturated hydraulic conductivity of Korean soils was estimated by pedotransfer functions developed in the previous studies. Most of paddy soils were classified as D type due to shallow impermeable layer and low saturated hydraulic conductivity in B soil horizon. For upland and forest, soils classified to A and D types increased compared with former classification method because underestimated permeabilities and overestimated drainages were corrected and rock horizon in shallow depth was regarded as impermeable layer. Soils in mountainous land showed the highest distribution in A type, followed by D type. More than 60 % of soils in mountain foot-slope, fan and valley, alluvial plains, and fluvio-marine deposits were classified to D type because of land use such as paddy and upland.
