The Economic Efficiency Assessment of Infrastructure considering Environmental Cost - A Case Study of Emergency Spillway for Korean Multipurpose Dam - (환경비용을 고려한 공공시설물의 환경경제성 평가 -국내 다목적댐 비상여수로 시설 사례연구 -)

  • This study aims to provide useful information when making a decision for the environmental and economic efficiency assessment of infrastructure, based on Life Cycle Assessment(LCA). It estimates environmental cost on environmental pollutants that are possible to happen by locations and by types of emergency spillway for korean multipurpose dam, which is selected as a study case. For this purpose, this study examines the theories of LCA and Contingent Valuation Method(CVM) and suggests an analysis model of environmental cost. To apply the suggested analysis model of environmental cost for infrastructure to the case study of emergency spillway at the multipurpose dam, this study calculates environmental load on environmental pollutants that generate during life cycle, converts it to a cost to predict environmental cost, evaluates environmental economy of emergency spillway by the estimated result, and draws the optimum alternative that is environmental-friendly and economic.

  • In this study, performance and environmental characteristics of cyclone vacuum cleaners are analyzed and product improvement methods are investigated to minimize environmental effect of the cleaners using the result. A simplified LCA method is used to analyze environmental characteristics of the cyclone vacuum cleaners. Two cyclone vacuum cleaners with similar specifications are chosen for the experiment. Typical characteristics of cyclone vacuum cleaners such as energy consumption, suction force, noise and temperature are measured and compared. Most environmental effect was caused by the energy consumption in use phase of life cycle. Some ideas are created to reduce energy consumption of the vacuum cleaners in use phase like installing baffle, and methods to extend exchange period of filter. It is analyzed how recyclability rate of vacuum cleaners could be improved to reduce the environmental effect in whole life of the vacuum cleaners.

  • Recently, in an attempt to overcome the defects of quiescent power shutdown system, smart quiescent power control system has been developed. However, due to its higher investment costs, feasibility evaluation must be conducted. While LCCA (Life Cycle Cost Analysis) model is useful to estimate net savings of alternatives that differ with respect to initial costs and operating costs, the environmental burdens are not considered. On the contrary, LCA (Life Cycle Assessment) model is suitable to assess environmental impacts associated with the stages of a product's life but it does not consider costs. In this study, a comprehensive analysis on the economic and environmental impacts of smart quiescent power control system is conducted by using LCCA and LCA model. In addition, sensitivity analysis is carried out to quantify accuracy of estimates.

  • The environment is the important resource to use as well as to conserve for the development. Since 1990s, it has accentuated the importance of the environment and tried to conserve the environment in many areas. Among many area, the building industry has played a role to destruct the environment for providing the living decent space and brought the environmental affect. Therefore, the building industry should endeavor to mitigate the environmental affect. In building life cycle, it consumes the energy and natural resources. But it is difficult to evaluate the environmental affect during the whole building life. It is impossible to calculate the environmental affect without the much time and effort. Therefore. it requires the easy and handing program to calculate the affect to environment in each building life cycle. Until now, many program for assessing the affect to the environment have been developed and limitedly used because of the assessment scope and contents. In this paper, it aimed at developing the assessment program of LCA, focused on the energy consumption and carbon-dioxide emission compared with the domestic and foreign concerned programs. The developed program is divided into 3 areas; construction, maintenance, demolition.

  • Environmental impact assessment in the step of the Life Cycle Assessment (LCA) measures relative values of importance or weight of the environmental load characterized in the inventory analysis. The weight measurements are used to evaluate the environmental load or the effect of the industrial product or technology. In this paper the Analytic Network Prpcess (ANP) is introduced to calculate a relative weighting of the environmental impact. The ANP is considered as one of the useful decision making framework and allow for more complex interrelationships, feedback, and inner/outer dependence among the decision level and factors. The weighting from the ANP may applied to obtain the overall evaluation value of environmental load.

Evaluation of monthly environmental loads from municipal wastewater treatment plants operation using life cycle assessment

  • Life cycle assessment (LCA) methodology can be used to assess impacts on the environment that might be generated during treatment of wastewater and sludge treatment. In this work, LCA methodology was suggested to evaluate monthly environmental impact of wastewater treatment plants (WWTPs). Two field scale WWTPs, A2/O process and conventional activated sludge process (CAS), were selected as target plants and the operational data were collected from those plants. As the function units, the unit volume of treated wastewater of $1m^3$ and 1 kg T-N eq. removed were selected. The environmental effect of target WWTPs operation were assessed as impact categories such as global warming potential, eutrophication potential, and so on. From monthly profiles of each index, it was shown that the environmental impact of WWTPs has seasonal patterns influenced by the influent flow rate variation causing higher impacts in winter than summer. This is due to the fact that there were no significant increase in the electricity consumption and chemical usage during the summer while the treated volume of wastewater was increased.

  • The fishing industry has a negative effect on the environment due to greenhouse gas (GHG) emissions with the high use of fossil fuels, the destruction of underwater ecosystems by bottom trawls, reduction in resources by fishing, and altered ecosystem diversity. GHG emissions from fisheries were discussed at the Canc$\acute{u}$n meeting in Mexico in 1992 and are part of the Kyoto protocol in 2005. However, few studies have investigated the GHG emissions from Korean fisheries. To find a way to reduce GHG emissions from fisheries, quantitative analysis of GHG emissions from the Korean fishery industry is needed. Therefore, this study investigated the GHG emissions from the Korean Danish seine fishery using the life cycle assessment (LCA) method. The system boundary and input parameters for each process level are defined for the LCA analysis. The fuel-use coefficient of the fishery is also calculated. The GHG emissions from the representative fish caught by the Danish seine fishery are considered and the GHG emissions for the edible weight of fishes are calculated, considering consumption in different areas and different slaughtering processes. The results will help to understand the GHG emissions from Korean fisheries.

  • Due to the International Maritime Organization's (IMO) environmental regulations on NOx and SOx, LNG-fueled eco-friendly ships are gaining attention worldwide, and various eco-friendly ships are being proposed and demanded for conversion to eco-friendly ships in Korea, as the eco-friendly ship law has recently been enforced. In this study, the initial basic design was performed to convert an existing Marine Gas Oil (MGO) fueled ship into an LNG-DF propulsion ship, targeting medium-sized ship, to select the fuel tank capacity and main dimensions and appropriate fuel ratio between the two fuels. In particular, Sustainable basic design method considering environmental impact were proposed by performing a Life Cycle Assessment (LCA) throughout the design process, and various design options were compared and analyzed to meet different design conditions by applying them.

  • Global warming due to increased carbon dioxide is perceived as one of the factors threatening the future. Efforts are being made to reduce carbon dioxide emissions in each industry around the world. In particular, environmental loads and impacts during the life cycle of SOC structures and buildings have been quantitatively assessed through a quantitative method called Life Cycle Assessment (LCA). However, the construction sector has gone through difficulty in quantitative assessment for several reasons: 1) LCI DB is not fully established; 2) the life cycle is very long; 3) the building structures are unique. Therefore, it takes enormous effort and time to carry out LCA. Rather than estimating carbon emissions with accuracy, this study aims to present a simplified estimation model that allows owners or designers to easily estimate carbon dioxide emissions with little effort, given that rapid and rough decisions regarding environmental load reduction are to be made. This study performs the LCA using data from 25 road construction projects across the country, followed by multiple regression analyses to derive a simplified carbon estimation model (SLCA). The study also carries out a comparative analysis with values estimated by performing a typical LCA. The comparison analysis shows an error rate of less than 5% for 16 road projects.

  • The purpose of this study is to suggest the way how to improve the school green building certification system based on life cycle assessment methodology and to assess $LCCO_2$ in outline. Green Building Certification System for School is comprised of 7 categories and 39 items. 7 categories include Land use and Transport, Energy and Atmosphere, Materials and Resources, Water, Management, Ecology, Indoor environmental quality. School is a public facility for students. So Green Building Certification System for School must have educational point of view adding to energy saving, reduction of greenhouse gas emission, etc. Also it needs to be classified into three categories ; kindergarten, elementar/middl/high school and university. Improvement plans for items are as follows ; energy consumption and $LCCO_2$ assessment considering life cycle, deletion or integration of duplicate items by comparing other systems, application of passive solar systems, consideration of the law and standards change, and selection of items considering specific building use.
