Construction of Land Use Suitability Assessment System for Establishing Urban Management Plan - Focused on Jinju City - (도시관리계획수립을 위한 토지적성평가시스템 구축 -진주시를 중심으로-)

  • The Land Use Suitability Assessment System was recently introduced by the $\ulcorner$Act on Planning and Utilization of the National Territory$\lrcorner$ to use, manage, and develop the national territory, which integrated the National Land Use and Management Act and the Urban Planning Act. It provides a guideline for classifying land use into 5 classes according to locational characteristics, usability, and developmental conditions of land in the vicinity. The database is constructed with LMIS cadastral data, posted land price data, and data of related agencies such as the Korea Forest Service, the Ministry of Environment, and the Korea Water Resources Corporation etc. After the database construction, individual parcels are analysed by steps and classified into 3 sub areas - conservation, agriculture, and development using GIS. In this paper we evaluate land use suitability for individual parcels by constructing the Land Use Suitability Assessment System for Jinju city. Therefore, we suggest that this system provides vital data in the urban management planning process.

  • Land Suitability Assessment System(LSAS) that was introduced to prevent unplanned development of the nation is divided by Assessment System I and II. Assessment System II can regulate the land use on the development that was defined in the 'National Land Planning and Use Act'. With it, Property right can be limited in the development of private sector and this lure the investor to fabricate the result of land suitability assessment. Because of it, if we can't prepare the overview standard, we couldn't accomplish our purpose that unplanned development prevention and efficient land use. With the suggestion of overview standard for the each factor used in LSAS and the analysis result of it, we presented ways to efficient support and the fixations of LSAS.

  • Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.

Those data errors have the problems such as accuracy difference among the related agencies data, gap of data acquisition time, and non-consideration of latest updated data etc.

  • Land suitability assessment is the procedure that assesses development, agriculture or conservation suitability of land according to such criteria as soil, location and usability. But there are many problems to execute land assessment by law. Problems include inadequate basic data, lack of linkage with the spatial planning system, and inefficiency in operation. The purpose of this study is to improve methods of land suitability assessment as a sustainable land use management tool using case study. In this study, land suitability assessment will be executed through GIS. On the basis of the results of this case study, practical and institutional problems are described, and technical solutions are suggested.

  • Land suitability assessment has been enforced by the National Land Planning and Utilization Act since 2003 to prevent urban sprawl and protect natural environment. It assesses developmental, agricultural or preservable suitability of land parcel according to such criteria as soil, location and usability by local governments. Land suitability assessment system (LSAS) has been introduced to prevent cursory development by urban sprawl and to lead a harmonious development with conservation in the non-urban area. However, with the lack of experience and knowledge various problems have been arisen in the operation of this system, raising a question for the improvement of the assessment unit of land. The purpose of this study is to investigate methods of developing land assessment as a sustainable land use management tool. In this study, land suitability assessment has been executed through geographic information systems. On the basis oh the results of analysis, practical and institutional problems are described, and technical and institutional solutions are suggested.

  • A method of improving the correctness and confidence in land use classification as well as urban spatial structure analysis of local governments using GIS and satellite imagery is suggested. This study also compares and analyzes LSAS (Land Suitability Assessment System) results using two approaches-LSAS with priority classification, and LSAS using standard estimation factors without priority classification. The conclusions that can be drawn from this study are as follows. First, a method of maintaining up-to-date local government data by updating the LSAS database using high-resolution satellite imagery is suggested. Second, to formulate a scientific and reasonable land use plan from the viewpoint of territory development and urban management, a method of simultaneously processing the two described approaches is suggested. Finally, LSAS was constructed by using varieties of land information such as the cadastral map, the digital topographic map, varieties of thematic maps, and official land price data, and expects to utilize urban management plan establishment widely and effectively through regular data updating and problem resolution of data accuracy.

  • The assessment/evaluation of land use suitability is an important part of land use planning. In this paper, we developed. The Expert System for a suitability analysis including the function of data storage, analysis, assessment and display by using Borland C++ Language and could suggest the following results in the suitability analysis to select a site for an industrial complex using this system. 1. With the increase in volume and variety of geo-spatial data now available, it has become necessary to find more efficient ways of storing this data. This report presents the Quadtree structure, as a method of gaining significant savings over conventional raster processing in data storage. 2. In order to get the criteria of suitability analysis, the opinions of specialists, administrative officers and citizens were collected by a questionnaire, and used to calculate the weight of geo-spatial data. Also, The Expert System, which we developed, was designed to do overlay and spatial analysis, as well as reflect the various opinions we collected in the questionnaire. The Expert System is expected to be used in other land use planning.

Assessment of Urban Land Suitability Analysis for Public Park Planning

  • One of the most time consuming issues in a city development is the identification of suitable areas for urban infrastructures and proper land uses. Suitability analysis is the process and procedures to find the best available land in given area -that is, the ability of a system to select the needs of users in land use. This paper studied the usage of Geographic Information System technique and methods for the selection of the most appropriate sites for public park in the city of Gwangju. GIS was used as a standard technique to find the best available sites for development in urban areas. For this cause, digital elevation model and spatial data were used to produce different thematic layers by using software Idrisi. Criteria for finding the suitable site for park development were decided to evaluate the land and the followings 4 criteria were selected: on land with less than 3 degrees in slope, outside a 200m buffer around lakes, on land currently designated as forests, and 20ha or greater in size. To meet and measure each criterion, distance and context operators were applied to reclassify the importance of certain weight and Boolean images were generated to meet the criteria. These weights and maps has been combined using ArcGIS tools and the final map was prepared showing the most suitable sites. We may assist city planners and government officials in future development of public facilities including parks and related land use plans at urban level and act as to ensure proper land use planning and management of the urban areas.

  • This study addresses the topic of suitability analysis for helping with land use planning, which is one of important decision-making in urban planning, utilizing geographic information system. Covering the Kumi City before integrating with neighbor county, the site suitabilities for land uses, which are categorized into residential, commercial, industrial and green, were analyzed using the overlay method based upon the database constructed for this study. In the process, assessment criteria which include environmental factors and relative weights were determined and also the land use/cover map and NDVI map which were generated through satellite image processing were included in the database. The suitability maps by four function spaces were derived according to the grade and compared with the present land use state and the land use concept map of urban master plan. For more accurate analysis, practical developing plan, land price data, soil data should be included. Also if the demand estimation data by each land use had been added, the reliability of location allocation could have been raised.
