The permit system is the most typical regulation system in Korean fishery. Even now, it has caused resource management failure, it has also invited economic inefficiency and inequity. Accordingly, the Korean government has recently introduced the fishing boats market, it would be improve entry barrier for new capital and labor in fishing industry. This study aims to survey and to analyze the status of coastal fishing boat market using the executive documents on permit system in Gyongnam province. And also, this study put focus on improve fishing permit trade take advantage of the fishing boat trading. The survey results indicated that the number of fishing boats trading is estimated about 5,000 per year, however, fishing boat market is very narrow. An analysis on fishing permit trading showed that policy support is essential to reduce transaction cost. Therefore, it is necessary to explore corresponding policy tasks, this will be reduce transaction costs and sunk cost.
Anyone who wants to install local ventilation system must obtain a permission from the Ministry of Employment and Labor even if he has permission from the Ministry of Environment. This is because not only the Atmospheric Environmental Protection Act, but also the manufacturing industry's hazardous risk prevention plan under Article 48 Clause 2 of the Industrial Safety and Health Act is to be submitted by 15 days before the construction. Under the current Environmental Protection Act, the Ministry of Environment regulates only the emission of pollutants from local exhaust ventilation systems into the atmosphere and the contents of workers' safety and health within industrial sites are managed by the Ministry of Employment and Labor. Even with the approval of the Ministry of Environment, the number of unsuccessful cases by the Ministry of Employment and Labor has increased, causing a growing discontent among the sites due to production delays and additional costs of improvement. In addition, local exhaust systems that are at greater risk of fire explosion have increased the risk of severe industrial accidents due to fire explosion. This is due to insufficient design of air volume, control speed, return speed, duct size, and risk of fire explosion. This is because the criteria and procedures for approval of local exhaust ventilation systems are similar, but the Industrial Safety and Health Act adds additional screening items for safety and safety of workers and fire and explosion. The purpose of this research was to present the possibility of an alternative production base for clothing business of South Korea through the analysis about textile/clothing industry production activities in the Gaeseong industrial complex. It is necessary for the Gaeseong industrial complex to cope with the issue about FTA and country of origin, manpower supply and demand, paying wages and labor productivity, the exclusive industrial complex of clothing. The Country of Origin on imports and exports tells the country of manufacture or production, where the product comes from. Rules of Origin are the special regulations to determine the country of origin of a product and exist in the forms of international law, legislation, precedent and administrative decisions. But the economy in the North and the Gaeseong industrial complex is a comparative advantage combined with elements of North-South interdependence as a South-North economic cooperation business and can contribute significantly to the stabilization of the North-South relations. Among the models using criteria of the determination of origin, it has directly provided the models of general regulation for offshore products, of limited offshore products. These models are to help Korean exporters in understanding and utilizing the Rules of Origin for their manufacturing. In addition, the development of the Gaeseong industrial complex will contribute to establish peace on the Korean peninsula as well as in Northeast Asia. Also economic cooperation between South and North Koreas is essential for peace and prosperity of the Korean people.

Objective: Recently, microRNA (miRNA) has been identified both as a powerful regulator involved in various biological processes through the regulation of numerous genes and as an effective biomarker for the prediction and diagnosis of various disease states. The objective of this study was to identify and validate miRNAs and their target genes involved in inflammation in placental tissue. Methods: Microarrays were utilized to obtain miRNA and gene expression profiles from placentas with or without inflammation obtained from nine normal pregnant women and 10 preterm labor patients. Quantitative real-time polymerase chain reaction and Western blots were performed to validate the miRNAs and differentially-expressed genes in the placentas with inflammation. Correlations between miRNA and target gene expression were confirmed by luciferase assays in HTR-8/SVneo cells. Results: We identified and validated miRNAs and their target genes that were differentially expressed in placentas with inflammation. We also demonstrated that several miRNAs (miR-371a-5p, miR-3065-3p, miR-519b-3p, and miR-373-3p) directly targeted their target genes (LEF1, LOX, ITGB4, and CD44). However, some miRNAs and their direct target genes showed no correlation in tissue samples. Interestingly, miR-373-3p and miR-3065-3p were markedly regulated by lipopolysaccharide (LPS) treatment, although the expression of their direct targets CD44 and LOX was not altered by LPS treatment. Conclusion: These results provide candidate miRNAs and their target genes that could be used as placental biomarkers of inflammation. These candidates may be useful for further miRNA-based biomarker development.
Purpose - This study is to investigate the direct and moderating effect of intangible variable like economic freedom to facilitating factors on FDI(foreign direct investment) inflows and the difference of facilitating factors by the stage of economic development. Design/methodology/approach - Fixed-effect panel regression analysis with 19-year macro economic data from 2000 to 2019 including economic freedom index from Fraser Institute in 13 developed and 15 developing countries was used. Research implications or Originality - In analysis of direct effect of 5 sectors in economic freedom, the influence of economic freedom was shown weaker than other macro economic factors on FDI inflows, which indicates that actual development of economic factors are more important. The effect of economic freedom on FDI inflows at the stage of economic development differed. In developed countries, human capital, GDP, export, free trade and regulation affected FDI inflows in decreasing order, as did human capital, GDP, consumption expenditure, export, investment expenditure, government expenditure, free trade and sound money in developing countries. In analysis of moderating effect of economic freedom, a domestic and international market size, a flexible labor market which can provide a cheaper good human resources and government expenditures for improving social infrastructure under free economic environment facilitated FDI inflows. However, the statistical significance of moderating effect on export was not shown, which indicates that economic freedom policy itself without actual improvement of exports could not attract FDI inflows.

Objectives: After the MSDS submission and non-disclosure review system was introduced in January 2021, there were compliance difficulties in the field. Accordingly, for the establishment of the MSDS system, the government intends to investigate what has been improved and what urgently needs to be improved in the future, and to suggest detailed improvement plans. Methods: The background and problems of urgent difficulties in the field handling chemicals were investigated, and realistic improvement plans were derived through review of other laws related to the MSDS system and overseas cases. Results: In order to guarantee the safety of the public while at the same time promoting corporate R&D, it is necessary to alleviate the non-disclosure screening system for chemical substances for R&D, and to improve the irrationality of failing to implement the non-disclosure screening system due to information on unclassified substances being circulated. For this reason, it seems necessary to ease the requirement to submit all ingredients. In addition, it is necessary to strengthen punishment to raise awareness so that health problems do not occur due to the harmfulness and danger of hidden substances among workers who handle chemical substances and downstream users due to false descriptions in MSDS. Conclusions: All members of our society, including chemical manufacturers/importers and handling companies, academia, civil society, and the government, each subject of chemicals, should take an interest in the entire process from production to disposal of chemicals and work together to prevent harm to the public.
According to the statistics from the Ministry of labor, 70~80 people died by work-related electric shock accidents in the workplace and this number is about 10~20 times higher than those of the foreign countries such as Japan and the United Kingdom in frequencies and rates per 100,000. The electrocution deaths had decreased from several hundred in 1990s to 67 in 2002, since then there has been little change over the last 5 years. To reduce this number of the electrocution death, it is necessary to analyze the sources of the accidents and to implement the suitable measures for preventing the similar accidents from occurring. But there is not any consensus standard method or procedures for accident investigation yet. And the results solely depend on the ability of the investigator. Because of the demand of eliminating technical barrier for free trading, the IEC 60364 is adopted as a regulation for low voltage electrical installations in Korea. The facilities designed and constructed by IEC 60364 are increasing. The facilities by IEC 60364 have different features in comparison with the facilities by Korea eletro technical regulation, and these features combined with parameters of electric shock accident can greatly affect the consequences of the electric accidents. The accident analysis program for electric shock injuries in Terra Neutral(TN) and Terra Terra(TT) system was developed in this paper, which was based on KOSHA Electric Shock Analysis Program(ESAP).

And this leads to do underground work in long period generally six(6) months for 6 basement stories due to the selection of TOP DOWN technique. Working environment in this underground area can be problems and should not be overlooked, because air quality in underground spaces become quickly worse. Recently, department name to control construction safety has been changed to ENVIRONMENT & SAFETY TEAM from SAFETY TEAM. This means that it is very important to control against environmental condition at site so much. Overall construction work as well as underground work should conform to the requirement of working environment, particularly against inhabitants around the construction area. Strut protection, one of earth protection method, in case to 40m long strut may become weaker due to thermal stress or its longitudinally compressive strain and the another one, earth anchor protection may not be applied to the site In case of encroaching on vertical underground borderline because of regulation to prohibit it. It is necessary that TOP DOWN technique should be introduced in order to solve the external and internal problem of the site such as difficulty level of the work, potential danger with excavating depth, and shortening workperiod. It is needed that improving way of working condition should be shown and simplified computer simulation program should be also provided for checking pollution level & ventilation, excluding of lighting problem here. Results measured with conformance to the Regulation for Working Environment Measurement, enforced by Ministry of Labor have been applied to the computer program developed here. Sample air taken at unit workplace which was considered as exposing condition of pollutant at breathing point and within a range of behavior of the workers, Identified exposing group in underground work, using Moded Flow Life Finally, three types of ventilation system, type I with blower & ventilator, type II natural supply with mechanical ventilation system, and type I mechanical ventilation with Drivent Fan Unit System are selected for this study.

To prevent safety accidents caused by aging pipe infrastructure and to maintain water quality, construction projects for water and sewage pipes are actively conducted across Korea. This study analyzed the criteria situations, site survey details, and regulation revisions related to the calculation of construction cost standards for pipe laying and joining work. The analysis showed that the major causes for revision are the unclear construction scope, limitations in implementing some pipe materials due to installation facility types, workforce focused on ordinary labor, limitations of manual laying work, and the lack of tool hire cost and machine expense-calculation criteria. Field studies were conducted to categorize the pipes according to their features, in addition to identifying the use of lifting heavy equipment and light equipment. In addition, excavation and testing work conducted in connection to pipe laying, as well as the use of skilled labor, were investigated. The current study clarified the work scope through new common items, provides an organization based on the pipe material, adjusted the workforce ratio to focus more on skilled labor, and developed grounds for calculating machine expenses. This paper attempts to explore the development of the media labor movement and its tasks. Due to the unique characteristics of information delivered by media, the media labor movement under the authoritarian regime was oppressed and regulated by the government. As democratization has proceeded, the state's oppression and regulation of media has been weakened. However, media workers should wage the struggle for union recognition and independence of editorship simultaneously. Because media unions as labor market organizations also seek for job security and wage increase, we need to understand both political dimension and economic dimension of union activities in media industry. While state's control over media has been diminished in the late 1900s, competition in media industry has been intensified. As small number of media corporations monopolizes the media market, the ecology of media has been completely transformed. Unions in media industry should respond to the change of the media ecology and should build solidarity among media workers at the same time. The achievement of the public nature of media as a part of democratization and building union federation of media industry as a response to the marketization of media still remain as an epochal task for media unions. Like the case of "Hope Bus" in the strike in Hanjin Heavy Industrial Corporation, solidarity between citizens and striking workers should be strengthened.
