사회투자론적 관점에서 본 새 정부의 가정정책 : 분석과 과제 (The Family Policy of the Lee administration from the Social Investment Perspective : contents analysis and policy implication)

  • The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.

역진적 선별성의 지속과 확장성의 제약, 2008~2016: 이명박·박근혜 정부시기 한국복지체제의 특성 (Korean welfare regime in the conservative administration, 2008-2016)

  • 본 연구는 이명박 박근혜 정부 9년 동안 한국 복지체체의 변화를 '확장성의 제약'과 '역진적 성별성'의 강화라는 두 가지 성격을 중심으로 분석했다. 이를 통해 본 연구는 보수정부 9년 동안 복지가 확대된 것은 분명하지만, 이러한 확장이 미래의 복지지출을 축소시키는 '확장성의 제약'이 실현되는 과정이었다고 평가했다. 또한 자유주의 정부 10년에 이어 사회보험 중심의 공적 복지가 확대되면서 한국 복지체제의 역진적 선별성이 공사적 영역에서 강화되었다. 물론 사회보험을 확대한다는 것 자체가 한국복지체제의 역진적 선별성을 강화하는 것은 아니다. 하지만 수출주도형 성장체제가 만들어놓은 산업구조는 노동시장의 분절화를 심화시켰고, 이러한 조건에서 정규직 노동자를 기준으로 설계된 사회보험을 확대하는 것은 사회보장제도의 역진적 선별성을 강화할 수밖에 없었다. 보수정부 9년 동안 한국복지체제의 역진적 선별성이 강화된 것은 바로 이러한 이유에서였다. 결국 보수정부 시기 한국복지체제는 서로 다른 삶을 살아가는 세 집단으로 나누어졌고, 세 집단 간의 불평등은 더욱 심화되었다.

  • 본 연구는 사회복지전담공무원 16명과 국민기초생활보장 수급자 13명에 대한 심층면접을 바탕으로 정보통신기술(ICT)의 활용이 사회복지일선관료와 복지수급자의 관계에 미친 변화를 비판적으로 살펴본다. 공공행정에서 ICT의 도입은 행정정보의 투명한 공유와 공개를 가능하게 하여 일선관료와 주민의 관계에 신뢰성과 민주성을 높일 수 있을 것이라는 기대를 받아왔다. 그러나 본 연구는 한국의 사회복지 공공행정을 사례로 정보화가 사회복지일선관료와 복지수급자의 관계에서 불신을 심화시키고 상호역량을 약화시킬 가능성도 내포하고 있음을 지적하고자 한다. 먼저 본 논문에서는 ICT를 통해 전담공무원과 수급자가 상대편의 정보와 데이터에 의지하게 되면서 면대면의 인간관계가 확인조사와 민원제기처럼 상대방에 대한 의심과 불만을 표출하는 사무적 절차로 대체되는 현상을 짚어볼 것이다. 나아가 ICT-기반의 행정시스템이 전담 공무원의 일상업무와 수급자의 생활세계를 조밀하게 감찰하게 되면서 일선관료에게 부여되던 자율적 정책선택권이 축소되고 수급자들의 공개적 경제활동이 위축되는 현상을 살펴볼 것이다. 이를 통해 본 연구는 정보화가 휴먼서비스의 신뢰성과 민주적 자율성을 제고하는 것만이 아니라, 반대로 서비스 제공자와 이용자의 관계를 더 비인격적이고 무기력하게 만드는 측면도 있음을 드러내고자 한다.

지방정부 사회복지비 지출수준의 결정요인 분석 (Determinants of the Social Welfare Expenditure in Local Government)

  • The purpose of this study is to analyze the determinants of social welfare expenditure in local government. The period of 1995 through 1998 data in Seoul, 6 other metropolitan areas, and 9 provinces (Do) were selected and pooled as unit of analysis and total 8 independent variables were selected based on the theoretical background and previous studies. The pooled cross-sectional time-series regression using SPSS program was adapted for the analysis. Among selected independent variables, the rate of economic expenditure to the local government expenditure, the rate of financial self-reliance, and the increase rate of social welfare expenditure to the previous year has been played a significant role in the rate of social welfare expenditure to the total expenditure. Both the rate of economic expenditure and rate of financial self-reliance have had a negative impacts on the rate of social welfare expenditure and the increase rate of social welfare expenditure have affected the rate of social welfare expenditure positively. Therefore, the variables based on the economic constraint theory as well as incrementalism perspective gives greater explanatory power of the social welfare expenditure than the variables on the political choice theory in Korean local government.

노무현 정부의 복지재정분권정책에 따른 지방정부 사회복지재정 실태 분석 및 정책적 개선방안 (Analysis of Local Government Welfare Finance Caused by Welfare Finance Decentralization of Roh Moo-Hyun Government)

  • 본 연구에서는 노무현 정부의 복지재정분권정책에 따른 지방정부의 사회복지재정의 실태를 분석하고 정책적 개선방안을 제시했다. 노무현 정부 기간 동안 지방정부 재정에서 차지하는 사회복지지출이 크게 늘어났으며 이로 인해 지방자치단체에서 부담해야 하는 사회복지지출 또한 크게 늘어났다. 지방재정에서 사회복지지출이 차지하는 비중이 크게 늘어난 이유는 중앙정부가 사회복지정책을 크게 확장하면서 지방정부의 부담도 같은 수준으로 늘어난 것과, 재정분권을 추진하면서 신설한 중앙정부에서 지방정부로 교부되는 분권교부세가 너무 낮게 책정되었기 때문이다. 또 다른 변화는 지방정부의 사회복지비 부담이 늘어나면서 자치구 간에 수평적 재정불균등이 나타났다. 이러한 문제점들을 해소하기 위해서는 중앙정부와 지방정부간 재정관계를 재정비하고, 급증하는 지방의 사회복지욕구를 반영하기 위해 지방교부세 제도의 복지기능을 강화하고, 2010년에 보통교부세로 전환되는 분권교부세도 보완될 필요가 있다.

The Impacts of Social Welfare Worker's Interpersonal Stress on Job Burnout and Turnover Intention - Focusing on Moderating Effects of Stress Coping Ability

  • The purpose of this study is to investigate the relationship between interpersonal stress and job burnout, turnover intention of social welfare worker's in social welfare center and efficient response of welfare worker's. In order to accomplish this study purpose, the interpersonal stress of social welfare worker's in social welfare center as an independent variable, interpersonal stress as a dependent variable of job burnout and turnover intention, and stress coping ability as a moderating variable were selected. The causal relationship between interpersonal stress and job burnout, turnover intention and the moderating effect of stress coping ability were analyzed. As a result of the analysis, the interpersonal stress of social welfare worker's showed a significant effect on job burnout and turnover intention. Also, moderating effects of stress copying ability were significant. Based on the results of this analysis, the theoretical implications and policy implications of this study are suggested, and the directions and limitations of this study are suggested.

사회복지시설 간호사의 직무만족 및 조직몰입이 이직의도에 미치는 영향 (Effects of Job Satisfaction and Organizational Commitment on Nurse's Turnover Intention in the Social welfare Facilities)

  • Purpose: The purpose of this study was to analyze the effects of job satisfaction and organizational commitment on the nurse's turnover intention working in the social welfare facilities. Methods: The subjects of this study were 319 nurses who were working in the 238 social welfare facilities. The data were collected by self-reporting questionnaires. The data were analyzed using descriptive statistics, Pearson correlation coefficient and multiple regression. Results: It was found that the key predictor of turnover intention was organizational commitment Organizational commitment explained 41.2% of the total variance of turnover intention. In case of sub categories of job satisfaction, organizational commitment had 37.2% prediction and then payment and supervision added 6.2% prediction. Conclusion: These results suggest that the key predict factor of nurse's turnover intention working in social welfare facilities is organizational commitment. Therefore, the findings of this study can be used to develop effective strategies to decrease nurse's turnover intention.

사회복지관 간호사와 사회복지사가 인식하는 사회복지관 간호사의 역할 (A Study on a Role of a Nurse for the Community Welfare Center Being Recognized by Nurses for the Community Welfare Center and Social Workers)

  • As this study is the descriptive research study that tries to present the basic data aiming to establish a role of nurses for the Community Welfare Center, by surveying the role expectation and the degree of role performance towards nurses for the Community Welfare Center that nurses for the Community Welfare Center and social workers recognize, it carried out the Questionnaire research targeting nurses who are working for the Community Welfare Center located in Seoul and social workers of institutions where nurses are working, and then analyzed the results, and the study results are as follows. Both the group of nurses and the group of social workers were highly recognizing the necessity and the importance of nurses for the Community Welfare Center, and expected that more effective services will be possible to be offered by means of that nurses do work for the Community Welfare Center. However, compared to the degree that social workers recognize a nurses specialty, the nurses thought that their specialty is not acknowledged in the Community Welfare Center, and even in case of duty friction between groups being felt while social workers and nurses are working together, nurses were experiencing further friction of duties. While nurses are well recognizing their roles, they are statistically and significantly recognizing the degree of role performance lower than expected, thus the difference between the role expectation and the role performance could be seen. Also, the group of nurses showed the higher role expectation towards nurses than the group of social workers, and in relation to roles of a counselor, referral resource, an advocator, an educator, a case manager, a and a coordinator, the degree of role expectation by the group of nurses is statistically and significantly higher than the group of social workers, thus it could be seen that there is difference in the expectation degree between both groups, as to a role of nurses for the Community Welfare Center. In particular, as to a role of universally medical services, the expectations between nurses and social workers showed mutual agreement, but in relation to a role of nurses for community in the more expanded sphere, social workers did not show a receptive attitude, thus it was indicating that there exists an element of role conflict. In relation to the role performance of nurses for the Community Welfare Center, nurses were feeling the disorder degree more than social workers, in all items of disorder factors, and there was difference in recognition between nurses and social workers, as to the priority of disorder factors. Because of, through this study, having been found the difference in recognition of role expectation, the degree of role performance, and a disorder factor between nurses and social workers, as to the nurses for the Community Welfare Center, it is required a study with a more diversified method on a role of nurses for the Community Welfare Center.

The Effect of Social Welfare Official's Perceived Professionalism on Job Attitude

  • The purpose of this study was to suggest the effective methods for human resource management of social welfare officials through empirical analysis on the relationship between professionalism and job attitude. This study came from the academic background that there have been few previous studies about social welfare officials' professionalism so far. To achieve this purpose, it empirically analyzed professionalism and job attitude through survey to social welfare officials. And as a result, it showed that the elements of professionalism have a significant effect on the variables of job attitude, such as job satisfaction, organizational commitment, and job commitment. Based on this result, it suggested theoretical and political implication that can improve the level of professionalism and job attitude of social welfare officials.
