항만국통제의 법적 근거와 국내시행상의 문제

  • The flag State is primarily responsible for implementing international maritime conventions(IMO conventions) and national laws and other standards as far as its own vessels are concerned, on the other hand the port State exercise its rights for the safety and marine environment under international law especially UNCLOS within port and territorial sea. In particular, the port State may take appropriate measures including detention of ships identified as sub-standard vessels which are considered as port State's supplementary role aiming for implementing international and national and regulations. But in the course of implementing port state control, international disputes may happen between port state, coastal state and flag state in spite of making all possible efforts to avoid these disputes. This paper aims to consider legal grounds on port state control(PSC) in international conventions and national laws concerned and deals with contradictions between international and national law arising from exercising PSC by port state control officers(PSCOs).

A Study on Antenatal Education about the Normal Course of Labor in Last Trimester of Gestation Influencing the State - Anxiety of Primigravida (분만의 정상경과에 관한 산전교육이 초임부의 상태-불안에 미치는 영향에 관한 연구)

  • The purpose of study carried out to determine the effects of antenatal education about the normal course of la-bor in last trimester (pregnancy 36 wks longer ) influencing the State- Anxiety of primigravida. And the relation-ship between primigravia’s general characteristics and State-Anxiety. This study was carried out between May 1. to October 20. 1979. The study sample consisted of 150 primigravidas who visited the out- patient of Department of obstetrics of Ewha Womans University Hospital. The method used for the collection of data were Antenatal Education Curriculum made by researcher and State-Anxiety Inventory. The questionnaire of State Anxiety Inventory is made up 20 items. The data was analysed by computer program. The followings are results. 1. There was shown State-Anxiety to to be alleviated by experimental group than control group. There was significant relation between experimental group and control group. (p< 0.01) 2. Within the experimental group, there was no significant relation to State-Anxiety by age and education level. (p > 0.05) 3. In the investigation sample, according to the primigravida's gestation, there was shown State-Anxiety to be increased by closing to the delivery ( p <0.01). There was no relation of State-Anxiety response by age, education level, religion and acceptance of pregnancy. (p >0.05).

A Design of Linear State Observers for Motorized Seat Belt System (전동식 안전벨트 시스템의 선형 상태 관측기 설계)

  • This paper describes a design and a verification of linear state observers for a motorized seat belt system to estimate state information such as angular velocity and load torque. The motorized seat belt system provides functions to protect passengers and improve passenger's convenience. To realize these functions, sensors which can measure an angular velocity and load torque are needed. By use of the linear state observer, state information can be estimated without sensors. The motorized seat belt system is analysed and represented as a state space model which contains load torque as an augmented state. By the developed state space model, a full and reduced order observer are designed and verified by experiments. The full and reduced order observer are also compared from points of view of execution time and noise robustness.

The Relationship between Risk of Eating Disorder and Severity of State-Trait Anxiety (일부 대학생의 상태-특성 불안 정도와 식사 장애 위험 정도의 관계)

  • This quantitative study was investigated to examine the relationship between severity of state-trait anxiety and disordered eating patterns in some university students. This study used a cross-sectional study design. Total 347 students participated in this study (88 male and 259 female) among three universities. The assessment of eating disorder was conducted by Eating Attitudes Test (EAT-26), a score of >or=20 identified individuals likely to have an eating disorder, including anorexia nervosa and bulimia nervosa. Scores of healthy dietary behaviors were obtained by self-assessment instrument on healthy diet scale(20-item questionnaire), and severity of state-trait anxiety was calculated by state-trait anxiety inventory(Total 40- item questionnaire). In groups for each state anxiety and trait anxiety, there were divided between 50 percentile point of cumulatived scores of state anxiety and trait anxiety in all subjects. Linear regression analysis showed overall significant difference between dietary patterns(anorexia nervosa and healthy dietary behaviors) and severity of state-trait anxiety in all sex. Our results indicated that severity of state-trait anxiety may marked eating disorder symptomatology on dimensions of eating disorder prevention.

An Analysis of the State Library Services in the United States (미국 주 도서관 서비스의 분석)

  • The purpose of this study was to investigate the state library services in the United States in order to consider what services are needed for regional libraries in Korea. The data were collected from library statistics and library web pages. The analyses particularly focused on examining the residental service and library service of state libraries. The analyses revealed that the state libraries provide funds, services, and training to local libraries, but the service levels are varied among states. State libraries provide state historical information and genealogy information to residential users, and focus on the information needs for handicapped people. Based upon the analysis of U.S. state libraries, Korea regional libraries would provide services different from local public libraries. Also, regional libraries would be operated based upon the regional characteristics.

  • It is required that the current state of system should be Precisely monitored for efficient and safe operation of the subway power system and it is an important Problem to secure the high quality data for state estimation. The current state of subway power system is estimated by using data transmitted to control center from every measuring instrument. The high accuracy and trust can be maintained if the measured data have a high quality. But it is difficult to estimate the accurate state of system because of the noises in transmitted data and the inaccuracy of measuring instruments. So the object is to reduce the difference between the real values and the measured values in order to improve considerably the inaccuracy due to Instrumental errors and transmission noises using the state estimation method. In this paper, we proposes a new state estimation to estimate the accurate state of the subway power system from the measured values of a Sang-In station in Daegu subway and consider the possibility of application to the real subway power system. on the basis of that. The simulation results show to make sure of the possibility to apply to the real system usefully.

  • A generalization of an earlier diffusion model for system subject to continuous wear is presented. It is assumed that the state of the system is modelled by Brownian motion with negative drift and an absorbing barrier at the origin. A repairman arrives according to a stationary renewal process and increases the state of the system by a random amount if the state does not exceed a threshold. Various properties of this model are investigated including the distribution of the state of the system at time t, the first passage time to state 0 and the probability that the state of the system exceeds a certain level throughout a specified interval.

  • This paper describes a method for the state estimation by a modified fast decoupled estimation method and system decomposition. The state values are gained by using the weighted least square estimation method, fast decoupled estimation method, and modified fast decoupled estimation method. The estimated values of each method were compared about effectiveness of state values, respectively. This paper investigated the effects of impedance of well-condition or ill-condition into lines. The characteristics of state estimation were gained through hierarchical state estimation. Each method was applied to three model power systems, and, the results of test for the proposed method are given.

  • A model for a system whose state changes continuously with time is introduced. It is assumed that the system is modeled by a Brownian motion with negative drift and an absorbing barrier at the origin. A repairman arrives according to a Poisson process and repairs the system according to an (s,S) policy, i.e., he increases the state of the system up to S if and only if the state is below s. A partial differential equation is derived for the distribution function of X(t), the state of the system at time t, and the Laplace-Stieltjes transform of the distribution function is obtained by solving the partial differential equation. For the stationary case the explicit expression is deduced for the distribution function of the stationary state of the system.

  • In this paper we propose an efficient algorithm for LSA(Link State Advertisements) flooding. Link state routing protocols have been widely adopted in wired networks. When link state change occurs, a LSA is flooded into the whole network. The overhead of LSA flooding may be a big problem in wireless networks because their link states can be changed frequently. We propose an efficient flooding method that optimizes the flooding processes in wireless networks.
