Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.
From the economic point of view the fishing port is the complex of installations on land, organized to serve the fishing fleet and its cargo, and is the main link in the production chain of all components of the fishing industry, with the aim of achieving the planned targets with the minimum cost. Fishing port investment decisions have had significant impact on the development aims of Korean fisheries. Fishing port investments in Korea are made mostly by public or semipublic port authorities. Such investments should be judged not purely on the basis of financial profitability but rather on the extent to which they serve the development aims of the fishing industry. This makes the economic appraisal process more complex and presents certain problems in correctly quantifying the economic costs and benefits of the fishing port projects. This study concentrates more on the theoretical economic appraisal models than on the purely financial aspects of fishing port investments and points out the difference between the two approaches. In the result, there is clearly an element of judgment as to whether or not a shadow price needs to be used in estimating economic benefits and costs. From this viewpoint, some attempts are made to provide definitions of the possible economic benefits and costs, and methods for estimating and evaluating them in Part III and IV. Especially queueing theory is applied in the calculation of economic benefits. When a project is contemplated and analysis shows it to Lave a positive NPV, one question that arises is whether it should be implemented now or delayed. In this paper, the first year rate of return method is regarded as a more concise way of solving the timing of investment, At the end of Part IV, risk analysis of fishing port investments is considered. It can be handled in a number of ways, ranging from informal judgment to complex statistical analyses involving large-scale computer models, This paper recommends that evaluators of fishing port investments use the sensitivity analysis indicating exactly how much NPV will change in response to a given change in an input variable, other things held constant. Decisions regarding the amount of capacity to provide must be made in fishing port investments. Providing too much service would involve excessive capital costs. On the other hand, not providing enough service capacity would cause the waiting line of fishing vessels to become excessively long at times. Therefore, in Part V, the optimal number of berths and berth productivity in fishing port are defined as follows: Minimize E(TC) = E(WC)+E(SC) The minimum of this function is the solution and that is the optimal number of berth and berth productivity in fishing port.
CUPPS is the latest international standard passenger processing system which is operated with airlines' check-in system, DCS (Departure Control System) in order to provide check-in and boarding services to passengers. The CUPPS standard has been revised in August 2009 leading by IATA (International Air Transport Association) who recommends replacing old legacy common use system with CUPPS to airports and airlines around the world. IATA is expecting to reduce the installation and maintenance cost of CUPPS by standardizing various legacy common use systems and device controls. Airlines are also expecting to take advantage of the system to reduce the application development cost as developing only one standard CUPPS application instead of developing multiple applications for nonstandard legacy systems. This research which focuses on development completed AIRCUS, R&D project of ministry of land, transport and maritime affairs accomplished by IIA, will present the result of pilot trial and the effective approach methods to increase the possibility of expanding overseas business by comparing old legacy system with CUPPS to prove the dominance of CUPPS over the legacy systems as well as doing foreign case studies.

The objectives of this study were (1) to analyze the degree of rice farmers' knowledge, attitude and practice (KAP) of the Integrated Pest Management (IPM), (2) to determine the related variables for decisions on pest control, and (3) to indicate desirable direction for IPM farmers' field training. The study was carried out through a questionnaire method and sane interviewing survey of 300 rice farmers by the IPM trainers who participated in IPM training in 1994 or 1995. The data were collected from 268 respondents to the questionnaire consisted of KAP and related variables. The major findings of the study were as follows: 1. The KAP score of the farmers concerning IPM were 71 for knowledge, 76.2 for attitude and 74 for practice on average. 2. The KAP score was higher for farmers cultivating larger land size and for those with more participation in IPM training. Also the KAP was higher for the members of the Rural Leaders Association and Future Farmers Association than any other groups. 3. The IPM farmers had strong positive attitudes towards the resistant rice varieties. However, the practical pest control rate of the IPM farmers was low for conservation of natural enemies, timely control following occurrence and plant compensation what few pest were presence in the paddy field. 4. The KAP Score on the economic threshold level and safe pesticide use was relatively low for elder farmers and for those with lower educational background. Most farmers preferred calendar spraying methods for preventive pest control to any other method of pest control. Knowledge was relatively low on pesticide and environmental contamination. 5. Decision making on pest control depends on the extension officer and rural leader's opinion. The survey method for pest occurrence by directly counting pest in the field was only 22.9% among the farmers of this study. 6. Most farmers used pesticide for preventive pest occurrence even when pest didn't occur in their field. The average number of pesticide applications per cropping season in rice field was 3.7 times, and the number of mixed pesticides per application was 4.3 kinds of pesticides. Also 6 recommendations were made in this study for improvement of IPM farmer's training.

Nanotechnology(NT) refers to a field of advanced micro-technology covering the creation and manufacturing of materials on the atomic and molecular scale and requires interdisciplinary study with various fields including materials science, physics, chemistry, electronics and others. Whileas nanotechnology is a kind of micro and small scaled science, space technology(ST) is one of the larger and system technologies utilizing broad fields of mechanical, materials, electronics and communication technologies. It is necessary to select and concentrate the functional items of nanotechnology for efficient application to be utilized in space technology, due to the cross-sectional characteristics of nanotechnology within nanomaterials, nanoelectronics, and nanomanufacturing. This paper provides the current state of art of nanotechnology in space technology by evaluating NASA's activities and the 9th frame of the project ANTARES(Analysis of Nanotechnology Applications in Space Developments and Systems) with the support of the German Aerospace Center (DLR), Space Flight Management, Division Technology for Space Systems and Robotics. It has shown that it is necessary to apply nanotechnology to space technology in order to achieve international competitiveness, for the nanotechnology can bring the previously impossible things to reality. Since KARI plans to send an unmanned probe to the moon's orbit and land a probe on the moon's surface in 2025, it is urgently needed to incorporate nanotechnology to national space development plan.

This study was performed for the purpose of reviewing the strategic management direction and ideas of the policy for Seoul City's Hangang Renaissance. In order to accomplish this, levels were established for each step of the policy and the policy priority by level was derived. The policy priority by level was analyzed by a decision making model through the Analytic Network Process(ANP) and the priority would be the standard to judge the order of priority. The analysis results showed that there was not a big difference between the priorities of two basic concepts: restoration and creation. The fourth level, detail plan of the third level, showed priority that development by type for waterside city in case of reorganizing city space and diversification of land utilization, utilization of riverside space in water front town for public and composit purpose, establishment of comprehensive plan on constructions in case of improving the landscape of Hangang and unified design plan rose to important element in case of forming Hangang park with the me. Based on the results of priority analysis, we would like to propose for the direction about the policy on Hangang Renaissance project, the policies forming Hangang Park with theme through unified design plan and reorganizing city space have to be proceed preferentially and connected with other plans.

The purpose of this study was to review the Gentrification and Development Index in terms of domestic and foreign gentrification. Based on the important indicators of the Gentrification index through previous research, the four evaluation areas were divided into structure and subject, production and consumption, supply and demand, and capital and culture. Looking at the importance of each area, the production and consumption aspects were highest as the important index of the occurrence of gentrification, followed in order by the supply and demand, the structure and subject, and the capital and culture order. From the detailed factors, the report revealed the changes in sales to structure and subject matter, increases in franchises to production and consumption, rises in rent to supply and demand, and transient population to capital and culture to be important items. In addition, an analysis of the gentrification occurrence indicators in urban regeneration project areas revealed high weight in terms of production and consumption, supply, and demand, including the increased franchises, one-person start-ups, higher rents and higher real estate values. In other words, the occurrence of gentrification in urban regeneration areas produces the largest portion of the increases in franchises and rent. Therefore, step-by-step measures are needed through monitoring.

Recently, a system has been developed and applied to establish and utilize HD maps through R&D. The biggest problem, however, is the lack of a proper HD map update system, which requires the development and adoption of such a system as soon as possible. In addition, in the case of updating HD maps for automated driving, integrity and accuracy of maps are required for safe driving, so an test of these technologies and data quality is required. In April 2018, the Ministry of Land, Infrastructure and Transport implemented a project to 'Develop Technology to Demonstrate and Share the Instant Road Change Detection and Update Technology for automated driving. This paper analyzed the technology for updating map based on the investigation and analysis of relevant technology trends for the development of integrated demonstration and sharing technology of road change rapid detection and updating map technology, and put forward the criteria for road change rapid detection, integrated quality verification of update technology. It is expected that the results of this study will contribute to quality assurance of HD maps that support safety driving for automated vehicles.
Rapid urbanization has elevated the risk of urban flooding due to the increase in the impervious surface, causing environmental disasters and environmental pollution problems, such as lowering the groundwater level and increasing water pollution. In Korea, low impact development (LID) techniques have been introduced to minimize these environmental impacts and maintain the water cycle soundness. However, most small-scale development projects are in blind spots because there is no legal basis for rainfall runoff management. Small-scale development projects that increase the surface runoff of rainwater are required to mandate the application of LID facilities in accordance with the polluters' responsibility principle. Therefore, it is necessary to implement a preliminary consultation system for water cycle recovery. This study focuses on the cost-benefit analysis on the application of LID techniques for small-scale development projects. The scale of nationwide small-scale development projects used for cost-benefit analysis were defined as buildings with a land area of more than 1,000 ㎡ or a total floor area of 1,500 ㎡. As a result of analyzing the cost-benefits from the installation of LID facilities, they were found to be much lower than the economic standard value of 1. This might be due to the high cost of facilities compared to the scale of the project. However, considering the overall environmental value of improving the water environment and air quality by the installation of LID facilities and the publicity of reducing the operating cost of sewage treatment facilities, the introduction of a prior consultation for small-scale development projects is inevitable. In the future, institutional and financial support from local governments is required to improve the cost-benefits with the introduction of a prior consultation for small-scale development projects.

This study was conducted to find out the effect of the construction and operation of river-crossing structures on the habitat landscape characteristics in the Geum-gang River, South Korea. A total of three study reaches were selected in the downstream of the Daecheong Dam: the Buyong-ri reach, which is a control that is not affected by the construction and operation of the weir of the Four Rivers Project and Sejong-bo Weir reach and Gongju-bo Weir reach of the upper and lower sections of each weir that are affected by the weir construction and operation. The habitat type was classified, and then the structural characteristics of the landscape were analyzed using aerial photographs taken before and after the construction of the Daecheong Dam, before and after the construction of the weir, and before and after the weir gate operation. After the construction of Daecheong Dam in Geum River, the area of the bare land greatly decreased, and the area of grassland and woodland increased in the downstream of the dam. In addition, the patch number in the river landscape increased, the patch size decreased, and the landscape shape index and the habitat diversity increased. Therefore, after the construction of the dam, the bare land habitat was changed to a vegetated habitat, and the habitat was fragmented and diversified in the downstream of the dam. After the construction of the weirs, the area of open water increased by 18% in the Sejong-bo reach and by 90% in the Gongju-bo reach, and the landscape shape index of the open water decreased by 32% in the Sejong-bo reach and by 35% in the Gongju-bo reach, and the habitat diversity index decreased to 25% in the Sejong-bo reach and to 24% in the Gongju-bo reach. Therefore, the open water habitat was expanded, the shape of the habitat was simplified, and the habitat diversity decreased according to the construction of the weirs. After water-gate opening of the weir, the bare land that disappeared after the construction of the weir reappeared, and the landscape shape index and habitat diversity index increased in both terrestrial and open water habitats. Therefore, it was found that the landscape characteristics of the river habitats were restored to the pre-construction of the weir by the operation of the weir gate. The effect of weir gate opening was delayed in the downstream than in the upstream of the weir. Although the characteristics of the landscape structure in the river habitat changed due to the construction of the river-crossing structures, it is thought that proper technology development for the ecological operation of the structures is necessary as the habitat environments can be restored by the operation of these structures.
