Recently, the large scaled energy storage system(ESS) which has various functions such as peak saving, demand management, output stabilization of renewable energy and frequency regulation(FR) is being energetically installed and operated. Especially, as the use case of frequency regulation ESS, the KEPCO has demonstrated the total of 376[MW] ESS since 2014. However, there are no operational experiences and international technical standards on frequency regulation application in ESS. Therefore, this paper propose the evaluation algorithm for power system performance of ESS by considering the frequency characteristics between governor of existing generator and frequency regulation ESS, in order to verify the power system performance of ESS. And also, this paper propose an evaluation modeling for small scaled power system including the existing generator, frequency control ESS and customer loads based on the PSCAD/EMTDC S/W. From the simulation results in 360[MW] model power system, it is confirmed that frequency regulation ESS has better performances than conventional generators.

The location based service means the service using the location information and the service used based on the location information comes into the spotlight as the critical information of the future mode townsman ubiquitous-City construction. LBS settles down as the core element of ITS or the telematics as the cutting edge technology appearing according to the power generation of the mobile communication technology and recently gradually broadens a range to the public safety service including the distribution management, the asset management, a children and old and the weak protection means, the disaster preparation rescue service like the E-911 of U.S. In the national, the technical regulations about the ground wave LBS was established at November 2005 for the first time in the country. but it actually operated and problems were deduced. Therefore, in this paper, domestic and foreign LBS usage trend and technical standards case try to be analyzed for the revision of the technical regulations of the ground wave LBS serviced in the national and the national technical standards bill for the revision tries to be prepared based on this.

국립전파연구원에서는 방송통신설비의 운용자 및 이용자의 안전과 서비스 품질 향상을 위하여 위해 방지 및 오용, 고장 방지, 장애인에 대한 접근의 용이성, 단말장치간 상호호환성, 전송 품질과 망 접속 등에 관한 단말장치의 세부 기술기준을 정하여 고시하고 있으며, 방송통신설비 기술의 발전과 서비스의 다변화에 빠르게 대응하기 위하여 단말장치 기술기준의 제 개정 연구를 추진하고 있다. 2013년 신규 융합 서비스 및 초고속 인터넷 서비스의 확산, 방송통신 서비스의 품질 제고를 위해 단말장치의 신호 전력 측정 대역의 확장과 의사회로의 대체 종단 사용 기준, 디지털 회선 접속 단말의 펄스 형상 기준 등에 대한 연구를 추진하고 이에 대한 타당성 검증을 위한 테스트베드 시험 결과를 제시하였다.

Objective: To assess the technical performance of two-dimensional shear wave elastography (2D-SWE) for measuring liver stiffness. Materials and Methods: The Ovid-MEDLINE and EMBASE databases were searched for studies reporting the technical performance of 2D-SWE, including concerns with technical failures, unreliable measurements, interobserver reliability, and/or intraobserver reliability, published until June 30, 2018. The pooled proportion of technical failure and unreliable measurements was calculated using meta-analytic pooling via the random-effects model and inverse variance method for calculating weights. Subgroup analyses were performed to explore potential causes of heterogeneity. The pooled intraclass correlation coefficients (ICCs) for interobserver and intraobserver reliability were calculated using the Hedges-Olkin method with Fisher's Z transformation of the correlation coefficient. Results: The search yielded 34 articles. From 20 2D-SWE studies including 6196 patients, the pooled proportion of technical failure was 2.3% (95% confidence interval [CI], 1.3-3.9%). The pooled proportion of unreliable measurements from 20 studies including 6961 patients was 7.5% (95% CI, 4.7-11.7%). In the subgroup analyses, studies conducting more than three measurements showed fewer unreliable measurements than did those with three measurements or less, but no intergroup difference was found in technical failure. The pooled ICCs for interobserver reliability (from 10 studies including 517 patients) and intraobserver reliability (from 7 studies including 679 patients) were 0.87 (95% CI, 0.82-0.90) and 0.93 (95% CI, 0.89-0.95), respectively, suggesting good to excellent reliability. Conclusion: 2D-SWE shows good technical performance for assessing liver stiffness, with high technical success and reliability. Future studies should establish the quality criteria and optimal number of measurements.

모듈러 건축은 시공 기간의 단축, 건축비용 절감 등의 여러 가지 장점에도 불구하고 국내 건설시장에서 좀처럼 탄력을 받지 못하고 있다. 이러한 원인에는 모듈러 내화 기술 적용의 한계도 있으나 무엇보다 내화구조 제도에 대한 접근성이 쉽지 않은 것이 주요 요인으로 간주되고 있다. 따라서 모듈러 건축 활성화를 위해 주요 저해요인인 내화구조 제도 현황과 문제점에 대해 고찰하였으며, 내화구조 제도적 개선 및 연구개발 방향에 대해 제시하고자 한다.

인터넷 규제에 대해서는 규제 불가론부터 기술 규제의 편리성 등 다양한 주장이 제기되는 가운데 나라마다 매우 상이한 규제 방식을 채택하고 있다. 국내에서는 실명제 확대, 사이버 모욕죄 등 인터넷 규제 강화 움직임이 나타나고 있으며 한쪽에서는 표현의 자유를 지나치게 침해한다는 우려의 목소리가 크다. 본 논문은 우리 사회에서 인터넷 규제에 대한 합리적인 방향을 도출하고자 시도되었다. 이에 따라 지금까지 사이버 명예훼손 분쟁사건을 분석하여 국내 법원의 판결 기준을 도출하고 향후 인터넷 규제의 바람직한 방향을 제언하고자 했다. 연구결과 인터넷 규제에 있어 형평성과 일관성을 확보할 필요성, 사이버 명예훼손에서 공직자에 대한 비판과 정치적 표현은 표현의 자유를 폭넓게 보장할 것, 인터넷 규제의 정당성과 실효성을 확보할 것 등을 제안하였다. 이러한 연구결과는 향후 방송통신위원회나 방송통신심의위원회를 중심으로 인터넷 규제의 방향과 원칙을 수립하는 데 도움을 줄 것으로 기대한다.

본 연구는 목적은 내생적 환경정책모형(endogenous environmental policy)에 기초하여 외국인직접투자(foreign direct investment), 경제성장, 환경규제의 상호관계를 실증적으로 분석하는 것이다. 외국인자본비율의 1% 증가는 0.044%(고정효과), 0.047%(확률효과)의 경제성장효과를 유발하였으며, 노동자 1인당 생산량의 1% 증가는 2.038%(고정효과), 1.890%(확률효과)의 환경규제강화를 유도하는 것으로 계측되었다. 그러나 생산 과정에 있어 강력한 환경규제가 기술혁신의 유인으로 작용한다는 포터의 가설(Porter's theory)을 지지할 만한 실증결과는 보여주지 못하였다. 또한 2개의 대기오염물질 (NOx, $CO_2$)을 기준으로 규모효과(0.0119, 0.0172)가 기술효과(-0.0048, -0.0007)보다 크게 추정되었다. 이는 국제사회의 꾸준한 노력에도 불구하고 더욱 적극적인 환경보호를 위해 각국의 공공지출액을 증액시킬 필요성이 있음을 의미한다.

본 연구는 문헌연구를 기초로 기계경비서비스의 공급자인 기계경비업체의 서비스 담당자와 인터뷰를 실시하여 그 결과를 분석하여 오경보 관리방안을 제시하였다. 고객의 실수로 인한 오경보를 줄이기 위해 고객 시설의 특성에 맞는 교육도구의 제공이 필요하며, 고객의 실수에 의해 불필요한 출동이 이루어 졌을 경우 일정한 금액의 출동수수료를 고객에게 부과할 수 있는 제도적 합의를 도출할 필요가 있다. 기기의 결함 및 설치 등으로 인해 발생하는 오경보 문제를 개선하기 위하여 기기의 기술기준과 설치기준을 표준화 하는 것이 필요하며, 오경보에 영향을 많이 주는 열선감지기의 성능을 개선하기 위한 새로운 형태의 감지기 개발이 필요하다. 오경보에 대한 용어의 정의와 사용자에 대한 오경보 방지 교육내용을 보다 전문적이고 세부적인 가이드라인 형태로 규정화 하는 것이 필요하다.

This short report describes the trend of exhaust emission control of the diesel engine vehicles in Korea, which originally was motivated from the newly proposed Emission Control Regulation of Diesel Engine Vehicles possible to be activated in 1991 by Korean Environmental Protection Agency. This short survey report has been prepared by the special working group of The Korea Society of Automotive Engineers (KSAE) on this particular subject. This report includes (1) estimation of portions of contribution of diesel engine vehicle emission to total air pollution, (2) comparison of proposals of new articles/regulations/laws in Korea with those of other selected countries such as USA, European countries, and Japan, (3) comparison of vehical emission control regulations in Korea with those in other selected countries, (4) technical aspects of possibilities of reduction of diesel engine vehicle emissions, (5) additional administrational aspects of technology development program, (6) social impact resulted from the severe emission control regulation on diesel engine vehicles, and (7) proposals, prepared by the special working group of the KSAE, on the emission control regulation of diesel engine vehicles, which can possibly bring better cleaner air released from the air pollution resulted from diesel engine exhaust emissions in real sense with minimal financial contribution, with optimal technological efforts, with less social impacts, within five to ten year period.

Recently the consideration for occupant's security has been raised as very important design element from the fire by building's large sized, higher storied, and its compounded. But the domestic laws regulated the predicative laws according to the technical standard which has no difference from the past domestic evacuation regulation. Therefore, regulation of escape code and developing technology for Korean conditions are needed to reduce victims during disaster by protecting occupant and guiding people to safe places.
