An Overview to the History of Social Forestry in Overcoming Poverty and Forest Conservation in Java's Colonial Period

  • The Dutch colonial government introduced social forestry at the end of the 19th century with a commitment to controlling forest resources in the Dutch East Indies. This program was a response to the rampant deforestation which had resulted in forest degradation and poverty of the population around the forest. This study examined the practice of social forestry in the late colonial period which had not been done much. From a historical perspective, social forestry practices in Indonesia before independence could be explained more comprehensively. This study uses a historical method which includes four stages: heuristic, source criticism, interpretation, and historiography (composing historical stories). Sources of information were explored through studies of archival documents and contemporary artefacts, especially official colonial government reports and contemporary newspapers/magazines. Data from various sources are then compared and tested for validity to obtain data validity. The next stage is to build facts based on data obtained and then interpreted using the social science theories. Finally, compiling a historical (historiographical) story about social forestry during the late colonial period. The results showed that colonial forestry during the colonial period was still limited in terms of area and method, namely in the area of teak forest and involving villagers through the intercropping system. Farmers involved in these activities are called pesanggem who earn income from forest land being rejuvenated. However, the relationship between pesanggem and the forestry service has not been well institutionalized, consequently the pesanggem is often disadvantaged. Including certainty of ownership and ownership of forest land never gained clarity and even became a source of conflict.

지적공부의 재정리에 관한 연구 (A Study on the Methodologies for Revaluation Cadastral Records)

  • 우리나라의 지적제도는 도해지적을 기본으로 하고 있으므로 지적도면의 신축에 따른 재작성, 도면의 관리 소홀과 측량기술의 미비로 지적불부합지가 존재하고 있어 국민의 불신을 초래하고 국가토지행정 및 토지정책의 입안에 많은 어려움이 따르고 있는 실정이다. 따라서 본 연구에서는 지적불부합지의 발생 원인을 사례별로 비교 분석하여 현행지적공부를 재정리하는 방안을 제시하고자 하였으며 그 결과 지적불부합지의 정리 방법은 전국토의 불부합지를 완벽하게 파악하여 좌표로 결정한 $\ulcorner$종합토지정보체계$\lrcorner$로 구축하고, $\ulcorner$지적과 등기$\lrcorner$ 의 단일화로 하는 지적제도의 개선 및 정리계획이 수립되어야 할 것으로 판단되었다 이를 해결하기 위해서는 정부의 의지와 경비, 재정의 확보가 요구되고, 종합적인 지적불부합 정리가 실시되면, 지적공부상 토지의 경계, 면적, 소유권 등의 표시사항이 공신력을 회복함으로써, 토지거래의 원활과 지가의 안정을 이루는 동시에 소유권 행사가 자유로워 소유자의 불이익이 해소될 것으로 생각된다.

  • 도시화 및 산업화가 발달하면서 한정된 토지를 입체적으로 이용하고자 하는 필요성이 점점 대두되고 있다. 특히 수도권의 교통난을 해소하기 위하여 경기도가 GTX(Great Train Express, 광역급행철도) 건설계획을 발표하면서 이에 따른 지하공간 활용논의가 활발해지고 있다. 현행 지하공간 보상은 "도시철도 건설을 위한 지하부분 토지의 사용에 따른 보상기준에 관한 조례"에 의한 보상기준에 의거하여 산정하고 있으나, 입체적 권리에 대하여 완전한 권리보호가 어려운 점이 있다. 이에 본 연구에서는 토지소유권이 미치는 지하공간의 효력범위를 설정하는 구분지상권 및 사용재결 이용 현황을 검토하고 지하공간 활용에 따른 보상기준에 관한 쟁점을 분석하여 지하공간 활용의 권리보완을 위한 개선방안을 제시하였다.

도시복개하천의 복원사업 이후 인접 주거지의 물리적 특성 변화 (The Changes of Adjacent Residential Area after the Restoration of Covered Urban Streams)

  • This study aims to analyze the changes of adjacent residential area after the restoration of covered urban streams in seoul. The changes of adjacent residential area after restoration were analyzed by changes of land using, urban structure, individual lot of land and architecture to investigate relationship of the urban stream and residential change. The result as follows: the first one is the change of land use and urban structure in adjacent residential area. This change of infrastructure through stream restoration has transformed land use and urban structure in adjacent residential area. Secondly, there is the changes of the individual lot of land. It seemed that new development by combined lots would be concentrated in stream-side blocks. But, the changes of lots such as combining or dividing lots tend to be concentrated in stream-side, main road and main streets. In stream-side, commercial function of land use has changed to residential one which has restored streams landscape by transformation of lots use without changes of ownership-lots. Finally, there is the change of architecture. It turned out new building in adjacent residential area is similar to general development. However, new building in streamside is related to direction of stream. In addition, remodeling and expansion tend to change in commercial buildings on stream-side bridges of corner lots intensively. As a result, it is related to expectation of architectural activation and improvement of sidewalk environment by stream restoration.

지적불부합 토지의 정리방안에 대한 연구 (A Study on the Methodologies for Resolving Cadastral Non-Coincidence)

  • 우리나라의 지적제도는 도해지적을 기본으로 하고 있으므로 지적도면의 신축에 따른 재작성, 도면의 관리소홀과 측량기술의 미비로 지적불부합 토지가 존재하고 있어 민원의 불신을 초래하고 국가토지행정 및 토지정책의 입안에 많은 어려움이 따르고 있는 실정이다. 따라서 본 연구에서는 지적불부합 토지의 발생원인을 사례별로 비교분석하여 지적불부합 토지의 정리방안을 제시하였으며 그 결과 지적불부합 토지의 정리 방법은 전국토의 불부합토지를 완벽하게 파악하여 경계불부합의 경우는 좌표로 결정한 ${\ulcorner}$종합토지정보체계${\lrcorner}$로 구축하고 경계 이외의 불부합 토지는 ${\ulcorner}$지적과 등기${\lrcorner}$의 단일화로 하는 지적제도의 개선 및 정리계획이 수립되어야 할 것이다. 이를 해결하기 위해서는 정부의 의지와 경비, 재정의 확보가 요구되고, 종합적인 지적불부합 정리가 실시되면, 지적공부상 토지의 경계, 면적, 소유권 등의 표시사항이 공신력을 회복함으로써, 토지거래의 원활과 지가의 안정을 이루는 동시에 소유권 행사가 자유로워 소유자의 불이익이 해소될 것으로 생각된다.

Wetland transformation through Water Resource Users Association; The case of Rwamuthambi Sub Catchment area, Kenya

  • Many studies conducted in Kenya regarding water resource governance have focused on the mandate of Water Resource Users Associations (WRUAs) with less attention being accorded to their effectiveness in conservation of wetlands. This study assessed the effectiveness of WRUA committees, and challenges faced in conservation of Rwamuthambi Sub-catchment. The study employed exploratory descriptive research design. Data was collected through questionnaires, semi-structured interviews, observations and review of secondary data. Chi square and descriptive statistics was used to analyze the data. The survey results revealed that only 15% of WRUA committee understood water resources management while 35% were aware of relevant legislations. Factors of wetland degradation showed significant association with existence of WRUA (χ2 (4, N=180) = 20.46, p< .01) where (χ2- chi square (degrees of freedom, N = sample size) = chi-square statistic value, p = p value), although WRUA contributions were perceived differently per agro-ecological zone (χ2 (8, N=147) = 15.51, p>.05). Challenges unearthed were inadequate financial and human resources, lack of understanding, ineffective collaborative governance, poor support from county government and private ownership of riparian land reserve. There is need for WRUAs to embrace collaborative governance for effective conservation of wetlands. Integration of sub catchment management plan with county land use plans and policy review is also required.

Studies of Building layout and ground use in the early days of Japan Women's College: Campus design for private colleges in a modernizing Japan

  • This paper reveals the influence of urban and social contexts on the early building layout of Japan Women's College (JWC), one of the first women's colleges in Japan. According to the unpublished plans, the main building and other major structures, at the first stage, formed a three-sided quadrangle with site-wide organization, which was similar to contemporary National colleges. This impressive design, however, disappeared in the final plan. Although the school is the largest in student number and in campus ground size compared to other contemporary private colleges at its establishment, the subdivided land acquired in the private land market forced JWC to give up the organic composition of buildings. Under the framework of donation-based finance, it needed to start construction quickly for further support from the public, which prevented the school from acquiring enough time to adjust land ownership. These constitute the major differences with national schools. The founder's emphasis on the physical exercises, which reflected the public interest in physical strength of mothers in the time of wars, gave preference to securing sufficient open space over the order of buildings.

  • 1978년 이후 중국은 농촌지역의 개혁을 통해 개혁. 개방이 시작되었다. 인민공사의 집체경제 체제에서, 농가를 단위로 하는 '가정연산승포제'로 변화하여 노동 의욕이 고취되고 생산성의 증가를 이루었다. 하지만 1980년대 이후 생산의욕 유인 효과가 줄어들고, 보다 확대된 시장 메카니즘에 적합하지 못한 토지이용 방식으로 농업생산의 정체와 노동력의 비농업으로의 이전 과정을 겪었다. 이에 농가의 수요에 맞춘 새로운 토지제도가 필요하게 되어, 流轉의 확대, 토지의 생활보호 기능과 상업적 기능을 동시에 만족시키는 兩田制, 토지의 분산성을 극복하여 토지 생산의 능률을 높이려는 規模經營, 토지 소유관계의 불명확성을 극복하려는 股役合作制(주식제), 열등한 토지의 개간과 이용을 위한 '四荒' 경매 등의 제도가 시행되었다. 이러한 정책은 중국의 전반적인 시장경제의 도입으로 인한 농촌지역의 적응과정으로 이해할 수 있다. 그 시행으로 급격한 변화를 피하면서도 기존의 모순을 해결할 수 있었으며, 특히 지역적 차이에 따라 정책은 상이하게 전개된 것이 특징이다.

동력경운기 이용실태에 관한 조사연구 (김천 금릉지구) (Survey on the Utilization of Power Tiller)

  • This survey was carried out to grasp the actual condition of a power tiller utilization . Now, the power tiller has become the leading machinery in the field of agriculture throughout the country . Two hundred farm houses, located in the provincial districts of Kimcheon and kum0rung, hav etaken part in the survey from October 1, 1976 to September 30, 1977. The results are summarized as follows . 1. The average size of cultivated land of a farm household in the districts surveyed was 1.77ha which was bigger than that of whole country. And the average age of power tiller drivers was analyzed in which only 105 of total drivers was on their 30's. 2. Distribution of a power tiller utilization was appeared to be 34.4% for transporting , 24% for tilling , 23% for pumping , 11.5% for threshing and 6.6% for spraying. 3. Frequency of a power tiller utilization was high during the month of June, July and October while it was low during February and December . 4. Distribution of repairing cost was 8.5% for trailer, 7.1% for throttle lever and 6.7% for casket, respectively. The annual cost for repairing was 5,290 won.5. The annual cost for using a power tiller was composed of 51.5% of fixed cost and 48.5% of operating cost. 6. Economic analysis showed that it was not economically practical for individual ownership of a power tiller on the farm surveyed. Therefore, custom operation and joint ownership by a few farmers were recommended.

  • We look at Web 3.0 business model canvas (BMC) of metaverse gaming platform, The Sandbox (TS). As results, the decentralized, blockchain-based platform, TS benefits its creators and players by providing true ownership, tradability of decentralized assets, and interoperability. First, in terms of the governance and ownership, The SAND functions a governance token allowing holders to participate in decision and SAND owners can vote themselves or delegate voting rights to other players of their choice. Second, in terms of decentralized assets and activities, TS offers three products as assets like Vox Edit as a 3D tool for voxel ASSETS, Marketplace as NFT market, and Game Maker as a visual scripting toolbox. The ASSETS made in Vox Edit, sold on the Marketplace, can be also utilized with Game Maker. Third, in terms of the network technology, in-game items are no longer be confined to a narrow ecosystem. The ASSETS on the InterPlanetary File System (IPFS) are not changed without the owner's permission. LAND and SAND are supported on Polygon, so that users interact with their tokens in a single place. Last, in terms of the token economics, users can acquire in-game assets, upload these assets to the marketplace, use for paying transaction fees, and use these as governance token for supporting the foundation.
