Since various R&D projects about technology convergence was conducted by the government of Korea, the lack of liaisons among the projects has been accepted as serious issues related on the duplicated funding. In this article, we propose a research framework to analyze the relationship among national R&D projects about technology convergence. In detail, the projects have been sorted and categorized with the data collected from National Science and Technology Information Service (NTIS) in order to analyze the current state of national R&D projects. The linkages among projects are then established using the results of analysis on national R&D projects. Finally, the relationship maps have been developed. It is expected that the result could be applied to identify the relations among projects and handle problems on the duplicated funding.

Carbon neutrality is emerging as a new paradigm for the international society by transiting from climate change to climate risk. This study proposes evaluation methods for the carbon reduction contribution of climate-related national R&D projects in order to introduce a green budget system in the agricultural sector. We considered the domestic and foreign green budget systems and classified national R&D projects into positive, negative, and neutral from the perspective of carbon reduction. The results of this study propose three methods to estimate the monetary costs and carbon benefits by adopting the framework for the economic evaluation of national R&D projects conducted by the Rural Development Administration. These methods support to evaluate the potential contribution to carbon reduction of national R&D projects in the agricultural sector. Finally, the proposed methods were tested and verified for the efficiency and validity of evaluating carbon reduction contribution. These evaluation methods of the carbon reduction contribution can be used as a basic methodology for the pre-budget calculations of national R&D projects and the contribution for the greenhouse gas reduction budget.

정부의 R&D 정직은 직 간접적으로 혁신주체의 구성이나 공간적인 측면 등 다양한 파급효과를 가져온다. 한국 정부는 산업화와 함께 R&D 정책을 추진해 왔으며, 정부의 정책은 정부출연연구기관 중심의 연구개발 네트워크가 일부 지역에 집중된 공간적 결과를 낳았다고 지적된다. 본 연구에서는 정부 주도로 추진된 국가연구개발사업의 발전 과정을 살펴보고, 국가연구개발사업의 자료 분석을 통하여 참여 주체의 다원화와 네트워크의 지역화 경향이 실제로 이루어지고 있는가를 밝히고자 한다. 부처별 국가연구개발사업 네트워크를 분석한 결과, 과거 정부출연연구기관 중심으로 추진되어온 국가연구개발사업 네트워크에서 대학과 기업이 핵심주체로 추출되는 등 다원화가 이루어지고 있는 것으로 나타났다. 공간적인 측면에서는 일부 지역에 집중되어온 국가연구개발사업의 네트워크에 변화가 있는지 살펴보기 위해 16개 시도별 기업들의 네트워크를 분석한 결과, 대부분 전국 단위 혹은 수도권에 종속된 형태로 이루어지고 있음을 알 수 있다.

This study is aimed to analyze investment effects of fisheries R&D projects of the National Fisheries Research and Development Institute(NFRDI). In the analysis, Granger causal relations between R&D investment and fisheries production are tested. In addition, time-lag effects of fisheries R&D investment are estimated with an impulse response analysis and investment effects of R&D projects are estimated by changes of social surplus. Results indicate that there exists an Granger-causality between R&D investment and fisheries production and fisheries production responds to the fisheries R&D shock about three years after the initial shock. The magnitudes of the impacts increase until a peak is reached 5~7 years and the impacts decline to zero after 25 years. As investment effects, it is shown that the internal rate of returns of fisheries R&D investment is 55.2%.

Evaluating the results of National Nuclear R&D projects has critical importance in nuclear management aspect. This paper uses multi-attribute utility theory as a basis for obtaining a value Index to assess the results of nuclear R&D projects and applies the theory to a specific Korean case study. To structure and quantify basic values for the . evaluation, we elicited important attributes, then refined and structured them into a hierarchy. A multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and decision-makers. The implications of the results are also discussed. We found that the work and results can provide valuable insights for assessment of nuclear R&D consequences.

최근 국가 R&D에 투입되는 예산이 증가하고 있음에도 불구하고 국가 또는 산업 전반에 큰 파급력을 가지는 괄목할만한 성과의 창출은 이루어지지 않고 있다. 그 이유 중 하나는 국가 R&D 프로젝트의 계획단계가 효과적으로 이루어지고 있지 않기 때문이다. 따라서 본 연구에서는 국가 대규모 R&D 사업단의 사례 연구, 해외 국가 R&D 관리 동향과 주요 R&D 관리 기법들에 대한 분석을 통해 국가 R&D 기획을 강화시키기 위한 제언을 제시하였다. 본 연구 결과는 국가 R&D 계획 체계를 개선하는 데 있어 중요한 정책적 시사점을 제공할 것으로 기대된다.

The aim of this study is to provide the dynamic convergence index that reflected the inherent characteristics of the convergence phenomenon and utilized the nationally-funded R&D projects data, thereby suggesting useful information about the direction of the national convergence R&D strategy. The dynamic convergence index that we suggested was made of two indicators: persistency and diversity. From a time-series perspective, the persistency index, which measures the degree of continuous convergence of multidisciplinary nationally-funded R&D projects, and the diversity index, which measures the degree of binding with heterogeneous research areas. We conducted the empirical experiment with 151,248 convergence R&D projects during the 2015~2021 time period. The results showed that convergence R&D projects in both public health and life sciences appeared the highest degree of persistency. It was presumed that the degree of persistency has increased again due to the COVID-19 pandemic. Meanwhile, the degree of diversity has risen with combining with disciplinary such as materials, chemical engineering, and brain science areas to solve social problems including mental health, depression, and aging. This study not only provides implications for improving the concept and definition of dynamic convergence in terms of persistency and diversity for national convergence R&D strategy but also presented dynamic convergence index and analysis methods that can be practically applied for directing public R&D programs.

This paper proposes a new approach to technology valuation, the market-replacement cost approach which integrates the cost-based approach and market-based approach. The proposed approach estimates the market-replacement cost of a target technology using R&D costs of similar R&D projects previously conducted. Similar R&D projects are extracted from project database based on document similarity between project proposals and technology description of the target technology. R&D costs of similar R&D projects are adjusted by mirroring the rate of technological obsolescence and inflation. Market-replacement cost of the technology is then derived by calculating the weighted average of adjusted costs and similarity values of similar R&D projects. A case of "Prevention method and system for the diffusion of mobile malicious code" is presented to illustrate the proposed approach.

This paper proposes the systematic design approach for developing the evaluation indicators that evaluate the candidate proposals in the national defense core-technology R&D projects. To improve the validity and fairness of the evaluation indicators, the existing evaluation process in a military and a public sector are surveyed and also the existing evaluation system of the core-technology R&D programs for the national defense is analysed and discussed. A new system for the evaluation indicators is designed by using the axiomatic design, factor analysis and the analytic hierarchy process. It is expected that the proposed evaluation indicators contribute to enhance the fairness and the reliability of the evaluation process for the proposal of the national defense core-technology R&D projects.

공공기금을 지원받아 수행된 논문성과물의 오픈액세스(OA)는 주요국의 경우 국가차원에서 법률을 통해 의무화하는 방향으로 추진되고 있다. 본 연구의 목적은 국가R&D에 따라 산출된 논문성과물의 오픈액세스를 추진하기 위해서 필요한 법규의 개선방안을 제안하는 데 있다. 이를 위하여 이미 공공기금에 의한 연구성과물의 오픈액세스를 법제화한 미국, 스페인, 독일, 프랑스의 입법례와 우리나라의 대표 공공기금 연구사업인 국가R&D와 관련된 법령 및 행정규칙을 분석하였다. 분석 결과를 토대로 본 연구에서는, 1) 국가R&D 사업의 연구성과물 관련 용어를 통일하고 연구성과물의 정의에 논문을 명시하여 포함시킬 것, 2) 논문의 제출, 공개, 등록 기탁, 소유와 관련한 내용을 기본법인 "국가연구개발사업의 성과평가 및 성과관리에 관한 법률"에 정함으로써 OA이행 의무를 강화할 것, 그리고 3) 개정된 기본법에 따라 범 부처 공통의 "국가연구개발사업의 관리 등에 관한 규정"과 행정규칙을 정비할 것 등을 제안하였다.
