  • The National Land Census Project aims to survey the national land regularly to resolve the land category disagreement and reflect the actual land use. The objective of this study is to investigate whether not only the National Land Census Project but also related land and housing surveys bring about the improvement of social welfare in light of the invested budget, and to measure the project feasibility. The potential benefit after the National Land Census Project is not traded in the market. To determine the economic value of this potential benefit, the Contingent Valuation Method was used. This study utilized the single-bounded and double-bounded dichotomous choice models simultaneously to estimate the project feasibility of the cadastral system improvement. According to this study, cost-benefit ratio of the project was estimated larger than 1, which means that social benefits are larger than social costs.

  • Jeju coastal landscape has been changed from 1980's. Construction of coastal road, rearing fm, restaurant and condominium are main reasons of destroying the Jeju coastal area. Recently, the law for preserving coastal landscape is effective to prevent diverse construction activities, the land is comparatively restricted in the coastal landscape preservation districts. The resident's attitude toward restricted landlord has been carried out in Jeju province and compensation program has been developed for landlord in the coastal landscape preservation district. To speak compensation programs, First, land compensation as if cash compensation and right of purchase claim, Second, incentive as if tax reducement or regional support, Third, assignment of development right.

  • Most of the cities and countries have distressed themselves about the urban social problem caused by the concentration of industry and population. Especially, disorderly expansion of cities and infrastructure improvement in rapid urbanization have also come into question. For this reason, proven urban planning facilities and tightened regulation on city planning are indispensible to solve these serious problems that we face. There are lots of similar studies to verify how to cope with a rapid urbanization.

  • Our country did not illustrate and reverse by a city planning law department construction Buddhist priest's robe dual setup the urban setting to be regulated, it came. The city planning law as the high position system of space planning mainly provides the use and a size of the land, the construction law the detail contents of site undergarment concrete location and the form back is provided and of course, regarding the structure which relates with the designation of concrete building use in him and the immediacy back. These two laws are come by a trade name complement and a function sharing role in order for the affirmative development of the city to become accomplished, being used. To necessity of District unit plan the general causal government employee all it is sympathizing, it relates it goes to extremes and with the maintenance of endurance environment and many portion with charge Sikkim also the fact that it is the criticism which relativy is negative in duty of administrative origination is fact in the people. But realization of plan hazard the execution of the public section which stands will be important, it will reach and the public section execution plan of the autonomous nine dimension for must be prepared. The next research that the individual globe plan and development actual condition actual proof and the research which it analyzes system is necessary with base, sees the general operation evaluation of Seoul District unit plan.

The major research findings were as follows : (1) 85% of the idyllic housing residential areas of the suburban rural area was developed on the mountainous hilly areas. (2) For the desirable development on the suburban rural area, Environmentally Symbiosis Land Use Plan, diversification of Housing type such as Earthing Row House, diverse housing site planning techniques considering the conditions of mountainous hilly areas, for common space planning, land development, housing planing, hillside development, should be devised. (3) New regulations of strengthening construction permits, District Plan should be introduced in law and system management.

  • The landscape plannings were composed of the fundamental provisions which are important factors for the city and local plannings in Germany. The State Government run institute like LOLF in NRW have been established to solve the serious ecological problems. The institute have completed the basic system covering various ecological problems, such as environmental affection analysis and ecological risk, to contribute the application of the various land-using plants. The ecological landscape plannings are regarded as major fundamental plans of environmental preservation for the plannings development. The problems about the local landscape plannings needed to be preserved ecologically are introduced into the Federal Nature Preservation Law and State Congress Law in order to carry out the environmental protection policy effectively. The local landscape plannings are divided into two-step models by the special classification system for the planning. One is build-up of an independent design separated from city plans functionally, and the other is a systematic regulation for cooperation between the local plans and ecological conservation functions. The local plannings including lands to be preserved as the Nature Preservatin Zone is classified a rest area total sectioned plains.

  • Recently, as a part of measures against large-scale natural disasters in Korea, disaster prevention matters are strengthened in urban planning. With the introduction of the disaster vulnerability analysis system, plans for disaster prevention are being reinforced in urban planning. However, there are many problems to be solved at the stage of operation and practical application of the law. When disasters occur, we are focusing on response and recovery plans. Therefore, it is not enough to construct a comprehensive disaster prevention system to prevent disasters in advance. The established disaster prevention plan is difficult to plan management centered on disaster prevention due to factors such as economic efficiency, convenience, and comfort. This study is a basic study for supporting disaster prevention mitigation plan. For this purpose, the analysis of the actual situation of disaster prevention plan at home and abroad and improvement plan were derived. ased on these improvement plans, we have developed a method to apply the element technology of urban design to the test bed to reduce sediment disaster. The test bed was investigated and examined in the disaster hazard area of Busan and Seongnam city. And the defense technology is applied to the selected site, and the basis of the disaster prevention plan and design is proposed. If the proven techniques are reflected from the urban planning stage, it will be possible to contribute to the mitigation of sediment disaster caused by the city.

  • Land suitability assessment is the procedure that assesses development, agriculture or conservation suitability of land according to such criteria as soil, location and usability. But there are many problems to execute land assessment by law. Problems include inadequate basic data, lack of linkage with the spatial planning system, and inefficiency in operation. The purpose of this study is to improve methods of land suitability assessment as a sustainable land use management tool using case study. In this study, land suitability assessment will be executed through GIS. On the basis of the results of this case study, practical and institutional problems are described, and technical solutions are suggested.

  • The purposes of this paper are to review the shifts and changes in urban planning environment, and to grasp how the new 'National and Urban Planning Law' accommodates these changes. In order to accomplish proposed schemes, I suggest that the following three details should be considered for the proper way of Urban Planning Information System(UPIS) from the beginning stage. First, new techniques are required to realize the new concepts in 'National and Urban Planning Law' with GIS and constructed DB by NGIS, as planning support systems. Second, the status of UPIS rises to the highest status among land-related information systems. Third, to adapt the UPIS to the decision support system, the restructuring of urban planning itself should be proceeded under considering the changes of concepts, paradigms and techniques.

  • The purpose of this study is to diagnose problems by analyzing the status of system and user in order to activate the Urban Planning Information System(UPIS). The UPIS has been distributed to all local governments through pilot and expansion projects since 2003 to utilize spatial information in urban planning and administration. The original purpose was to use GIS to support planning and to support scientific decision making, but now the main task is to designate and manage zoning districts related to land use. Therefore, the UPIS is responsible for the production (preparation procedure) and management of the local district information for use in the Korea land use information system, which is an upper concept defined by the law, but it is evaluated that its identity is ambiguous and utilization rate is low. This study is conducted to investigate the four aspects (business process, database, system, citizen service) of UPIS, and suggest concrete improvement measures. To summarize, each individual system exists in the Korea land use information system, but they all share similar data and have a linked work flow. Therefore, we suggested that the DB current plan should be established to improve the reliability of data and to redefine the business process around the UPIS.
