노사관계(勞使關係) 개혁(改革)과 노동시장(勞動市場) 변화(變化)

  • 우리나라의 과거 노사관계 개혁을 평가하고 향후 노사관계의 진로를 모색하기 위해서는 우리나라 노동시장기능(勞動市場機能)에 대한 정확한 인식이 필요하다. 노사관계에 있어서 제도개혁(制度改革)과 시장기능(市場機能)은 밀접히 연관되어 잇다. 본고에서는 우리나라에서 1987년과 1997년의 두 차례에 걸쳐 이루어진 노사관계 개혁을 '노동시장(勞動市場)의 성과(成果)(labor market performance)'를 분석함으로써 평가하고자 하였다. 본 연구에서는, (1)우리나라 노동시장에서는 상품시장의 경쟁이 제한되어 있는 대기업부문을 제외하고는 시장의 가격기능(價格機能)이 기본적으로는 작동하고 있으며, (2)우리 노동시장의 경직화(硬直化)가 수급상황(需給狀況)의 변화에 따라 진행되고 있는바 시장기능(市場機能)을 보다 강화하기 위한 제도개혁(制度改革)이 요구되고 있고, (3)노사관계에 대한 시장규율(市場規律)(market discipline)을 강화하기 위해 상품시장에서의 경쟁 촉진, 공공부문의 개혁, 노동정책 틀의 변화 등이 요구된다는 결론(結論)에 도달하였다.

Promotional Plans of Fourth-Party Logistics in Korea: Applicability in Entering the Chinese Logistics Market

  • Purpose - This study aims to disclose the problems of both the government and the logistics industry regarding fourth-party logistics, and to provide various solutions at the level of enterprises as well as the government for the introduction of fourth-party logistics in China. Research design, data, and methodology - This study aims to reveal how a shipping company recognizes the creation of partnerships with fourth-party logistics providers, and it reveals several related implications. Results - Fourth-party logistics organizations can be used to achieve maximum business performance as professional logistics companies by incorporating the benefits of outsourcing and insourcing. Outsourcing logistics services through focusing on core competencies and improving customer service can have financial effects and advantages such as the simplification of labor issues. Conclusions - This study did not investigate Korean enterprises through an empirical analysis and provided fourth-party logistics concepts and promotional plans according to domestic and foreign literature. Further studies shall investigate not only the Korean fourth-party logistics model but also the training of logistics professionals to generate profits for both shippers as well as logistics enterprises.

Youth Unemployment and Labor Policy in Contemporary Japan (일본 노동시장의 변화와 정책대응)

  • In this paper, first I try to sketch the changing Japanese labor market after 1990s, and then examine the so-called "Job $Caf{\acute{e}}$ program" in detail, which was initiated in 2004 by central and local governments to help young people fine suitable jobs, and finally investigate the possible direction for future labor policy as an important tool for revitalize the local economy. Latter half of 1990s witnessed the high unemployment rate among the population aged twenties in Japan, and the number of 'shinsotsu-mugyo', i.e. population not at work after completing high school or university, NEET (not in employment, education or training) and 'freeters' have grown rapidly. "Job $Caf{\acute{e}}$ program" was initiated as a public response to the increased youth unemployment, aiming at assisting young people's transition from education to career. In the Job $Caf{\acute{e}}$ program, job information service by MHLW, information service for high school students and university students by MEXT, placement service of career internship by METI are integrated into one service, and are provided by local government initiative, therefore named as "one stop service of employment". Although it is highly appreciated for one stop service, the Job cafe program has criticized for paying too much attention to the performance of projects, such as the number of users, and the number of successful job matching. At the final section of the paper, more practical spatial unit for executing effective regional plan on local employment and more empirical research on job search behavior are discussed.

A Dynamic Optimization for Automotive Vehicle Shipment and Delivery (자동차 선적 및 납기를 위한 동적 최적화)

  • The automotive industry has made much efforts to deliver finished vehicles to customers with speed and reliability. Decreasing the time a vehicle stays within an assembly plant from production release to shipment contributes to reduce the total order lead-time and consequently, the total transportation cost as well. Conventional shipment planning algorithms are limited in accommodating the dynamics of assembly plant operations as to finished vehicle shipment. This paper presents a market-based multi-agent shipment planning algorithm to optimize the performance of vehicle shipment process, capturing the operationally disruptive events. Experimental results using simulation show that the algorithm improves vehicle shipment performance with respect to lead time, labor efficiency, finished product quality, and transportation efficiency.

The Impact of Industry Architectures and Supply Chains on Successful Expansion in Emerging Markets (산업구조와 가치사슬이 신흥국 진출 성공에 미치는 영향)

  • Korean firms have been vigorously searching and exploring overseas market opportunities through export and overseas investment. As of end of 2019, there were more than 80,000 Korean overseas subsidiaries all over the world. With Korean overseas direct investment increasing recently, it became one of the important issues for overseas investors to be successful in the global market. There are a lot of studies on factors influencing the performance of overseas subsidiaries such as 'firm' and 'country' factors. This study empirically examines subsidiary performance determinants with 'industry architectures' by using a sample of 292 overseas Korean firm subsidiaries. Industry architectures are the stable but evolving sets of rules and roles through which labor is divided within a sector. This article considers how industry architectures shape success in international expansion. Industry architectures differ between countries, are not necessarily technologically determined, shape firms' capabilities and their competitive environment, and constitute a distinct level of analysis. We extract antecedents of related theory and empirically test its impact with a survey of Korean firms expanding in emerging economies. We would say this is the first study which tries to focus on industry architectures with the performance of Korean overseas subsidiaries. We find that separability and similarity of industry architectures across countries and localization of subsidiaries are robust and important predictors of success in international expansion. Our results suggest that industry architectures should be added to firm and country as an intermediate level of analysis that helps explain success in international expansion. While we established a pattern, much more remains to be done. We focus on the success of foreign operations, but we do not consider the broader benefits of going abroad, such as the learning or network effects that accrue at the level of the entire firm. The next obvious question is whether the results would differ in the developed market context. These we leave for future research to consider.

  • According to the previous study, after 2000s, factors of the Chinese government's trade policy changes would be a significant burden on the company. However, many previous studies were limited to the response strategy by judicial analysis. Therefore, this study aims to analyze the factors that affect the export performance of Korean manufacturing companies in China. Also, by using that result, I would like to provide advises for entered the korean companies in Chinese market As the results, I knew that export performance are most heavily influenced by labor policy factor and the fallowing is exchange rate policy factor. Eventually, Most of our country companies entering in china were affected changes in the exchange rate policy factor, but many company were manufacturing-type businesses to economize labor costs. Therefore, corporate and governmental response strategies are needed for that's companies.

  • Because of its unique characteristics, the construction industry tends to be affected by economic environment more than any other industries. The domestic construction industry was forced to change its management pattern and system when it went through the foreign currency crisis, and since then, the construction industry has been growing in terms of quality over last 10 years, breaking from the quantitative performance-oriented growth in the past. The study was intended to integrate the financial data of the companies during the period before and after the foreign currency crisis so as to analyze the effect of environmental changes on management performance of the companies. It was aimed at evaluating the changes to the stability, profitability and the growth potential, and collecting the data on variation of the market scale, price of resources such as material and labor and the financial environment, thereby analyzing the correlation with the management performance. The study, to deal with the difficulties which are anticipated, like the foreign currency crisis experienced in the past, was also intended to identify the correlation between the economic conditions and the performance of the construction companies, using the experimental data in the past.

Is Job Search for the Employed More Effective than That for the Unemployed? (취업상태에서의 직장탐색이 보다 효과적이었을까?)

  • This study analyzes the difference of search efforts and labor market performance between employed searchers and unemployed searchers, using GOMS(Graduates Occupational Mobility Survey) data collected by Korea Employment Information Service. The results show that unemployed searchers concentrated on the job search more actively, and their reservation wage decreased more rapidly than that of employed searchers. Therefore, considering only new jobs, the probability of employment was lower and the wage was higher for employed searchers than for unemployed searchers. However, both the employment probability and the wage were higher for the employed searchers, if analyzing all jobs including existing jobs of employed searchers. The results of this study imply that the employed search may be more effective strategy than the unemployed search.

Contract Theory Based Cooperative Spectrum Sharing with Joint Power and Bandwidth Optimization

  • In this paper, we proposed a contract theory based cooperative spectrum sharing scheme with joint power and bandwidth optimization under asymmetric information, where the primary user (PU) does not know the secondary users' (SUs) private information. To improve performance, PU needs to provide incentives to stimulate nearby SUs to help forward its signal. By using contract theory, PU and SUs' negotiations are modeled as a labor market. PU and SUs act as the employer and employees, respectively. Specifically, SUs provide labor (i.e. the relay power, which can be used for forwarding PU's signal) in exchange for the reward (i.e. the spectrum access bandwidth which can be used for transmitting their own signals). PU needs to overcome a challenge how to balance the relationship between contributions and incentives for the SUs. We study the optimal contract design which consists of relay power and spectrum access bandwidth allocation. We show that the most efficient SUs will be hired by the PU to attend the cooperative communication. PU can achieve the same maximum utility as in the symmetric information scenario. Simulation results confirm that the utility of PU is significantly enhanced with our proposed cooperative spectrum sharing scheme.

Effects of Pre-Employment Efforts of the College Graduate Youth in Korea (대졸 청년층 취업준비노력의 실태와 성과)

  • This study examines the effects of pre-employment efforts of the youth on their transition to the labor market. Labor market performance is accessed by the transitory period, the employment at workplace with more than 300 employees, and the wage level. Based on the effects of employment efforts for the first transitory period, job experience during school and preparatory period for employment would raise the likelihood of employment, but the school credit, grade in English, and the frequency of interviews, on the contrary, failed to reduce the transitory period. Employment effect varied according to educational background. In case of college graduates, vocational education and job experience during school were statistically significant variables leading them to decent jobs. On the other hand, in case of university graduates, job experience and language skills were proven to be important factors. Lastly, for the wage effect, in case of college graduates, vocational training, job experience during school, and English ability were proven to increase the wage level. However, vocational training after graduation and job experience during school decreased the wage level, but grade in English and pre-employment efforts during school increased the possibility of getting a decent, highly paid job for university graduates.
